Mission Statement

The University of Utah Admissions Office has the primary responsibility to accurately represent the programs, policies and identity of the University while evaluating student admissions and residency applications in a confidential, secure and service-oriented environment. Partnerships must be cultivated to help recruit and retain a student population in the quality and quantity appropriate to the mission of the University. The Admissions Office supports the effort to increase and maintain diversity within the student body. Our mission is accomplished by:

• Determining the academic eligibility of all domestic and international undergraduate applicants.

• Evaluating transcripts and processing all graduate applications.

• Notifying all applicants of their admission status in a timely manner.

• Determining students’ residency status for tuition purposes.

• Evaluating, articulating and posting transfer credit from other institutions.

• Evaluating and posting credit by examination (e.g. AP, IB, CLEP, Challenge,

language and other special credit).

Highlights

• Processed 25,545 admissions applications for Fall 2008, Spring 2009 and Summer 2009, a 1,481/6% increase over the previous year. 89% were online applications. Admitted 18,259 students, a 513/2% increase over the previous year (see Table 1 for details).

• International applications increased 359/13%; admits increased 87/6%,

contributing to the University’s goal to enhance internationalization. • Reestablished the Credit and Admissions Committee after a two-year hiatus. • Enhanced communication and collaboration with Student Recruitment and High

School Services via all-staff training, attended each other’s staff meetings and recruitment staff assisted with customer service and graduate file processing.

• Implemented Admissions Index increase for Fall 2009 forward. • Implemented receiving transcripts electronically from Utah System of Higher

Education (USHE) institutions via the Clearinghouse. Between March and June 2009, 3,082 e-transcripts were received.

• Researched and proposed increases to the undergraduate and graduate domestic

application fees and the late processing fee beginning Spring 2010. Began implementation.

• Researched and proposed transitioning the Western Undergraduate Exchange (WUE) award from an entitlement to a scholarship program. Approval received and will implement for Fall 2010, transitioning awarding to Financial Aid.

• Redesigned undergraduate and graduate admission application covers to align

with Student Recruitment and High School Services’ new publication design. • Assisted in the review and development of two new international programs with

Kaplan, US-Sino Pathways and Global Pathways. Began implementation. • Redesigned Admissions web site, including adopting the new template to be ADA

compliant. Added general information for second bachelor’s degree and prominent links to Student Recruitment and High School Services sites for campus visits, request for information and majors.

• Hired new staff in leadership positions: Associate Director for transfer and

international; Manager/Assistant Director for information systems; Freshman Supervisor; and International Admissions Supervisor (see Appendix A for current organizational chart).

• Managed staff turnover amidst increased application numbers (see Appendix B).

Created new employee manual and updated unit-specific training manuals to ensure efficient training to maintain reasonable production turnaround times. Conducted quarterly all-staff training to improve office communication and implemented cross-training to enhance collaboration and assist each other during peak production periods.

• Developed a performance evaluation instrument and implemented annual

performance reviews. • Collaborated with many University departments by providing admission training

and presentations: Athletics; Student Recruitment and High School Services; University Academic Advisor Committee (UAAC); Utah College Advising Corps;

Su Banco; Advising Basics; Graduate School academic departments; and Study Abroad. Residency trainings were provided for Orientation Leaders; Financial Aid Office; University Residency Appeals Committee; Athletics and Parent

Orientation. • Presented at regional and national conferences (see Appendix C). • Served on University and state committees (see Appendix D).

Year in Review

Undergraduate Domestic Admissions

• Processed 17,156 freshman and transfer applications which was a 389/2% increase; admitted 14,047 which was a 108/.7% increase.

• Processed 1,453 non-matriculated (not seeking a degree) applications, which was up 149/11%.

• Implemented Admissions Index updates based on the new ACT/SAT concordance and increased cutoffs beginning Fall 2009.

• Implemented the transcript review process for the Academic Competiveness Grant (ACG) to assist Financial Aid.

• Implemented the Late Admissions Petition Program (LAPP) for Fall 2008 to assist Orientation and University College in the transition of late applicants.

• Supported Student Recruitment and High School Services’ implementation of My U Decision to qualify fall admits.

• Managed the 5% sponsorship referral process, to allow consideration of special talent and diversity which enhances the life and character of the University (see Tables 6a through 6c for details). Began informing students by letter that their admission file has been referred to a department for sponsorship consideration.

• HB 144: Awarded 34 tuition waivers. This waiver of non-resident tuition is granted for students who attended a UT high school for three or more years and graduated; do not hold a valid non-immigrant alien visa; and sign an affidavit that they are currently without lawful immigration status but have filed an application to legalize their immigration status. From Fall 2002 through Spring 2009, 132 students have been approved for this waiver and 112 have enrolled for their admit term. In Spring 2009, 71 students were registered, 10 have received bachelor’s degrees and one was admitted to a graduate program. Table 13 details how the 71 students registered are progressing.

• HB 118: Awarded 19 tuition waivers for Fall 2008 and Spring 2009. This waiver of non-resident tuition is granted for students who are on a legal US visa and completed three years at and graduated from a UT high school.

• Managed the wait-list and awarding process for the WUE partial tuition waiver program. 36 contracts were offered for Fall 2008 and 40 for Spring 2009. The wait-list high was 354 students.

• Managed the awarding process for the Border Tuition Waiver program (high schools in Evanston, Lyman and Mountain View, WY and Wendover, NV). Awarded 29 for Fall 2008 and 20 for Spring 2009.

• Managed the purge of 12,337 active files and 13,707 inactive files, for a total of 26,044 admission files.

• Transitioned the Undergraduate Leave of Absence process to the Registrar’s Office.

Graduate Domestic Admissions

• Processed 5,361 applications which was a 730/15% increase; admitted 2,749 which was a 309/12% increase.

• Processed 123 School of Medicine applications and 385 Law School applications. • Developed a file distribution process to electronically refer evaluated applications

to graduate departments for their review. In turn, graduate departments will use the same process to transfer the Graduate Student Referral Form to the Admissions Office. The e-file process will launch for Spring 2010 processing.

• Transitioned the process of the Recommendation for Change of Graduate Classification Form to the Registrar’s Office.

• Developed a new format for the Graduate Admissions Training Seminar. International Admissions

• Processed 1,035 undergraduate applications which was a 65/6% increase and 1,993 graduate applications which was a 293/17% increase. Admitted 678 undergraduates for a 25/3% increase and 785 graduates for a 59/8% increase.

• Assisted in the development of a TOEFL download process, reducing data entry time. Created a new business process.

• Assisted in the development of the US-Sino Pathways and Global Pathway programs with Kaplan. Participated in the first two-week US-Sino Pathways recruitment tour in China. Negotiated new funding for an additional international evaluator position to meet application processing expectations.

• Created the inaugural international admissions training manual. • In the wake of Carolyn Dyson’s retirement, developed a cross-trained processing

• The State Transfer Articulation Guide, housed on the Board of Regents website,

went offline in December and will be down indefinitely. To compensate, created the State Transfer Articulation Guide through catalog updates and institutional contacts.

• Researched and proposed transfer processes for online, for-profit institutions that are regionally accredited. Presented information to the Credit and Admissions Committee.

• Updated the Advanced Placement business process to post credits before students are registered versus after they have registered.

• Collaborated with University College Transfer and General Elective Advisors to address transfer student concerns.

• Automated the residency worksheet, label printing and notification letters to

enhance processing times. • Continued the transition to a new residency law, which included grandfathering

continuing students on the former residency law for Fall 2008. Planned for implementing residency deadlines and appeal timeframes starting Fall 2009.

Information Systems

• Upgraded the Student and Exchange Visitor Information System (SEVIS) for collecting information on international students.

• Developed a process to download TOEFL scores into PeopleSoft (PS), saving manual data entry hours. Also implement receiving the scores online versus via disk.

• Researched, created specifications and began development for application fee increase impacts in PS.

• Researched, created specifications and began development of online admission application enhancements: new race and ethnicity data collection; Alumni Legacy Nonresident Award data collection; text changes and application fee increases.

• Implemented Admissions Index changes: Updated the ACT/SAT concordance; Index calculation; online Admissions Index Calculator; and PS evaluation process.

• Assisted in the development of the graduate e-file distribution process, which included setting up and testing 190 FTP directories.

• Facilitated our participation in receiving transcripts electronically from USHE institutions via the Clearinghouse.

• Created new and enhanced existing reports in PS: residency, ACT/SAT scores received, non-matriculated and resident/nonresident application numbers.

• Transitioned residency letters from manual system to PS for better communication tracking.

• Coordinated the admission file purge process and created an annual schedule. Customer Service
