Purpose of this document

The information in this Guide will help all Games stakeholder groups to create the logistical plan to validate/collect their Olympic Identification and Accreditation Card (OIAC), Paralympic Identification and Accreditation Card (PIAC), Guest Passes and/or Training Access Passes (TAP).

This document presents all accreditation facilities and its operation plan, including:

• Venue address

• Venue map (including walking route, walking time, VAO location, entrance and toilets)

• Public transport information (including closest stations to the VAO and station exits)

• Key venue info

• Accreditation services available

• Opening/closing dates and times for each Games

1.1 General Accreditation facilities information

The purpose of all Accreditation facilities is to process, issue and validate the appropriate OIAC/PIAC to individuals rapidly, efficiently and pleasantly. In some facilities, stakeholders can also collect Training Access Passes.

In this section, you will find information about the general procedures to collect the OIAC/PIAC, Guest Passes and TAP cards, such as required documentation for collection process, COVID-19 countermeasures, etc.

Where and when to collect

OIAC/PIAC

You can collect your OIAC/PIAC prior to your official function start during the Games, at any Accreditation Facility (excluding the Accreditation Counters at the Airport) based on your Responsible Organisation plan with the Tokyo 2020 Accreditation department. More information about the Accreditation facilities operation dates and times are available in the section 2 of this guide.

Guest Pass/ Training Access Passes

You can collect your Guest Pass/TAPs at the recommended Accreditation Centre (excluding the Accreditation counters at the Airport) or at a Venue Accreditation Office (VAO) for your sport, located close to the competition venue.

You must collect it in person prior to or on the same day of entry. If you have Guest Passes for two or more sessions on the same day, you will be able to collect all passes from the Accreditation Centre or VAO during your visit. It is recommended to arrive two and a half hours prior to the estimated entry time to ensure you have enough time to collect your Guest Pass and get through security.

How to arrive at the Accreditation facilities

Please be aware that use of public transport may restricted upon arrival and may be restricted throughout your stay in Japan. Please refer to the Playbook (s) relevant to your stakeholder type for the latest information. For transportation details, please refer to the Olympic/Paralympic Transportation official information, which can be found on the websites:

Don’t forget to bring with you a suitable and valid form of identification according to your nationality (refer to the table on the right).

You need to bring the same identification document as the one used for your OIAC/PIAC, Guest Pass or TAP application.

You will also need to bring and wear your mask, shield or similar products (more information in the COVID-19 countermeasure page).

The document used for the accreditation must be valid at the time of collection of the Accreditation Card.

COVID-19 countermeasures

Wear a face mask.

Mask will need to be REMOVED to

confirm your identity and for facial recognition.

Maintain a 2m distance if possible (at least 1m) to reduce the risk of infection.

Temperature and physical condition

check before entering the facility.

Washing hands often with soap and water. Also use of

hand sanitizer.

2.1 Accreditation Validation Counters

With the distribution of the pre-valid Cards (PVCs) to participants prior to their arrival in Japan, it is possible to validate the PVCs for those who are able to be accredited at validation counters instead of at Accreditation Centres.

This will assist to minimising traffic flows at the Accreditation Centres and provides an efficient service to its key stakeholder groups.

For Tokyo 2020 Olympic and Paralympic Games, the accreditation validation counters will be located at:

Due to their location and the premium placed on space in airports, validation counters usually do not have any printing or image capture capabilities. Hence any participants who do not have their PVC or are not able to be accredited will be sent to the designated or relevant Accreditation Centre for issuing their OIAC/PIAC and/or problem resolution.

• Tokyo (Haneda) International Airport (HND) for international arrivals only (Terminals3) and,

• Narita International Airport (NRT) for international arrivals only (Terminals 1 and 2 only).

2.1 TAP collection plan (standalone training venues)

Training Access Passes (TAPs) will be available for National Olympic Committees to use in most

disciplines for the Olympic Games Tokyo 2020. TAPs enable individuals who are considered essential

for athlete preparation to access training venues and/or competition venues where training occurs.

In response to specific challenges and issues, Tokyo 2020 Accreditation and the IOC have

reconsidered the Training Access Pass (TAP) policy with the intention to streamline the process for

the Olympic Games Tokyo 2020 to be held in 2021.

The TAPs will be available for collection at the Accreditation Centres (Olympic Village Team

Processing Centre, Sailing Olympic Accreditation Centre, Cycling Olympic Accreditation Centre, Main

Media Accreditation Centre) and at the Venue Accreditation Offices (VAO).

There is no accreditation facility operation at the Tokyo 2020 standalone training venues. Instructions

on how to collect the TAPs in these cases are in the following pages.

Notice that that will be recommendations based on geographic distance, the TAPs will be available for

collection in any of the facilities mentioned before.
