Proposers are hereby informed that the RFP is modified, corrected and/or supplemented as follows:
1) Revision to Page 12 adding the shaded text:
(2) Development Team Threshold Experience and Capacity Qualifications:
Threshold Experience Qualifications for development, ownership and property management are
defined in terms of the number of Qualifying Projects that the Development Team or Development
Team’s agents and partners have been involved in.
For Development Experience: A Qualifying Development Project is defined as a large (100+ units),
new construction or occupied-rehab affordable rental housing development project.
2) Pre-Submittal Questions: Questions and Answers for Solicitation #17-010-RFQ-0020 (RAD
Development Team Bernal Dwellings).
1. Question: What are the current supportive services? Response: Currently the only service provided is administrative services through the property
management office.
2. Question: What is the status of the training room/community room? Response: They are currently be used by on-site programs, child care, computer room, sewing
room, tenant council, etc.
3. Question: Is the tenant association strong? Response: The tenant association is very active and has a significant role in the community.
4. Question: What level of mod/rehab is required in the units? Response: This is a 16 year old development, but as you can see from the exterior, it is in
reasonably good condition. The exact condition of the interiors is not known, but it is not
believed to be in extraordinarily bad condition.
5. Question: Is there a predetermined dollar amount? Response: This is an RFQ, not an RFP, so there is no specific dollar amount or budget. This
exercise is to determine which team is the most qualified for the property. Price will be
negotiated at a later stage in the process.
6. Question: Is there a physical needs assessment and demographic information available to the public? Response: A copy of the physical needs assessment is part of the solicitation documents and can
be downloaded from the SFHA website. The demographics information is attached.

7. Question: What is the unit mix? Response: 1 bed - 3 units
2 bed – 85 units
3 bed – 70 units
4 bed – 2 units
8. Question: How are appliance needs/replacements addressed? Response: Appliances are ordered and installed on a JIT (just in time) process to avoid having
to store them.
9. Question: There was mention of a resident survey available. Can this be provided? Response: This question was asked during the Pre-Submittal meeting and was answered by
Joyce Armstrong of the Public Housing Tenant Association. The Authority has not conducted a
resident survey in the past few months.
10. Question: Is the portion of Treat Ave that cuts across the project site owned by and needs to be maintained by the LP? Response: Treat Ave is a public street and therefore maintained by DPW.
11. Question: What portions of the sidewalk and site improvements are the responsibility of the LP? Response: All sidewalks and site improvements (except the public streets) are the responsibility of
the LP.
12. Question: What are the number of total slots at the on-site childcare services, and how many of these slots are being filled by residents of the Bernal Dwellings? Response: There are 24 preschool and 16 toddler slots. Enrollment is at capacity with five (5)
children of Bernal residents with leases – 4 in preschool and 1 in the toddler program.
13. Question: How many resident household units, if any, are currently “over-income” above 50% AMI? Response: See attached “Bernal Demo Income Relationship” documents.
14. Question: How many resident household units, if any are currently “over-income” above 80% AMI? Response: See attached “Bernal Demo Income Relationship” documents.
15. Question: What is the lease agreement situation for the onsite services? Response: Both of the child care providers have lease agreements, but the senior/youth center
does not have a lease or any other agreement.

acknowledge this addendum by signing below and including this addendum in your submission package.
