Due to the strong growth in electricity demand in the Laurentides, most of the substations and lines in the region’s 69-kV system are operating at maximum capacity.

To meet increased demand, Hydro-Québec plans to convert the voltage on the existing system from 69 kV to 120 kV.

To ensure electricity supply to the municipalities of Saint-Hippolyte, Sainte-Sophie and Saint-Calixte, Hydro-Québec plans to build a new 120/25-kV satellite substation (Achigan substation) in the municipality of Saint-Hippolyte. This new substation will be supplied by an 8-kilometre line connected to the existing system.

Achigan substation will replace the 69/25-kV Saint-Calixte and Saint-Hippolyte substations, which will be dismantled. The project also includes the dismantling of the old 69/25-kV Saint-Lin substation.

TECHNICAL FEATURES

SUBSTATIONAchigan substation, which will be similar to the new Saint-Lin substation, will cover a surface area of 150 m by 160 m. It will be designed for four 120/25-kV transformers, but initially only three will be installed. It will have around ten 25-kV underground feeder bays. Natural vegetation cover will help to integrate the substation into its surroundings.

LINEThe planned double-circuit line will be about 8 kilometres long. It will be supported by steel lattice towers similar to those supporting the existing Paquin–Saint-Lin line, to which it will be connected.

STUDY AREA The study area crosses the municipalities of Saint-Hippolyte and Sainte-Sophie, in the regional county municipality (MRC) of Rivière-du-Nord, in the Laurentides administrative region. It is bordered to the north by Chemin de Kilkenny and to the south by the 120-kV line connecting Paquin substation in Saint-Jérôme to Saint-Lin substation.

In the northern part of the study area there are steep slopes and, in the centre, a contiguous quarry and sandpit. A mixed and deciduous forest covers most of the study area, with many dispersed wetlands.

In Saint-Hippolyte, two residential projects are under development— the Domaine Sommet du Lac and Domaine Boisé du Roi—and a third neighborhood (Eaux-Vives) is planned near Lac Dion. In Sainte-Sophie, the residential project Interra is planned south of Chemin Abercromby.

The landscape in the study area is characterized by rolling, forested terrain, crossed by winding roads. The density of the forest along the roads significantly limits views of the surrounding area.

Over the past few months, Hydro-Québec has been carrying out environmental and technical studies to identify substation sites and line routes that will avoid sensitive elements in the area, namely the built environment, residential projects, wetlands, steep slopes and active quarry and sandpit zones.

SUBSTATION SITES STUDIED The three substation sites under consideration are located along Chemin de la Carrière, near Chemin Kilkenny, where the existing power supply system is located. The sites are all 280 m from the nearest homes. None of the potential sites chosen will be visible from the residences.

LINE ROUTES STUDIED The line will start at the existing 120-kV Paquin–Saint-Lin line and will end at the future Achigan substation. Two routes are under study:

LINE ROUTE 1 (approximately 7 km), in the eastern part of the study area, avoids steep slopes, populated areas and the quarry and sandpit. It is sufficiently far from the built environment to not be visible from homes. People traveling on La Chapelle and Abercromby will be able to see the line where it intersects these roads. The route crosses a mature forested area and cuts across only a few wetlands.

LINE ROUTE 2 (approximately 8 km), in the western part of the study area, avoids steep slopes and crosses a few ATV and horseback riding trails. It cuts through a forested area for most of its length and crosses some wetlands. It has to make a detour to avoid active quarry zones and, as a result, runs closer to the future Eaux-Vives neighborhood. The line can be seen from this neighborhood and at the point where it crosses De la Carrière and Abercromby roads.

PUBLIC PARTICIPATION Favorable reception from local communities is one of three essential conditions for Hydro-Québec projects. When developing a new project, the company strives to strike a balance between social, environmental and economic factors—the three facets of sustainability.

Hydro-Québec has put in place a public participation and consultation process to take into account concerns and expectations expressed by the public and key stakeholders in order to adapt the project to local realities in an optimal manner.

CONCRETE SUPPORT FOR COMMUNITY DEVELOPMENT

Hydro-Québec sees its projects as an opportunity to participate in the development of host communities. To this end, it grants eligible organizations funding equivalent to 1% of the initially authorized value of the facilities covered by the Integrated Enhancement Program. This amount is available for initiatives that will improve the local living environment.

STAGES UNDERWAY AND TO COME

• The public participation process started in 2015 and should be completed by the end of the year.

• Over the course of 2017, Hydro-Québec will begin engineering work and initiate the process to obtain the necessary government approvals to carry out the project.

• The construction of the line and substation will commence in 2018. Commissioning of these new facilities is scheduled for 2019.
