– 1992; creation of 2 Informal Working Groups ( 3 formal SSDC in 1998)

– two years needed to know/understand/trust each– difficulties in TCL sectors; better to tackle them

Code of Conduct– our joint recommendations on the « anticipation

of change and restructuring in the TCL sectors

Out of total 20 Million new jobs by 2020 :

+ 14 M medium qualified
