    NGOs have disbursed two-thirds (66 percent) o the

    allocations, whilst the disbursement rate o donor agenci

    o 55 percent is lower due to their ocus on longe

    term projects. When the long-horizon transport sect

    is excluded rom donors overall disbursements, the

    perormance is in line with NGOs, disbursing 64 percent

    their unds.

    The amount o unds actually disbursed by projects rose b

    a higher amount than the rise in allocated unds, bringin

    total disbursements towards reconstruction to US$4

    billion, or 65 percent o the monies allocated. Disbursemen

    have been highest in the productive sectors, where 9

    percent o unds allocated to agriculture and livesto

    projects have been disbursed. Disbursements within thinrastructure sector have been slower, with less than 5

    percent disbursed within transport, communication

    ood control and irrigation works.

    Figure 3 shows the disbursement perormance o th

    reconstruction players over time. The Governments BR

    agency started slowly but increased signicantly in 200

    spending on average six times more per month than NGO

    throughout the latter hal o the year.

    The amount o unds allocated to tsunami-related

    reconstruction projects increased at the end o 2007 to

    US$6.4 billion as the Government conrmed its budgetallocation or 2008 o US$327 million. Donor allocationsincreased by over US$100 million: a combination o

    allocations to new projects (US$38 million) and exchangerate uctuations (US$74 million).

    Following the devastating tsunami and earthquake,US$7.77 billion in unds have been committed or thereconstruction o Aceh and Nias, o which donors havecommitted the largest share o US$3.24 billion (42 percent).

    The Government and non-government organisations

    (NGOs) have also contributed substantial sums o US$2.23billion (29 percent) and US$2.30 billion (30 percent),respectively. By December 2007, 83 percent o the US$7.8

    billion o unds committed had been allocated to specicprojects. The remaining 17 percent, or US$1.3 billion,is yet to be allocated by donors and NGOs, whilst the

    Government, through the Agency or Reconstruction andRehabilitation (BRR), has committed all its unds. Donorsare still in the process o identiying projects or up to 25percent o their commitments (mostly made back in early

    2005) as shown in Figure 1.

    Figure 2 shows that, whilst the growth in allocated undshas slowed in 2007 compared with 2006, there is a notabledecrease in the amount o unds yet to be disbursed. The

    strong perormance o BRR, which has now disbursed nearly75 percent o its allocated unds, is unsurprising given thatBRRs limited mandate expires in early 2009 when its workwill need to be completed.

    Detailed breakdowns o reconstruction actors sectoralallocations are highlighted in Figure 4. This illustrates thegenerosity o the Government and international community

    in allocating sucient unds to allow or an improvement inconditions compared with beore the tsunami. As a result,the reconstruction community is able to help the Acehneseto build back a better Aceh and make solid improvements

    to the region ollowing a 30-year-long conict.

    However, gaps still remain as highlighted in the sectors inred in Figure 4: the environment, energy, and ood control

    and irrigation sectors are yet to receive enough unding tocover the estimated core minimum needs or reconstruction.Figure 5 reveals the current variance between the core

    minimum needs and the amount o money disbursed tosectors, with those sectors in red still lacking sucientmoney disbursed to projects needed to return them to pre-tsunami conditions.

    Figure 6 demonstrates that housing remains by the a

    sector with the largest need. As such, the sector still hsignicant gap in the amount o unds actually spenrebuilding houses. BRR reported at the end o 2007 100,000 houses had been nalized with a urther 30

    units to go.

    The allocations o unds towards diferent sectors sometimes signicantly, across sectors as highlighteFigure 6. This illustrates that the rebuilding o 130houses has subsumed the largest share o unds romplayers. Figure 7 shows how housing reconstruction

    dominated the attention o reconstruction players compares the progress o allocations with the key seco health, education and transport sectors that did

    experience increases in allocations similar to those seethe housing sector throughout 2007.
