1 EXECUTIVE SUMMARY

1.1 INTRODUCTION

This document is the Environmental Impact Assessment (EIA) Report for a proposed drilling activity in Block AD-1 (AD-1) in the offshore Rakhine Basin of the Union of Myanmar (Myanmar) (the Project). This EIA Report has been prepared for the approval of the Ministry of Natural Resources and Environmental Conservation (MONREC), in compliance with the Myanmar Environmental Impact Assessment Procedure (EIA Procedure) 2015 (Notification No. 616 / 2015; dated 29 December 2015).

Woodside Energy (Myanmar) Pte Ltd (Woodside), on behalf of the AD-1 Joint Venture (JV, Table 1.1), is proposing to drill one well in AD-1 commencing in the second quarter of 2018 (Figure 1.1). The proposed well is set to target suspected gas accumulations under the seabed.

In 2017, Woodside entered a farm-in agreement with CNPC International Ltd. (CNPCI) with respect to Blocks AD-8, AD-1 and AD-6. Woodside and CNPCI each hold 50 % interests in each of these blocks. CNPCI is the operator with respect to government liaison and Woodside is the operator for all other operations and activities.

Previous activities in AD-1 include the drilling of the Aung Pyi Hein well by CNPCI in March 2015. The Aung Pyi Hein well is located at a water depth of approximately 5,725 ft. (1,745 m). CNPCI also conducted marine seismic surveys in AD-1 in 2007, 2012 and 2013.

As per the EIA Procedure, this project requires an EIA Report and an Environmental Management Plan (EMP) to be prepared and submitted to MONREC. In accordance with the EIA Procedure, the first stage of the Project involved screening. This included the submission of the Project Proposal Report (PPR) to Myanma Oil and Gas Enterprise (MOGE), for onward submission to MONREC. The PPR was prepared and submitted on 24 July 2017. After consideration, the Environmental Conservation Department (ECD) of MONREC responded to the PPR in August 2017, instructing Woodside to undertake an EIA for the proposed drilling activities. Woodside then prepared and submitted a Scoping Report which included the Terms of Reference (ToR) for the EIA Study. This was submitted to MOGE on 7 November 2017. A response was received from ECD via MOGE on 20 December 2017 that confirmed Woodside can proceed with undertaking the EIA.

Woodside, on behalf of the AD-1 JV, has commissioned Environmental Resources Management (ERM) – Hong Kong, Limited to undertake an environmental and social impact assessment for the Project. ERM have engaged national environmental consultant Resource and Environment Myanmar (REM) to provide support.

This document is the EIA Report (including the EMP) for the Project in AD-1.

The details of the Project are summarised in Table 1.1.

1.2 POLICY AND REGULATORY FRAMEWORK

Under the Environmental Conservation Law and the Environmental Conservation Rules of the Republic of the Union of Myanmar, Woodside is required to undertake an EIA study of the Project and obtain MONREC approval of the EIA Report for the proposed drilling activity.

The Project will be undertaken in line with a number of national and international standards and laws, such as:

• Myanmar Environmental Conservation Law (2012);

• Myanmar Environmental Conservation Rules (2014);

• Myanmar National Environmental Quality (Emission) Guidelines (2015) (NEQ Guidelines);

• Myanmar EIA Procedure (2015);

• The International Convention for the Prevention of Pollution from Ships (1973 as modified 1978);

• Convention on Biological Diversity (1992);

• Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal (1992);

• Asia Least Cost Greenhouse Gas (GHG) Abatement Strategy 1998;

• The International Convention for the Safety of Life at Sea (SOLAS) 1974;

• IFC Performance Standards (IFC PS) (2012);

1.3 PROJECT DESCRIPTION AND ALTERNATIVES

AD-1 is located offshore the coast of Myanmar. At its closest point, the boundary of Block AD-1 is approximately 40 miles (65 km) from the Myanmar coastline and the proposed well location is approximately 60 miles (96 km) (Figure 1.1). AD-1 encompasses a portion of the continental slope and abyssal plain with water depths ranging from approximately 3,037 ft. (1,200 m) up to 6,758 ft. (2,060 m).

The proposed drilling activity covers one well which is planned to commence in the second quarter of 2018. The water depth at the proposed well location is approximately 4,590 ft. (1,400 m). A dynamically positioned drilling rig will be used for the Project. There will be no anchoring for this activity within the Block.

A typical well is drilled to a total depth ranging from 2,625 ft. (800 m) to 10,500 ft. (3,200 m) below mudline (i.e. the seafloor). Offshore drilling involves the drilling rig sending a drill bit to the seabed to drill a small diameter hole in the seabed. The total depth of a well is set to target suspected gas accumulations under the seabed. The well will use both water-based drilling fluid (WBDF) and non-aqueous drilling fluid (NADF) for drilling. WBDF and drill cuttings will be discharged at the seabed. Cuttings containing NADF will be returned to the drilling rig and treated on-board to reduce the oil on cuttings before discharge overboard.

As part of the Project design phase, consideration was given to potential alternatives for proposed Project activities; such as not proceeding with the project (i.e. no project), the use of different types of drilling fluids, disposal methods and well locations. The ‘No Project’ alternative would result in no potential further planned drilling in AD-1 and, in turn, a delay to any potential future gas development in AD-1. The option to not go ahead with the Project was considered, however, should gas be found in a sufficiently significant quantity to be commercially viable at some future time, Woodside believes the Project could have beneficial economic impacts for Myanmar. Safety and technical requirements dictate the requirements for a NADF system as opposed to a wholly WBDF system. Alternative disposal options (cuttings re-injection, ship to shore or ship to disposal at another deep water location) for the drill cuttings were assessed and considered not to be technically or financially viable alternatives. Well location selection is driven by the geological targets selected in advance of drilling commencement. The proposed well location is located approximately 60 miles (96 km) from coastal environmental and social receptors of Rakhine State and, as such, is unlikely to impact these receptors.

1.4 DEFINITION OF THE PROJECT AREA AND STUDY AREA

In accordance with the EIA Procedure, the EIA process for the Project will follow the following three key stages:

1. Screening Stage

2. Scoping Stage

3. EIA Investigation

The purpose of the screening stage is to introduce the proposed Project activities, as defined in the PPR and at the first stage of the EIA process; Woodside defined the Project Area, as the proposed well location (Figure 1.1). In the Scoping Stage of the EIA process, the Scoping Report defined the Study Area and the Area of Influence (AOI) for the Project. This EIA falls within the EIA Investigation Stage of the EIA process.

The Study Area for the Project is defined as the wider area in which environmental and social conditions are evaluated with sources of risk in order to determine interactions and the magnitude and significance of the potential impacts resulting from the Project. For the purpose of the Project, a conservative Study Area has been defined in order to assess the full range of potential planned and unplanned project interactions. The Study Area for this Project encompasses the associated habitats and species of the offshore waters of AD-1 and the nearshore and shallow waters of the Rakhine

coastline neighbouring AD-1. The AOI was introduced in the EIA Terms of Reference of the Scoping Report for application in this EIA Report. The AOI is defined as the area in which potential impacts could occur.

1.5 DESCRIPTION OF THE SURROUNDING ENVIRONMENT

The following environmental description is based on a defined Study Area for the AD-1 drilling activity. The Study Area encompasses the offshore waters of AD-1, the deepwater habitats and species within the Block as well as the nearshore environment including the shallow waters of the nearest Rakhine coastline (Figure 1.1). The Project activities will most likely take place in a water depth of 4,590 ft. (1,400 m) at the proposed well location and at a distance of approximately 60 miles (96 km) from the nearest Myanmar coastline area. Therefore, the focus of the baseline information is on the offshore, open ocean environment and associated deep water habitats.

Climatic conditions are dominated by the seasonal monsoons and transition periods. The AD-1 Project Area encompasses geomorphological zones ranging from the continental shelf, slope and the abyssal plain in deep water. Rakhine State has a narrow continental shelf extending approximately 6 miles (10 km) from the coast. At the edge of the continental shelf, the seabed drops steeply down the continental slope and onto the abyssal plain reaching water depths of over 2,000 m.

Biological communities typical of deepwater soft sediment habitats include seabed benthic invertebrates comprising macrofauna living within the sediments (infauna) and on the seabed (epifauna). Typically, the deepwater seabed habitats are of lower ecological sensitivity than those in shallow coastal waters. There are no sensitive habitats or protected areas identified within AD-1.

Fish communities that may be present in the Study Area range from demersal (bottom living) and pelagic (open water) species to coastal or reef-associated species, and may occupy a range of habitats. Previous research surveys suggest that the most common pelagic fish species on the Rakhine coast include anchovies (Engraulidae), whilst the most widespread pelagic species include Hairtails (Trichiuridae) and carangids (Carangidae) (Krakstad et al. 2015). Whale sharks (Rhincodon typus) may traverse AD-1 on occasion as they have been recorded in the Bay of Bengal between December and March (Rowatt, 2007). This species is considered Endangered by the International Union for the Conservation of Nature (IUCN, 2017).

Data on potential fishing activities within AD-1 were collected in June and November 2017 from Sittwe and Kyaukphyu Town as these are the largest fishing ports in northern Rakhine State. These data were also supported by primary baseline data collected from Sittwe and Kyaukphyu in 2016, for previous activities in neighbouring AD-7 (a similar offshore area).

The proposed well location is approximately 60 miles (96 km) from the mainland coast. No overlap is anticipated with local fisheries from Rakhine State who fish to a maximum of 30 miles (48 km) from the coast; however, it was noted that large vessels from outside Rakhine State (i.e. either from other areas of Myanmar or international trawlers) may operate within the deep offshore waters of Rakhine.

A total of 25 cetacean (whale and dolphin) species have been recorded as either Confirmed or Probable in Myanmar waters (Holmes et al, 2014). One sirenian (dugong; Dugong dugon) also has a confirmed presence around the coastal waters of Myanmar (Tun and Ilangakoon, 2006). Two coastal marine mammal species, the Irrawaddy dolphin (Orcaella brevirostris) and dugong, have been protected under the Myanmar Protection of Wildlife and Conservation of Natural Areas Law since 1994 under the category “completely protected”.

Myanmar waters host five species of marine turtles, all of which are IUCN-listed threatened species. These are the olive ridley turtle (Lepoidochely olivacea; Vulnerable), loggerhead turtle (Caretta caretta; Vulnerable), green turtle (Chelonia mydas; Endangered), hawksbill turtle (Eretmochelys imbricata; Critically Endangered), and the leatherback turtle (Dermochelys coriacea; Vulnerable) (IUCN, 2017). UNEP data suggest that olive ridley and green turtles may nest along the Ramree Island coastline and hawksbill turtles may nest on Manaung Island (UNEP, 2017). Given that the proposed well location in AD-1 is approximately 60 miles (97 km) from Oyster Island and 96 miles

(154 km) from Manaung Island, any turtles present in Study Area are likely to be transiting and not resident.

A number of potentially sensitive receptor locations have been identified along the coastline and offshore of the mainland coast of Rakhine State, the closest being coral habitat surrounding Oyster Island, approximately 52 miles (83 km) north-east of the proposed well location. AD-1 is located over 96 miles (154 km) from the identified Manaung Island Key Biodiversity Area (KBA), and over 60 miles (97 km) from the Oyster Island KBA.

From available ship frequency tracking data, the Bay of Bengal has a shipping lane from ports in the north (Kolkata, Chittagong etc.) heading to the southern tip of India and the Straits of Malacca in the south that transverses AD-1 (Marine Traffic, 2015); therefore interactions may occur.

There are no offshore sites of cultural heritage known to occur within AD-1 or the Study Area. Additionally, as the proposed well location is located approximately 60 miles (96 km) from the Rakhine coastline, there will be no visual impacts to coastal communities or other onshore receptors.

1.6 POTENTIAL IMPACT ASSESSMENT AND PROPOSED MITIGATION

Potential environmental and social impacts associated with the Project were initially identified at a high level during the Screening Stage of the EIA, and were then examined in more detail at the Scoping Stage. Scoping also allowed the identification of impacts that were considered to be potentially significant and those that were considered not to be significant. Section 6 of this Report identifies the impacts that have been scoped out of the assessment and are therefore not included as “key” potential impacts. The rationale for scoping out these impacts is provided in Tables 6.2 to 6.11. The scoped out impacts include:

• Impacts from vibration from drilling on seabed features;

• Impacts from routine drilling rig and vessel discharges on water quality, marine habitats and species (including plankton, fish, and pelagic communities), public health and safety, and fisheries;

• Impacts from underwater sound generated by the drilling rig, support vessels and helicopters on fish and pelagic communities, marine mammals, and marine turtles;

• Impacts from lighting generated by the drilling rig and support vessel, on plankton, fish and pelagic communities, marine turtles, and seabirds;

• Impacts from standard waste generation and disposal on water quality, marine habitats and species (plankton, fish and pelagic communities, benthic communities, turtles and mammals), public health and safety, and fisheries;

• Impacts of drilling cuttings and drilling fluid on seabed features, plankton, marine species (turtles and mammals), and fisheries;

• Impacts from invasive marine species (IMS) on marine species and habitats (plankton, fish, benthic communities, mammals, and turtles), and fisheries;

• Impacts from accidental loss of solid hazardous or non-hazardous wastes to the marine environment (excludes sewerage, grey water, putrescible waste and bilge water) on water quality, marine habitats and species (plankton, fish and pelagic communities, benthic communities, mammals and turtles), fisheries, and public health and safety;

• Impacts from dropped objects on offshore benthic communities; and

• Impacts from loss of well control resulting in a gas release on water quality, marine habitats and species (plankton, fish and pelagic communities, benthic communities, mammals and turtles).

For those impacts considered as potentially significant, a full impact assessment has been conducted and appropriate mitigation and / or management procedures have been described within this EIA and associated EMP Report.

During the EIA, potential impacts were assessed and mitigations were proposed to reduce the level of potential impact in accordance with the Woodside Environment Impact Assessment Guideline. The Woodside Environment Impact Assessment Guideline firstly categorises the interaction as either an impact or a risk based on whether it is likely to result from a planned/routine event, or an unplanned/emergency situation. For each identified impact (planned/routine event), the assessment of significance follows a six stage process: characterise the impact, define the magnitude, define the receptor sensitivity, assess the significance, identify additional mitigation (if required) and assess the residual impact significance. Project risks (unplanned events) are managed in accordance with the Woodside Risk Management Procedure, the assessment of which differs from planned events. Once the magnitude and receptor sensitivity is defined, the consequence of the risk is determined by applying the likelihood and resulting risk rating.

The EIA concluded that potential impacts and risks are typically short-term and are well understood, with little or no evidence of adverse consequences on the majority of environmental or social

receptors from previous experience in the industry. These potential impacts and risks and, associated mitigation measures are summarised in Table 1.2.

This Project consists only of a drilling operations phase. There are no construction or decommissioning related phases. At the end of Project activities, the drilling rig and all Project vessels will depart AD-1. As such, this impact assessment is conducted for the drilling operations phase only.

• WBDF to be used as far as practicable during the drilling activity - NADF shall only be used where WBDF cannot provide the required technical specifications.

• Average oil on cuttings for the well will be limited to 6.9% or less by weight.

• Drill cuttings will comply with IFC environmental, health and safety guidelines for offshore oil and gas development (2015). • All residual NADF will be returned to shore for reconditioning, re-use or disposal. No bulk discharge of NADF drilling fluids will be permitted offshore.

• Where cuttings with retained NADF are discharged overboard, they will be discharged below the water line.

• NADF will be selected by Woodside with consideration of the OSPAR rating of chemicals with lower toxicity. Group III chemicals will be used (refer to Section 4.3.3 for more information).

• Chemicals for discharge or release to sea to be selected and approved as per the Woodside Chemical Assessment Process and included on the Chemical Selection List.

• No biocides containing organohalogens will be used.

• Only Group (III) Synthetic Organic Base Fluids will be used.

• Contractor to conduct bulk operational discharges under the drilling rig Permit to Work (PTW) system and in accordance with relevant regulations.

• The average oil content for discharge of mud pit wash residue will be limited to less than 1% by volume. This typically occurs at the end the drilling programme.

• Drill cuttings will comply with IFC Environmental, Health and Safety Guidelines for Offshore Oil and Gas Development (2015).

• A trained crew member will be utilised during VSP or SWD operations to monitor and record marine mammal, marine turtle and whale shark observations.

• A visual check for marine mammals, marine turtles and whale sharks within 0.6 miles (1 km) (observation zone) of the drilling rig or vessel for 20 minutes prior to commencing VSP or SWD operations.

• Visual observations of the observation zone (1 km) must be maintained continuously to identify if there are any marine fauna present.

• During periods of low visibility (where the observation zone cannot be clearly viewed out to 1 km), including night-time, the sound source may be used as described in operating procedures, provided that:

o There have not been three or more marine mammal, marine turtle or whale shark shut down situations during the preceding 24 hour period; or

o If operations were not previously underway during the preceding 24 hours, a period of continual observation was undertaken in good visibility for at least two hours (to the extent of the observation zone) within the preceding 24 hour period and no marine mammal, marine turtle or whale sharks were sighted.

• Pre start meeting with crew to include marine fauna observation and reporting. During the pre-start meeting, alert all crews to immediately report to the trained observer when they observe any marine mammals, marine turtles or whale sharks during and prior to the activity. The pre-start meeting will cover the likelihood of marine mammal, marine turtle or whale shark observations and required actions if they are sighted.

• Discrete hydrocarbon zones within the well shall be isolated from each other (to prevent cross flow) by a minimum of one barrier, which can be either mechanical (e.g. cement or well casing), or hydrostatic (e.g. drilling fluid).

• All permeable zones penetrated by the well bore, containing hydrocarbons or over-pressured water, shall be isolated from the surface environment by a minimum of two barriers (i.e. primary and secondary); unless a shallow hazard study confirms that a single fluid barrier is appropriate during the initial stages of well construction.

• All normally pressured permeable water-bearing formations shall be isolated from the surface by a minimum of one barrier.

• Barriers shall be effective over the lifetime of well construction or production.

• Effectiveness of primary and secondary barriers shall be verified (physical evidence of the correct placement and performance).

• Any fluid barrier must comprise drilling fluid of a suitable weight, composition and volume to account for pore pressure and over-pressure zones during drilling.

• Subsea Blowout Preventer (BOP) specification and function/pressure testing will be undertaken in accordance with API Standard 53 4th Edition (API 53), requiring the following:

o One annular preventer.

o Two pipe rams (excluding the test rams).

o A drilling rig is required to have a minimum of two sets of shear rams, one of which must be capable of sealing.

o On activation of the shear ram a seal is provided which creates a barrier to the reservoir to reduce/prevent further hydrocarbon discharges.

o If the BOP's operation cannot be achieved from the drilling rig, the rams within the BOP can be operated by ROV.

This Project consists only of an operations phase. There are no construction or decommissioning related phases. At the end of Project activities, the drilling rig and all Project vessels will depart AD-1. As such, this impact assessment is conducted for the operations phase only.

1.7 STAKEHOLDER ENGAGEMENT

Project stakeholder consultation was undertaken in Sittwe and Kyaukphyu in June and November 2017. Attendees included government officials, Sittwe University, local fishers, local Civil Society Organisations (CSOs), and other interested parties. Consultation undertaken by Woodside, ERM, and REM for offshore activities in AD-1, conducted at the national, regional and township level (which included inviting village level representatives), has also informed project planning and understanding of the environmental and social context.

The purpose of the consultation completed to date was to present information on the Project, gather information on project affected peoples (PAPs), and identify potential data gaps and how these can be closed for the EIA Report. Consultation involved face-to-face meetings with a range of stakeholders.

The meetings are structured as follows:

• Presentation of Project and Project Proponent;

• Question and Answer Session; and

• Focus Group Discussions (FGDs), if necessary.

The following tools and techniques were used to engage stakeholders:

• Interviews: Interviews were conducted with Government officials (e.g. DoF, GAD officials) and key informants (e.g. offshore fishers). These were guided by a list of questions, both open-ended and closed.

• FGDs: Refers to a discussion carried out amongst a group of people (6-8) from a similar background/profile on a specific topic. The primary purpose of such discussions is to gather community information on a particular issue. FGDs were undertaken with fishers in Rakhine to inform the baseline understanding of the Project.

• Semi- Structured/ Structured Interviews and Checklists: As well as discussions, the process of semi-structured/structured interviews and checklists is used as a method of inquiry in which a pre-determined set of open or closed questions or check points are used to gather further information pertaining to specific themes or issues. For the purpose of the Project, detailed topic specific checklists (such as fishing type, fishing gear, depths, type of fish catch etc.) were administered in Rakhine to allow for a detailed understanding of the impacts of the Project to be established. Special attention was given to collecting in-depth interview data from fisheries organisations and departments with fishing data for the AD-1 Project Area.

The date, time, location, stakeholder and purpose of each meeting conducted for the Project to date is provided in Table 1.3.

The meetings were undertaken to disclose information on the Project at the regional and national level and to confirm the baseline understanding of AD-1. A summary of the outcomes of the meetings is presented below:

• Fishers from Sittwe fish a maximum of 30 miles (48 km) from the coast and in Kyaukphyu, fishing is undertaken in nearshore coastal waters (<10 miles, 16 km). No local fishers fish within the AD-1 Project Area. It was noted that large commercial trawlers from outside Rakhine State (i.e. either from other areas of Myanmar or international trawlers) may operate within the deep offshore waters of Rakhine.

• Fishing methods used include purse/beach seine, trawling, hook and line and gill-netting. These are common fishing gear used in Rakhine and the same as previous data collected for Woodside for activities in AD-7 in 2016.

• Fishing is seasonal and mostly not conducted in offshore waters (i.e., the Project Area) during the rainy season.

• There could also be vessels from other areas of Myanmar (i.e. Tanintharyi Region, Mon State, and Yangon) within the waters of AD-1. These vessels will be the larger commercial trawlers / vessels.

• Environmental queries related to impact on fish populations, air quality, water quality, unplanned events (such as hydrocarbon spills) and coastal habitats.

• A common topic raised was social benefits and corporate social responsibility (CSR).

The general reception was positive and attendees commented that they were confident the EIA would be carried out to adequate standards.

1.8 ENVIRONMENTAL MANAGEMENT PLAN

An EMP has been prepared for the proposed offshore drilling activity in AD-1 in the offshore Rakhine Basin, Myanmar. The EMP aims to provide an environmental and social management framework by outlining the compliance requirements, mitigation measures, and monitoring programmes to be implemented throughout the Project activities.

The EMP is the means by which the findings of the environmental and social assessment are implemented during the execution of the offshore drilling activities. The scope of the EMP covers all of the activities as described in the EIA Report (summarised in Section 1.3), with the objective of demonstrating compliance with the relevant national and international legislation and the Woodside Health, Safety, Environment, and Quality (HSEQ) Policy and Woodside Management System.

The EMP lists the obligations and responsibilities of each party involved in the Project, stipulates methods and procedures that will be followed, and outlines the environmental and social management actions that will be implemented.

Specifically, the EMP describes five sub-plans being the Emergency Response Plan (ERP), Waste Management Plan (WMP), the Oil Spill Response Plan (OSRP), the Drill Cuttings and Drill Fluids Management Plan (DCDFMP), and the Ballast Water Management Plan (BWMP).

Woodside will respond to emergency situations from its drilling activities in accordance with the ERP, which encompasses medical emergencies, evacuation procedures, search and rescue, fire and explosion, and cyclones. Woodside has a tiered response arrangement that escalates the level of support provided. The implementation of the ERP is continually reviewed by the drilling contractor and Woodside representatives during the operations.

The WMP covers the segregation, storage, transfer, disposal, and recording of waste to minimise the amount of waste to be disposed. The WMP identifies the waste management processes for the different waste streams to be generated during the drilling activity. Waste management is the responsibility of all Woodside employees and contractors; however the WMP details specific responsibilities depending on the waste stream.

The OSRP will be implemented in a spill incident and outlines response actions for the duration of the proposed drilling activity. There are several proven hydrocarbon spill response strategies which can be utilised in response to hydrocarbon spills in the open ocean marine environment and an evaluation and assessment of which and the risks of implementing the response strategy is described within the OSRP. The OSRP details the set of responsibilities which shall be carried out for the effective operation of the oil spill response.

The DCDFMP covers the usage and disposal for drilling fluids including chemicals used and their selection process. It also includes information on the expected cuttings and their discharge.

The BWMP provides guidance to the vessel’s crew in the effective operation of the ballast water exchange system. The implementation of this plan enables the vessel to prepare for the actions required when conducting a ballast water exchange at sea. Monitoring associated with each of these plans will be implemented to demonstrate compliance with both regulatory and Woodside’s internal procedures and, will also provide verification of the effectiveness of the implemented control measures.

An Environmental Monitoring Report will also be submitted to MONREC in accordance with the EIA Procedure three months after drilling completion.

1.9 CONCLUSIONS AND RECOMMENDATIONS

The EIA Study for the proposed drilling in AD-1 was conducted in line with the EIA Procedure and demonstrates that Woodside on behalf of the JV, understands the environment and social setting in which they are operating and has properly assessed the key potential environmental and social impacts associated with the Project.

The AD-1 Project Area at its closest point, is approximately 60 miles (96 km) from the mainland coast and distant from any protected areas or sensitive habitats. The Project has no significant onshore activities. Given the distance from the coastline, project activities will not impact local communities. As such, a Health Impact Assessment is not considered to be necessary as part of the EIA Investigation. However, occupational health and safety was considered.

Project stakeholder consultation confirmed that fishers from Rakhine fish no further than 30 miles (48 km) from the coast, however large fishing vessels from outside Rakhine State (i.e. either from other areas of Myanmar or international) may operate within these waters. Any potential disturbance to offshore fishing activities will be localised and temporary as the drilling rig and safety zone represent a very small proportion of the total fishing area available to offshore fishers. The drilling rig is equipped with navigational and communication systems that help prevent interaction with other offshore vessels.

The AD-1 Project Area is described as a deepwater area comprising widespread, soft sediment habitat and biota of low sensitivity, and representative of deepwater environments in general. Impacts to biological receptors are expected to be temporary and localised.

The proposed well in AD-1 is targeting dry gas. A loss of well control during drilling is a highly unlikely yet high consequence event. Woodside has not experienced any well integrity events resulting in significant releases or environmental impacts in its 60 year history.

Following the submission of the EIA, the EIA report will be publically disclosed. This process will include making the executive summary of the EIA Report available by distributing it to the GAD and DoF offices in Sittwe and Kyaukphyu and the MFF office in Yangon. The availability of the EIA Report will also be advertised in two newspapers - The Mirror and The New Light of Myanmar - and on local radio.

Woodside will continue activities outlined in the stakeholder engagement plan during the Project to appropriately manage ongoing engagement and respond to stakeholder concerns that may arise in relation to the implementation of the Project.

The EMP will be used as a tool to manage key impacts associated with the Project and ensure legislative compliance and standards of good practice during the proposed drilling activity in AD-1.

Provided that the recommended mitigation measures are properly implemented, it is expected that the environmental and social impacts of the Project would be managed in an environmentally and socially responsible manner. As such, the EIA concludes that no High impacts on the environment and people are anticipated from this Project and all impacts have been properly mitigated to be As Low As Reasonably Practicable (ALARP).

၁.၁ နဒါနး

ယခစာတမးသည ျပညေထာငစသမၼတျမနမာႏငင (ျမနမာႏငင) ၏ ရခငကမးလြနရ ေရနလပကြက ေအဒ-၁ (ေအဒ-၁) ၌ အဆျပထားရသည တးေဖာေရးလပငနး (စမကနး) အတြက ပတဝနးကငထခကမႈဆနးစစျခငး (Environmental Impact Assessment – EIA) တငျပခက ျဖစပါသည။ ဤပတဝနးကငထခကမႈအစရငခစာက ျမနမာ ပတဝနးကငထခကမႈဆငရာ လပထးလပနညး (၂၀၁၅) (၂၀၁၅ ဒဇငဘာလ ၂၉ ရကေန႔၊ အမန႔ေၾကာျငာစာအမတ ၆၁၆/၂၀၁၅) ႏငအည သယဇာတ ႏငသဘာဝပတဝနးကင ထနးသမးေရး ဝနႀကးဌာန၏ အတညျပခကရရရန ျပငဆင ေဆာငရြကချခငး ျဖစပါသည။

ေအဒ-၁ အကးတလပငနးကယစား (JV၊ ဇယား ၁.၁) ကယစား၊ Woodside Energy (Myanmar) Pte Ltd (Woodside) သည ၂၀၁၈ ဒတယ သးလပတ၌ (ပ ၁.၁) ေအဒ-၁ ရ ေရနတြငး တစတြငးတးရန အဆျပပါသည။ အဆျပတြငးသည ေရေအာကၾကမးျပငရ သဘာဝဓာတေငြ႕က ပစမတထားပါသည။

၂၀၁၇ တြင၊ Woodside သည လပကြကအမတ ေအဒ-၈၊ ေအဒ-၁ ႏင ေအဒ-၆ တ႔ႏငစပလဥး၍ CNPC International Ltd. (CNPCI) ႏင အကးတသေဘာတလပငနးစာခပ ခပဆခပါသည။ Woodside ႏင CNPCI တ႔သည ၎လပကြကအမတ တစခခငးစ အတြက ၅၀% ကစ ပငဆငၾကပါသည။ CNPCI သည အစးရႏင ခတဆကသြယရာတြငလပငနးေဆာငရြကသ ျဖစၿပး၊ Woodside သည အျခားလပငနးလညပတေရး ႏင လပငနးမား အတြက လပငနးေဆာငရြကသ ျဖစပါသည။

ေအဒ-၁ ရ ယခငလပငနးမားတြင ၂၀၁၅ မတလ ၌ CNPCI က ေဆာငရြကခသည ေအာငျပညဟနးေရနတြငးတးေဖာျခငး ပါဝငပါသည။ ေအာငျပညဟနးေရနတြငးသည ေရအနက ၅,၇၂၅ ေပ (၁,၇၄၅ မတာ) ခန႔တြင ရပါသည။ CNPCI သည ၂၀၀၇၊ ၂၀၁၂ ႏင ၂၀၁၃ တ႔တြင ေအဒ-၁ ၌ အဏၰဝါဆကစမစတငးတာေရးလပငနးမားကလညး ေဆာငရြကခပါသည။

ပတဝနးကငထခကမႈဆနးစစျခငးဆငရာ လပထးလပနညးမားအရ၊ ဤစမကနးသည ပတဝနးကငထခကမႈဆနးစစျခငး အစရငခစာ ႏင ပတဝနးကငစမခန႔ခြမႈအစအစဥ (EMP) တ႔က ျပငဆငေရးသားၿပး၊ သယဇာတႏငသဘာဝပတဝနးကင ထနးသမးေရးဝနႀကးဌာနသ႔ တငသြငးရန လအပပါသည။ ပတဝနးကငထခကမႈဆနးစစျခငးဆငရာ လပထး လပနညး မား ႏငအည၊ စမကနး၏ ပထမအဆငတြင စစစျခငး ပါဝငပါသည။ ၎တြင စမကနးအဆျပလႊာ (PPR) က ျမနမာ ေရန ႏငသဘာဝဓာတေငြ႕လပငနး (MOGE) သ႔ တငသြငးရၿ႔ပး၊ ထမတစဆင သယဇာတႏင သဘာဝပတဝနးကင ထနးသမး ေရး ဝနႀကးဌာန (MONREC) သ႔ တငသြငးရပါသည။ စမကနးအဆျပလႊာက ျပငဆငေရးသား၍ ၂၀၁၇ ဇလငလ ၂၄ ရက ေန႔ တြင တငသြငးခပါသည။ သးသပၿပးေနာက၊ သယဇာတႏင သဘာဝပတဝနးကငထနးသမးေရး ဝနႀကးဌာန ၏ ပတဝနးကင ထနးသမးေရးဥးစးဌာန (ECD) က ၂၀၁၇ ၾသဂတလ ၁၁ ရကေန႔ တြင အဆျပတးေဖာေရးလပငနးမား အတြက ပတဝနး ကင ထခကမႈဆနးစစျခငး က ေဆာငရြကရန Woodside သ႔ ညႊနၾကားလက စမကနးအဆျပလႊာက တန႔ျပနခပါသည။ ထ႔ေနာက ပတဝနးကငထခကမႈဆနးစစျခငးအတြက လပငနးတာဝနမား (ToR) ပါဝငသည နယပယအတငးအတာ သတမတျခငးအစရငခစာက Woodside က ျပငဆငေရးသား တငသြငးခပါသည။ ၎က ျမနမာေရနႏငသဘာဝဓာတေငြ႕ လပငနး သ႔ ၂၀၁၇ ႏငဝငဘာလ ၇ ရကေန႔ က တငသြငးခပါသည။ ျမနမာ ေရနႏငသဘာဝဓာတေငြ႕လပငနးမတစဆင ပတဝနးကငထနးသမးေရးဥးစးဌာနမ Woodside အေနျဖင ပတဝနး ကငထခကမႈဆနးစစျခငးက ဆကလကေဆာငရြက ႏငေၾကာငး အတညျပခသညတ႔ျပနမႈက ၂၀၁၇ ဒဇငဘာလ ၂၀ ရကေန႔တြင လကခရရခပါသည။

ေအဒ-၁ အကးတလပငနး ကယစား၊ Woodside သည စမကနးအတြက ပတဝနးကင ႏင လမႈသကေရာကမႈမားက ေဆာငရြက ရန Environmental Resources Management (ERM) – Hong Kong, Limited က ခန႔အပၿပးျဖစပါသည။ ERM သည အေထာကအကမားေပးႏငမည အမးသားအဆင ပတဝနးကင အတငပငချဖစေသာ Resource and Environment Myanmar (REM) ႏင ခတဆကေဆာငရြကၿပးျဖစပါသည။

ေအဒ-၁ သည ျမနမာကမးလြနတြင တညရပါသည။ လပကြကအမတ ေအဒ-၁ ၏ နယသတမဥးသည ျမနမာပငမနယေျမ ကမး႐းတနး ႏင ၎၏အနးဆးေနရာမ ၄၀ မင (၆၅ ကလမတာ) ခန႔ ကြာေဝးၿပး၊ အဆျပေရနတြငးေနရာသည ၆၀ မင (၉၆ ကလမတာ) ခန႔ ကြာေဝးပါသည (ပ ၁.၁)။ ေအဒ-၁ တြင ကမးလြနေရတမပငး ႏင ေရအနက ၃,၀၃၇ ေပ (၁,၂၀၀ မတာ) မ ၆,၇၅၈ ေပ (၂,၀၆၀ မတာ) အထရသည ေရအနကဆးေနရာတ႔ ေပါငးစပပါဝင ၾကပါသည။

အဆျပတးေဖာေရးလပငနးတြင ၂၀၁၈ ဒတယသးလပတတြင စတငေဆာငရြကရနစစဥထားသည ေရနတြငးတစတြငး ပါဝင ပါသည။ အဆျပေရနတြငးတညေနရာ၏ ေရအနကမာ ၄,၅၉၀ ေပ (၁,၄၀၀ မတာ) ခန႔ ရပါသည။ စမကနးအတြက အလအ ေလာကေနရာခထားႏငေသာတးေဖာေရးစငက အသးျပသြားမည ျဖစပါသည။ ေရနလပကြကအတြငး ဤလပငနးအတြက ေကာကချခငးတ႔ ေဆာငရြကမည မဟတပါ။

ပမနေရနတြငးတစတြငးက ေရေအာက႐ႊ႕နယနမတမဥး (ဥပမာ-ေရေအာကၾကမးျပင) မ ေအာကသ႔အနကစစေပါငး ၂,၆၂၅ ေပ (၈၀၀ မတာ) မ ၈,၈၅၈ ေပ (၂,၇၀၀ မတာ) ထ တးေဖာမည ျဖစပါသည။ ကမးလြနတးေဖာေရး၌ ေရေအာက ၾကမးျပငတြင အေပါကငယ တးယရန တးေဖာေရးစငမ တးေဖာမညလြနသြားက ေရေအာကၾကမးျပငသ႔ ပ႕လႊတမည ျဖစပါသည။ တြငးတစတြငး၏ အနက သည ေရေအာကၾကမးျပငရ အလားအလာရသည ေရန သ႔မဟတ သဘာဝ ဓါတေငြ႕က ပစမတထားရန ျဖစသည။ ေရနတြငးတးေဖာရာတြင ေရအေျခခသညတြငးတးရည (WBDF)နင ေရကအေျခ မခသညတြငးတးရည (NADF) တ႕အား အသးျပသြားမညျဖစပါသည။ WBDF ႏင ရႊ႕ကစစာ (Drill Cutting) မားက ပငလယၾကမးျပင ေပၚတြင စြန႕ထတသြားမည ျဖစပါသည။ NADF ပါ၀ငေသာ ရႊ႕ျဖတစမားကမ ေရနတးစငေပၚသ႕ သယယျပး ျပငပသ႕ မစြန႔ထတမ ဆပါ၀ငမႈေလာကေစ ရန စရငေဆာငရြကေစမည ျဖစပါသည။

ပတဝနးကငထခကမႈဆနးစစျခငးဆငရာလပထးလပနညးမားႏငအည၊ စမကနးအတြက ပတဝနးကငထခကမႈ ဆနးစစ ျခငး လပငနးစဥသည ေအာကပါ အဓကအဆင သးဆငက လကနာသြားမည ျဖစပါသည -

စစစျခငးအဆင၏ ရညရြယခကမာ ပတဝနးကငထခကမႈဆနးစစျခငးလပငနးစဥ၏ ပထမအဆင စမကနးအဆျပလႊာ တြင သတမတထားသညအတငး အဆျပစမကနးလပငနးမားက မတဆကေပးရနျဖစပါသည။ Woodside သည စမကနးဧရယာ က သတမတခၿပး ၎ဧရယာတြင ေရနတြငးမား တးေဖာသြား မည ျဖစပါသည (ပ ၁.၁)။ နယပယအတငးအတာ သတမတျခငး အစရငခစာသည ပတဝနးကငထခကမႈဆနးစစျခငးလပငနးစဥ၏ နယပယသတ မတမႈအဆငအတြငး ကေရာကေၾကာငး ျမနမာေရနႏငသဘာဝဓာတေငြ႕လပငနး သ႔ ယခငက တငျပခၿပး၊ စမကနး အတြက ေလလာမႈဧရယာ ႏင လႊမးၿခနယေျမ (AOI) က သတမတခပါသည။ ယခ ပတဝနးကငထခကမႈ ဆနးစစျခငး သည ပတဝနးကငထခကမႈ ဆနးစစျခငးလပငနးစဥ၏ ေလလာေဆာငရြကမႈအဆငအတြငး ကေရာက ပါသည။

စမကနး အတြက ေလလာမႈနယေျမ က စမကနးေၾကာငျဖစေပၚလာႏငသည သကေရာကမႈမား၏ ပမာဏ ႏင အေရးပါမႈ တ႔ အျပနအလနခတဆကေနမႈမား ဆးျဖတႏငရန ေဘးအႏရာယအရငးအျမစျဖင ပတဝနးကငႏင လမႈအေျခအေနမား က တြကခကထားေသာ ကယျပန႔သည နယေျမ အျဖစသတမတ ပါသည။ စမကနး၏ ရညရြယခကအတြက၊ မယတ မလြနေသာ ေလလာမႈနယေျမက ျဖစေပၚ လာႏငသည စစဥထား ေသာ ႏင စစဥထားျခငးမရေသာ အျပနအလန ခတဆကေနမႈမား က ျပညစစြာ ဆနးစစ ႏငရန သတမတပါသည။ ဤစမကနးအတြက ေလလာမႈနယေျမတြင ခတဆကေနေသာ မခရာေနရာမား ႏင ေအဒ-၁ ကမးလြနေရျပင ၏ မးစတမား ႏင ေအဒ-၁ ႏငဆကစပေနေသာ ရခငကမး႐းတနး၏ ကမးနးႏင ေရတမေရျပငမား ပါဝငၾကပါသည။ လႊမးၿခနယေျမ က ဤနယပယအတငးအတာ သတမတျခငးအစရငခစာအတြငး ပတဝနးကငထခကမႈဆနးစစျခငး လပငနး တာဝနမားတြင မတဆကထားပါသည။ လႊမးၿခနယေျမသည သကေရာကမႈမားျဖစေပၚလာႏငသည ဧရယာက ဆလပါ သည။

ေအာကပါပတဝနးကငဆငရာေဖာျပခကက ေအဒ-၁ တးေဖာေရးလပငနးအတြက သတမတထားသည ေလလာမႈ ဧရယာ အေပၚ အေျချပထားပါသည။ ေလလာမႈဧရယာတြင ေအဒ-၁ ၏ ကမးလြနေရျပင၊ လပကြငးအတြငး ေရနကပငး ေနရာမား ႏင မးစတမား၊ အနးဆးရခငကမး႐းတနး၏ ေရတမပငးမားအပါအဝင ကမးနးပတဝနးကငတ႔ ပါဝငပါသည (ပ ၁.၁ ကၾကညပါ)။ စမကနးလပငနးမားသည မားေသာအားျဖင အဆျပေရနတြငးေနရာရ ေရအနက ၄,၅၉၀ ေပ (၁,၄၀၀ မတာ) တ႔တြငေဆာငရြကသြားမညျဖစၿပး၊ အဆျပေရနတြငးေနရာသည ျမနမာအနးဆးကမး႐းတမးေနရာမ ၆၀ မင (၉၆ ကလ

ရာသဥတအေျခအေနမားက မတသရာသ ႏင အကးအေျပာငးကာလမားျဖင လႊမးမးေနပါသည။ ေအဒ-၁ စမကနး ဧရယာ သည ကမးလြနေရတမပငး၊ ကနးေစာငး ႏင ေရနကပငးလြငျပငေနရာမားအပါအဝင ေရနကပငး ေျမမကနာ သြငျပငဇနမား ျဖင ေပါငးစပပါဝငပါသည။ ရခငျပညနယတြင ကမးမ ၆ မငခန႔ (၁၀ ကလမတာခန႔) ကြာေဝးသည ကမးလြနေရတမပငးရ ပါသည။ ကမးလြနေရတမပငးကေကာလြနသြားလင၊ ေရေအာကၾကမးျပငသည ေအာကဘကကဆငးသြားသည ကမးလြန ကနးေစာငးျဖစသြားၿပး၊ ၂,၀၀၀ မတာေကာ နကသည ေရအနကဆးေနရာမားသ႔ ေရာကရပါသည။

ေရနကအနညအနစေနရာမား၏ ဇဝအပစမားတြင အနညအနစမား (infauna) ႏင ေရေအာကၾကမးျပင (epifauna) တ႔ အတြငး သကရသတဝါမားပါဝငသည ေရေအာကၾကမးျပငေန သတဝါမား ပါဝငပါသည။ ပမနအားျဖင၊ ေရနကပငး ေရေအာကၾကမးျပငေနရာမားသည ကမးနးပငးေရေအာကၾကမးျပငေနရာမားထြက ေဂဟတနဖးအရ နညးပါးပါသည။ ေအဒ-၁ စမကနးဧရယာအတြငး သတမတေဖာထတထားေသာ ထနးသမးကာကြယထားသည ဧရယာမားရမေနပါ။

ေလလာမည နယေျမဧရယာ တြင ရေနႏငသည ငါးမးစတမားမာ ကနး႐းတမး သ႔မဟတ သႏာေကာကတနးႏငဆက ႏြယေသာ မးစတမား၊ ေရေအာကႏငေရျပငေန ငါးမးစတမား ႏင ငါးေနငါးထငေနရာမားလညး ရေနႏင ပါသည။ ယခင သေတသနစစတမးမားအရ ရခငကမးအတြငး ေတြ႕ရအမားဆးေရေပၚေရလႊာေနမးစတမားမာ ငါးနတမား (Engraulidae) ပါဝငၿပး၊ ပ႕န႕မႈအမားဆး ေရေပၚေရလႊာေနမးစတမားမာ Hairtails (Trichiuridae) ႏင carangids (Carangidae) တ႔ပါဝငၾကပါသည (Krakstad et al. ၂၀၁၅)။ ေဝလငါးမနးမား (Rhincodon typus) က ဒဇငဘာလ ႏင မတလ တ႔အၾကား ဘဂၤလားပငလယေအာအတြငး ေတြ႕ရရေၾကာငး အစရငခထား (Rowatt၊ ၂၀၀၇) သျဖင၊ ၎တ႔သည ရဖနရခါ ေအဒ-၁ က ျဖတသြားျဖတလာလပႏငပါသည။ ဤမးစတမားက သဘာဝ ထနးသမးေရးအတြက အျပညျပညဆငရာသမဂၢ (IUCN၊ ၂၀၁၇) ၏ မးသဥးစာရငးဝငအျဖစ သတမတထား ပါသည။

ေအဒ-၁ အတြငး ရေနႏငသည ငါးလပငနးမားဆငရာ အခကအလကမားက ၂၀၁၇ ဇြနလ ႏင ႏငဝငဘာလ တ႔တြင စစေတြ ႏင ေကာကျဖ တ႔မ ေကာကယခပါသည။ စစေတြ ႏင ေကာကျဖတ႔သည ရခငျပညနယေျမာကပငးတြင အႀကး မားဆးေသာ ငါးလပငနးမားရေသာေၾကာင ၎ေနရာတ႔တြင ေကာကယချခငး ျဖစပါသည။ ၎အခကအလကမားက ကပလကျဖစေသာ ေအဒ-၇ (တညေသာ ကမးလြနဧရယာ) ၌ ယခငလပငနးမားအတြက ၂၀၁၆ က စစေတြ ႏင ေကာကျဖတ႔မ ေကာကယခေသာ မလအေျခခအခကအလကမားႏငလညး ေထာကပေပးထားပါသည။

အဆျပေရနတြငးတညေနရာသည ပငမနယေျမကမးမ ၆၀ မင (၉၆ ကလမတာ) ခန႔ ကြာေဝးပါသည။ ကမးမ အေဝးဆး မင ၃၀ (၄၈ ကလမတာ) အထ ထြကဖမးေသာ ရခငျပညနယမ ေဒသခေရလပငနးမားႏင တစထပတညကႏငမႈမရဟ သတမတထားေသာလညး၊ ရခငျပညနယျပငပမ ႀကးမားေသာေရယာဥႀကးမား (ဥပမာ - ျမနမာႏငင အျခားေနရာမားမ သ႔မဟတ ႏငငတကာမ ဆြပကႀကးေရယာဥမား) သည ၎ေရျပငအတြငး ငါးဖမးေဆာငရြကမႈ ရေနႏငေၾကာငး သတျပရမည ျဖစပါသည။

ျမနမာေရျပငတြင စစေပါငး ceteceans (ေဝလ ႏင လငးပင) မးစတ ၂၅ မး ရေၾကာငး မတတမးတငထားပါသည သ႔မဟတ ရႏငေျခရပါသည (Holmes et al၊ ၂၀၁၄)။ ျမနမာ ကမး႐းတနးေရျပငမားတြင sirenian (ေရဝက; Dugong dugon) မးစတ တစမး ရေၾကာငးလညး အတညျပထားပါသည (Tun and Ilangakoon၊ ၂၀၀၆)။ ကမး႐းတနး ပငလယႏ႔တကသတဝါမးစတ ႏစမး၊ ဧရာဝတလငးပင (Orcaella brevirostris) ႏင ေရဝက တ႔ က “လးဝကာကြယ ထားေသာမးစတ” အေနျဖင ေတာ႐ငး တရစၦာနႏင သဘာဝအပငမား ကာကြယေရး ႏင သဘာဝနယေျမမား ထနးသမး ေရးဥပေဒ အရ ၁၉၉၄ ႏစတညးက ကာကြယထနးသမးထားပါသည။

ျမနမာေရျပငတြင ေတြ႕ရရသည ပငလယလပမးစတ ၅ မးရၿပး၊ ၎တ႔အားလးမာ IUCN ၏ မးသဥးေပာကကြယေတာမည မးစတ စာရငးဝငမားျဖစၾက ပါသည။ ၎တ႔မာ olive ridley turtle (Lepoidochely olivacea; မးသဥးေပာကကြယေတာ မးစတ)၊ loggerhead turtle (Caretta caretta; မးသဥးေပာကကြယေတာမည မးစတ)၊ green turtle (Chelonia mydas; ထခကလြယ မးစတ)၊ hawksbill turtle (Eretmochelys imbricata; အထးစးရမရ ေသာ မးသဥးေပာကကြယ ေတာမည

ရခငျပညနယ၏ ပငမနယေျမကမးမ ကမးလြန ႏင ကမး႐းတနးတစေလာက ျဖစႏငေျခရေသာထခကလြယပတဝနးကင ေနရာမားက သတမတေဖာထတခၿပး၊ အဆျပေရနတြငးတညေနရာမ အနးဆးေနရာျဖစသည အေရ႕ေျမာကဘကရ ၅၂ မင (၈၃ ကလမတာ) ခန႔ ကြာေဝးေသာ သတာေကာကတနးေနရာမားရေနသည Oyster ကၽြနး ျဖစပါသည။ ေအဒ-၁ သည သတမတထားေသာ မာနေအာငကၽြနး အေရးပါဇဝမးစမးကြနယေျမ (KBA) မ ၉၆ မင (၁၅၄ ကလမတာ) ေကာ ႏင Oyster ကၽြနး အေရးပါဇဝမးစမးကြနယေျမ (KBA) မ ၆၀ မင (၉၇ ကလမတာ) ေကာ ကြာေဝးပါသည။

ရရေသာ သေဘၤာေရေၾကာငးသြားလာမႈ ႀကမႏႈနးဆငရာ အခကအလကမားအရ ဘဂၤလားပငလယေအာတြင ေျမာက ဘကဆပကမးမား (ကာလကတား၊ စစတေကာငး၊ စသည) မ အႏၶယႏငင ေတာငဘကစြနးေနရာမား ႏင ေတာငဘက ရ မလကာ ေရလကၾကားသ႔ သေဘၤာသြားလာေရးလမးေၾကာ ရၿပး၊ ေအဒ-၁ က ကန႔လန႔ျဖတသြားေသာေၾကာင အျပန အလနခတမမႈမား ျဖစေပၚႏငပါသည။
