2011 Labor Day Jobs and Livelihood Fair

I. Rationale
The continued political and civil unrest in Syria and in other parts of the Middle East, have displaced thousands of our Overseas Filipino Workers (OFWs)
As such, these modern day heroes will join an army of unemployed including those will graduate in March and April 2012. All of them require immediate employment and/or sustainable means of livelihood to support their respective families.
Given the above conditions and in line with the governments continued thrust at creating jobs at home under its 16-Point Agenda, the Department of Labor and Employment (DOLE), in partnership with private sponsors, will conduct a one (1) day Job Fair.
At least Twenty Thousand (20,000.00) job seekers are expected to participate and register in the day long activity.
II. Venue and Date
The activity will be held on 01 May 2012, Tuesday, from 8:00 am to 4:00 pm at the Manila World Trade Center, Pasay City.
III. Target Beneficiaries
This years event will target thousands of new job seekers, recent graduates and returning displaced Overseas Filipino Workers (OFWs) bought by political and civil instability not only in the Middle East but also in other parts of the world.
IV. Project Components
A. Jobs Fair
1. Registration of jobseekers for job matching and placement (Local and Overseas employment) ActivityTaskLead Agency
Job matching for local job vacancies (150 employers)Invitation of local employers & solicitation of job vacancies. Participating employers will man their respective booths. DOLE & BLE
DOLE-National Capital Region and the Bureau of Local Employment (BLE), this Department, shall work hand in hand at supervising and monitoring the activity.2. Registration and screening of applicants
Applicants , e.g., displaced OFWs and other interested clients will be Registered and thoroughly screened.
For this purpose, DOLE-NCR will coordinate with BLE in making the necessary preparation.
The Departments Philjobnet system will be utilized and to be manned by staff from both agencies.
DOLE-NCR will provide for the broadband to be used in the day long activity.B. Livelihood Fair

Livelihood Skills DemonstrationThe Bureau of Rural Workers (BRW) and the Bureau of Workers with Special Concerns (BWSC), both of this Department, shall be in-charge at supervising and monitoring the Livelihood Fair.V. Budgetary, Administrative and Logistical Requirement
The Administration Service (AS), this Department, will prepare the necessary logistics and other requirements in the conduct of the day long activity, while BLE shall provide technical assistance. Food, additional administrative expenses such as communication, contingency, transportation as well as other requirements will be co-shouldered by AS and DOLE-NCR.

DOLE-NCR shall be in-charge of the monitoring and upon termination of the day long activity, shall prepare the Job Fair Terminal Report for immediate submission to the Office of the Honorable Secretary, this Department. VII. Media Advocacy
The Labor Communication Office (LCO), this Department will be in charge of the advocacy campaign. DOLE-NCR through our Internal Management and Services Division (IMSD), will assist the LCO in the advocacy campaign.
VIII. Security and Maintenance
Security shall be the joint responsibility of both the National Conciliation and Mediation Board (NCMB), this Department and DOLE-NCR.
IX. Physical Arrangement and Ingress/EgressAS in coordination with DOLE-NCR shall be in-charge of the physical arrangement. Ingress shall be on 30 April 30, 2012, Monday starting at 12 noon.
While egress shall be on 01 May 2012, Tuesday starting at 4:00 pm.
