Members of the General Assembly, colleagues and guests, I am honored to serve as the one hundred and third President of the Arlington County Medical Society.

As I was getting ready to assume this position, I was thinking about the role of local medical societies like ours in today’s rapidly changing healthcare landscape.

Over the past couple of decades, many such organizations have become extinct and most others are struggling to remain relevant as healthcare industry realigns itself in an era of fast-paced reforms and consolidations. The lines between hospitals, physicians and even insurers are blurring, putting strain on medical societies who have traditionally represented doctors in statehouses across the country.

In addition, the need for doctors to belong to such societies in order to grow their practice through networking or in order to gain access to valuable business consulting services and practice support advice is waning as physician practice models increasingly shift away from standard private practice. Due to the increasingly uncertain environment and the burdensome administrative requirements, doctors are choosing other options. More than 200,000 physicians in the U.S. are now employed, and three in four medical residents will start their career as employees of a large single or multi specialty group, hospital or faculty plan.

The Arlington County Medical Society has weathered many storms since its inception in 1914 and has continued to grow and redefine itself. In recent years, we have had many successful programs. With the honor of office, comes a responsibility and a duty for me to carry forward the work where my predecessors left off and to build upon and shape the platform they worked so hard to construct. We will strengthen our fundraising efforts in order to maintain philanthropic support for our foundation’s scholarship fund and the Sharon McGowan Breast Health Fund. We will investigate and develop programs, targeting areas of need and bettering the Arlington community.

In addition to this though, I hope to lead a strong effort in revitalizing the society by attracting more young active members. If our society wants to continue growing, we need to update our value propositions by making changes commensurate with those reshaping the industry. We need to assess and meet the current needs of our local physicians regardless of their practice structure…and we need to stay relevant.

First- Legislative Representation: When doctors consolidate and join hospitals and large groups, they mistakenly feel that the hospitals or the large groups are going to be the voice for them. It is important for us as physicians to maintain our own identity, and for the medical society to be our strong collective voice, while still working hand-in-hand with healthcare systems towards legislative advocacy that supports medicine friendly legislation. To this end, dialogue and coordination is needed in many important areas, including improvement of Medicaid reimbursement, protection of the patient-physician relationship, and advancing improvements to liability reform.

Second- Physician well-being: Currently 46% of all physicians report that they have burnout - unsurprisingly a much higher rate than that of the general population. In addition to harming the individual physician, burnout negatively affects the care of our patients. It has been attributed to multiple factors including too many bureaucratic tasks, too many hours at work, low morale, insufficient income, increasing computerization and the impact of the Accountable Care Act. Although we, as a medical society, cannot directly fix these issues, we should provide our physicians with avenues to deal with burnout including targeted talks at our general membership meeting, publish local resources for cognitive-behavioral training and propose mental and physical relaxation measures.

Third- Vibrant Meetings: General membership meetings should be exciting events that everyone looks forward to and should focus on interesting topics that appeal to all physicians. Physicians are not necessarily looking to gather new medical knowledge or earn CME credits at those meetings. They want a fun and engaging evening where they get useful information and interact with other local physicians - not necessarily to network and get referrals - but to exchange ideas and share experiences outside of the workplace.

I sincerely hope that every member of the Arlington County Medical Society becomes its strongest advocate and encourages other physicians to join and get involved. I look forward to a very productive and VIBRANT year.

White Coats On Call | Jan. 24, 2017, Richmond

A small, intrepid group of ACMS physicians (plus one ED, dressed in white coat) went down to Richmond to communicate to delegates and senators on legislative agenda items. Despite the unexpected wait in lines that wrapped around the General Assembly Building (apparently Virginia physicians were not the only ones wanting to voice their opinions that day), ACMS eventually met with all representing state legislators or their aides (for Arlington districts). Discussions took place within the framework of the set agenda with talking points around Step Therapy, Opioid Misuse, COPN, and Licensure Parity.

This annual event is organized and promoted by the Medical Society of Virginia. With the increased ACMS membership numbers in recent months, next year’s trip looks to be bigger and louder. GO ACMS!

Any serious proposal to confront the fiscal challenges facing our nation, and the Medicare program in particular, must ad-dress the massive shortfall in funding for Medicare payments for physician services.

It is long past time for Congress to address the flawed sustainable growth rate (SGR) formula. Passing temporary patches that make future cuts steeper and escalate the costs of permanent payment reform is not the fiscally responsible course to take, nor does it support the long-term viability of important health care programs.

I urge you to support SGR repeal as a critical part of the legislative package the Joint Select Committee on Deficit Reduction will ultimately develop before the end of the year. It is time for Congress to pass a long- term solution to the SGR formula and move to a more stable Medicare physician payment system that provides security for patients and the physicians who care for them.

Your message to Congress cannot be delayed. Call AMA’s toll-free grassroots hotline (800) 833-6354 to be connected with their offices. Tell them that eliminating the SGR is an essential element of any effort to reform Medicare and must be a priority for the supercommittee. Urge them to promote the message that a permanent fix to the physician payment system should be part of any solution to address the budget deficit -- failure to act only leads to increased costs in the future.

The ACMS Foundation Scholarship Fund is awarded to a local high school senior interested in pursuing higher education in medicine or healthcare. Our Foundation has a goal of raising $10,000 to award an individual of merit carefully selected by a scholarship committee (currently, from Wakefield High School). As the cost of higher education (especially in the areas of medicine and healthcare) continues to rise, our physicians are committed to encouraging and supporting our local students. Please consider donating to this worthy cause. A tax deductible receipt can be provided upon request. We have currently raised over $5,000; if every ACMS member donated a minimum of $15, we would fulfill our goal right now!

ACMS Foundation carries 2 charity funds that support areas of need in our community:

The Sharon McGowan Breast Health Fund (SMBHF) was established through the Arlington County Medical Society Foundation (ACMSF) and the McGowan Family in 1997 in memory of Sharon Mc-Gowan, an Arlington resident, who courageously fought breast cancer while raising seven children. The fund enables uninsured women and men in Arlington and Falls Church to access free mammograms, sono-grams, biopsies, medical devices and medications for fighting breast cancer.

The SMBHF and The Arlington County Medical Society Foundation work hard to raise necessary funds that will benefit uninsured women and men in the Arlington and surrounding communities. Virginia Hospital Center and their Anesthesiologists, Oncologists, Pathologists, Surgeons, and Radiologists are at the service providing the care these patients need. It is our hope that these efforts will help to eradicate many cases of breast cancer by providing means for early detection.

We hope that we can count on you to join our efforts and support our annual fundraiser by donating or attending and participating in the Silent Auction at The SMBHF Gala on April 2, 2017 in the showroom of Mercedes-Benz Arlington.
