LICENSED NRC OPERATOR RETRAINING

1.0 PURPOSE

(, IX'hisprocedure formally establishes the procedures, programs,

responsibilities and requirements for requalification of NRC

Licensed Reactor Operators and Senior Operators at the NineMile Point Nuclear Station Unit No. 1. These programs areestablished in compliance with 10 CFR 50.54 (i-1) and aredesigned to meet the requirements of Appendix. A 10 CFR 55and to provide documentation to be used in operator licenserenewal as required by 10 CFR 55.33.

'2.0 APPLICABILITY

The programs, administrative procedures, and controls estab-lished by this procedure shall be enforced and adhered to forthe life of the station. In accordance with 10 CFR 50.54 (i-1)no changes shall be made in this program to reduce the scopeor time allotted without prior approval by the NRC.

DEFINITIONS

The following definitions are extracted from 10CFR55.4 "Simulator"and "Simulate" are derived from 10CFRSS, Appendix A, Section 4.d.

"Facility" means any production facility or utilization facilityas defined in 10CFRSO.

4.2 "Operator" ~s any individual who manipulates a control of afacility. An individual is deemed to manipulate a control if hedirects another to manipulate a control.

4.3 "'Senior Operator.".is any individual designated by a facility-licensee under 10 CFR 50 or by a holder of an authorizationunder 10 CFR 115 to direct the licensed activities of licensedoperators.

"Controls" when used with respect to a nuclear reactor meansapparatus and mechanisms the manipulation of which directlyaffect the reactivity or power level of the reactor.

"Simulator" a working model of the control room similar to theplant for which the individual is licensed or is a candidate forlicense may be considered a "Simulator" provided it reproduces%he-general- operating characteristics of the plant with similararrangements of instrumentation and controls.

"Simulate" when an individual "walks-through" the actions to betaken using the control panel involved, discussing each stepwithout actually operating any controls he has "simulated" theoperation. This method is used as a means of teaching orreviewing actions required by an emergency or abnormal condition.

5.0 SCOPE

Operator and Senior Operator requalification programs shall beconducted on a two year cycle. The following portions shall beincluded in the program:

5.2 Regularly schedule lectures

5.3 Assigned individu'al study

5.4 On the Job Training - this shall include reactor controlmanipulations such as reactor startups, shutdowns, and powerchanges.

5.5 Observation and Evaluation - including simulation of emergencyand abnormal conditions.

6.0 SCHEDULE

Requalification programs shall be conducted on a two year cycle.Successive requalification programs using the same format shallfollow the first in a continuous cycle of two year programs.

TECHNICAL TRAINING

Lectures

The requalification program shall include preplanned lecturesto be given throughout the two year period. Lectures willnormally be scheduled to average four hours per month per manto accommodate all licensed operating personnel. Emphasisshall be placed on those areas where annual operator andsenior operator written examinations indicate that an in-crease in scope and depth of coverage is needed in the followinggeneral subjects:

8.0 ON THE JOB TRAINING

8.1 Control Mani ulations

All licensed operators and senior operators shall participateas much as possible in plant control manipulations involvingreactivity changes to demonstrate their skill and/or familiaritywith reactivity control systems. These manipulations shall in-volve a variety of the evolutions listed below. Normal controlmanipulations, such as plant or reactor startups must be performed.Control manipulations during abnormal or emergency operations mustbe walked through with, and evaluated by, a member of the trainingstaff at a minimum. An appropriate simulator may be used to satisfythe requirements for control manipulations.

8.1.1 Normal Control Manipulations

*a. Plant or reactor startups to include a range that reactivityfeedback from nuclear heat addition is noticeable and heatuprate is established.

b. Plant shutdown.

*c Manual control of feedwater during startup and/or shutdown.

*d Any significant (>10'o) power changes in manual rod controlor recirculation flow.

Each licensed operator shall manipulate the controls asdescribed in Section 8.1 above, during the term of hislicense. The starred items shall be performed on an annualbasis, all other'tems shall be performed on a two year cycle.Those control manipulations which are not performed at theplant may be performed on a simulator. The use of the TechnicalSpecifications should be maximized during the simulator controlmanipulations.

8.3 Licensed Senior 0 erator Mani ulations

Each licensed senior operator shall manipulate the controls ordirect the activities of operators during plant control mani-pulations as described in Section 8.1 during the term of hislicense. The starred items shall be performed on an annualbasis, all other items shall be performed on a two year cycle.Those control manipulations which are not performed at theplant may be performed on a simulator. The use of theTechnical Specifications should be maximized during thesimulator control manipulations. Personnel with seniorlicenses are credited with,these activities if they director evaluate control manipulations as. they are performed.

8.4* Simulator Trainin

Some or all of the licensed operators and senior operators may

participate in simulator training during the term of theirlicenses. A simulator may be used in meeting the requirementsof Sections 8.1 through 8.3 above and 10.2.2 if the simulatorreproduces the general operating characteristics of the plantinvolved, and the arrangement of the instrumentation andcontrols of the simulator is similar to that of the plantinvolved.

8.5 Licensed Staff Members

8.6

Licensed staff members shall participate in all sections ofthis program. Those licensed staff members who are activelyengaged in the implementation of the requalification programand other training programs will not be required to completethose sections of this program for which they serve an activefunction. Example: A licensed staff member who prepares andgrades a quiz will not be required to take that quiz.

INACTIVE LICENSE

In accordance with 10 CFR 55.31, any licensed operator orlicensed senior operator who, for any reason, has not beenactively performing the. functions of an operator or. senioroperator for a p'eriod of four months or longer shall priorto resuming activities for which he is licensed, completethe following requirements to demonstrate that his know-ledge of facility operation and administration are satisfactory.

9.1 Complete-all reading assignments made during the period ofhis absence.

Review all changes in operating and administrative procedures,'icense changes, standing orders, and instructions for theperiod of his absenc'e.

Meet with the supervisor in charge of operator training tocover the material from all required attendance requalificationlectures which were missed.

Successfully complete an oral examination and evaluationauthorized by the Station Superintendent to demonstratethat his knowledge and understanding of the facility issatisfactory.

The facility licensee must certify to the NRC that theoperator or senior operator is requalified. This certifica-tion shall be initiated by the Station Superintendent.

10. 0 EVALUATION

10.1 Written Examinations

10.1.1 Written examinations shall be given annually. The examina-tion shall closely parallel the NRC written examinationsoutlined in 10 CFR 55.21 and 10 CFR 55.22.

All written examinations shall be graded and filed in theindividual training file for aud't by the NRC.

'achfirst annual written examination shall be'sed todetermine the areas in which retraining is needed to upgradelicensed operator and senior operator knowledge.

An operator scoring 80~~ or above in all sections of the annualrequalification examination shall not be required to attendfurther requalification lectures until the next annual re-qualification examination. Other operators may be excusedfrom lectures in subjects for which they scored 80'o or abovebut shall be required to attend lectures on all other topics.

An accelerated requalification program consisting of additionallectures and/or "walk through" shall be scheduled for all individ-uals whose average score for all sections of the annual re-qualification examination is below 80'o, or whose individualcategory score is below 70'o. Individual programs consisting ofany or all of the following shall be tailored to place emphasiswhere required:

a. individual reading assignments

b. additional on shift evolutions

c. individual review with members of the operating staff

d. attendance at formal lectures

The exact details of the accelerated program, including itsscope and duration, will be made by a review team consistingof the Station Superintendent, Operations Supervisor, andthe Training Supervisor. Any individual who is requiredto participate in this program will be removed from normalshift operation for the duration of his/her program and will begiven no additional responsibilities other than training.Any operator or senior operator assigned to the acceleratedprogram shall be required to successfully complete a secondwritten and/or oral requalification examination or categoryat the completion of his/her accelerated review program. Allwritten re-examinations shall be graded and placed in theindividual, training file along with the results of any oralexamination. given.

Written quizzes shall be administered following eachrequired attend'ance requalification lecture orseries of lectures on a given topic. In addition .written quizzes may periodically be administered todetermine the operator's knowledge of material coveredin specific reading assignments or w"lk-through exercises.These quizzes shall be graded and their results placedin the individual training files. A passing grade forthese quizzes is 80'. An operator or senior operatorscoring below 80'o shall be required to repeat the specificlecture or reading assignment covered by the quiz.

Approximately 100 weeks after the start of each two-yearrequalification program a second annual written examination

.shall be given to all licensed operators and licensedsenior operators. This examination shall be similar incontent to the first annual examination and shall be used to

,determine knowledge of subjects covered in the requalifi-cation program and provide a basis for evaluating knowledgeof abnormal and emergency procedures. - This second annualexamination shall be used to evaluate the effectiveness ofthe two-year requalification program including any ac-celerated instructional sessions. It shall be used by theTraining Supervisor in designing the second two-year cycle,requalification program.

The second requalification examination shall be grade'd and

placed in the individual training file. Selection forfurther training shall be on the same basis as in 10.1;4and 10.1.5 above.

Oral Examinations and Evaluation

Continuous Evaluation

Systematic observation and evaluation of the performance and

competency of licensed operators and senior operators shallbe made by the Station Superintendent and his designatedrepresentatives. The following procedure will be used:

a. The Operations Supervisor and/or the TrainingSupervisor shall review each individual trainingmanual quarterly.

10.2.2 Superintendent's Audit

b. A simulation of abnormal and emergency conditionswhile in the control room showing each action and eachcontrolling device to be operated.

c ~ Should the performance of the operator or senioroperator be deemed unsatisfactory, the operatoror senior operator shall participate in an ac-celerated review program as described in Section10.1.5.

d. Upon completion of the accelerated review programbut no later than one month following the initialinterview he shall be subject to re-examination.

A simulator may be used in meeting the requirementsof Section 10.2.2 if the simulator reproduces thegeneral operating characteristics of the plant in-volved, and the arrangement of instrumentation andcontrols is similar to the plant involved.

11.0 RECORDS

Individual Trainin Manual

Each licensed operator and licensed senior operator shall befurnished an individual training manual which shall containcheck lists of plant evolution, individual reading assignmentsand similar items which may be assigned by the TrainingSupervisor.

ll.l.l Whenever an individual participates in a reactivity controlmanipulation or other evolutions he/she shall log the date asprescribed in Section 8 of this procedure.

11.1.2 The date and title of each reading assignment completed shall.be logged.

11.2 Individual Trainin File

An individual training file shall be maintained for eachlicensed operator and senior operator. The contents per-taining to requalification shall be used in support ofapplication for license renewal. Training files shallcontain the following information.

11.2.1 A check list giving the subjects of the formal trains.nglectures presented with a record of the name of the .

instructor presenting the lecture, the length of thelecture and the date of attendance.

11.2.2 A log of all requalification examinations taken which shallinclude the general subject or system covered and the specificitems if applicable. Results shall be recorded as to whetherthe candidate has mastered the subject or requires furtherstudy. Copies of the actual examination sheet as completedby the individual and as graded by the examiner shall beincluded. '
