I wish to change the date of the first Council meeting of the New Year, moving it one day later. The proposed schedule of meetings is attached. Motion

Ex-Tropical Cyclone Debbie Recovery Handover Charysse Pond State Recovery Coordinator (State) Chief Superintendent Queensland Police Service

Deputy Mayor, Cr Gates attended.

This meeting was to deliver a handover of Recovery to the Queensland Reconstruction Authority (QRA) and Gold Coast Community.

Charysse Pond took over from the Brigadier Chris Field in the role of State Recovery Coordinator (the Brigadier left half way through the recovery portion).

Keynote Address - The Tourism Innovators Conference

With huge growth forecast for the Tourism and Hospitality industry the purpose of the Conference was to bring together property owners, suppliers and industry groups to shine a spotlight on new ways of doing things and give insights into the industry and where it is heading.

I pointed out to the delegates that in a highly competitive market sector like tourism, standing out from the crowd will get you noticed.

But that’s only part of the battle for business success- converting attention into a sale is essential. Innovation has always been the foundation stone of difference and done properly it can deliver the profitability we all desire.

Launch of City Bike Share Scheme

Deputy Mayor, Cr Gates attended.

We are putting out a worldwide expression that will provide an operator with a ‘right of use’ to various locations in our city.

The benefit here is that it costs ratepayers nothing. The risk of operating the scheme and maintaining bikes and the IT systems rests with the operator.

The Gold Coast is ideal for a bike share scheme - we’ve got amazing weather, the terrain is relatively flat and there’s hundreds of kilometres of cycle ways and nature trails.

The plan is to establish the scheme in Southport, Surfers Paradise, Broadbeach and Varsity Lakes.

New “dockless” bike share schemes, which don’t require users to return the bike to a designated parking station, are underway in Sydney, Melbourne, Manchester and Singapore.

That’s what we want. Absolute flexibility unlike other schemes where the bikes are racked in bays and there are associated costs in that infrastructure.

This will be the most flexible, easy-to-use system operated off a person’s mobile phone.

Bike share schemes help reduce congestion and encourage active travel. Today, there are more than 1000 schemes worldwide.

Conditions for the Gold Coast scheme would include:

The bikes will be GPS formatted and have self-locking systems;

The system must be simple to use and accessible for both residents and tourists;

An operator must be ready to start in January 2018;

The number of bikes will be scaled up and down to meet demand;

The number of bikes must be increased during the Gold Coast 2018 Commonwealth Games to ensure spectators can move around our city easily.

Welcome Student Delegation from Jining, China

The visiting students were from Jining Polytechnic College and No.1 Middle School in Jining, China.

Following Study Gold Coast’s ‘China to the Gold Coast campaign’ last year, one student from Jining briefed the students on her visit.

As a result 68 students and 7 teachers signed up for a study tour experience of the Gold Coast, hosted by Tyler International.

During their time on the Gold Coast students stayed with homestay families, participated in tourist activities, spent time at local schools and travelled to Griffith University for presentations on further tertiary study.

Jining and Gold Coast signed an Agreement of Friendship and Cooperation in October 2014 and the Confucius Statue in Gold Coast Chinatown was donated by Jining and was unveiled in January 2015.

‘Gold Spike’ Final Rail Weld for Light Rail Stage 2 with Premier Annastacia Palaszczuk and Deputy Premier Jackie Trad

This was another important milestone for this project. Before the end of the year residents of Brisbane will be able to come to the Gold Coast for a weekend away and not bring their car.

It will be a business and tourism bonanza while meaning less cars on the road.

It also means Brisbane airport and the rest of Brisbane is connected effectively to our soon to be 20km long light rail network.

As well as the Premier and Deputy Premier, also at the final weld was Federal Labor Senator Murray Watt so clearly there is national interest in this City infrastructure.

So we will keep working to get the usual percentage of funding and dollar support to make Stage 3A to Burleigh.

Announcement of Gold Coast as Host City for the 2018 Australian Transplant Games with Hon Cameron Dick MP, Minister for Health

More great news for after the Commonwealth Games with the announcement the Gold Coast will host the Australian Transplant Games from 30 July to 6 October 2018.

The Games have hundreds of transplant recipients whose lives have been saved by the ultimate gift – the gift of life – participating in a week-long celebration through sport and physical activity.

To ensure our city’s facilities are well utilised, we need to step up to the mark as a lifestyle and sporting city.

The Australian Transplant Games is a great opportunity to demonstrate what we can achieve – and showcase our city at the same time.

Community Government Reception

All Councillors were in attendance as well as State Cabinet Ministers.

I had the pleasure of hosting the Community Government Reception with the Premier Annastacia Palaszcuk, and we were joined by community and business leaders.

The reception was a great opportunity for Councillors and our community leaders to catch up with Ministers, and ensure Ministers are aware of the City’s challenges and opportunities.

Launch of Safer Suburbs Awards

I’m calling on Gold Coasters to nominate an “everyday hero” for the Safer Suburbs Awards.

These awards recognise the valuable contribution of residents who have made a genuine effort to create a safer city in which to live, learn, work and play.

Neighbourhood Watch, volunteers in policing, residents’ associations, businesses and individuals make an incredible contribution to keeping us safe.

We want to show our appreciation for the contribution they make to create a safe city.

There are four award categories: individual, not-for-profit group, business and project.

A meritorious award will also be presented to one nominee who stands out from the pack. All nominees will be acknowledged at the awards ceremony.

Nomination forms are available at cityofgoldcoast.com.au/safersuburbsawards or from City Customer Service Centres or Libraries.

Nominations open 1 August and close 2 October. Winners and community members will be recognised at an awards ceremony on 1 November 2017.

Launch of Gold Coast Student Hub

Deputy Mayor, Cr Gates, Cr O’Neill, Cr Pauline Young, Cr Owen-Jones, Cr Boulton, Cr Taylor, Cr Caldwell and Cr Crichlow attended.

Created by Study Gold Coast, the Student Hub is funded in partnership between the City of Gold Coast, the education sector and the State Government.

The Hub at Southport will be a free space for students to connect, learn and explore the city, as well as receive support and guidance from experienced professionals.

The hub provides help with accommodation, work experience and other issues international students may face settling into the community.

Domestic students can also access the hub, increasing opportunities for local and overseas students to get acquainted.

My number one vision for the city when I first ran for Mayor was to make Gold Coast a student town, and now we have gone past the 25,000 student intake for last year.

For the Gold Coast, education earns us $1.4 billion a year and international students bring us upwards of $800 million. It’s a big number - and a lot of jobs.

Meeting with the Premier, Committee Chairs and Deputy Chairs

As part of the Queensland State Government’s visit to the Gold Coast the Premier met with the Council committee chairs and deputy chairs at the Old Southport Chambers.

This was the fourth meeting I was able to have with the Premier during the visit, so it was another great opportunity to ensure we can continue to work closely with the State Government on a range of important projects.

Official Opening of 10th Gold Coast Homeless Connect Event

The city has been very pleased to support the Gold Coast Homeless Connect event for the past ten years and I have been encouraged to see the event grow from strength to strength at Metricon Stadium.

Once again this year we were overwhelmed by the generosity of Gold Coast residents, with over 87 huge crates of donations being distributed throughout the day.

Around 1,000 people attended to connect with over 100 welfare service providers and an army of fantastic volunteers.

Congratulations to the Gold Coast Homelessness Network for the great work they do!

Announcement of CCTV Cameras at Broadwater Parklands with Hon Mark Furner MP, Minister for Local Government

Safety is our No 1 priority so we are installing 10 additional CCTV safety cameras and 32 pathway lights in the Broadwater Parklands in the lead up to the Commonwealth Games. We have partnered with the State Government, with the $1 million project now 75% complete, and will be finished in December.

The City is contributing over $400,000 towards the project and these upgrades will provide a lasting legacy for the Gold Coast by reducing the likelihood of criminal and anti-social behaviour at the Parklands and providing reassurance for park users.

Official Opening of the Springbrook Men’s Shed

It is great to see another Men’s Shed opening on the Gold Coast, with the latest shed being opened at Springbrook.

Congratulations to Jim Darke and all his team at Springbrook for their hard work getting this project off the ground, and we were able to give them some assistance to see this through to fruition.

The large shed was actually a former army storage shed from the Vietnam war that had never been used, so great work from the team to find it and put it to good use all these years later. It shows the great community spirit up on the mountain.

Walking of the Cream Track

Cr Pauline Young joined me on the walk.

The Cream Track is the name given to a 5 kilometre track which follows Road Reserve from Springbrook Mountain to Tallebudgera Valley, including some sections of private property and National Park.

We've installed more signage to help keep walkers on the track and away from private properties. It's a lot better track signage but we will get some additional directional signs installed and some local history and stories signage.

We ran into a couple doing the track as well, and they made a point of saying that they wouldn’t have even known about the track if they hadn’t seen me talking about it on the news.

This is a great example of how we are opening up our green spaces and promoting eco-tourism.

Tour of Gold Coast Airport

Both myself and most Councillors had a tour of the facilities at Gold Coast Airport, and saw a presentation and update on future plans.

Of course the Gold Coast airport is a vital piece of infrastructure for our growing city, as we look to increase our tourist numbers, and bring in more international flights.

75th Kokoda Day Commemoration

Cr Taylor attended.

This morning it was an honour to attend and lay a wreath at the Kokoda Day Commemoration at the Kokoda Memorial Wall in Cascade Gardens at Broadbeach.

A great keynote speech was given by Maj. Gen. Brian Howard and one veteran who was in hospital came out especially for this ceremony.

It is no exaggeration to say the Kokoda battles saved Australia from invasion during World War 2, so it important that we commemorate these important battles, and honour the memory of those who fought for our freedom.

2 That Jigsaw continues operation of the Helensvale Community Golf Club site until the 30 June 2018 on the basis of an unconditional surrender being entered into with the City to have effect as at that date.

3 That upon the unconditional surrender of the current lease, the land be maintained minimally as a natural area with a report to be brought back on its potential future use as multi-use community sports fields, parkland and associated endeavours.

4 That the Mayor and other interested Councillors meet with the Gold Coast District Golf Association to discuss uses of the site. That the result of the meeting be included in the report mentioned in part 3.

PRE-REQUEST RESPONSE TO CHANGE DEVELOPMENT APPROVAL

That the Applicant be given a pre-request notice stating that Council objects to change the Conditions of a Development Application for a Material Change of Use for Place of Worship and Caretakers Residence (Court Judgement Appeal No. D18 of 2011).

The application does not meet Section 367(1)(c) of the Sustainable Planning Act 2009 as it is reasonable to assume that the proposed changes would likely prompt a rational submitter, acting reasonably, to object to the change if the circumstances allowed.

Furthermore, the application does not meet Section 367 (1)(a) of the Sustainable Planning Act 2009 as it would likely introduce new impacts or increase the severity of known impacts on the basis of:

The proposed removal of the contribution amount from the conditions implies that the transport needs associated with the development are not met; and

Deferring the sealing of the driveway will most likely generate significant dust and noise impacts from car parking activities.
