With the independence referendum on 18th September, the Smith Agreement on 27th November, the publication of the Draft Clauses for the devolution of further powers to Scotland on 22nd January, and a bill due soon after the general election in May – Scotland is going through an unprecedented and rapid period of political change.

The proposed new powers could have a significant impact on the housing system, on people who rely on welfare, and on the businesses and organisations that provide a wide range of services. The housing sector has worked with the challenges of the current devolution settlement, with some aspects devolved and some reserved, since 1999. The Smith Commission recommendations provide the opportunity to gain power over some long running issues. But they will also create an even more complex arrangement of powers, especial around welfare provision and energy – both key to tackling poverty in Scotland. Effective delivery and use of these new powers will require a new level of collaboration and co-operation between the UK and Scottish Governments and Parliaments.

So, it is incumbent on our whole sector to engage with the politicians and civil servants who are driving this process, every step of the way; to help ensure that the new powers will not just bring change, but bring significant improvement to the housing system and to the lives of the people it serves.

This packed and stimulating half-day conference draws on a wide range of speakers, providing unique insight into how the picture has developed so far, what is next and how to engage with, and influence, the politicians,

civil servants, and committees at Holyrood and Westminster, that are all involved in the process of creating further powers for Scotland.

Delegates will hear from and engage in discussion with politicians, academic experts and civic leaders who are actively involved in the creation of new powers for Scotland.

Next Steps and the Westminster process ahead A political panel Chaired by BBC Scotland’s Political Editor, Brian Taylor, will provide insight into how the Draft Clauses become law and how delegates can engage with politicians through the stages of drafting and passing legislation. The panel will discuss the importance of the Draft Clauses for the housing sector, with particular focus on welfare, energy and fuel poverty, fiscal powers and intergovernmental working.
