Sub:- 13thFC Preparation of Annual Development Plans by the UrbanLocal Bodies for Improvement of Urban Services with the grantsunder XIII FC for the F.Y. 2012-13 ADPs to be submitted by theULBs to the DMA within the stipulated time line Instructionsissued Reg.

In the references 1st & 2nd cited above, the Government haveissued Guidelines on preparation of Annual Development Plans (ADPs) forutilization of furnds released under 13

th FC Grants for improvement of Urban

Services. These guidelines contain:

i. List of admissible components under 13

th

FC.ii. Steps to be followed for preparation of ADPs by the ULBs.iii. Role of Municpal Administration & other functionaries.iv. Checklists and formats for ADPs., etc.

2. In the references 1st& 2nd cited, the following are the admissibleComponents under 13

thFC:

2.1. Integrated solid waste management under PPP modeexcluding purchase of equipment for collection and transport of garbagesince the said equipment has been purchased with 12thFC Grants;

2.2. Town-wide sullage drain projects as per City Sanitation Plancovering 1) Construction and interception of sullage outfall drans andtreatment of sullage, 2) Establishment of STPs preferably on PPP mode;

2.3. Service Level Bench Marking;

2.4. Gaps in Water Supply Distribution lines;

2.5. Replacement of old pump sets;

2.6. Improvement of drinking water treatment plants;

2.7. In respect of ULBs having comprehensive sewerage schemes, gapsin sewer lines;

2.8. Street Lighting;

2.9. In respect of million plus cities as per 2011 Census, preparation of

fire hazard response and mitigation plan and its implementation; and

2.10. Salary and Wages for implementation of accrual based accountingsystem in ULBs.

3. Proposals for Street Lighting Component shall not exceed morethan 10% of the year`s allocation (2012-13) in the ADPs.

4. As per the above Guidelines, the ADPS under 13thFC Grants forthe F.Ys. 2010-11 & 2011-12 have been prepared by the ULBs, scrutinized bythe Regional Level Committees and submitted to the Director of Municipal

Administration, and, in turn, approved by the 13thFC Sanctioning and Monitoring

Committee and necessary proceedings for implementing the said ADPs for theF.Ys. 2010-11 and 2011-12 have also been issued by the Director of Municipal

Administration basing on the above.

5. The above procedure is now to be taken up for the F.Y.2012-13 and the following instructions are issued to all the RegionalDirector-cum-ACs of MA (RDMAs), other Members of the said RegionalLevel Technical Committees and the Commissioners of all the Urban LocalBodies in the State:

INSTRUCTIONS:

5.1. The ADPs for utilization of 13thFC Grants for 2012-13 shallbe prepared by all the ULBs in the Sate as per the guidelines issued by theGovernment, vide references 1st and 2nd cited, and submitted to theirrespective 13TH FC Regional Level Technical Committees headed byRDMAs concerned (except GHMC, GVMC and VMC), after obtaining theapproval of the Municipal Council/Standing Committees of Municipal

Corporations by 20thDecember, 2011.

5.2. The Regional Level Technical Committees shall scrutinythe ADPs as per the directives issued by this office, vide reference 3 cited,

and submit the ADPs to the Director of Municipal Adminsitration by 31stofDecember, 2011.

5.3. GHMC, GVMC and VMC shall prepare the said ADPs andsubmit the same directly to the DMA after the plan is approved by theirrespective Corporations. Being Million Plus Cities, their ADPs shall includethe Fire Hazard and Response Mitigation Plan for F.Y. 2012-13.

6. The Allocations made under 13thFC Grants for the F.Y. 2012-13

to the ULBs (including the newly constituted ULBs) in the State are given inAnnexure annexed to this Cricular, basing on which the ADPs are to be prepared

by the ULBs.

7. Out of the total allocation, the allocations for Double EntryAccrual Based Accounting System and forr Service Level Benchmarking shallmandatorily be earmarked for being mandatory conditions under 13

thFC, as per

minimum allocations shown ULB-wise in Col. Nos. 4 & 5 of Annexure.
