FOREWORD
Following the January 2010 earthquake, the Martelly-Lamothe Administration was faced with a devastating socio-economic situation. The gross domestic product fell by roughly 5.4%; close to one million four hundred thousand disaster victims lived in tents, which represents more than 90% of the a!ected population, and many public-service institutions were left without premises.
Recognizing the pressing circumstances and organizational challenges, the government implemented an e!ective and deliberate policy building on the four pillars for the re-foundation of the Strategic Plan for the Development of Haiti: political, social, economic, and territorial, to transform Haiti into an emerging country towards Year 2030.

FOREWORD
This assessment covers the three-year administration of President Martelly. It communicates the achievement of promises made by the President during his electoral campaign and reiterated in the general policy statement issued by Prime Minister Laurent Salvador Lamothe.
Uncertainty has been defeated; work on job sites is progressing; the Universal Free and Compulsory Schooling Programme (PSUGO) is on-stream; the Rule of Law is being established; action plan programmes aimed at reducing extreme poverty are improving living conditions of the more poverty-stricken and at-risk population.

The dreams for change of the Haitian people are taking shape under the Martelly-Lamothe Administration. All projects are on track, some more swiftly than others. The Martelly-Lamothe combination clearly stands out from the typical status quo and permissiveness of previous administrations.
Never has such a strong commitment to changing the living conditions of the people been displayed by the highest level of government.

The country demonstrated renewed economic activity for the
domestic product (GDP) in 2009-2010, and a very modest 2.3% rise in 2011-2012. Control of the macroeconomic framework and introduction of an investment promotion policy in the production sectors have contributed to a 4.3% growth of the GDP and a 5% increase in the country’s exports in 2012-2013. Public investments in the agricultural sector, along with increased access to capital, resulted in a 4.5% increase in agricultural activity in 2013 following a 1.2% drop in 2012. Direct foreign investments rose by 21% in 2012 and 19% in 2013 compared to 2010-2011.

The public investment attraction policy has brought about the construction of numerous world-class hotels, such as
implemented a policy to support small and medium-sized

Inaugurated in October 2012, it should lead to the creation of 20,000 jobs in the short term, and o!er employment to more than 60,000 people in the long"term.
It is situated on a 246 hectare property whose built-up land area measures approximately 1,000,000 square metres. A 27,000 square metre area is presently being planned.

ENERGY
Energy is a key sector of economic development and improved welfare of the population. The government’s
of its energy policy. Interventions have led to the improvement of public lighting and the search for alternative energy such as renewable energy and bioenergy.
Areas of intervention in the sector include education of households as well as challenges in matters of household energy for cooking purposes and the promotion of innovation.
The government has accomplished a great deal with very few resources. Haiti is now on the path toward progress.
