2. CHARACTERS 1. Background:

a. Youth:i. Being made of a body less than 18 years old: Not Sanctionedii. As Prometheans reach mental maturity within days of being made, the age restrictions do not

apply to them. While they can be still learning about the world, this is not a loophole to play a “child-like” character.

2. Lineage: a. All Prometheans not of the 5 core Lineages [Magnum Opus]: Not Sanctioned.b. All character with non-standard combinations of Humor and Elemental affinity [Magnum Opus]: Not

Sanctioned.c. Custom Affinities or Mechanics [Magnum Opus]: Not Sanctioned.

3. Dreamborn [Magnum Opus p.39]: Low Approval as NPCsa. The Dreamsharing bestowment has no favored lineage.

4. Other Types: Zeky, Demiurges, Promethean Constructs, Extempore, Scions, Animal Prometheans, Unfleshed: Reserved for NST

5. Storyteller Characters: a. Pandorans: Low approval as NPCs. b. Greater and Arch Quashmallim: Reserved for NSTc. Clones [Saturnine Night p.40]: Not Sanctioned.

3. ORGANIZATIONS 1. Refinement:

a. Characters may only benefit from a single refinement's reduced cost transmutations at character creation.

b. Custom Refinements: Not Sanctioned.2. Refinement change:

a. Low Approval but must reflect an actual change in philosophy and process. b. May only be done once per 12 months of play.

3. Athanor: a. Low Approvalb. If entering play with an Athanor, Promethean characters must satisfy the Azoth requirements even if the

Athanor was gained in background.

4. MERITS 1. Fighting Style: Brute force [Strange Alchemies p.57]

a. Not sanctioned for characters using Armory: Reforged. See the Armory Aberration Guide for rules for Armory Aberration VSSs.

2. Companion [Strange Alchemies p.55] a. Not Sanctioned. See Familiars in the Accord Combined Addendum.

3. Fighting Style: Multi-armed fighting [Pandora's Book p.50] a. Sanctioned for any character type that fits the requirements and has multiple limbs in humanoid form.

Note the limitations on multiple attacks in the Single Attack Limit section of the Accord Universal Addendum.

5. PROMETHEAN POWERS1. Bestowments

a. Custom Bestowments: Not Sanctioned.b. Zeky Bestowments [Saturnine Night p.85]: Reserved for NSTc. The Scrutiny [Strange Alchemies p.54]: Not Sanctioned.d. Buying bestowments: Bestowments are changed to a flat cost. In-lineage Bestowments cost 25XP, out-

of-lineage Bestowments cost 40XP.e. Bestowments that allow buying attributes past the normal limit of Azoth allow those purchases to be made

at next dot x7. Should a PC ever reach the Azoth level of the attribute he purchased, he is refunded for that attribute cost as if he purchased it at x5.

i. Example: Frankie Frankenstein has Unholy Strength and purchases Strength up to 7. When he reaches Azoth 6, he is refunded 12 xp (the difference between Strength 6 at x7 and at x5). He isn’t refunded for Strength 7 until he purchases Azoth 7.

2. Transmutationsa. Custom Transmutations: Not Sanctioned.b. Alchemicus:

i. Flesh to Stone: The target is not turned fully to stone or immobilized. Instead they suffer a -3 to all draws for the duration of the power.

c. Irradiation [Saturnine Night p.88]: Reserved for NST. d. Disquietism [Created p.127]

i. These Transmutations work as normal even on those who are immune to Disquiet.ii. Safe Sojourn [Created p.130]: Replace with the following: The player may spend one downtime

action to reduce their Azoth by one for the purposes of calculating their addition to the Action Reality Quotient. The character may spend multiple downtimes to lower their effective Azoth to a minimum of 1 dot.

e. Vitality [Created p. 140]i. Titanic Vigor [Created p.152]: Cannot exceed the modifier cap.ii. Wrath of Hecatonchire [Created p.153]: Not Sanctioned.

f. Vulcanus [Created p. 154]i. Electroshock Recharge [Created p. 155]

1. Replace text with the following: “Once hit with electricity, whether natural or via an attack, the Promethean activates the power with a Stamina+Azoth draw. Successes determine how much Pyros is gained, one per point of Health damage taken in the turn of activation”

3. Pandoran Transmutations [Created p.236, Pandora’s Book p.51]a. Learning Pandoran Transmutations

i. Members of the Centimani Refinement: Low Approval.1. These must be purchased at +1 dots if allowed (to be concealable).

ii. Any other Refinement: Not Sanctionedb. If a Centimani ever chooses to pursue his Pilgrimage once again, use of Pandoran Transmutation is a

Humanity check per the rules.c. Pandoran Transmutations from Pandora's Book are sanctioned. d. Unholy Repast [Pandora's Book p.55]: Not Sanctioned.e. Perfected Bezoar [Created p.241]:

i. These transmutations are Reflexive and cost 1 pyros each to activate.ii. Each one grants Damage Immunity to the user for the listed damage source type (Fire, Poison,

etc), for one attack. See the Damage Immunity section of the Accord Universal Addendum for changes to Damage Immunity.

iii. Damage from an attack may not be downgraded multiple times, even by different bezoars.iv. Ingesting a bezoar has no benefit.

6. STORYTELLER RULES AND CLARIFICATIONS1. Returning a character to life

a. It is Low Approval for dead Promethean characters to be brought back to life using the onetime Azoth flare, as detailed on page 163 of the Promethean Core Book.

b. It is Low Approval for dead Promethean characters to be brought back to life by using the Revivification Bestowment.

c. Note that there is an Action Reality Quotient cost for this. Check the ARQ Worksheet for more info.2. Places of Power

a. Flux Tainted Locations [Pandora's Book p.23] are places of power. 3. Pilgrimage

a. All pilgrimage sites are under the jurisdiction of the NST.4. Disquiet

a. PCs with Accord status will stop at stage three Disquiet and never naturally reach stage four.b. Greater Templates and Sleepwalkers are immune to Disquiet.

5. Wastelanda. Prometheans in the Accord no longer produce a Wasteland. Instead, they generate Action RQ on a

monthly basis. See the Action RQ worksheet for more details.6. Electricity

a. Prometheans are immune to damage caused by electricity, whether from natural, manmade, or magical sources. The exception to this rule is the Electrification transmutation, which is fueled partially by Torment.

b. While most natural and manmade sources of electricity deal bashing damage, when determining the effects of healing via “Electroshock Therapy,” use the following conversions, which are in addition to the rules for Electroshock Therapy from Created p. 164:

i. 1 point of electrical aggravated damage heals 1 point of aggravated damage, 2 points of lethal damage, or 3 points of bashing damage

ii. 1 point of electrical lethal damage heals 1 point of lethal damage or 2 points of bashing damageiii. Electrical Bashing damage heals per Created p. 164

c. If “attacked” with electricity by an ally, treat the “damage” as bashing for the purposes of determining the healing factor, although any drawbacks for the ally occur as normal.
