  • 2 Overview2.1 Introduction

    The Adaptive Transmission Link Blocking feature enables the base station controller (BSC) toautomatically perform the following operations:l Block an E1 link over the Abis interface when the transmission quality on the E1 link

    becomes poor.l Unblock the E1 link when the transmission quality becomes normal.

    This feature prevents calls from being carried on E1 links with poor transmission qualityand therefore ensures service quality.

  • 3 Technical DescriptionOn a GSM network that uses TDM transmission, the transmission quality, especially the qualityof microwave transmission, is vulnerable to bad weather such as raining. When the transmissionquality of an E1/T1 link deteriorates, the quality of services carried on the link decreases andthe call drop rate increases.The BSC monitors the transmission quality of an E1/T1 link according to the bit error rate (BER)of E1/T1 frames in real time. As shown in Figure 3-1, the BSC and base transceiver station(BTS) periodically check the BER of frames carried on each E1/T1 link over the Abis interfaceon the uplink and downlink respectively. When the BSC or BTS detects that the BER of a linkexceeds the specified threshold, the BSC isolates the link. That is, the BSC releases all voiceand data services carried on the link so that new services will not be carried on the link.

    If the BERAUTOISOSW(BSC6900,BSC6910) parameter is set to ON(ON), the BSCperiodically checks whether the BER of any link exceeds the threshold specified by theBERAUTOISOTHRD(BSC6900,BSC6910) parameter. It automatically isolates any link whoseBER exceeds the threshold. After a link is isolated, the BSC periodically checks whether theBER of the link becomes normal. When the BER of the link becomes lower than the threshold,the BSC allows the link to carry services again.If the BEROOSSwitch(BSC6900,BSC6910) parameter is set to ON(ON), the BTS checkswhether the BER of any link exceeds the threshold specified by BEROOSTHD

When theBTS detects and reports that the BER of a link exceeds the threshold, the BSC isolates the link.After a link is isolated, the BTS checks whether BER of the link becomes normal at an intervalspecified by RESTOREPER(BSC6900,BSC6910). When the BER of the link becomes lowerthan the threshold, the BSC allows the link to carry services again.

  • 5 Network Impact5.1 System Capacity

    In the case of high BER, the Adaptive Transmission Link Blocking feature automatically blockstransmission links. This decreases transmission bandwidth and the network access success ratefor mobile stations (MSs).In the case of low BER, this feature does not block transmission links, and therefore has noimpact on the system capacity.

    5.2 Network PerformanceIn the case of high BER, this feature automatically blocks transmission links. This guaranteesthe QoS of transmission links and improves user experience.

  • 6 Engineering Guidelines6.1 When to Use Adaptive Transmission Link Blocking

    During microwave transmission, the BER fluctuates in the case of bad weather. Therefore, it isrecommended that the Adaptive Transmission Link Blocking feature be used if the Abis interfaceuses microwave transmission on the backhaul network.The BER fluctuates slightly when the SDH network uses E1/T1 or STM-1 transmission.Therefore, it is recommended that this feature not be used if the SDH network uses E1/T1 orSTM-1 transmission.

    6.2 Required InformationBefore deploying the Adaptive Transmission Link Blocking feature, collect the followinginformation:l Whether the Abis interface uses microwave transmissionl Range of BER fluctuation in the live networkIt is recommended that this feature be used if the Abis interface uses microwave transmission.Before setting the BER-based link blocking and unlocking thresholds, obtain information aboutthe range of BER fluctuation in the live network and the impact on ongoing services.

  • 6.4.2 PrecautionsIf the BER of an E1 link exceeds the specified threshold after the Adaptive Transmission LinkBlocking feature is enabled, new services cannot access the network using the E1 link, andongoing services on this link will be automatically released.

    6.4.3 ActivationUsing MML Commands

    On the BSC LMT, perform the following steps:Step 1 Run the SET E1T1 command with High BER Auto Isolation Switch set to ON(ON) and High

    BER Auto Isolation Threshold set to O1E3_R5E4(OCCUR:1E-3, RECOVERY:5E-4) forthe POUc, OIUa, EIUa, OIUb, or EIUb board.

    Step 2 Run the SET BTSE1T1BER command with BER OOS Switch set to ON(ON) and BER OOSThreshold set to O1E3_R5E4(OCCUR:1E3, RECOVERY:5E4).

    When configuring the Adaptive Transmission Link Blocking feature on the CME, you must perform asingle configuration first, and then perform batch modifications if required.You must perform a single configuration for a parameter before batch modifications of the parameter. Youare advised to perform batch modifications before logging out of the parameter setting interface.

    Step 1 Configure a single object on the CME. (CME single configuration)Set parameters on the CME configuration interface according to the operation sequencedescribed in Table 6-2. For the method of performing the CME single configuration, see CMESingle Configuration Operation Guide.

    Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)

    To modify objects, such as BSCs, BTSs, cells, and TRXs, in batches, click the icon on theCME configuration interface to start the batch modification wizard. For the method of

    6.6 TroubleshootingLinks may be blocked and unblocked frequently because of inappropriate thresholds and BERfluctuation. As a result, MSs may fail to camp on the network frequently. When this occurs, setthe BER blocking threshold to a larger value and the BER unblocking threshold to a smallervalue based on the impact of high BER on services.
