The questions listed below are those that have been received via email at

[email protected] requesting clarifications to the Bidding Documents. The

corresponding answers are for information only and do not change the Bidding Documents for

the aforementioned Project. See addenda for any changes to the Bidding Documents associated

with these questions and answers.

Q1. Please advice if the farm owner will have any requirements related to his

livestock/horses. I.e. will that pasture still be active as we build the new access road?

During its use? If so, I assume gate(s) will have to be installed at the property line (cul-

de-sac) as well as the picket fence line near the house. Will any special "cross-overs"

have to be built for the horses to transverse over the gravel access road, from the pasture

to the stables (i.e. any concern of gravel rock size vs hooves?). Any need to 'fence off'

the road as it passes thru the pasture?

A1. See changes to the Bidding Documents per Addendum No. 2. A new

proposed fence and gate configuration has been added to the Contract,

Bidder is responsible for implementing these proposed changes.

Q2. Has the slope/grade of the planned access road been determined to be acceptable to

heavily loaded concrete trucks and/or the watermain contractor's equipment?

A2. No changes will be made to the Bidding Documents in reference to this

item. However, the section of the access road where the slope is greater than

10% may be widened to help minimize the challenges associated with the

grade.

Q3. The Tank Painting Spec 09-97-13 page 4 request a five (5) year warranty. This is

greatly in excess of the norm, which is one year. As we have no control over how the

County will operate the tank during that period (i.e. CP system, chlorine concentrations,

etc.) please consider reducing this duration considerably, otherwise we will have to

include contingency monies (perhaps as large as the value of a complete repaint) in our

Base Bid price.

Q4. I did not see any mention (or format) for a Maintenance Bond. If a formal Maintenance

Bond is required, most Sureties will charge in excess of $ 50,000 for that longer than

usual 5 year warranty period (at a minimum).

A4. Per the Contract Documents, the Performance Bond covers the entire

warranty period.

Q5. We also see that your General Terms (Article 5.01) state that the Performance Bond is

to also remain in effect for that same time 5 year period. Does Loudoun Water typically

hold Performance Bond(s) instead for warranty issues/purposes, in lieu of a formal

Maintenance Bond? Either way, issuance of any Bond(s) over the industry's traditional

one year period will increase the base cost of the tank (in addition to the addition of

'contingency funds' referenced below). So again, please review / reconsider the length

of the Special Guarantee period. It is our opinion that if the tank's paint is going to fail,

it will usually happen in the first year.

A5. Per the General Conditions, Performance Bonds shall remain in effect until

one year after the date when final payment becomes due or until completion

of the correction period specified in Part 14.07 of the General Conditions.

See changes made to the Bidding Documents (Supplementary Conditions)

per Addendum No. 2 regarding the Performance Bond.

Q6. Lastly, and regardless of the final warranty period, what is the criteria for the

determination of a warranty claim? I.e. how much of a paint failure should we assume

will cause Loudoun Water to invoke the Repair requirements stated in Coatings' Spec

09-97-13 item 2.03? I.e. to require us to re-mobilize a paint crew, drain the tank, etc.?

A qualitative reply (such as "one percent (1%) of the tank's surface area") would be

appreciated here, so that we can evaluate the risks and price it accordingly).

A6. Warranty claims would be evaluated on a case by case basis, depending on

the nature of the defect.

Q7. What permits will the Contractor need to obtain for this project? What is their cost?

Any other licenses or fees that the Contractor must pay for?

A7. Owner has obtained or will obtain all permits listed within Section 00800,

Part SC-6.08. Contractor is responsible for any other permit(s) that are

required to perform the Work and not otherwise included within the

Contract Documents.

Q8. Is there any 3rd party inspection (I.e. TIC, KLM, AEC etc.) on engineering construction

or painting? If so, who will it be and on what portion of work? (Footnote - rumor is that

designer CH2M is not going to be the CM, but that Hazen Sawyer will be? Full time

onsite?)

A18. The CWI does not need to be onsite for all shop welding, however, they do

need to visually inspect 100% of the welds (during or after the weld is

made), as called for in Part 2.02. Inspection shall be provided at suitable

Q19. Section 33 16 19-9, Part 2.3.C - Item calls for anchor bolts as A193 with A194-2H

manufacturer and model number

A27. Contractor shall install a backdraft damper, as shown in the Contract

Documents, and in accordance with Section 23 01 00, Part 2.13. No louver

Q28. Regarding the PAX mixer - Standard detail is to run cable up access tube (above TCL)

and into tank with a coupling. Details show cable through the roof with a junction box

(by PAX) and a NEMA 4 enclosure. The NEMA enclosure will cost more so can we

use our details instead?

Loudoun Water’s Engineering Design Manual (Appendix G – Approved

Materials List, Section 3) all valves 12” and below shall be gate valves, and

Q31. Detail W-2 on Sheet C-04 calls for 2” threaded ductile iron pipe. This is not readily

available. Can we provide galvanized or SS pipe instead?

Q35. Drawing C13 seems to want permanent seeding over the entire site. Are we required to

make lawn for the entire field? Is the intent to mow this routinely as a lawn or more

like a pasture? And how long are we responsible for watering/maintaining it?

A35. Per the Erosion and Sediment Control Narrative in Sheet C14, all areas

disturbed by construction shall be stabilized with permanent seeding

immediately after finish grading. Per Note 14 of Sheet C22, maintenance

shall begin immediately after each plant and lawn area is installed and shall

continue until 90 days after final acceptance of the last section.

Q36. Section 09 97 13-3, Part 1.04.A.1 - states "Painting operations shall be accomplished by

skilled craftsmen and licensed by the Commonwealth of Virginia to perform painting

work". While we are a "Class A" general contractor in the State of VA, we are not

familiar with the need for any other / special "painters license". Please provide details

and/or confirm need.

Q37. Now that the tank's overhead truck door size was reduced in size down to 10' x 10', does

the "vestibule" shown on the dwgs still need to be 14' wide or can that be reduced as

well? We recently designed a tank that had a 10 x 10 OH door which we then put into

a 12'-8" wide vestibule (with a std 36" x 80" personnel door on the side) and the

customer seemed to like that. Please advise this would be acceptable.

Q38. Section 01-66-00 Asset Management - this seems to require excessive tool tracking

efforts. Please consider deleting this section as we are not working within an operating

Loudoun 'plant' where tracking small tools like this might be more important.

this section.

Q39. Section 01-32-00 Schedule - similarly, this section seems more set up for a complex

pump station or WWTP project. Please advise whether we can ignore this section, and

provide more simplistic / standard bar charts, since there are not many phases to this

project?

Q40. SC 6.02 states we are to pay $ 100/hr for all Loudoun inspection work outside of

normal M-F working hours. If weekend work periods are pre-scheduled with

Engineer/Inspector (such as when good weather / weekend periods are forecast during

the painting phase) would the overtime fee still be charged?

A40. Pre-scheduled work shall still meet the requirements that are stated in the

Contract Documents.
