the Governor's message of October 19th, 1973. Then: the

on a1l of these prior nominees the roll was practically unani-

mous. But in a11 cases the roll was called showing that the

committee recommended the advise and consent of. Now,

would further include in this message ...into this roll call,

the message of January 28th 1974 - namely would move that

the Senate advise and consent to the nomination of Jeanne Holm,

of McHenry, to be the Public Administrator of McHenry County, for a

term expiring the first Monday in December of 1977. Now, for the

advise of the entire Senate this was not a unaninous roll call;

but majority of the committee did vote in favor of advising and

. . .Mr. President, I would rise on a point of personal

privilege, to call your attention...the members of the

Senate, to the President's gallery, seated on the left of

the President, are members of a small portion of the members

that are down visiting the capitol yesterday and today. Members

of the greater Aurora Chamber of Pommerce and of the Valley In-

dustrial Associakion. This is one of the highly industrialized

areas in the Stake. And the Valley Industrial Association

extends its membership from St. Charles, Illinois, in Kane

County, down along the beautiful Pox River Valley to Sandwich,

Illinois, down in Dupage County, including Kane, Kendal and

Dupage Counties. Of course, the greater Aurora Chamber of

Commerce serves the community extending out of Aurora, into

the fast growing area soon to include the Pox Valley East Sec-

tion that you vill be hearing much about in the future. But

I wculd like khese gentleman who are representing a small por-

tion of the group visiting Springfield please stand, and be

I've been asked by the family to make known the arrange-

ments for Senator Davidsonls funeral. The funeral will

be Friday, this week, at 1:30 at the First Christian

Church, in Kewanee. Visitation will be at the Cavanaugh

Shunneman Funeral Home, at 219 E. Second Street, in

Kewaneer from 1:30 to M, on Thursday. There also

will be visitation at the church on Friday from 10:00 o'clock

until the hour of the funeral at 1:30. The Presidentls

office would like to learn from you - those of you who

might be planning to attend Senator Davidson's funeral

on Friday, so Ehat we can inform the Funeral Home of those

who can be expected. They do want to make special seating

arrangements for both the members of the House and the Senate,

who wish to attend. So> if you plan to be there on Friday

358, is a Resolution that we strongly urge the withdrawal

of regulations published in the Federal Register, dated

January 9th, of this year, which deals with the Hospital

Utilization Review Committee. That we call upon the United

States Secretary of Health, Education and Welfare to with-

draw these proposed regulations, as they would seriously

infringe upon the right of privacy of the aged and the dis-

advantaged. And also infringe upon their right to the best

medical care available. Now, these regulations have passed

would further require that each state including Illinois a-

dopt such a preadmission approval system as far as the State

plan for Medicaid. And if this plan was not approved the

State of Illinois could lose one hundred percent or approxi-

mately 2 hundred and 90 million dollars of its Federal Match-

ing Punds for Medicaid and Medicare. And I would hope you'd

suspend the rules..wand appropriate rules and a favorable

vote for immediate adoption of this Resolution.

Senate Joint Resolution 10r which created a Joint Committee

to study the property tax...this committee...my Resolution

was supposed to report no latter than March first, which

report could be tentative or final. And I'm going to give

you a tentative repor: because we have had about five

hearings. We've got three more scheduled; by April 30th

we ought to have some specific recommendations on the

property tax. All I can tell you right now is that it's

a real fouled up situation. But I think it can be improved.

final recommendations.

to say just a feW words about Paul Broyles. When you, Mr.

President and entered thls Chamber in 1961, after the election

heavy with gentlemen. Some of Whom are gone - some of whom are

still around. George Drachz T. Mac Downingp Paul Broyles, David

Davis. Paul Broyles didn't ever mealy-mouth anybody. There

was no boloney - no malarkey - with Paul Broyles. Even when

the Goldwater debacle occurred he didn't desert the cause and

latter came around to me and stated that his successor in

1968, (Lyndon Johnson) was hounded out of offiee by the same

group of leftees, who were attempting to hound Goldwater out

of the election. Paul Broyles stood for - lived by - an em-

ulated prineiple, and it is so regrettable, today, in public

life we see principle (p1e) being twisted. Paul Broyles leaves

a herltage so far as I am concerned in this Chamber. And I

can hear him now - and I can see him now - the perfect gentle-

man - indeed a man of strict probity and common decency. His

loss will be noted here as well as in the Mt. Vernon community.

I am happy that I can say a word or two, as a little oblation

in honor of his memory.
