Mitigating energy poverty In 2017, 8% of the EU population said in an EU-wide survey that they could not
afford to keep their homes sufficiently warm
Energy efficiency measures at household level and increased use of renewableenergy as tools to address energy poverty

Mitigating household energy poverty (LC-SC3-EC-2)
Deadline: 10 September 2019 Total budget available: 7.5 million €
REACH (Reduce Energy Use and Change Habits)
Dates: 2014 - 2017 Countries: BG (Plovdiv), HR (Sisak-Moslavina), FYROM (Skopje), Slovenia
(Zasavje and Pomurje) Aim: Contribute to energy poverty abatement at practical and structural level Key actions:Mapping energy poverty at national and local level

resources, social welfare/productivity, economy, energy system)
Key actions on energy poverty: Estimate energy poverty-related public health impacts of EE measures in
residential buildings (excess cold weather deaths, asthma) Report "Quantifying energy poverty-related health impacts of energy
efficiency" COMBI online tool for multiple impacts visualization

Developing innovative financing schemes and services
Building renovation High energy performing buildings: Support for innovation and market uptake under
Horizon 2020 energy efficiency
https://tinyurl.com/y9686hc7
The results developed by these projects address key challenges at eachstage of the value chain for new nearly zero-energy buildings, deeprenovation of existing buildings, and energy-smart buildings.
Energy efficiency refurbishment of social housing buildings using innovative financing models such as Energy Performance Contracts (Liguria, IT)
Lessons from projects Identification of energy poor households: Local authorities, energy
agencies and energy companies/utilities can facilitate access to data
Engagement of local stakeholders: social actors can contribute toincrease trust and acceptance of interventions
Sustainability of the action: embed actions in existing networks andactivities of authorities can ensure continuity
Need to address different policies: cross-sectoral cooperation withinlocal authorities and among regional and local institutions can help
