BOARD OF EDUCATION OF CHARLES COUNTY AGENDA ITEM
SUBJECT Fiscal Year 2023 State and Local Capital Improvements Program
OVERVIEW The Board of Education must submit the approved Capital Improvements Program (CIP) with documentation to the Interagency Commission on Public School Construction by October 4, 2021, for state funding eligibility. The local program submission will follow a similar county government schedule to be announced in the near future.
BUDGET IMPLICATIONS The CIP is developed and submitted consistent with state guidelines in order to become eligible for state funding. Generally, state planning approvals are required before the county will fund project planning, and a commitment for state construction funding must be given before the county will commit to local construction funding.
STAKEHOLDERS INVOLVED The CIP evolves from the Educational Facilities Master Plan (EFMP). The CIP and the EFMP were developed with input from staff, schools, and county government to a varying extent.
DESCRIPTION The Board addressed the FY 2023 CIP as a report item at their Board meeting on August 10, 2021. The following are included as attachments to this action item for your information:
the FY 2023 state and local CIP request in priority order; the FY 2023 CIP plus five-year project schedule; elementary, middle and high schools projected enrollment and capacity charts; and, FY 2023 plus five-year project cost summary sheet (state construction cost per
square foot increased by about 5% in July 2021).
Staff will further assess relocatable requirements with school administration after the new school year’s enrollment numbers are stabilized. Staff will update the Board of any identified relocatable requirements.
RECOMMENDATION/FUTURE DIRECTION That the Board approve the proposed state and local fiscal year 2023 and Five-Year Capital Improvements Program requests in the priority order shown.
