The City of Rialto mourns the passing of Council Member Shawn O’Connell. He devoted his adult life to public service, as a Council member since 2012 and, previously, as a police sergeant. He was known for his generosity, support of public safety and commitment to his community. A memorial service will be held on Tuesday, June 14, 11:00 am at Sunrise Church, 2759 N. Ayala Drive, Rialto. The Finance Division presented the Mid-Year Budget at the May 10th City Council Meeting and received approval from City Council. Currently, Finance is finalizing the 2016/17 Annual Budget Document which will be presented at the City June 14th City Council Meeting. This budget is the result of many hours of collaboration and includes contributions from staff in all departments, as well as Council Members and City leadership. Community Services Rialto Senior Center

2016 Senior Prom

On Thursday, May 12th the Rialto Senior Center staff and participants held their Senior Prom from 4:00-8:00 pm. The theme of the prom was “Hollywood Nights.” All participants enjoyed live music provided by the “Traveling Homeboys.” The Prom was generously sponsored by the “Friends of the Rialto Senior Center.” The “Friends” prepared a lovely meal for the seniors. Senior Center staff served cake for dessert which was kindly donated by our Healthcare Representative Mike Pichardo. Each senior received a raffle ticket and a swag bag as they entered the event, compliments of Jar Insurance Services. One of the many highlights of the night was the crowning ceremony. The seniors voted and crowned Tony Dzienis and Joyce Collins as the 2016 Rialto Senior Center Prom King and Prom Queen. Rialto Business and Professional Women donated a beautiful bouquet of flowers for the new Prom Queen. Representative Marisol Guerra from Senator Norma Torres’ office, and Representative Ashley Jones from Assemblywomen Cheryl Brown’s office, each presented the Prom King and Prom Queen with a Proclamation. Thanks to our local businesses and their involvement in our community, we were extremely excited to raffle off 45 donated prizes. The seniors danced the night away with the Rialto High School NJROTC students who provided excellent dance moves to make the night special. There was a photo booth for the participants to take free souvenir Prom pictures. The Prom was sold out with 130 participants in attendance. Special guests in attendance were Mayor Pro Tem Joe Baca Jr., City Administrator Mike Story, Recreation Commissioner Clifford DeVost, Recreation Commissioner Joe Britt, Community Services Director Perry Brents and Community Services Supervisor Julio Salcedo. The Prom was a huge success and Senior Center staff received a lot of compliments from our senior participants. Way to go Senior Center Staff!

Child Development

KIDSTUFF

In an effort to further enhance KIDSTUFF services we have been looking at ways to develop an assessment schedule for our programs. Improving this process and implementing an assessment schedule will improve each child’s progress as they prepare for kindergarten. The assessment schedule will include pre and post evaluating procedures for children coming into our program and children graduating from our program. This will give us an opportunity to personalize the learning experience for students and evaluate the current curriculum being used in the classrooms. Summer Camp

The Community Services Department is now holding Summer Camp enrollment. The program aims at providing a fun-filled, safe and affordable camp for Rialto youth. Space is limited and registration is first-come, first-served. Rialto residents who qualify for the Fit4Kids program can enroll for the first session of camp for either half day or full day:

Half Day Camp: 7:00 am to 12:30 pm, Monday through Friday, and is free for qualified applicants. Qualification depends on income levels set by the Department of Housing and Urban Development (HUD). Non-Rialto residents, or those that do not qualify based on household income, pay a fee of $50.00 per week per child for the half day camp.

Full Day Camp: 7:00 am to 5:00 pm, Monday through Friday and is $50.00 per week per child for qualified applicants. Non-Rialto residents, or those that do not qualify based on household income, will pay $100.00 per week, per child for the full day camp.

Summer Camps will take place at two locations:

Fitness & Aquatic Center - 1243 S. Riverside Avenue Fit4Kids, half day camp from 7:00 am to 12:30 pm

Community Center - 214 N. Palm Avenue Full day camp from 7:00 am to 5:00 pm.

(Fit4Kids will be hosting the 7:00 am to 12:30 pm portion of the day with fitness and nutritional activities. The second half of the day is dedicated to music appreciation, career exposure, arts & crafts, educational enrichment and more.)

Bud Bender Park Grand Re-opening

The Special Events division and the City Clerk’s office held the Bud Bender Park Grand Re-Opening event on Saturday, May 21st. Two hundred and fifty (250) Rialto youth had the opportunity to participate in a baseball clinic hosted by the Los Angeles Dodger Alumni and staff. The event provided community members an opportunity to enjoy the newly renovated Bud Bender Park, visit the museum of memorabilia, volunteer with tree planting, fill a playground area with mulch, and enjoy free Rialto hot dogs, peanuts and kettle corn. The Rialto Historical Society provided residents information on the Rialto Adobe, and City staff hosted a booth with information on the new Community Garden. The collaborative event was highly anticipated by the members of the community and the park renovations will surely impress present and future park users.

Come out for Movie in the Park on Saturday, June 18, at Jerry Eaves Park. This event will begin with the Sound of Rialto competition at 6:00 pm, followed by the classic movie “Singin’ in the Rain” at 8:00 pm. And, on Saturday, June 25, Doggone Country Concert will be held beginning at 4:00 pm at Rialto City Park. Bring your tail wagging friends and enter them into a dog costume contest! At 5:00 pm, the Sound of Rialto competition continues with the final round, and from 6:00 – 8:00 pm, enjoy country music performed by The Silverados. Sauna Rehabilitation

The City of Rialto Fitness and Aquatic Center is thrilled to announce that the sauna rehabilitation project has been completed. Thanks to the hard work of Public Works staff, the sauna is fully functional and in excellent condition. The rehabilitation included the stripping and replacement of all wood including the door and the installation of a new thermostat. Pool Summer Fun Days

The Rialto Fitness and Aquatic Center’s new summer hours began on Monday, May 2. This new schedule will allow more time for members and guests to exercise during lap swim or enjoy our public swim. The Aquatic center is also hosting Summer Fun Days during scheduled recreation swim times every last Saturday of the month. The City of Rialto Fitness & Aquatic Center continues to make renovations for the enjoyment and safety of our clients. Recently the pool, pool restrooms and pool deck were re-touched to create a safer and more inviting atmosphere. Pool restrooms now have new flooring that also covers the shower area. Also, to enhance safety, “No Diving” signs were added around our shallow area of the pool deck. Youth and Adult Sports

Division 2-4

The Spring Basketball season ended on April 23rd, 2016 with 3 champions crowned. In Division 4, the Sonics, coached by Steve Murguia, took the championship prize. Coach Murguia is one of our longest serving coaches in the program. Mr. Murguia coached a total of four different teams, one team in each division, this past season and earned a well-deserved championship. In our 11-12 year-old Division 3, we crowned a former champion, coached by John Gray, the Showstoppers - 5.0. He won a championship in this division last summer and returned to make another run at the title and retook his crown from coach Joe and the Dragons. Likewise, he coached the 13-14 year-old Division 2 Showstoppers to a championship as well. Coach Gray was crowned twice this day. We look forward to our summer season beginning in June. Girls Volleyball

The Winter/Spring season of Girls Volleyball began on February 5th and concluded on April 16th. We have created a new tradition with the Girls Volleyball Programs; at the conclusion of the season all participants share in a City sponsored pizza party to celebrate a successful season. A strong marketing campaign will hit the summer session in order to reach all desired target populations. Thanks to the start of the marketing campaign and some new and experienced staff, summer registrations already boast over 50 participants.

Development Services Department

Renaissance Rialto Specific Plan and Environmental Impact Report

On May 31, 2016, the City Council conducted a workshop to consider the Revised Renaissance Specific Plan (RSP), Environmental Impact Report, and proposed Development Agreement terms. The principal changes between the plan that the City Council approved in 2010 and the Revised RSP are:

Retention of Existing Alignment of Renaissance Parkway. The Revised RSP retains the existing alignment of Renaissance Parkway to reduce infrastructure costs and eliminate a sub-optimal offset intersection at Renaissance Parkway and Ayala Drive. By leaving Renaissance Parkway in its current alignment, the Revised RSP accommodates a larger commercial center with the proposed retail center increasing in acreage from 41 acres to 60 acres. The current Approved RSP alternatively realigns Renaissance Parkway southward to create a 40-acre freeway frontage commercial parcel.

Relocation of Residential Community and Increased Industrial Land Use Allocation. Lewis Hillwood Rialto proposes the creation of a larger industrial park, by relocating residential uses currently plotted west of Linden Avenue to the east side of Linden Avenue. In exchange, the Revised RSP re-designates land currently designated for industrial uses east of Linden Avenue to residential uses. LHR proposes this realignment of industrial and residential uses to create larger industrial parcels demanded in the current marketplace and better segregate the residential uses from the heavier industrial uses. The Revised RSP proposes to close Miro Way as a thoroughfare from Linden Avenue to Ayala Drive.

The City Council directed staff to release the Revised RSP and Environmental Impact Report for public review.

The Revised RSP changes the land uses within the bounded area, concentrating industrial uses west of Linden Avenue, and concentrating residential uses east of Linden Avenue.

Renaissance Marketplace

At the ICSC Convention, LHR presented the latest shopping center plan and elevations for the retail center known as Rialto Marketplace. The shopping center occupies approximately 60 acres at the intersection of Ayala Drive and Renaissance Parkway. LHR proposes to fill the retail space with general merchandise, apparel, soft goods, entertainment, and food uses. LHR announced that 24 Hour Fitness and Cinemark Theaters committed to anchor the shopping center, with many more tenants in various stages of lease negotiation. LHR committed to commence construction immediately after receipt of land use entitlements in Fall 2016.

International Council of Shopping Centers Convention

On May 22-25, City representatives attended the International Council of Shopping Centers RECON 2016 Convention held at the Las Vegas Convention Center. Over 36,000 participants attended this year’s event. The City regularly attends this event to market the City to various retailers, property owners, developers, brokers and others involved in the commercial real estate business.

Councilmember Ed Scott, Councilmember Ed Palmer, and Councilmember Shawn O’Connell, as well as City staff from the Development Services and Public Works Departments, staffed the booth and walked the floors to market Rialto. Rialto’s display booth, which was located in the South Hall, was adjacent to most of the retail tenants. The City’s 10’ x 30’ booth contained a multimedia display with printed materials and literature that provided attendees with information on various retail and commercial development opportunities in the City.

At ICSC, LHR marketed the 505,400 square foot Renaissance Marketplace to prospective tenants.

The current development of the Wal-Mart Supercenter and proposed development of the Renaissance Marketplace generated significant tenant interest at this year’s event. The City aggressively marketed the 18-acre vacant site located next to the Wal-Mart Supercenter (owned by the Successor Agency), the 8-acre vacant site at Ayala and the 210 freeway (owned by the County and the Successor Agency), and the vacated Ralph’s store location in the Rancho Verde Plaza. The City marketed its retail development opportunities via one-on-one meetings with current and prospective developers, tenants and shopping center owners, as well as by visiting the booths of targeted retailers. City representatives individually met with the brokers handling the disposition of the existing Wal-Mart store, as well as several developers that were interested in purchasing and redeveloping the old Wal-Mart site and the adjoining 18-acre site. Meetings also took place with representatives from several grocery stores, including Aldi, Grocery Outlet and Smart and Final, as well as prospective fast-food and sit-down restaurants including Sonic and Norm’s.

Wal-Mart Supercenter

Construction continues for Wal-Mart’s new Supercenter at the southwest corner of Riverside Avenue and San Bernardino Avenue. Concurrent with construction of the new store, the City and Wal-Mart are widening all of the streets adjoining the site to improve customer access upon opening for business. The street work creates congestion during parts of the day, and the City and Wal-Mart appreciate your patience during construction. Please try to avoid the area until construction substantially completes later this summer. NewMark Merrill expects to acquire the out-parcels and commence construction on the various retail and restaurant buildings within the next month. NewMark Merrill announced at the ICSC Convention that Juice It Up and Wing Stop would join Pieology, Jersey Mike’s, and Chipotle in the center’s food court.

The City of Rialto annually attends the International Council of Shopping Centers exposition and trade show in Las Vegas. The City hosts a booth to showcase its available properties (left photo) to some of the 36,000 registrants active in the retail real estate industry (right photo).

Planning Commission Summary

On May 25, 2016, the Planning Commission took two actions to facilitate a proposed 200,845 square foot industrial warehouse building proposed by Panattoni Development. The project site is located at the northwest corner of Alder Avenue and Walnut Avenue within the Employment (EMP) zone of the Renaissance Specific Plan.

Tentative Parcel Map No. 19726. The Commission approved a parcel map to consolidate 8 parcels of land into one 9.35-acre parcel of land.

Conditional Development Permit No. 804. The Commission approved a request to allow a 10% percent increase in the permitted floor area ratio, through the implementation of non-residential development incentives.

Current Planning Report

During the month of May 2016, the Planning Division reviewed the following development plans:

Panattoni I-210 IV. Development of a 431,265 square foot warehouse on 18.3 acres of land located at the northeast corner of Alder Avenue and Walnut Avenue.

Mobile Mini. Development of a sea-container storage facility, including an approximately 32,000 square foot production building, on approximately 8.38 gross acres of land located on the north side of Stonehurst Drive approximately 520 feet west of Locust Avenue.

Fountainhead Shrugged, LLC. Development of a 1,650 square foot drive-thru commercial building (Coffee Bean and Tea Leaf) with outdoor eating area located on the southeast corner of Riverside Avenue and Easton Street. The proposed project is a build-to-suit development. The applicant is finalizing the design plans and preparing technical documents for submittal.

City Council to Consider Various Planning Actions on June 14, 2016

On June 14, 2016, the City Council will consider two actions submitted by the Planning Division:

Extension of Moratorium for Storage Uses. On April 26, 2016, the City Council adopted an urgency Ordinance establishing a 45-day moratorium on the approval or processing of development applications and permits for all truck parking, pallet yards, and other “storage intensive uses” within the City of Rialto. City staff has begun the process of studying the various issues related to the development of these “storage intensive” uses, including the effect upon public services. Because City staff has not yet completed its analysis, City staff recommends that the City Council extend the Moratorium. The City Council will hold a public hearing on June 14, 2016, to consider extending the Moratorium for up to an additional 10 months and 15 days or until the City has addressed the issues that formed the basis for the moratorium.

Increasing Regional Traffic Impact Fees. On June 14, 2016, the City Council will hold a public hearing to consider increases to the City’s Regional Traffic Impact Fee. The proposed fee increase would raise the average fee assessed on a new home from $2,859 to $3,533, a 23.6% increase (with similar increases for all non-residential uses). Although this is a significant increase, the Fee would still be considerably less than similar fees charged by the City of Fontana, Rancho Cucamonga, and the County of San Bernardino. If approved by the City Council, the proposed increase will take effect on January 1, 2017. The City uses the Regional Traffic Fees to improve the regional transportation network, including interchanges and arterial highways in accordance with the Measure I Program. The City Council will also consider deleting the High-Cube Warehouse classification from the City’s Regional Traffic Impact Fee Program. The City currently charges High Cube Warehouses a fee based upon 50% of the Industrial Rate of $2.26 per square foot. If approved by the City Council, the deletion of the High-Cube classification becomes effective 60 days after adoption.

LAFCO Approves Annexation of Lytle Creek Ranch Specific Plan

The Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 governs annexation of unincorporated areas to a City. The San Bernardino County Local Agency Formation Commission (LAFCO) administers annexation requests for San Bernardino County.

On January 25, 2015, the Rialto City Council initiated the application process with LAFCO for Annexation No. 170: a request to annex 1,078 acres of the Lytle Creek Ranch Specific Plan (Neighborhoods 2 and 3) from the Rialto sphere of influence in the unincorporated area of San Bernardino County to the City of Rialto. After filing the application, the LAFCO Board directed Rialto to pursue negotiations with the County of San Bernardino concerning the annexation of five County islands located in the Rialto Sphere of Influence concurrent with the Lytle Creek annexation. The North Rialto islands contain approximately 240 acres. Although annexing the islands makes sense from the land use and public services perspective, the requirement to annex the islands concurrent with Lytle Creek

development creates an unfunded mandate that Rialto cannot absorb in the short term. The islands produce an annual operating deficit to the General Fund of $518,000 with the utility tax and $798,000 without the utility tax. The islands also produce capital budget impacts estimated at $19 million for local and communitywide infrastructure. Despite these concerns, Rialto committed to negotiating a fair solution. On May 18, 2016, LAFCO approved Lytle Creek’s annexation into the City, but conditioned its approval upon the City’s good faith commitment to work with the County and LAFCO over the next year to annex the North Rialto Islands. In the event that annexation does not occur, the LAFCO Board stated that Rialto must annex the islands with the next annexation request. State Department of Finance Reports Rialto’s Population Growth

In May, the State Department of Finance published its annual Population and Housing estimate for cities and counties in California. Fontana grew by the largest number of new residents (+13,826), but Rialto captured the largest percentage growth over the period (8.9%). Rialto’s reported household population is now 106,883 persons. The total population (including those in group quarters) is 107,330 persons. Among the other notable comparisons:

Rialto’s share of the East Valley and San Bernardino County populations increased slightly over the period, from 9.6% to 9.9% and from 4.9% to 5.1% respectively.

The housing vacancy rate declined substantially over the period, from 7.4% to 2.7%. Foreclosures persisted into 2011, but declined quickly thereafter. Vacancy rates are at historically low levels now, as new housing construction has not kept up with population growth. This portends new housing construction, assuming that other economic factors

The average household size in Rialto continues to increase, reaching 4.00 persons per household in 2016. Only Fontana has a larger average household size at 4.07 persons per household. Rialto and Fontana have comparatively much younger populations than the neighboring cities.

Building Division

During the month of May 2016, the Building Division provided the following services:

Counter Services. Building Division staff provided 298 counter assists, 2 were over the counter review (typically, walls, patios, small room additions, patio enclosures, etc.).

Plan Check Submittals. Customers submitted 73 plans for review: staff completed 16 in-house reviews and referred 57 submittals to Willdan for plan check. Amazon submitted tenant improvement plans for its new warehouse on Tamarind Avenue, and FedEx submitted plans for its expansion on Resource Drive.

Plan Check Approvals. The Building Division approved 67 plans for permit issuance, primarily for solar installations and tenant improvement projects. The average review period for first plan check was 6 business days.

Building Permits Issued. The Building Division issued 189 building permits this month. Plan check and permit receipts totaled $99,481. The residential sector picked up a little steam, with a few scattered site residential construction permits issued to accompany the growing number of rehabilitation permits.

Development Impact Fees Collected. The Building Division collected $1,616 in development impact fees at permit issuance. Total development impact fee receipts for FY 16 are $4,846,995 compared to $8,921,147 during the same period during FY15. The fees collected during the last 3 years demonstrate the strength of the economic recovery, particularly in the non-residential sector.

Building Inspections. The City’s building inspectors performed 644 inspections, with 427 stops, or 40 inspections per working day with 27 stops a day.

Final Certificates of Occupancy. The Building Division issued final certificates of occupancy for 10 projects.

Code Enforcement Services

During the month of May 2016, the Code Enforcement Division provided the following services to the community, with an average response time of two days.

New Complaints Registered. The Code Enforcement Division received 95 phone complaints and 40 counter inquiries during the month of May. The majority of these complaints relate to residential properties followed by commercial and some industrial.

Notices of Violation Issued. Code Enforcement officers completed 485 residential inspections and issued 167 notices of violation to help educate residents and businesses on the Rialto Municipal Code.

Administrative Citations Issued. Code Enforcement Officers issued 10 Administrative Citations and assessed a total $85,000.00 in fines, penalties, and interest.

Court Filings. There was 1 judicial action filed during May 2016.

Resolved Cases. Code Enforcement closed 152 residential and business cases.

Code Enforcement Officers contacted and removed 33 illegal flower vendors during the Mother’s Day weekend along the City’s main thoroughfares.

Code Enforcement Officers continue to work with the Rialto Police Department’s Patrol Division, addressing the epidemic of homelessness throughout the City’s commercial and rural areas. The City checks all subjects encountered for wants and warrants and cites them for unlawful camping. The City then provides subjects with resource information on where to obtain food, clothing, medical aid, and temporary housing.

Successor Agency Sells 3.24 Acres to Morin Family Living Trust

On May 20, 2016, the Morin Family Living Trust closed escrow on a Successor Agency parcel at the southwest corner of Alder Avenue and Walnut Avenue. The Successor Agency received $1.7 million in sales proceeds that will be remitted to the County of San Bernardino Auditor Controller for allocation as property tax to the various taxing agencies – Rialto will recover approximately $238,000 as its share of the property taxes. The new owner proposes to develop a 150,000± square foot warehouse on the site. California Department of Finance Again Denys Cactus Channel Reimbursement

The California Department of Finance (“DOF”) denied the Successor Agency’s most recent request to reimburse the City $5,000,000 for storm drain improvements the City financed more than 14 years ago. In 2002, the City paid $5,000,000 to the San Bernardino Associated Government for improvements to the Cactus Channel as part of the 210 Freeway construction. In 2010, prior to the dissolution of redevelopment agencies, the former Redevelopment Agency, and the City executed a reimbursement agreement wherein the Agency agreed to reimburse the City’s advance from redevelopment tax increment. In 2014, the DOF denied the request, contending that the City could not prove that it made the payment on behalf of the former Redevelopment Agency. In 2016, the Successor Agency resubmitted the request because of more favorable authorization provided in SB 107. The City Attorney’s Office will review the facts and determine whether the City should litigate the matter. City to Acquire Property at 141 S. Palm Avenue

On May 10, 2016, the City Council authorized purchase of 141 S. Palm Avenue for $145,000. The property consists of 7,000 square feet of land and includes a 1,068 square foot vacant building. An accounting/financial services business previously occupied the building. The Property is located directly across from City Hall and is adjacent to several

vacant lots the City previously acquired for development of a new civic center. Escrow will close in June 2016.

International Footprint Association Officer of the Year Recognition

On May 10, 2016, Rialto Police Officer Erik Valtierra was recognized as the Rialto Police Department’s 2016 Officer of the Year at the annual Blue Ribbon Breakfast hosted by the International Footprint Association. The breakfast is held every year as a kickoff for National Police Week.

DUI Checkpoint

On Friday, May 20, 2016, the Rialto Police Department Traffic Unit conducted a DUI/Driver License checkpoint at the 800 Block of East Foothil Boulevard. Of the 866 vehicles that entered the checkpoint, 444 persons were screened further for possibly being DUI or being unlicensed. Four arrest were made for DUI, and twenty drivers were cited for being unlicensed and/or having a suspended or revoked license.

“Click-it Or Ticket / DUI” Operation

On Thursday, June 2, 2016 the Rialto Police Department Traffic Division conducted a “Click-it or Ticket / DUI Operation” even though Rialto Police Department was not awarded a “Click-it or Ticket” grant; we were able to conduct this operation using OTS “Selective Enforcement Details” as well as using officers who adjusted their work day so they could work it as a regular work day. Our operation was a huge success whereas we conducted 87 traffic stops, two pedestrian checks, and administered 19 roadside field sobriety test which netted the operation 31 citations for seatbelts, cell phone, speeding, red light and unlicensed driver violations; one 30-day impound; two warrant arrests; and one felony arrest

Pride Platoon Class 12 Graduation

On Wednesday, May 18, 2016, 30 students from Pride Platoon Class 12 graduated from the 14-week program. Class leader and honor graduate, Octavio Cortez, gave a speech discussing his experience in the program and thanking the Pride staff for the impact the program has made in his life. Fire Department

Rialto Fire and Police Train for Active Shooter Events

While Rialto residents can feel safe knowing that they have one of the best police departments and fire departments anywhere, the events of December 2, 2015 showed us that violence can happen close to home and without warning. During the month of May, Rialto Fire and Police Departments held joint active shooter training at the Under Armour facility in Rialto. This training took place over several days so that all personnel could participate. The focus of the training was to practice integrating law enforcement’s mission to subdue the assailants and Fire’s focus on immediately treating any injured victims to preserve life. The concept of integrating PD and Fire in this fashion has shown to be very effective in saving more lives and making the best use of our community’s public safety resources. This is the second year of comprehensive training like this in Rialto, and we plan to continue it at least annually.

Vegetation Fire Management: Everyone Plays a Part

While this spring brought rain totals that were near normal for the season, the state still suffers from long term drought and vegetation that is stressed and highly susceptible to catastrophic fires. We are already seeing significant fire activity throughout the state, and as we approach summer, this will likely be the norm. The Rialto Fire Department is taking a two-pronged approach to help our community reduce the threat and impact of wildland fires. First, our firefighters are completing specialized training on wildland strategy and tactics. This includes both classroom and live fire conditions in the field. This training includes joint operations with other fire agencies in our area including the U.S. Forest Service. This interagency training is important because large fires require that multiple agencies work together as a team. Training together early in the fire season ensures that we have interoperable equipment, communications, and incident command functions. Our firefighters will also be required to demonstrate a high level of fitness through assessments that measure their strength and stamina.

The next strategic approach is to take preventative measures to reduce the fire risk in our community. This is done each year through an aggressive weed abatement program. By now, owners of undeveloped lots have been notified to clear all weeds and vegetation off of their property. For those who have not complied, the Fire Department will be arranging

to have the property cleared immediately with the costs of the clearing billed back to the property owner. These open fields in the City can serve as a ripe fuel bed for fires that can spread to structures and other valuable property. Taking these proactive steps helps ensure that overgrown vegetation does not pose a fire threat to our community. Over the next few weeks you will see workers clearing these fields to help ensure a safer Rialto. Independence Day Fireworks

Independence Day is just a few weeks away, and City staff is busy putting together awesome community events. This includes a Fourth of July Celebration at Jerry Eaves Park that will conclude with a spectacular professional fireworks show. While we want everyone to enjoy this holiday celebration, we are also reminded of the significant problem we have had in our City with the use of dangerous and illegal fireworks. A special study conducted by the Consumer Products Safety Commission found that 65 percent of all fireworks injuries in 2012 were sustained during the 30 days surrounding the Independence Day holiday. More than half of these injuries were the result of unexpected ignition of the device or consumers not using fireworks as intended. In addition to these injuries, illegal fireworks are disruptive to our community members, frightening to our pets, and increase the risk of fires in structures and open fields. Over the last two years, Rialto Police and Fire Departments increased enforcement efforts by issuing citations to anyone found using or possessing illegal fireworks. These citations carry a $1,000 fine and up to six months in jail, and the City is not showing leniency to offenders. Last year, the City enacted a new section to the municipal code that calls for the same penalty for anyone who allows the use or possession of illegal fireworks on their property. Both Police and Fire Departments will be increasing patrols throughout the holiday weekend to focus on illegal fireworks enforcement. Collectively, we expect to triple the number of personnel assigned to this detail as compared to last year. As a community member, you can help as well by doing two things. First, if you see anyone lighting what appears to be illegal fireworks, please call the Fire Department immediately using our Fireworks Hotline at (909) 421-7245. Operators there will take the information and dispatch personnel to investigate and take appropriate action. Please DO NOT call 9-1-1 to report illegal fireworks on July 4th unless you also suspect a fire, injury, or serious crime.

The next action you can take is to show your support for the City’s enforcement efforts by placing one of our pre-made signs that warn against the use of illegal fireworks in front of your home or business declaring your neighborhood as an “Illegal Firework-Free Zone”. These signs are free and make a bold statement about the seriousness of this issue. These signs are available at Fire Department Headquarters, 131 S. Willow Avenue, and at City Hall.

In support of our local non-profit groups, the City will continue to allow the sale of fireworks designated as “Safe and Sane”. Safe and Sane fireworks stands will be open throughout Rialto from June 28th through July 6th. Safe and Sane fireworks are defined as those fireworks that don’t fly, travel or explode. Fountains, sparklers, snakes and smoke effects, ground spinners, snap pops and other novelty fireworks fit this description. However, firecrackers, rockets, roman candles, shells, and other aerial effects are DANGEROUS and NOT considered safe and sane fireworks. Anyone found with these illegal fireworks will be cited and the fireworks confiscated. Sneak Peek at Rialto’s New Fire Engines

One of the most important and recognizable tools of a fire department is their fire engines. These sophisticated apparatus consist of a high-volume fire pump (1,500 GPM), and water tank, a complement of various size hoses and ladders, and a broad variety of specialized gear including paramedic/EMS equipment, and enough capacity to transport firefighters to the scene of an emergency. Like any piece of equipment, these have a finite functional life-span, and some of the City’s fire engines are ready for replacement. Due to their specialized nature, fire engines are not “pre-built”, but instead built when ordered and customized to each department’s needs. Last year, the City of Rialto ordered two new fire engines to replace two of the current engines that are over 10 years old and ready for reserve status. The build time on these fire engines can take up to a year, and the City will be taking actual delivery in late July. However, we received a “sneak-peek” at one of the rigs that we will be receiving soon. The engines are being built by Pierce Mfg., in Appleton WI. As you can see, they place a very patriotic design to show our pride. We are also proud that we were able to purchase this equipment at a significant discount due to our participation in a group buying program, and by using specifications that stretch the City’s dollars. CPR and Basic First Aid Training

Would you know how to help if someone was injured or needed CPR? One of the most important steps that you can take to help your family and friends in a time of need is to learn these basic skills that you can use before the Fire Department arrives. To help with

this, the RFD is offering CPR and basic first aid classes for members of our community. Classes will be held on the third Thursday of each month at Fire Station 203, located at 1550 N. Ayala Dr. The classes are offered in two sessions. The CPR class is taught by our certified instructors from 8:00 am to 12:00 pm. Upon successful

completion, you receive a Basic Life Support CPR certification card from the American Heart Association. The cost of the class is $50.00 which covers all required manuals, AHA certification costs, and your own one-way pocket mask that is used to deliver breaths when performing CPR. The basic first aid portion of the training then picks up from 1:00 to 4:00 pm. This class uses standardized curriculum to give the student the ability to properly deal with a variety of medical and traumatic events. The cost of this class is $20.00 which includes the instruction, hands-on training, and student manual. SANBAG: I-10/Pepper Avenue Interchange Project

San Bernardino Associated Governments (SANBAG) in partnership with the City of Colton, County of San Bernardino and Caltrans is constructing a new Interstate 10/Pepper Avenue Interchange that will feature a five-lane bridge and improved ramps. Once completed, the new bridge will provide better traffic circulation for area residents, business and visitors to and from the Arrowhead Regional Medical Center. Construction began in April 2016 and is expected to continue through summer 2017. Permits Processed

The following permits were process for the month of May:

Transportation Permits. A total of 27 Annual and Single Trip Transportation Permits were processed and issued to various companies.

Encroachment Permits. A total of 50 Encroachment permits were process and issued for work to be performed by the utility companies.

Solid Waste Management News

Community Garden Open House

We held our 10th Annual Community Garden Open House on June 4th, 2016. Despite the heat we had a great turn out. Residents enjoyed touring the Community Garden and

listening to the Summer Gardening Workshop. Plants, veggies and garden art were sold and free mulch was donated by Burrtec Waste.

Household Hazardous Waste

During the month of May there were 141 residents served at our Household Hazardous Waste site that brought in 605 gallons of used motor oil, 1 pallet of paint, 5 drums of misc. poisons and other toxic liquids and 7 barrels of sharps.

During the month of June the site will be open on Friday, June 10th, Saturday, June 11th, Friday, June 24th and Saturday, June 25th from 8:00 am until 12:00 noon.
