Statewide On-Call Subsurface Utility Engineering (SUE) and Utility Coordination

December 11, 2018 To Whom It May Concern: The New Mexico Department of Transportation (NMDOT or Department) conducted the Pre-Proposal Conference for RFP No. 19-33 on December 10, 2018. Attached to this addendum No. 1 are the power point presentation and the pre-proposal conference sign in sheets. It shall be the responsibility of the interested Offerors to adhere to any changes or revisions to the RFP as identified in this Addendum No. 1. This documentation shall become permanent and made part of the Department’s procurement file. Revisions to RFP 19-33: Section II, A, 6. Submission of Proposal is hereby deleted and replaced with the following: Action Responsibility Date

Proposals shall be submitted to the NMDOT either in a hard copy format or electronically, not both.

Hard copy proposals must be addressed and delivered to the Procurement Manager at the address listed in Section I, Paragraph D. Proposals must be sealed and labeled on the outside of the package to clearly indicate that they are in response to RFP #19-33, Project No. U900047, Control No. U900047, Statewide On-Call Subsurface Utility

Engineering (SUE) and Utility Coordination. Proposals submitted by facsimile will not be accepted.

Electronic proposals must be submitted through Bid Express, which may be accessed at the following website: www.bidexpress.com. Offerors must register and create an account with Bid Express in order to submit proposals electronically. Electronic proposals must be in a PDF format in order to submit through Bid Express.

ALL OFFEROR PROPOSALS (HARD COPY OR ELECTRONIC) MUST BE RECEIVED FOR REVIEW AND EVALUATION BY THE PROCUREMENT MANAGER OR DESIGNEE NO LATER THAN 2:00 P.M. MST ON January 8, 2019. Proposals received after this deadline will not be accepted. The date and time will be recorded on each proposal.

A public log will be kept of the names of all Offeror organizations that submitted proposals. Pursuant to NMSA 1978, § 13-1-116, the contents of proposals shall not be disclosed to competing potential Offerors during the negotiation process. The negotiation process is deemed to be in effect until the contract is awarded pursuant to this Request for Proposals. Awarded in this context means the final required state agency signature on the contract(s) resulting from the procurement has been obtained.

Subsurface Utility Engineering/Coordination


Project DescriptionThe Project purpose is to establish the location of existing underground and/or overhead utilities within the proposed project limits of various New Mexico Department of Transportation construction projects and to determine utility impacts on those projects. This includes all necessary research, field investigations, surveying, mapping, pot-holing, relative to impacts on existing or proposed utility systems by highway and/or bridge construction. The project may also include utility coordinating services.


SUE ServicesSUE Services will consist of;

♦ Research of Records♦ Utility Designating♦ Utility Locating ♦ Traffic Control♦ Mapping and Data Management♦ Analyses and Recommendations♦ Certification of Work for SUE (requires PE Stamp)


Utility Coordination Services

♦ Attend project meetings and/or site ♦ Facilitate Utility Coordination meetings ♦ Determine financial responsibility for utility relocation costs♦ Prepare project contract documents ♦ Prepare Utility Certification and Notice to Contractors♦ If necessary ensure compliance with MAP-21, Buy America for pre-construction

Changes to Deliverables♦ Deliverables will now include vault and manhole reports with size, depth and location of

structures. ♦ The SUE Consultant shall provide the design consultant and the Department with
