ACEC Georgia is organized to protect and promote the business needs of the engineering profes-

sion. The guiding principles of our organization are political advocacy, business development and firm

operations. Our member firms not only provide exceptional engineering but they also believe in these

Requirements for

Professional engineers

ACEC Georgia provides excellent Profes-sional Development Hour (PDH) oppor-tunities for members at a fraction of thecost of continuing education programsoffered elsewhere. Not only does ACECGeorgia help members meet the staterequirements for licensing, but it doublesthe benefits for participants by also help-ing them develop valuable contacts withintheir professional and business communi-ty. In addition to PDH technical sessionsat the ACEC Georgia Annual Meetingeach summer other seminars are heldthroughout the year. Rule for Professional engineers

& land surveyors Chapter 180-11

Continuing Professional Competency

180-11-.01 Introduction.Beginning January 1, 1997, as stated inO.C.G.A. 43-15-6(b), “. . . which beginsafter the 1996 renewal cycle,” every regis-trant shall meet the continuing profession-al competency requirements of these rulesfor professional development as a condi-tion for licensure renewal.

180-11-.02 Definitions.Terms used in this section are defined as follows:(a) Professional Development Hour. The

numerical unit of measure used incalculating compliance with thisChapter is a Professional Develop-ment Hour or PDH. All units andhours attributed to the courses andactivities acceptable in satisfying thisChapter’s requirements are translatedinto PDH’s by operation of Rule 180-11-.04 of this Chapter.

(b) Course/Activity. Any qualifying courseor activity with a clear purpose andobjective which will maintain,improve, or expand the skills andknowledge relevant to the land survey-or’s or professional engineer’s practice.

(c) Continuing Education Course/Unit.

1. Continuing Education Course. Acourse, seminar, workshop or otherprofessional or technical presentationor activity taken or attended for thepurpose of maintaining, improving,or expanding the skills and knowledgerelevant to the registrant’s practice.

2. Continuing Education Unit. Theunit of measure attributed to Contin-uing Education Courses is a Continu-ing Education Unit or CEU. Ten (10)hours of class in a Continuing Educa-tion Course equals one (1) Continu-ing Education Unit.

(d) College Courses/Unit Measure.

1. College Course. When used in thisChapter, a College course is a techni-cal course in a curriculum which has

been accredited by the AccreditationBoard for Engineering and Technolo-gy, or a technical course that is specif-ically relevant to engineering or sur-veying, which is offered by a college,university, or other institution.

(e) College/Unit Semester/QuarterHour. A College/Unit Semester/Quarter Hour is a unit of measureattributed by the offering college,university, or institution, to a particu-lar course, which is translated intoPDH’s by operation of Rule 180-11-.04 of this Chapter.

(f ) Registrant. When used in this Chap-ter, a person who is licensed as eithera professional engineer or a land sur-veyor is deemed to be a registrant.

(g) Dual Registrant. When used in thisChapter, a person who is licensed asboth a professional engineer and aland surveyor is deemed to be a dualregistrant.

(h) Board. The State Board of Registra-tion for Professional Engineers andLand Surveyors.

(i) Sponsor. A sponsor is an organiza-tion, college, university, institution,or individual which provides acourse/activity for which the profes-sional engineer or land surveyor seeksto obtain Professional DevelopmentHour credit.

(j) Successful Completion of aCourse/Activity. Satisfactory comple-tion of a course/activity taken for thepurpose of obtaining PDH’s meansfulfilling the course or activity’srequirements and obtaining a certifi-cate of completion or its equivalent.

180-11-.03 Requirements.(1) Professional Engineers. Every profes-

sional engineer is required to obtainthirty (30) PDH’s each twenty-four(24) month (Biennial) renewal peri-od. If a professional engineer exceedsthe requirements in any biennialrenewal period, a maximum of fifteen(15) PDH’s may be carried forwardinto the subsequent renewal period.

(2) Land Surveyors. Every land surveyoris required to obtain fifteen (15)PDH’s each twenty-four (24) monthbiennial renewal period. In addition,every land surveyor must ensure that,once every five (5) years, at least six(6) PDH’s in “Minimum TechnicalStandards” be included in theirPDH’s acquired. If a land surveyorexceeds the requirements in any bien-nial period, a maximum of seven andone-half (7.5) PDH’s may be carriedforward into the subsequent renewalperiod.

(3) Dual Registrants. The person with adual license is required to obtain thir-ty (30) PDH units for a twenty-four(24) month (Biennial) renewal peri-od. If a dual registrant exceeds therequirement in any Biennial renewal

period, a maximum of fifteen (15)PDH’s may be carried forward intothe subsequent renewal period. Atleast one-third (1/3) of the PDH’s ina renewal period must be obtained inengineering, and one-third (1/3) insurveying. The remaining units maybe in either field, at the discretion ofthe registrant.

(3) One (1) Continuing Education Unit:10 PDH

(4) One (1) Hour of professional devel-opment in coursework, seminars, orprofessional or technical presenta-tions made at meetings, conventions,conferences, or examination prepara-tion.

(5) For teaching of professional develop-ment coursework as in 180-11-.04,apply a multiple of two (2). Teachingcredit valid for teaching a course orseminar for the first time only. Teach-ing does not apply to full-time faculty.

(6) Authorizing published papers, arti-cles, or books in any area relevant tothe land surveryor’s or professionalengineer’s practice: 10 PDH

(7) Active participation in professionaland technical society (for professionalengineers only): 2 PDH

(8) Each patent in any area relevant to theland surveyor’s or profess iona l engi-neer’s practice: 10 PDH

180-11-.05 Determination of Credits.The Board has the final authorityregarding:(a) Approval of courses, classes, seminars,

meetings, and all other methods ofsatisfying the requirements of thisChapter; and

(b) The number of PDH’s allocated to

each course, class, seminar, meeting,and any other method of satisfyingthe requirements of this Chapter.

180-11-.06 Recordkeeping.To ensure compliance of continuing edu-cation, the Board shall randomly audit anumber of registrants. Registrants licensedby way of examination or comity, shall beexempt from continuing educationrequirements for their first renewal period.Maintaining records to be used to supportPDH’s Claimed, is the responsibility ofthe registrant. Records required include:(a) A log showing the type of activity,

sponsoring organization, location,duration, instructor’s or speaker’sname, and PDH’s earned.

(b) Attendance verification records in theform of completion certificates, orother documents supporting evidenceof attendance; or records as main-tained by professional organizations,or other similar repositories designat-ed by the Board.

(c) The log and records described in Rule180-11-.06(a) and (b) must be main-tained for a period of four years andcopies may be requested by the Board

for audit verification purposes.

180-11-.07 Exemptions.A registrant is exempt from the profession-al development education requirementsunder any of the following circumstances:(1) Registrants licensed by way of exami-

nation or comity, shall be exempt fortheir first renewal period.

(2) A professional engineer serving ontemporary duty in the armed forces ofthe United States for a period of timeexceeding one hundred twenty (120)consecutive days shall be exempt fromobtaining 15 of the professionaldevelopment hours required duringthat biennial period in which themajority of the days of duty fall. Like-wise, a land surveyor shall be exemptfrom obtaining 7.5 professionaldevelopment hours during that bien-nial period.

(3) Registrants experiencing physical dis-ability, illness, or other extenuatingcircumstances as approved by theBoard may be exempt. Supportingdocumentation must be furnished tothe Board.

(4) Registrants over the age of 65 whohave applied for an inactive license,who list their occupation as “Retired”or “Inactive” on the Board-approvedrenewal form, and who further certifythat they are no longer receiving anyremuneration from providing profes-sional engineering or land surveyingservices shall be exempt from profes-sional development hours. In theevent such a person elects to return toactive practice of professional engi-neering or land surveying, profession-al development hours must be earnedas described in “180-11-.08 Rein-statement” before returning to activepractice.

(5) Individuals who qualify for exemp-tion by way of paragraph (4) abovemay continue to use the words Profes-sional Engineer (or P.E.), or LandSurveyor (or L.S.) as appropriate,after their names as long as they con-tinue to fall under the restrictionsspecified and are not actively practic-ing engineering or land surveying.

180-11-.08 Reinstatement.A registrant may bring an inactive or sus-pended (provided all other conditions ofthe suspension are filled) license to activestatus by obtaining all delinquent PDH’s.A MINIMUM OF 15 PDH’s are requiredfor each year in an inactive or suspendedstatus for professional engineers and 7.5PDH’s for land surveyors, up to a maxi-mum of 30 PDH’s for professional engi-neers and 15 PDH’s for land surveyors.

180-11-.09 Comity/Out-of-Georgia Resident.The Board shall recognize the continuingeducation requirements imposed by otherstates to the extent that such continuingeducation courses meet the requirementsimposed by the Board. Comity/Out-of-Georgia residents will be required to keeprecordkeeping as listed under Rule 180-11-.06.

180-11-.10 Forms.Included with all license renewal applica-tions will be a continuing education sum-mary log form that the registrant must useto summarize the professional develop-ment hours for which he/she has request-

ed credit during the current biennial peri-od. In order to ensure compliance withO.C.G.A. 43-15-6(b), the Board shallaudit some registrants at a later date andwill instruct them to submit this form tothe Board office, signed and certified. Theform must supply sufficient detail relevantto continuing education hours claimed in

order to permit the Board to complete itsaudit. v

A strong case can be made that R. Berl Eld-er was the founding father of ACEC Geor-gia. In 1955, he called a meeting of engi-neers in Macon to explore the creation of astate organization of consulting engineersthat would affiliate with the newly creatednational association. By 1956, The Con-sulting Engineers Council of Georgia(CEC) was created and has grown eversince. In 1964, Berl Elder passed away atthe age of 40.

In his memory, CEC soon began a tra-dition of raising money for scholarships forstudents in engineering and awarding themas the R. Berl Elder Scholarship. These ini-tial scholarships were founded on an annu-al basis by contributions from CEC mem-bers encouraged by an annual campaign.In 1978, a separate legal entity was estab-lished to facilitate scholarship donationsand the creation of an endowment: the “R.Berl Elder Memorial Scholarship Founda-tion Trust.”

The trustees of the endowment areappointed by the ACEC Georgia Board ofDirectors and include past presidents.Peter Giles, CEC President in 1978-79 ledthe effort to create the Trust and provided amajor contribution to the Trust. During his22 years of leadership, he managed the wise

investment of its assets and made addition-al substantial personal gifts. His final giftjust before his death in 2000, was a$50,000 bequest from his estate. In a sim-ilar vein, when Richard (Buddy) DeYoung,CEC President in 1993-94 died in 1977,Hussey Gay, Bell, and DeYoung made aspecial gift of $10,000 to the Trust in hismemory.

The current value of the ACEC Geor-gia R. Berl Elder Scholarship endowment isover $200,000. It is held in trust at the

Georgia Engineering Foundation, underthe supervision of the R. Berl Elder Memo-rial Scholarship Foundation Trustees.Scholarships are awarded annually fromincome from the endowment in theamount of $5,000 - $7,500 per year. Themerit based scholarships are awarded tostudents enrolled at an ABET accreditedengineering or engineering technology pro-gram in Georgia who have worked at anACEC Georgia member firm during thepreceding year. v

practice of their profession, consultingengineers must perform under a standard ofprofessional behavior which requires adher-ence to the highest principles of ethicalconduct on behalf of the public, clients,employees and the profession.

I. Fundamental Canons

Consulting engineers, in the fulfillment oftheir professional duties, shall:

1. Hold paramount the safety, health andwelfare of the public in the perform-ance of their professional duties.

2. Perform services only in areas of theircompetence.

3. Issue public statements only in anobjective and truthful manner.

II. Rules of Practice

1. Consulting engineers shall hold para-mount the safety, health and welfare ofthe public in the performance of theirprofessional duties.a. Consulting engineers shall at alltimes recognize that their primaryobligation is to protect the safety,health, property and welfare of thepublic. If their professional judg-ment is overruled under circum-stances where the safety, health,property or welfare of the public areendangered, they shall notify theirclient and such other authority asmay be appropriate.

b.Consulting engineers shall approveonly engineering work which, to thebest of their knowledge and belief, is

safe for public health, property andwelfare and in conformity withaccepted standards.

c. Consulting engineers shall notreveal facts, data or informationobtained in a professional capacitywithout the prior consent of theclient except as authorized orrequired by law or these Guidelines.

d.Consulting engineers shall not per-mit the use of their name or firmnor associate in business ventureswith any person or firm which theyhave reason to believe is engaging infraudulent or dishonest business orprofessional practices.

2. Consulting engineers shall performservices only in the area of their com-petence.a. Consulting engineers shall under-take assignments only when quali-fied by education or experience inthe specific technical fields involved.

b.Consulting engineers shall not affixtheir signatures to any plans or docu-ments dealing with subject matter inwhich they lack competence nor toany plan or document not preparedunder their direction and control.

c. Consulting engineers may accept anassignment outside of their fields ofcompetence to the extent that theirservices are restricted to those phas-es of the project in which they arequalified and to the extent that theyare satisfied that all other phases ofsuch project will be performed byregistered or otherwise qualifiedassociates, consultants or employees,in which case they may then sign thedocuments for the total project

3. Consulting engineers shall issue publicstatements only in an objective andtruthful manner.a. Consulting engineers shall be objec-tive and truthful in professional

reports, statements or testimony.They shall include all relevant andpertinent information in suchreports, statements or testimony.

b.Consulting engineers may expresspublicly a professional opinion ontechnical subjects only when thatopinion is founded upon adequateknowledge of the facts and compe-tence in the subject matter.

c. Consulting engineers shall issue nostatements, criticisms, or argumentson technical matters which areinspired or paid for by interestedparties, unless they have prefacedtheir comments by explicitly identi-fying the interested parties on whosebehalf they are speaking and byrevealing the existence of any inter-est they may have in the matters.

4. Consulting engineers shall act in pro-fessional matters for each client asfaithful agents or trustees.a. Consulting engineers shall discloseall known or potential conflicts ofinterest to their clients by promptlyinforming them of any businessassociation, interest or other circum-stances which could influence theirjudgment or the quality of theirservices.

b.Consulting engineers shall notaccept compensation, financial orotherwise, from more than one par-ty for services on the same project,or for services pertaining to the sameproject, unless the circumstances arefully disclosed to, and agreed to by,all interested parties.

c. Consulting engineers in public serv-ice as members of a governmentalbody or department shall not partic-ipate in decisions with respect toprofessional services solicited or pro-vided by them or their organizationsin private engineering practices.

d.Consulting engineers shall not solic-

it or accept a professional contractfrom a governmental body on whicha principal or officer of their organ-ization serves as a member.

5. Consulting engineers shall avoidimproper solicitation of professionalassignments.a. Consulting engineers shall not falsi-

fy or permit misrepresentation oftheir or their associates’ academic orprofessional qualifications. Theyshall not misrepresent or exaggeratetheir degree of responsibility in orfor the subject matter of priorassignments. Brochures or otherpresentations incident to the solici-tation of assignments shall not mis-represent pertinent facts concerningemployees, associates, joint ventures

or past accomplishments with theintent and purpose of enhancingtheir qualifications and their work.

b.Consulting engineers shall not offer,give, solicit or receive, either directlyor indirectly, any political contribu-tion in an amount intended to influ-ence the award of a contract by pub-lic authority, or which may be rea-sonably construed by the public of

having the effect or intent to influ-ence the award of the contract. Theyshall not offer any gift or other valu-able consideration in order to securework. They shall not pay a commis-sion, percentage or brokerage fee inorder to secure work except to abona fide employee or bona fideestablished commercial or marketingagencies retained by them. v

THE ASCEND JOINT VENTURE AND THE AIS JOINT VENTURE CONNECT GEORGIA TOTHE REST OF THE WORLD WITH THE MAYNARD HOLBROOK JACKSON JR.BOULEVARDRECONFIGURATION PROJECT

The collaborative project exceeded the expectations of HJAIA. Jorge Cortes,

Assistant Director of Design Planning and Development for HJAIA stated, “the

thoroughness and quality of the design documents produced were the basis

for competitive bids with very few change orders throughout the construc-

tion phase.”

Cortes also noted that “the completed Elevated and At-Grade road-

way system provides an impressive and efficient new entrance to the Maynard

H. Jackson Jr. International Terminal and second entrance to Hartsfield-Jackson

Atlanta International Airport. The roadway system serves as the passenger’s

first impression of the International Terminal facility which provides a sense of

welcome, ease, and excitement.” v

Joint Ventures in May

2012. The Ascend Joint Venture is comprised of Atkins, Prime

engineering, Delon Hampton & Associates, and street

smarts (stantec). The AIS Joint Venture is comprised of Long

Engineering, Michael Baker Jr. Inc., and Pond & Company. Sub

consultants Brindley-Peters and Associates, Harrington

Engineers, The Loretta Washington Group, Key Engineering,

and Wilmer Engineering also assisted in the project.

Due to a sharp increase in international travel that has

occurred over the last decade, HJAIA concluded that a new

International Terminal with separate access from Interstate-75

was needed in order to continue the first rate service

experienced by those who utilize the airport. The Maynard

Holbrook Jackson Jr. Boulevard was designed and constructed

in order to connect Georgia with the rest of the world via this

new international terminal.

The two joint ventures used several innovative techniques

to overcome a myriad of design challenges in creating a new

entrance to what has been the world’s busiest airport for

fourteen consecutive years. The project reconfigured two

parallel service roadways into one interconnected network

that utilized a unique three tiered elevated roadway system to

convey terminal patrons to their destination.

The new Atlanta Metropolitan College Aca-demic Sciences Building is a 55,767 squarefoot, two-story building located adjacent tothe main entrance of campus. The con-struction budget was $11.9 million and itwas completed in April of 2012. Uzun &Case Engineers, the structural engineer ofrecord, worked for Paul Cheeks Architectsin association with Cooper Carry Inc., proj-ect design architects.

The architect and owner desired tohave some very strong and dramatic visualelements for this building, as it was locatedat the main campus entry. The resultingbuilding structure consists of a structuralsteel braced frame with the second floorstructure as a composite concrete slab onsteel beams. The roof structure is primarilybar joists with metal decking. Foundationsare spread footings on improved and com-pacted soil. The three dramatic design ele-ments to this building, which were desiredby the architect and owner, are the walkwaycanopy and the two extraordinarily longcantilever roofs.

The canopy over the walkway is sup-ported by small structural frames orientedperpendicular to the street rather than tothe canopy orientation in order to accom-modate architectural design. As in typicalwalkway canopies, the structure of these ele-ments was kept at a minimum to allow

more transparency. The walkway canopyrises from the second floor at one end tomeet the building main roof at the other asone enters the campus and is intended as anarchitectural design feature.

The two roof cantilever elements eachextend more than 45 feet past the point ofsupport and are intended as dramatic ele-ments at the end of the walkway canopies.The cantilevers also taper along their lengthto form a point at the ends and have a trel-

lis element built in. The cantilever roofs arelocated at the northeast and southwest cor-ners of the roof and are structured withlarge structural steel beams. Both cantilevershave trellis features built into the roof forarchitectural design effect. These cantileverbeams extend back over several columnscontinuously to allow for stiffer back-spans,controlling deflections. The fact that thespans are so long made the calculations evenmore exacting and critical.

This project shows how structuralengineering design can be applied beyondthe normal range to create extreme elementsin order to realize an architectural conceptfor the benefit of the Atlanta MetropolitanCollege and its students.

The Academic Sciences Building isintended to be a cornerstone of the campusmain entry, positioned as a visual anchorand gateway. The courtyard was oriented tothe street to engage public interest in the

scientific activities within. The courtyardcladding materials were thus chosen to betransparent glass, while the other faces weremasonry. The canopy on the courtyard sidethat leads from the main entry of the cam-pus to the heart of the campus rises to sug-gest opportunity through its perspective.The intent is that the students passingunder this canopy will become engagedwith the visual science activities in thebuilding, as seen through the transparentwindows.

The Atlanta Metropolitan College Aca-demic Sciences Building met the client’sbudget requirements of $11.9M while pro-ducing an iconic building for the maincampus entry. The architectural expressionof showcasing the science learning withinand the positive message of opportunitythrough its perspective create an engagingenvironment for teaching learning for thefuture generation. v

The newly renovated Benjamin E. MaysHigh School represents how an aged build-ing can be transformed into a modern learn-ing facility through creative engineering at afraction of the economic and environmentalcost of replacing the entire facility.

A student sitting in the new media cen-ter at May’s High School, looking outthrough its 60-foot-tall glass curtain wallinto the courtyard, while bathed in naturallight from the clearstory windows justbelow the roof itself supported by elegantcable-stayed steel king post trusses, wouldfind it hard to imagine how this space wasexperienced by his or her older siblings onlya few short years before. Prior to the reno-

vation, this space had no view of the court-yard or the sky above. The low ceiling con-sisted of drop in tiles and fluorescent lights.In short, the space was dark, disorienting,devoid of natural light, and not conduciveto learning. In order to accomplish such astunning transformation, Uzun and Case

Engineers, working in close collaborationwith Perkins + Will Architects, had to over-come a myriad of challenges associated withmodifying and renovating a 30 year oldstructure. These challenges included devis-ing a new lateral resisting system, reinforc-ing the existing floors with carbon fiberreinforced polymer wraps and external posttensioning, and performing sophisticatedfire analyses to meet the fire rating require-ments of the current building code. Theresult has set a benchmark for what isachievable through the renovation andreuse of existing structures in the AtlantaPublic School system.

The completely renovated 340,000square-foot facility includes a new mediacenter, cafeteria, entry lobby, theater, prac-tice gym, and four new career based acad-emies.v

BENJAMIN E. MAYS HIGH SCHOOL RENOVATION

The sustainability program for the CloughCommons project at Georgia Tech includedharvesting storm and condensate water forflushing toilets in Clough Commons, andfor irrigation that resulted in the CloughCommons Cistern. Facility Design Groupconceived, planned, and designed the 1.4million gallon underground Cistern totreat, store, and distribute harvested stormand condensate water. Facility Design Group provided full struc-tural and civil engineering design services,specific architectural services, and contractadministration services for the G. WayneClough Undergraduate Learning Com-mons (Clough Commons) project on thecampus of Georgia Tech.

The five-story, 220,000 square footbuilding houses classrooms, science labora-tories, academic services, common areas,and is connected to the Georgia Tech

Library. Named in honor of PresidentEmeritus G. Wayne Clough, the CloughCommons project cost $85 million, andopened in the fall of 2011.

Clough Commons is currently in thefinal stages of receiving Platinum LEEDCertification so sustainability was para-mount for its planning, design, and con-struction. The building’s sustainable fea-tures include locally sourced materials,native landscaping, green roof, rooftop solarpanel array, innovative water recycling (89percent projected reuse), and the CloughCommons Cistern.

The Cistern is located underneath thenorthern portion of Tech Green, so it wasimperative that its presence not interferewith Tech Green’s social aspects. With afootprint of about 10,383 square feet, onewould not know the Cistern exists withoutbeing informed of its presence. v

A new state-of-the-art intensive care unitand the connecting patient bridge at EmoryUniversity Midtown Hospital opened itsdoors in June 2012. This $4.975 millionendeavor features a 10,200 square foot ren-ovation of 12 Intensive Care Unit and hi-tech support spaces in the Peachtree build-ing, and a construction of a new patienttransport bridge. While the ICU is designedto provide the most advanced technology incritical care design, the importance of thebridge to the hospital and community can’tbe overlooked. This 2,400-foot structurephysically connects the Intensive Care Unitin Peachtree Building and the CT SurgicalSuite in the MOT Building while symboliz-ing the importance seconds make in thedaily battles for patients’ lives. The bridgereduces staff time in transporting patientswith very delicate outlooks, minimizingthose patients’ risks during transit andoffering them a greater chance of recovery.

In addition to its functionality, the bridgestands as a connecting building block that isa compositional element within the existinglandscape and courtyard. The form compli-ments the surrounding building massesand, while it is a formidable structure, it‘hovers’ above the courtyard, therefore min-imizing its presence. From a design stand-point, this project presented numerouschallenges. The design team of Uzun &Case Engineers, Cooper Carry Architects,and FreemanWhite Architects was con-fronted with preserving an existing fishpond, not disturbing critical utilities, andensuring comfortable passage between theexisting buildings. This imposed constraintsthat were very complex in terms of vertical,horizontal, and support geometry. TheEmory University Hospital Midtown Inten-sive Care Unit Renovation and BridgeExpansion project met and exceeded theclient’s ambitious project goals. v

LADY ANTEBELLUM PAVILION

The Lady Antebellum Pavilion in the EvansTowne Center Park has already become oneof the most recognizable ‘Showcase Struc-tures’ in the Augusta, Georgia area. Initiallyconceived as a park bandstand, the uniquedesign, function and setting propelled itinto international recognition as the name-sake venue for home-grown singing sensa-tions Lady Antebellum and Josh Kelley, anddesigned by Johnson Laschober and Asso-ciates. Completed in 2011, the pavilion isconstructed of architecturally-exposedstructural steel consisting of three primarycurved steel trusses, radiating tube steelgirders, and structural columns inclined in

opposing directions for brace-free stability.

The structure, topped off by an environ-

mentally-friendly, exposed tongue and

groove structural wood roof deck, sits on

top of a fully accessible five-foot, elevated

stage. The structure also envelops a com-

fortable backstage and green room area for

the performers, which serves as the back-

drop for their stage performances. The

Pavilion, situated with lawn seating for

4,000, can also be set up with priority and

bleacher seating as well as secure areas for

performers. The group Lady Antebellum

christened the pavilion in October of 2011

with a dedication charity concert. This

event drew the largest crowd ever assembled

for one event in the county’s history. v

Sustainable and innovative design of thecentral Transit Hub at Georgia Tech winsrecognition from Georgia Engineers Week.In the spring of 2010, Georgia Institute ofTechnology retained Southern Civil Engi-neers’ design team to design a new drop-off area for Tech Trolley bus. The siteselected for this transit hub project is cen-tral to the Georgia Tech’s urban campus,adjacent to the Student Center and at thecrossroad of several pedestrian corridorsthrough campus. The site is also one of theoldest areas on campus.

The site, once considered merely as athoroughfare, has become the central hubfor transportation and a destination forstudents and faculty members as it seam-lessly weaves pedestrian and vehicular cir-culation. It has become functional in usesas it can accommodate trolleys and coachbuses for various campus events along withpedestrians and bicycles. It has become abeautifully preserved natural landscape thatstrengthened the integrity and history of thecampus identity.

Woolpert/KZF LLC was awarded for thefirm’s efforts on a design-build contract forthe U.S. Army Corps of Engineering Savan-nah District (USACE). Working closelywith its construction partner, Balfour Beat-ty Construction, the Woolpert/KZF teamprovided full design services including proj-ect management, civil engineering, archi-tecture, interior design, mechanical engi-neering, electrical engineering, fire protec-tion, life safety, and plumbing engineeringfor the quad dining facility at Fort Jacksonnear Columbia, South Carolina. “Woolpertis honored to be part of this team with KZFand Balfour Beatty as a recipient of thisyear’s Engineering Excellence Award,” said

Dave Rickard, Woolpert senior vice presi-dent and director of design services. “Weare particularly proud to have played a rolewith our design partner KZF in helping the5,200 troops at Fort Jackson achieve greaterefficiencies in their day-to-day functions sothey can meet their mission.” The diningfacility project consisted of replacing andconsolidating four 1,300 soldier diningfacilities from existing adjacent troop bar-racks into a new, single, 124,780- square-foot facility. This unique arrangementallows the quick and efficient movement ofthe 5,200 troops per meal three times a day.v

GEORGIA TECH KESSLER CAMPANILE FOUNTAIN RESTORATION

After sitting idle for 16 months, the KesslerCampanile Fountain at Georgia Tech wasback in operation for the 2011 fall semesteras scheduled. Being designated as anOlympic Historical Monument, therestoration maintains the original designintent of the fountain’s operation whileenhancing its operation. In preparation ofthe 1996 Atlanta Olympics, a plaza with thearchitectural fountain was constructed onthe campus of Georgia Tech that became inneed of restoration. The plaza is located atthe northeast quadrant of the Student Cen-ter Complex and includes an amphitheaterradiating from the fountain. FacilityDesign Group provided complete Archi-tectural and Engineering Services for con-struction document design and construc-

tion administration services for the foun-tain. Working closely with specialized ven-dors, they examined and solved a multitudeof issues, which included replacing thefountain’s deteriorated concrete, specifyingnew operational equipment, and construct-ing a new walk-in underground bunker forthe fountain’s new operating equipment inlimited space that had to blend with exist-ing landscape. A unique enhancement isprogramming a wind speed monitor withnew fountain pumps to choreograph thefountain by the wind. Other enhancementsfor the Fountain’s water treatment systemincluded adding a media pressure filter, UVlights, and automating bromine feed. v

MACON WATER AUTHORITY LENNOX-TO-CORBININTERCEPTOR SEWER

A 30-inch sewer line runs from north BibbCounty near I-75 and the Arkwright, River-side, and Bass interchanges. The linereduced from 30-inch to 12-inch underrailroad tracks at the Lennox Pump Station,which lifted the sewage to a shallower 21-inch sewer line. Increased development, the30-inch-to-12-inch ‘bottleneck,’ and theunder-capacity Lennox PS caused numer-ous sewer spills into the Ocmulgee Riversince the 1980s. Hofstadter and AssociatesInc. designed the Lennox-to-Corbin Inter-ceptor Sewer for the Macon Water Author-ity, which desired to reduce the volume andfrequency of sanitary sewer spills upstreamof the water treatment plant intake. Thenew 36-inch gravity sewer intercepted thedeep 30-inch line at a new Lennox FlowSplitter Structure, eliminated the ‘bottle-neck,’ and bypassed the Lennox PS. It con-tinues 16,098 linear feet downstreambetween the railroad and river buffer to a

new Corbin Collection Structure where

flow from the new 36-inch line and three

additional 24-inch lines is distributed into

the Corbin PS. At a 60-foot ‘choke-point’

between a home and the river the 36-inch

sewer avoids sewer, water, and gas mains.

With only nine inches available for vertical

adjustment along the entire corridor, 95.7

percent of the pipe is installed at the mini-

mum grade of 0.046 percent in order to fit

below a 48-inch storm drain and above a

64-inch water main. Since the new pipeline

entered service in March, 2011 there have

been no sewage spills, including after the

April 16, 2011, tornado which touched

down directly on the recently abandoned

Lennox PS. Millions of gallons of sewage

did not spill into the Ocmulgee River.v

WK Dickson & Co. Inc. was presentedwith the Engineering Excellence Award byACEC/Georgia for their work on a transfor-mative grouping of projects at the RooseveltMemorial Airport including: a 2,000 footextension of the runway from 3,000 feet to5,000 feet to accommodate business jet air-craft; the construction of new T-hangars toattract and accommodate additional basedaircraft, and the firm’s role in MeriwetherCounty’s acquisition and refurbishment of alarge existing box hangar on the airfield.Business jet traffic translates into potentialeconomic opportunities and jobs for thecommunity. Additional based aircraft andan airport-based business, which will be

located in the renovated main hangar, trans-late into revenue for the county.

The development of a major automo-bile assembly plant nearby encouraged localleaders to move forward with plans to sig-nificantly expand their airport with the goalof attracting new industry and, therefore,new jobs. The planned expansion wouldensure that the facility would become thesignificant economic generator envisionedfor the community. WK Dickson’s engi-neering expertise, as well as their experiencein aviation planning, and familiarity withFAA and GDOT, enabled them to assistwith the leveraging of federal, state, andlocal resources. The firm worked proactive-ly to bring key decision makers together toensure that the projects moved forwardsmoothly and efficiently. The completion ofthese projects has set the tone for the future

growth of the facility and the community itserves.

All involved stakeholders were requiredto make a significant commitment to turnthis small facility into an economic enginefor the community. v

ROOSEVELT MEMORIAL AIRPORT IMPROVEMENTS

In a collaborative effort to proactively man-age the potential environmental impact ofplant operations, Wenck Associates Inc.assisted the Saint-Gobain Corporation inobtaining ISO 14001:2004 certification ofan environmental management system(EMS) at its Watervliet, New York, abra-sives manufacturing facility in 2010.

Working under an accelerated scheduleto obtain certification in one-third of theusual time, in June 2010 Wenck launchedthe project by first assessing the facility forpotential environmental impact and identi-fying existing systems in place at the facilitythat could be incorporated into the EMS.Wenck then assisted in selecting an overallEMS representative for the plant and mem-bers of a cross-functional team (CFT). Theteam was composed of key personnel whohad in-depth knowledge of the operationsin their departments and who could expe-dite EMS implementation and training.

Once the team was formed, projectmanager and lead technical consultant TaraMc- Cullen provided in-depth ISO 14001training to educate team members aboutEMS implementation and to arm themwith the information they needed to putkey EMS elements in place. Then theyworked together to review more than 200environmental aspects of plant operationsand rank them for significance using theguidelines for ISO 14001, a set of interna-tional standards for environmental manage-ment systems.

Objectives, targets, and programs with-in the EMS were developed next, withprogress meeting benchmarks communicat-ed company-wide to foster organizationalpride in the EMS process. EMS documen-tation and plant-wide training followed,providing internal and external auditorswith the materials they needed to verify thatthe facility’s EMS met the requirements of

the ISO 14001:2004 program. The Water-vliet plant was awarded its ISO certificate inNovember 2010. v

Look at the news for any length of time,and you’ll see that energy generation, devel-opment, and use are a critical issues of ourtimes, affecting political, social, and eco-nomic policy. Prime Engineering Inc. hadthe opportunity to design and build a trail-blazing terminal facility that will serve as akeystone for national energy productionand delivery. To help clients Velocity OhioMidstream, LLC and Plains All AmericanPipeline, LP take advantage of this market,Prime Engineering Inc. was selected todesign and build the first midstream oilproducts terminal located on a greenfieldsite atop the fuelrich Eagle Ford Shale For-mation near Cotulla, Texas.

This new truck-loading terminal need-ed to allow receipt of condensate or crudeproduct via pipeline and delivery of either

or both products to tanker trucks. The ter-minal needed to be designed to take advan-tage of ‘fracking,’ a technique that extractsoil and gas from shale in a method intend-ed to be more environmentally consciousthan traditional drilling methods. This

technology, if successful, could prove to bea vitally important transition technologybetween standard fossil fuel extractionmethods and clean energy.

Prime Engineering was tasked withdesigning and constructing the ten-baytruck loading terminal to ensure a totalonsite storage capacity of 150,000 bbls ofnatural gas condensate liquids and dailythroughput of 90,000 bbls. To meet a chal-lenging schedule and reduce time to mar-ket, Prime Engineering used 3-D modelingtechniques and software to create detaileddesigns in a variety of layouts. Doing soallowed the client to view, change, andselect an appropriate layout in real time, let-ting design take place ahead of schedule.v

Gresham, Smith and Partners announcesthe completion of the replacement bridgefor the State Route 324 bridge over Inter-state 85. The project, designed by GS&P,is part of the existing Gwinnett CountyDepartment of Transportation’s wideningof State Route 324 from State Route 20 toState Route 124 from a two-lane, rural sec-tion to a four-lane, divided urban facility.The replacement bridge serves to improvesafety and operational efficiency and toprovide for future transportation needsalong I-85.

“Prior to completion of the State Route324 replacement bridge, there were safetyissues for drivers and pedestrians and therewere no provisions for the future wideningand upgrade of Interstate 85,” commentedKent Black, P.E., Gresham, Smith and Part-ners. “Our experienced team provideddesign services that increased sight distancein the bridge approach area, created saferuser conditions, accommodated for antici-pated travel volume increases and all future

widening along I-85, and enhanced opera-tional efficiency and flexibility.”

State Route 324 is a major connectionfor commuter traffic to access I-85 and I-985. It is also one of a number of east-westroutes that traverse Gwinnett County link-ing residential areas to I-85 and I-985. Thereplacement bridge was designed with two

travel lanes in each direction, curb, andsidewalks and a 24’ raised concrete median.The concrete median can be removed toaccommodate dual left turn lanes for apotential fullaccess or HOV interchange inthe future. In addition to widening SR 324to accommodate the anticipated traffic vol-umes, this project increased the radius ofthe vertical curve to improve sight distanceacross the bridge. Both side roads were relo-cated to intersect SR 324 further from thebridge to increase intersection separation aswell as to accommodate a future full-serviceinterchange with I-85. The future layout ofI-85 and the interchange were closely coor-dinated to ensure adequate intersectionspacing along SR 324 and clear span underthe new bridge. v

ssume for the moment thatyour community needs toaccomplish a ‘project’; say it isa road, water/sewer plant orlines, master plan, water-

shed study, industrial park, or some othercapital project. You need a consulting firmto perform the tasks to successfully accom-plish the project. How, then, do you hirethe engineer? It’s simple: select the mostqualified engineering firm and negotiate acomplete scope of work and a fair fee. Sim-ple, huh? Does it require effort? Yes. Butisn’t the success of your project worth it? Ifthe project doesn’t matter, then the qualifi-cations of the engineer don’t matter. Forprojects that matter, the generally acceptedprocess to select an engineer is referred to asQualifications-Based Selection, or QBS.

QBS means you consider a variety ofcompeting engineering firms, rank them inthe order of qualifications, and negotiate ascope/fee with the top ranked firm. QBS isrequired by the federal government in theselection of design professionals under pro-visions of the Brooks Law. The AmericanPublic Works Association, which is primari-ly composed of public sector officials,endorses QBS and recommends its use inprofessional services procurements. TheAmerican Bar Association endorses QBS intheir model procurement code. State agen-cies endorse QBS (including, DOT, Boardof Regents, EPD, DCA, and GSFIC). BothGMA and ACCG have endorsed QBS inprocuring professional services. As you maysuspect, all of the professional societies(engineers, architects, landscape architects,etc.) support QBS.

In some communities, a city or countymay have an ongoing relationship with anengineer. If the engineer has a uniqueunderstanding of a particular facility or, for

example, a water/sewer system, it is sensibleto continue in that relationship. These rela-tionships are like those with the city/coun-ty attorney, for example; you do not hire anew attorney whenever a new legal issuearises (while you may if there is a complexissue requiring special expertise).

QBS involves a few basic steps: • Notify engineering firms of your need

by inviting a statement of qualifica-tions (Request for Qualifications,RFQ) or a specific project proposal(Request for Proposals, RFP).

• Use a panel (say 3-5 people) to evaluatethe qualifications/proposals and select3-5 firms for an interview.

• On a single day, interview the short-listed firms to get a better understand-ing of their qualifications and the peo-ple assigned to your project. Allowtime for questions and listen carefullyto answers.

• Immediately after the interview, dis-cuss the merits of the firms and rankthem in order of qualifications.

• Meet with the top ranked firm to nego-tiate the terms of a contract, includingscope of work and fee. You shoulddevote considerable time to under-standing the scope of work—be sureyou know what you want and makesure it is in the scope of work.

• If unable to reach agreement with thetop ranked firm, terminate negotia-tions in writing and begin negotiationswith the second ranked firm. This givesthe community a powerful tool in thenegotiations.

What is not part of QBS? QBS is not asimple request for a lump sum fee for an ill-defined project. QBS is not a request for atechnical proposal and a lump sum fee pro-posal. Why not? Once price is introducedinto the proposal evaluation, qualificationsare frequently discarded and selection is on

the basis of cheap fee. If fee is consideredprior to negotiations with the best-qualified

firm, respondents frequently will reduce thescope of work or use the least experienced

and lowest paid staff to execute the mini-mum scope of work. Quality is driven out,and the ultimate goal—a successful proj-ect—is jeopardized. Higher constructioncosts and/or the increase in annual operat-ing cost will far exceed the reduction inengineering fee.

Time and again, QBS has proved to bethe method that has the highest likelihoodof leading to a successful project. If youdon’t care about a successful project, it does-n’t matter. If you want a project that is suc-cessful and serves your community effective-ly for the long term, use QBS in selectingyour consulting engineering firm.
