the Advisory Committee Presidents Reports (June, September) which were pre-circulated to all

members. The ACOs priority objectives for the triennium ahead are:

1. Facilitating younger member engagement with ICOMOS 2. Revising ICOMOS Communications and the Annual Reporting process

Improving communications within NCs and ISCs- we have developed templates and processes to streamline the annual report, introducing a short annual report aiming to get basic information for use in promotion and get general information about the NCs Then a longer triennial report in GA year which includes compliance matters first one will be prepared next year for Delhi. We aim to have these reports to be made available online. System trialled this year. A Communications Plan will be presented to the Adcom by the Secretariat as a means of improving member communications and responses. Input is invited and welcome

3. Supporting and monitoring the development of NCs and ISCs 4. Clarifying new World Heritage roles for ISCs and NCs 5. Improving member communications within ICOMOS and developing

opportunities for using social media We have invited the secretariat to present the

current status and change s proposed 6. Developing and promoting a timely and pertinent Scientific Program for

the triennium, encouraging dialogue on the themes identified in Fukuoka 7. Providing for meaningful input to the ICOMOS triennial plan (and budget)

Its important for everyone to provide imput to this important setting of organisational priorities - KK is this morning conducting a workshop with the NCs to provide input and another this afternoon in the Adcom, as well as at lunchtime tomorrow for SC input

8. Engaging members in major ICOMOS initiatives and programs such as the human rights based approaches to heritage management, the Nature-Culture Journey, the ICOMOS reconstruction statement and the ICOMOS universities initiative, The Istanbul meeting agendas for both SC and NC thus include presentations and discussions on all these programs.

1-3 Approval of the agenda SBu noted that this is the first time that there has been a separate NC meeting. Several items appear both on the NC and SC agenda for discussion with resolutions from each to be brought forward to the Advisory Committee. This is an experiment and we seek feedback on this opportunity, which due to timing constraints means that NC presidents are not able to join the SC meeting, but have an opportunity to share issues amongst the regions. 2-3 Changes to Statutes and implications for the international Scientific Committees Pre-circulated paper and discussion (not for decision at this meeting)

PP makes the presentation: Peter noted that in essence, the statutes provide the legal framework of ICOMOS and the rules of procedure provide the means by which we put the statutes into effect and operational mechanisms. Comment is sought today on the first draft of consolidated rules. The Board prepares rules; GA approves rules. Key Rule Changes for the Advisory Committee to consider

- Timing of applications to host GA - Appointment of GA Committees a year in advance - Candidatures and timing of nominations - Conduct of meetings - Recording and minutes of meeting should be given to this committee - Decision between meetings process - Reviewing Committee performance - By-laws (not statutes) for Scientific Committees (ICLAFI is currently preparing their

model by-laws which will be available next year). Opportunity to review and update all ISC By-laws.

3-1 Reports on activities at the IUCN Congress, Hawaii 2016

SMcT introduced the joint ICOMOS-IUCN program led in 2016 by Andrew Potts (US ICOMOS). Peter Phillips and Kirsti Kovanen spoke of the journey ahead – Culture Nature which will be continued at the 2017 General Assembly in Delhi. Andrew Potts has provided information about the outcomes of the Journey in 2016 and they are included on the package of documents on the USBs provided for the Istanbul meetings.

The Nature Culture Journey was over a year and half in preparation and was very successful. One of the outcomes of the journey. Malama Honua – to care for our island Earth: A Statement of

Commitments from the Nature-Culture Journey Participants at the IUCN World Conservation Congress, Hawai‘i 2016. A detailed report and copies of the statement have been included in your background papers by Andrew Potts.

3-2 Proposed new initiatives to continue the Journey

PP reported that the IUCN congress was a very substantial event 10000 people, four themes at the same time, a number of journeys—nature-culture one of the journeys For GA in Delhi: There will be a call for papers on Culture-Nature Journey, ICOMOS and IUCN will again be working together. KK: Where the conference committee sees papers that would be a good match for Culture- Nature we will try and match the speakers with an IUCN partner

4 Reconstruction

4-1 ICOMOS position and Action Plan

TK introduced the initiative, outlining ICOMOS action to date:: Colloquium on Post trauma Reconstruction March; Survey of NCs and ISCs- many events at regional and national events (Multiple participants from a range of countries) A workshop took place in September on WH and reconstruction with WHC UNESCO participants. Meeting recently a symposium was held in Sarajevo and the outcomes of this are being reviewed by Grellan Rourke. Reconstruction initiative outputs so far are: Report and booklet and power point. Small drafting group convened by AC and TK is preparing a write up of the events which will be distributed to membership for comments and further input in Nov/Dec. Another University workshop will take place in March and include ICOMOS members and non ICOMOS members. Call for seminar abstracts have already been sent and closes on 27

range of approaches in reconstruction as examples. It is clear that set guidelines and charters are not appropriate, every case varies, but all can learn from examples. Toolkit of such resources to be available on ICOMOS website- via ICORP. Discussion and recommendations SMcT asked Toshi Kono about means of formal engagement with ISCs. TK suggested that the ISCs could contribute to case studies but we need a framework and invited interested. ISCs to nominate a focal point who would be part of such a working group. RR confirmed that it’s important to get a regional coverage as disasters are different in different regions. GA reminded that reconstructions are not only in response to disasters. We need to look broadly. ICORP (Robyn), Vernacular (Gisle) and ICICH and ISCEAH (Pamela) indicated that their ISCs would be involved. BS said she was still unclear who would provide framework and guidelines and context. TK clarified he is not talking about guidelines on purpose –rather the objective is to provide a range of case studies. Need to avoid one case -based guidelines decision. ICOMOS is well placed to create such a broad toolkit of examples. Board is waiting for outcomes of Adcom discussions. SA nominated Samir Abdulac as someone who has been working on this matter in relation to Syria for some time. SA spoke on this briefly. TK recommends wants a small working group less than 10 people to work together and exchange information/outcomes case studies and test the framework and build a toolkit of large scale case studies to reflect the range of approaches in reconstruction. ACTION 1. The Adcom supports development of a small (10) working group comprised of NC and ISC representatives to further this, with focal points from each ISC willing to help. ISCs contact points nominating for involvement already are ICORP, ICICH and ISCEAH and Samir Abdulac, co-ordinated by TK

2. Invite all members to comment on reconstruction summary document to be circulated in Nov/Dec

3. ICORP to assist in developing useful resources including developing global case studies onto ICOMOS website and a toolkit of on-line resources

4-2 Introduction to the Scientific Symposium

Sue Hodges introduced the Scientific Symposium program for Thursday. Thirty two papers from 93 offers received. Sue thanked Turkish Colleagues who have been very active in organisation of symposium which will run from 9am to 6.15pm. The main theme is reconstruction – 4 subthemes. As an outcome ICOMOS is looking to develop a toolkit at the end with ICORP.

AA presented the document on Historic Urban Parks;

Adoption of the Document on Historic Urban Public Parks as a doctrinal text of ICOMOS. An initial proposal from Michel Cotte has been received and is included in the papers. Michel Michel made a presentation. Proposal includes co-operation with international astronomic studies and technology and science fields and TICCIH. He considers the joint principles with TICCIH are important but we need to build our own expertise and promote our own competency. GA commented that he was concerned that an ISC was being proposed to service the WH committee. Either it needs to be re-shaped or brought to the World Heritage unit of ICOMOS. SBu proposed a meeting between Michel Cotte, Grellan Rourke and Dierdre McDermott regarding these overlapping issues and proposals whilst together in Istanbul and report to the Adcom. Irina Imandescu said that she was here to represent TICCIH. GR said he would also involve her in that meeting.

6-4 New Annual Reporting arrangements SB presented the proposed changes to the Annual report and rationale, aimed at improving communications within NCs and ISCs- new templates and processes to streamline the annual report process, introducing a short annual report aiming to get basic information for use in promotion and get general information about the NCs Then a longer triennial report in GA year which includes compliance matters that will be prepared for next year in Delhi Aim to have these reports to be made available online. System trialled this Most ISCs provided ARs but NCs slower. The new format was extremely useful in identifying issues and joint projects and concerns. We are aiming to upload these reports to share information on ICOMOS website. . ACTION: Template for triennial report will be circulated prior to end of year to facilitate ALL committees responding in time for compilation prior to Delhi GA. 7 ISCs and Young Professionals SB

7-1 Presentation from YP working Group This report was presented by TK in Amel Chabbi’s absence. Toshi, Gideon and Sheridan are the board members responsible. A workplan and recommendations for action will be circulated tonight and presented to the Adcom tomorrow . The SC noted the work undertaken with thanks, recognising the importance of refreshing and regenerating ICOMOS.

7-2 Case studies and initiatives ISCs and NCs were invited to provide examples of initiatives to engage with YPs. Only 20C ISC and the Australia ICOMOS NC responded with examples. SB presented the 20C ISC mentoring programme which is just commencing. KD presented on some examples from AICOMOS. Mentoring programme works well because of support from AI members in universities that encourage people to participate. AI encourages members to participate in the US ICOMOS internship programme. AI has a dedicated webpage on NC website and holds informal functions to facilitate discussions between young professionals and more established professionals about their ICOMOS experience. Emerging Young professional and trade Presidents Awards commenced this year with a cash prize, free membership for 1 year and annual conference registration.

7-3 Discussion SB asked if there were any other examples that attendees know of. None were forthcoming. There is strong interest in sharing ideas and examples of engaging YPs that work well. ICOMOS development of social media presence is important for direct YP communications. University initiative also holds potential. Some committees may need particular encouragement to open engagement. Consideration needs to be given to this being a committee compliance matter.

8-1 Introduction SMcT outlined the progress so far in establishing a journal for ICOMOS. She and Kirsti Kovanen (the nominated Board Rep) have developed a detailed proposal that has been approved by the board previously. Would like to see a resolution from the SC that it acknowledges that the board has approved the proposal for the Scientific Journal and recommendation to the Adcom that it urge the board to re-evaluate financial priorities and find ways to fund the proposal. Recommendation: That the SC recommend to the Adcom that they note the work undertaken to date and the unresolved issue of finance and recommends that Kirsti Kovenan and Susan McIntyre-Tamwoy expand their work to identify internal funding and additional funding streams to finance and /or partially finance this initiative (deferred to Adcom)

8-2 Discussion ACTION SB suggested that a small group consisting of TK, SMcT and PJ and KK meet tomorrow at breakfast and bring a way forward to the Adcom.

9 Right-based Approaches and the ISCs

MK Provided an overview of what this group has been doing since 2010. Has run a 5 day course in March in Norway and now in 2017 will run one in South Africa and side event at IUCN Congress in Hawaii. In Norway are wrapping up this initiative and hope that this momentum continues in some form. New working group has been formed by the ICOMOS board, PP is contact point. Working Group is coordinated by Dr Marie Louise Anker of ICOMOS Norway Request SC to endorse Recommendation: that the ICOMOS Board continue to work on these issues within ICOMOS

through the Our Common Dignity component of the ICOMOS International Triennial Work Plan for 2014/2017. Cervat ERHDER thanked MK for her presentation and stressed importance of initiative.

SMcT noted that it is a noble cause but there a number of initiatives presented that if done well will have financial implications and she asked about the agreement signed between the government of Norway, IUCN and ICCROM this year ICOMOS is not a signatory and funding to advance initiative is provided to the other two advisory bodies. GJ suggested that there have not been enough active people to take over this initiative and IUCN has the most active person in this area and we should not see it as exclusion but an opportunity. ACTION SBu suggested that a small group consisting of PP, KK and MK get together and provide a refined recommendation as a resolution with rationale to Adcom.

13-2 Comments/Discussion Cervat ERHDER - raised his opposition to the use of the word ‘heritage’ as too static ‘Patrimonial’ is better. It was noted that this has a range of translation issues associated. SBu thanked Rohit for the presentation and expressed interest in early engagement of all Committees with the Scientific Program. She invited all ISCs to respond swiftly to various GA organisational emails and be aware that unusual timeframes would prevail.

14 Closing

14-1 Review Recommendations to Advisory Committee

Reconstruction:

Noting the work undertaken to date by the Working Group on Reconstructions including: the 2015 Colloquium on Post trauma Reconstruction; survey of NCs and ISCs; the workshop undertaken in September 2016 on WH and reconstruction; the meeting held in Athens that are currently being reviewed by Grellan Rourke and noting that there is another workshop planned for March 2017 for which the call for abstracts has been issued and closes on the 27th October 2016 following which a toolkits of case studies is planned to be compiled. The SC recommends that the Advisory Committee agrees and endorses Toshiyuki Kono to co-ordinate a small working group of less than 10 people to progress this work and to call for focal points from interested NC and ISC who will form a steering committee to carry out preparatory works for the compilation of case studies for development of an online ICOMOS toolkit.
