ABOUT THE CONFERENCE

The Human Resource Development Council (HRDC) Botswana is pleased to host the National Human Resource Development Conference on the 23rd - 24th May 2019 at the Gaborone International Convention Centre (GICC).

OBJECTIVES OF THE NHRD CONFERENCE

1. To provide a platform for information sharing on the best practices and innovations in human resource development(HRD).

2. To present an opportunity for stakeholders to exhibit and showcase their worksinthefieldofHumanResourceDevelopment(HRD).

3. To share with stakeholders, human resource development products and services.

THEMES

The theme of the NHRD Conference is: ‘Competitive Human Resource – A Leading Driver For The Economy In The 21st Century ‘

Presentations will address the following sub-themes:

1. Relevant Education and Skills for Employability and Entrepreneurship. 2. Sustainable Financing for Human Resource Development.

PARTICIPATION

International and National Experts, Senior Administrators, Public and Private Training Institutions, Decision Makers, Research Luminaries, Civil Society and Non-Governmental organisations are participants in the NHRD Conference. They will share best practice, industry insight and experience, successes as well as foresights pertaining to Human Resource Development.

Mr. Slumber TSOGWANE

His Honour, The Vice President of The Republic of Botswana

PROFILE

Mr. Slumber Tsogwane is the current Vice President of Botswana. Prior to his appointment to the office of the Vice President he served as Minister of Local Government and Rural Development since November 2014 until March 31st, 2018.

Tsogwane holds a Bachelor’s Degree in Humanities obtained in 1985 from the University of Botswana (UB), and he is reading for a Master’s Degree in Development Studies through the same university.

He has served as a teacher and Deputy School Head in the 1990’s.

He has been Member of Parliment (MP) for Boteti Constituency since 1999.

He served as Assistant Minister of Finance and Development Planning in 2004-2009.

Honourable Thapelo OLOPENGMinister of Tertiary Education Research Science and Technology (MoTE)

PROFILE

Honourable Thapelo Olopeng is the Minister of Tertiary Education, Research, Science and Technology in Botswana. He was an active businessman and a sportsman before becoming a Member of Parliament for Tonota Constituency in 2014. While at the Ministry of Youth Empowerment, Sport and Culture Development, Minister Olopeng’s commitment to the youth has seen youth empowerment initiatives in Botswana improving. The Minister kick started quick wins and affirmative action in favour of the youth which means that in instances where procedures are rigid, youth in business are given a more flexible environment. He strongly believed that with the development of youth businesses, more jobs will be created with the youth employing other youths.

The Minister is very active in social media and has an open-door policy for anyone who wants to have meetings with him. He personally manages his Facebook page and is very receptive to criticism. In July 2016, Honourable Olopeng received the African Achievers Award under the category of Youth Development and Social Upliftment in recognition of his contribution to the youth.

In December 2018, His Excellency the President of the Republic of Botswana, Dr. Mokgweetsi Eric Keabetswe Masisi redeployed Honourable Olopeng to the Ministry of Tertiary Education, Research, Science and Technology

to spearhead Botswana’s transformation from a resource to a knowledge-based economy. Honourable Olopeng believes that to achieve this transformation, Botswana must prioritise investment in research, science, innovation and technology. The Minister is currently working with research, science and innovation institutes and institutions of higher learning to establish a research fund. In order to commodify knowledge, Honourable Olopeng believes education and training should not be domesticated but globalised, and that institutions of higher learning should develop futuristic learning programmes that can position Botswana as a globally competitive country.

The Minister is working around the clock to ensure that Botswana exports knowledge, innovations and technology into the global market and have globally competitive graduates. In addition, Minister Olopeng is committed to ensuring that transformation of education and training, through the National Human Resource Development Strategy (NHRDS) of 2009, receives the necessary support for education to meet the needs of the Industry.

Finally, Honourable Olopeng is working with the Botswana Qualification Authority and higher education sector stakeholders, including the private sector to uphold the highest standard of education and training in the country.

PROFILE

Dr. Theophilus Mooko was appointed the Permanent Secretary of the Ministry of Tertiary Education, Research, Science and Technology effective September 1st 2016 to date. Dr Mooko was first appointed in the Executive Management of the public service as Deputy Permanent Secretary, at the then Ministry of Education and Skills Development from 1st March 2009 to December 2012. In January 2013 to November 2014 he served as the Executive Director of Botswana Public Service College (BPSC). Dr. Mooko continued on to serve at the Directorate of Public Service Management (DPSM) as the Deputy Director, from December 2014 to April 2016, and later re-joined the then Ministry of Education and Skills Development as Permanent Secretary from May 2016 to 30th September 2016.

Dr. Mooko started his career as a Secondary School Teacher in 1986 until he became aStaff Development Fellow at the University of Botswana in August 1989. In 1991 he wasappointed as a Lecturer until 2000 where he was promoted to Senior Lecturer, aposition he served on until February 2001. On the 1st of June 2001 to 31st January 2006, Dr. Mooko was appointed to Head of Department

of Languages and Social Sciences Education until February 2009.

Dr. Theophilus Mooko’s academic qualifications include a PhD (Language & Linguistics) from the University of Essex in 1996, MA (Applied Linguistics) from the University of Essex in 1991, Post Graduate Diploma in Education from the University of Botswana in 1986 as well as BA Humanities (English and History) from the University of Botswana in 1985.

Dr. Mooko is currently active and serving in the following boards; Vision 2036 Councilmember, October 2016 to date, University of Botswana Council, Botswana International University of Science and Technology (BIUST), Institute of Development Management (IDM) and Botswana Public Service Bargaining Council. He has also served in the following boards; as the Chairperson of Botswana National Productivity Centre (BNPC) Board and as member of Vision 2016 Council, BOCODOL Board, Botswana Training Authority, Botswana Botswana National Productivity Centre, University of Botswana Council and University of Botswana Senate from 2008 – 2009.

Ms. Moggie MBAAKANYIHRDC - Board Chairperson

PROFILE

Ms. Moggie Mbaakanyi possesses a Bachelor of Arts Degree and a Concurrent Certificate in Education from the University of Botswana, Lesotho and Swaziland (BOLESWA). She graduated from the University of Leeds (UK) with a Postgraduate Diploma in Educational Performanceand a Master of Arts (MA) in Educational Administration.

She joined the public service in 1976 at the level of a Principal at the Molepolole College of Education and joined the private sector in 1994after retirement.

Ms Mbaakanyi spent 16 years in politics as a Councillor, Member of Parliament and finally as the thenAssistant Minister of Education.

PROFILE

Mr Moatswi Sekonopo is the Vice Chairperson of the Human Resource Development Council (HRDC) Board. He is a Professional Architect,Project Manager, Property Development Expert, Built Environment Expert and Entrepreneur with years spanning almost 20 years.

Mr Sekonopo is currently ArcSwana Architect’s Chairman and Managing Director of K-Hill Property Development. He is a Professional Architect registered with the Architects Registration Council (Botswana),

South African Council of Architectural Profession, a member of the Architectural Association of Botswana, Chartered Member of Royal Institute of British Architects (RIBA) and a member of South African Institute of Architects (SAIA). He has a Bachelor of Architecture from Howard University in Washington DC (USA) in May 1999 as well as Master of Civil Engineering in December 2000 from Catholic University of America, Washington DC (USA).

Dr. Raphael DINGALO

Chief Executive OfficerHuman Resource Development Council - Botswana

PROFILE

Dr. Raphael Dingalo is the Chief Executive Officer (CEO) of the Human Resource Development Council (HRDC). He has worked at a number of Organisations that champion human capital development in Botswana, holding various positions including Deputy Permanent Secretary in the then Ministry of Education and Skills Development.

Dr. Dingalo spent time as AG Vice Chancellor of Limkokwing University of Creative Technology (LUCT) Botswana and also worked at the University of Botswana (UB), in the Centre for Academic Development (CAD).

He holds a Professional Degree of Doctor in Education (EdD) University of London, UK; a Masters in Education (M.Ed) from the University of Manchester School of Education, (UK); and a Bachelor of Education (B.Ed) from the College of St Mark and St John (UK).

PROFILE

Dr. Phil Mjwara has served as the Director General of the Department of Science and Technology (DST) since April 2006. In this capacity he is responsible for all policy development in the science and technology sector in South Africa, as well as the portfolio management and governance of South Africa’s systems of government laboratories. His responsibilities further include the management of South African science and technology official development assistance and the driving of the implementation of South Africa’s National Research and Development Strategy and the management of South Africa’s new DST 10 Year Innovation Plan.

Prior to his appointment at DST, Dr. Mjwara was the Group Executive: Research and Development; Strategic Human Capital Development at the Council for Scientific and Industrial Research (CSIR). At the CSIR, he was responsible for assisting the CSIR strengthening its Science and Technology base including Human Capital Development.

In 2001, Dr Mjwara joined the National Laser Centre (NLC) as its head, where he has been instrumental in growing the centre’s activities since its inception and in creating a network of centres in Africa, i.e. African Laser Centre (ALC).

He has also held positions at the then Department of Arts, Culture, Science and Technology; as Director of Technology; at the University of Pretoria as professor of S&T policy and at the Universities of the Witwatersrand, South Africa and Fort Hare as a physics lecturer.

He has been involved in a discipline of Management of Technological Innovation as well as in processes for policy formulation. He has led a team that conducted the South African Technology Foresight project. He has published and presented numerous papers on physics, technology analysis and foresighting related topics.

Dr. Mjwara has served on various advisory councils and review boards. He currently serves on the Board of the World of Platinum of South Africa. He also served on the Council of the University of Johannesburg. He was also a Co-Chair for the Group on Earth Observations (GEO) between 2006 until 2017.

Samuel ‘Sam’ Minta is the Chief Executive of Stanbic Bank Botswana Limited.

Sam joined the Standard Bank Group as Chief Operating Officer for Africa Finance in March 2011. He was assigned to Stanbic Bank Zambia as the Chief Finance Officer in June 2011 to re-build its finance function. He was instrumental in transforming that Bank’s business into a top-three bank and corporate citizen.

He is a well-rounded finance professional, with specialist insights on issues of projects, operations, governance, banking, people management and stakeholder relations. He has worked in multiple countries with geographic responsibilities. His core strengths include strategic performance delivery, business transformation and coherent discipline.

Sam joined the Botswana team in January 2015, seeking new challenges. While in Botswana, he has played an integral role in driving the Bank’s performance, also developing his team and being a valuable member of the Bank’s leadership team.

He holds an MBA (Finance), B.Sc. (Accounting major) and is a Chartered Accountant. He is also a certified Treasury Dealer (ACI Dealing Certificate) and is a member of the Euro money CFO Academy in London. Samuel is a free thinker and passionate about technology and how technology can be used to unlock progress. With a clear belief in the need to reframe how we look at the financial services sector, Sam is passionate about collaboration towards progress.

PROFILE

Ms Brenda Ntombela is the Head of Secretariat: Human Resource Development Council of South Africa. She is responsible for the overall leadership and management of the Secretariat. Brenda is a graduate of the University of Limpopo, where she received her B Cur (I et A) Degree. She thereafter received her Master’s Degree in Nursing from the University of South Africa. She also has completed various management courses.

Brenda has worked in various fields, such as Higher Education, Health and Information and Communication Technology. She served as a Councillor for the Independent Communications Authority of South Africa (ICASA). She also worked as a consultant in ICT policy making and regulations in Africa.

She is a currently serving as a Council member at the Durban University of Technology. She also serves as a member of the Transformation Committee of the South African Council for Project and Construction Management Professions.

Brenda is an influential leader, with experience in policy, regulation formulation and research to name but a few.

Ms Sabina Gebauer was born and educated in Berlin, Germany. She studied MA (University of Fine Arts Berlin, 1981) and MBA (Durham University Business School, 2006)

Sabina has more than 30 years of progressing work experience as technical advisor, senior advisor and programme director in the fields of Technical Vocational Education and Training (TVET), Labour Market and Employment Policies, promotion of Small Medium Enterprise (SME) and entrepreneurship in Germany, African countries and countries of the Middle East.

She has expertise in TVET, specifically in the fields of developing National Qualifications Frameworks, Curriculum and Assessment development, coordination and cooperation models with the private sector, Human Resource Development, TVET financing, and awareness raising for TVET. Expertise in Labour Market and Employment Policies includes Career Guidance and Counselling, Vocational Orientation, Vocational Preparation and Job Matching.

Since January 2019, she is Head of GIZ Programme ‘Strengthening Employment-relevant TVET in Botswana II’.

Dr. Racious M. Moatshe is the current Chief Executive Officer (CEO) of the Local Enterprise Authority (LEA), a position he assumed in October, 2017. Prior to this appointment, he was the Chief Executive Officer of Business Botswana, where he was instrumental in driving strategy and engaging in Research, Policy and Advocacy that improved the private sector participation in the economy of Botswana.

Dr. Moatshe is a Transformational Leader who has over the years served in various sectors of the economy, and demonstrated his strategic capacity, innovation and broad understanding of entrepreneurship and accelerated SMME development.

His trajectory also includes working with Standard Chartered Bank of Botswana, Barclays Bank of Botswana, the Citizen Entrepreneurial Development Agency (CEDA), and the Botswana Building Society (BBS). As a respected thought leader, Dr. Moatshe has previously served in various Boards including the Botswana Institute for Development Policy Analysis (BIDPA), Botswana Accountancy Oversight Authority (BAOA) and the Human ResourceDevelopment Council (HRDC).

He has concluded research work and presented at various conferences both locally and internationally, and in the process forging networks that advance the promotion of entrepreneurship and SMME development in Botswana.

Mr. Sizwe Errol Nxasana started his career at Unilever. In 1989 he established Sizwe & Co, the first black-owned audit practice in Kwa-Zulu Natal. In 1996 he became the founding partner of Nkonki Sizwe Ntsaluba, now called SizweNtsaluba Gobodo (SNG-Grant Thornton), which is the fifth largest audit firm in South Africa. In 1998 he joined Telkom SA as Chief Executive Officer and was responsible for its listing on the Johannesburd Stock Exchange (JSE) and New York Stock Exchanges. Sizwe was the CEO of FirstRand Banking Group since 2005 until he retired in September 2015. Sizwe serves as Chairman on various Foundations and Trusts. He is the Co-founder and Chairman of the National Education Collaboration Trust.

He is Founder and Chairman of Ikusasa Student Financial Aid Programme (ISFAP) which funds and supports students who come from poor and ‘missing middle’ backgrounds. He is now a social entrepreneur who recently founded Future Nation Schools, which is a chain of affordable private schools in South Africa. He also founded Sifiso Learning Group, which is involved in EdTech, academic publishing and real estate.

He also serves in the Institutional Review Committees of the University of Botswana as with the Bio-Medical Ethics Committee as a Vice-Chairman. He is also involved in Quality Assurance in his institution.
