SUMMARY OF ENVIRONMENTAL AND SOCIAL ISSUES

The environmental impact arising from the Project is limited, as it is an expansion of an existing road. ADB's principal concerns were the potential impact of increased noise and pollution due to construction activities and increased traffic volume, and monitoring of environmental compliance. The initial environmental examination confirms that these concerns have been properly addressed. An environmental, health and safety monitoring plan as well as a traffic management plan have been put in place.

STAKEHOLDER COMMUNICATION, PARTICIPATION, AND CONSULTATION

DESCRIPTION

The Project comprises the rehabilitation, expansion and operation of 83.7 km of the existing North Luzon Expressway (NLEX), including the construction and rehabilitation of 14 interchanges, 24 bridges and 31 overpasses from Manila (Balintawak exit) to Clark Special Economic Zone (Sta. Ines exit), and the operation of a 8km expressway in Subic Special Economic Zone, completed in 1996. The Project is undertaken under the Supplemental Toll Operation Agreement (STOA) among the Republic of Philippines (acting through the Toll Regulatory Board), PNCC and MNTC. At the end of the concession period in December 2037, MNTC will transfer the Project back to the Government (Grantor) without cost.

PROJECT RATIONALE AND LINKAGE TO COUNTRY/REGIONAL STRATEGY

ADB's operational strategy for the Philippines emphasizes sustainable economic growth and recognizes the importance of developing an extensive, efficient, and well-integrated transport network. ADB's assistance to the transport sector focuses mainly on national and provincial roads, airports, and ports. Within the road subsector, support for improvement of the existing road network is considered high priority. The poor quality of the road network is a major constraint to foreign and domestic investment and limits economic and social development, particularly in agricultural and rural areas. improved road infrastructure should be accompanied by appropriate preventive and routine maintenance programs. ADB supports the Government's efforts to increase private sector participation in the sector through privatization, public-private partnerships, and build-operate-transfer (BOT) schemes.
