COMMITTEE CHARGE

• The committee is an advisory committee that will review the current administrator salary plan and make recommendations to the Board regarding its use.

• Committee members will represent and advocate for all administrators not just their own position.

• The committee may bring forth general recommendations regarding the structure or development of a pay plan, but should not bring forward specific recommendations regarding individual salaries.

• The committee should research methods that result in both competiveness in St. Louis County and parity within Rockwood (external and internal equity) in base salary.

COMMITTEE CHARGE

• The committee can research methods that recognize experience, education and merit (evaluations, scorecards, or other measures).

• The plan should address the need to benchmark salaries annually to remain competitive in St. Louis County, and should include an easily communicated system of salary progression from year-to-year.

• The committee should research the average length of an administrative career, with both plans moving administrators to the middle of the plan by the middle of their careers and the end or top of the plan by the end of their career.

• Rockwood ranks 20th in St. Louis County for its students to administrator ratio• Mehlville and Lindbergh are the

only St. Louis County school districts with a higher ratio of students per administrator

• Rockwood schools have a ratio of 282 students per administrator• The state average is 195 students

In 2010‐2011, the average compensation of Rockwood administrators ranked toward the bottom of St. Louis County school districts at 17th out of 22. In 2011‐12 this ranking dropped to 21st out of 22.

Some Rockwood School District administrators are leaving Rockwood to take lateral positions in other school districts.

Rockwood struggles to recruit experienced administrators from other school districts, as this often requires them to take a salary cut to consider employment in Rockwood.

HOW DO TEACHERS COMPARE?

In 2010‐2011, the average compensation of Rockwood teachers ranked 13th out of 22 St. Louis County school districts. In 2011‐12 this ranking dropped to 14th out of 22.

Though the Department of Elementary and Secondary Education does not collect similar data on support staff, the salary ranges for support staff positions would suggest that on average we are approximately 14th out of 22 in support staff salaries.

COMPENSATION

Rockwood administrators are $10,528 below the St. Louis County average administrator salary (2011-12 DESE data).

Rockwood teachers are $916 below the St. Louis County average teacher salary (2011-12 DESE data).

Including insurance costs, Rockwood is 21st out of 22 in “total compensation” for administrators.

The average number of years of experience among Rockwood administrators in their current administrative position is 5.2.

WHY IS THIS IMPORTANT?

• Leadership matters. The ability to attract, hire and retain the most highly qualified and talented administrators has a direct impact on the success of teachers and students. Talented administrators attract and retain talented teachers.

• The need to hire and retain outstanding teachers and administrators was a feedback theme from the Picture Rockwood community engagement process.

• We are beginning to lose administrators to other school districts (lateral positions) because of salary.

• Though the number of administrator applicants for open positions has increased, the number of experienced applicants has decreased. For example, with the recent Uthoff Valley Principal’s opening only one St Louis County assistant principal applied and no sitting principals from St. Louis County applied at all.

• In the past four years, the District has restarted the administrator interview and selection process eighteen times due to a lack of acceptable candidates.

• Facing the above crisis, Rockwood has increasingly been promoting from within their own ranks (roughly 70% of administrative positions). Though this rewards loyal Rockwood employees, promotion to the next level does not bring experience in that position with it. Of the 120 Rockwood administrators 80 have been placed in their current position in the past 3 years.

COMMITTEE PROCESS

Over a three month period the Administrator Pay Plan (APP) Committee analyzed four differing pay plan types which included:

• Base salary with indices• Ranges (similar to our current system)• Step salary schedules (similar to our current teacher’s salary

schedule)• Negotiation

COMMITTEE RECOMMENDATION

The APP Committee recommends the Board of Education consider a salary plan that is transparent, internally consistent, and externally competitive, adjusted annually to the St. Louis County marketplace. We suggest a base salary with indices plan based upon these six factors:

• Responsibility – credit given for the position’s level of responsibility• Education Level – credit given for level of educational attainment (BA to

Ph.D.)• Experience – credit given years of relevant administrative experience – 1.5%

per year• Merit – credit for outstanding performance• The base salary would be 90% of the St. Louis County median administrator

salary, benchmarked annually. Would require a 2-3 year phase in period.• If above the formula, 2% guarantee until the pay plan catches up to the

administrator.

STAFFING CHALLENGES

• Rockwood has the third highest students to administrator ratio in St. Louis County.

• Rockwood is losing experienced teachers and administrators to other St. Louis County school districts with better compensation.

• Research is clear that continuity of leadership is important to a school’s success. When an administrator leaves Rockwood, the position is typically filled from within, resulting in another vacancy.

• Recruiting high quality administrators is a challenge given current compensation constraints.• Limited applicant pool (competing with districts that pay

higher)• Applicants have less experience• Applicants from lower performing districts

HUMAN RESOURCES RECOMMENDATION

• We are seeking a commitment to bring teacher, support staff and administrator salaries to the St. Louis County midpoint over the next two to three year period.

• We suggest continual benchmarking to see that each employee group reaches the St. Louis County midpoint in the same year, if possible. This will require some employee groups to receive greater than average raises to bring them closer in ranking to other Rockwood employee groups.

• Though we have budget reserves, we are also deficit spending, and deficit spending cannot be continued indefinitely without staff cuts or a funding increase.
