Adequate Yearly Progress

Kansas State Department of Education

2007 Fall Assessment Conference

Judi Miller, [email protected]

No Child Left Behind (NCLB)—

Purpose:Ensure all children have an

opportunity to obtain a high-quality education

andreach, at a minimum, proficiency on

challenging state assessments

Defining Adequate Yearly Progress (AYP)

Method for making judgment about progress toward reaching goal

AYP is calculated on the percent of students at “Meets Standard” and above on state reading and mathematics assessments.

Changes

KSDE will do AYP calculations rather than CETE

Clarification—Science is not part of AYP Reauthorization may change this

Changes

Apply remainder of 1% cap to 2% cap—not to exceed 3%

Included former students with disabilities for 2 additional years

1% Cap

What does the 1% cap for alternate assessments mean? Limitation set by USDE Does not limit % taking alternate

assessments Limits the % included in calculating AYP as

meets standard and above at district and State levels

Waiver process

What happens to those above the 1% cap?

Reassigned at all levels as below standard for AYP

Report to parents actual results Consider students in fewest

subgroups Schools already not making AYP Submit waiver

KAMM and 2% Cap

No limit on number of SWD’s taking KAMM

2% limitation on counting student results as proficient

Reassigned in same manner as 1% cap

No waiver or appeal on 2%

Challenges

Accountability data reside in multiple systems

Data are sometimes not provided on a timely basis

Federal timelines impact process Review & verification of data

Data Sources for AYP--CETE Assessment results

General assessments General assessments with accommodations KAMM Alternate assessments KELPA--for recently arrived ELLs--

participation

Special circumstances (SC) codes—previously NT codes

Accommodations

Data Sources--KIDS

Disaggregated student groups: Race/ethnicity, lunch status, ELL, SWD

AYP school Full academic year; exit information ELLs-recently arrived; monitored Test type

KIDS “TEST” Submission

Upload replaces “PSLG” and “AUPD” Completed prior to any OTL testing Grade 10 & 11 student data

uploaded to generate OTL reports Deadlines:

1/18/08 Math and Reading 2/18/08 Science and History

Data Sources--PBR

Graduation and drop out data
