ASSISTANT DIRECTOR, PROBATION SERVICES DIVISION

Essential Duties:

This highly responsible administrative position oversees the Probation Services Division of the Administrative Office of the Illinois Courts (AOIC). Under the general supervision of the Administrative Director of the Administrative Office of the Illinois Courts, the Assistant Director performs administrative and management work in planning, organizing, directing and evaluating division and state programs, projects, initiatives and resources consistent with evidence-based principles to improve the quality and outcomes of probation and court services in Illinois. The Probation Services Division is organized into four units: probation field operations; specialized programs (e.g., Pretrial, Problem Solving Courts, and Training); Interstate Compact; and data collection and analysis. Duties are performed with substantial independence.

Candidate Qualifications:

This position requires a Bachelor's Degree and a minimum of seven years of professional experience, five of which must be at a senior management level in the administration of probation services and systems, related court operations, or public sector management. Post graduate degree is strongly preferred.

Candidates must possess demonstrated leadership skills in project management, policy development, implementation, vision and mission at a statewide level; skill in the administration of adult and/or juvenile programs, regulations, procedures and department operations at the trial court level; working knowledge of, and the ability to manage, probation division resources, policies, standards, legal mandates and procedures relating to circuit court probation services; ability to determine corrective action for county government or probation department non-compliance with division standards; advanced knowledge of Microsoft Office Professional Suite.

This position requires the ability to sit for extended periods of time. Applicant must have ability to travel, mostly within Illinois. Some overnight travel may be required. Must possess a valid Illinois driver's license and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.

Compensation and Benefits:

This position is on the Supreme Court of Illinois' Compensation Schedule for Classified Service and the annual salary starts at $100,176, and is commensurate with experience. An attractive judicial branch benefits package is offered, including pension, medical, dental, vision and life insurance as well as deferred compensation and generous leave time.

ABOUT THE COURTS IN ILLINOIS

The Supreme Court, the highest tribunal in Illinois, has seven justices, elected from the five judicial districts for a term of ten years. Three justices are elected from the First District (Cook County), and one from each of the other four districts. The Supreme Court has general administrative and supervisory authority over all courts in the state. This authority is exercised by the Chief Justice with the assistance of the Administrative Director and staff appointed by the Supreme Court. The Supreme Court hears appeals from lower courts and may exercise original jurisdiction in cases relating to revenue, mandamus, prohibition or habeas corpus.

The Appellate Court hears appeals from the Circuit Courts. There are five districts of the Appellate Court, and judges are elected for a term of ten years. Cook County, which comprises the 1st District, has 18 appellate judges. The remaining 101 counties are divided into four districts that elect six judges each. Additional judges are assigned by the Supreme Court to the Appellate Court, temporarily, on a showing of need. Elgin is the seat of the 2nd District; Ottawa, the 3rd; Springfield, the 4th; and Mount Vernon, the 5th.

The Unified Trial Court in Illinois is the Circuit Court comprised of circuit and associate judges. The state is divided in 24 judicial circuits, each having one chief judge elected by the circuit judges. The chief judge has general administrative authority in his or her circuit, subject to the overall administrative authority of the Supreme Court. Circuit judges may hear any case assigned to them by the chief judge. Associate judges may not preside over criminal cases in which the defendant is charges with an offense punishable by imprisonment for one year or more (felonies), unless approval is received from the Supreme Court. Circuit judges are elected for a term of six years; associate judges are appointed by the circuit judges in accordance with Supreme Court rules for a term of four years.

AOIC DIRECTOR, MARCIA M. MEIS

Marcia M. Meis was appointed Administrative Director of the Administrative Office of the Illinois Courts on August 1, 2017. Ms. Meis is a graduate of the University of Missouri (Bachelor of Journalism) and DePaul University College of Law. After working briefly in private practice, Ms. Meis served as an Illinois Appellate Court law clerk for several years before joining the AOIC as an Executive Office Attorney in 1999. She subsequently served as Chief Legal Counsel before becoming AOIC Deputy Director in 2014.

In accordance with Article VI, section 16 of the Illinois Constitution, the Supreme Court appoints the Administrative Director who serves at its pleasure to assist the Chief Justice in his or her duties. In addition to these administrative duties, the Administrative Director serves as secretary to the Illinois Courts Commission, as well as an ex officio member of the Illinois Judicial Conference and the Supreme Court Historical Preservation Commission.

DIVISIONS WITHIN THE AOIC

The AOIC Executive Division is comprised of the Administrative Director, Deputy Director, Chief Legal Counsel, other legal and administrative staff and the Logistics/Property Control Unit. Under the Administrative Director's leadership, the Executive Office is responsible for coordinating and guiding operations of the Administrative Office's divisions and serves as a central resource for a wide range of operational issues that impact the administration of the Illinois judicial branch.

The Office of Communications and Public Information manages internal and external communications, including media relations and public information, as well as advances outreach efforts for the Illinois Supreme Court and the AOIC.

The Administrative Services Division provides technical and administrative support services to the judicial branch through its three operational units: the Payroll/Benefits Unit, the Accounting Unit, and the Budget Unit.

The Court Services Division is organized into multiple working groups including: the Courts, Children and Families Unit; the Program Unit; and the Recordkeeping and Technology Unit. The division is responsible for staffing a variety of Supreme Court committees, Judicial Conference committees, and the Conference of Chief Circuit Judges.

The Access to Justice Division helps the legal system efficiently deliver outcomes that are fair and accessible to all court users, particularly to those who are low-income and vulnerable.

The Judicial College Division provides comprehensive and educational programs and professional training to the state's judges and judicial branch employees.

The Judicial Management Information Services Division provides technology and technological support to the offices and staff of the Illinois Supreme and Appellate Courts, Supreme Court supporting units and all divisions with the AOIC.

The Human Resources Division is responsible for providing personnel services, maintaining attendance and leave records for the judicial branch and administering their classification and compensation plan, as well as managing AOIC employment recruitments. The Labor Relations Unit is included in this division and negotiates collective bargaining agreements on behalf of the chief circuit judges and circuit clerks.

The Judicial Education Division identifies, coordinates, designs and develops judicial education curricula and resources for the benefit of Illinois judges and those that aid the court in the administration of justice.

The Probation Services Division provides services to the Chief Judges and their probation staff in the 24 judicial circuits within Illinois. The Division's training, monitoring, standards setting, and technical assistance activities extend to all aspects of the administration and operation of the 67 local probation departments or districts within the state.

PROBATION SERVICES DIVISION

The Probation Services Division provides services to the Chief Judges and their probation staff in Illinois' 24 Judicial Circuits. The Probation and Probation Officer's Act, as 730 ILCS 110/15(1) states: "The Supreme Court of Illinois may establish a Division of Probation Services whose purpose shall be the development, establishment, promulgation, and enforcement of uniform standards for probation services in the State, and otherwise carry out the intent of this Act."

Consistent with its statutory responsibility, the mission of the Probation Services Division is to enhance the capacity of the community corrections system in order to reduce offender recidivism and create safer communities. In carrying out this mission, the Division's training, monitoring, standards setting, and technical assistance activities extend to all aspects of the administration and operation of the 67 local probation departments or districts that serve Illinois' 102 counties. All sixteen juvenile detention centers are administered by the circuit courts.

As the primary communication link between the Division and probation and court services department, Division employees play an integral role in achieving its mission and statutory mandates through teamwork, adopting a solution focused approach, and demonstrating professionalism. The Division has office sites in Springfield and Chicago, and is comprised of four operational units: probation field operations; specialized programs (e.g., Pretrial, Problem Solving Courts, and Training); data collection and analysis; and Interstate Compact/Intrastate Transfer.

Pursuant to statute, Division responsibilities include the administration of state salary reimbursement to counties for probation and detention services; review and approval of local departments' annual probation plans; collection and analysis of statewide probation data; administration of probation employment and compensation standards; probation employment eligibility lists; development and implementation of evidence-based practices (EBP); monitoring and evaluation of probation programs and operations; administration of the interstate compact for adult and juvenile probationers transferring into and out of the state; design and delivery of basic and advanced training for probation and detention personnel; and staff support to circuit courts to improve the administration and operation of probation services in Illinois.
