Revision
1. In September-November 1967 a number of developed contracting parties submittedlists of products on which they intended to effect "advance implementation" of thetariff concessions negotiated in the Kennedy Round, and provided indications of themodalities of their intended action. The notifications received were reproducedin document .L/2862 and Add.1,.and were taken note of by the CONTRACTING PARTIZSSat their twenty-fourt-I h session.
2. The conclusions relating to the trade of developing countries adopted at theclose of the session state th-ti:
"The CONTRACTING PARTIES took note of the notifications made by a number ofdeveloped countries of tariff concessions made by them in the Kennedy Roundon products of interest to developing countries which would be implementedwithout phasing. The CONTRACTING PARTIES urged all developed contractingparties to take the broadest possible action in this connexion, having regardhowever to the effect of such action on the interests of developing countriesat present benefiting from preferences". (L/2943, Section C(a) on page 4.)
3. Since then further notifications have been received from contracting parties.Some of them have been circu-latucd as Addenda to L/2862. The present paperreproduces all notifications received so far, together with supplementary notesgiving such relevant information as has reached the secretariat.

I. AUSTRIA
1. In a communication dated 19 October 1967 the Austrian delegation advisedthat the Austrian authorities were preparing a draft bill for submission toParliament concerning the results of the Kennedy Round negotiations, andproviding, inter alia, for the advance implementation of concessions. As thislegal procedure was not yet concluded and advance implementation of tariffreductions had to be approved by Parliament, the Austrian Government was not ina position to notify at that time thc items in respect of which advanceimplementation of tariff reductions might be applied.
2. In November 1967, the Austrian delegation stated at a meeting of theCommittee on Trade and Development that as soon as parliamentary approval wasobtained, the Austrian Government intended to implement without staging thetariff concessions on items of interest to developing countries provided thatits main trading partners proceeded in the same way (see L/2912, paragraph 16).
3. No further information on this subject has been received from the Austrianauthorities, but it has been confirmed that Austria has put into effect thefirst stage of its Kennedy Round tariff concessions, as from 1 January 1968.

II. CANADA

III. CZECHOSLOVAKIA
In October 1967, the Czechoslovak delegation advised that, as indicated inthe final schedule (Sched-J.e X) annexed to the Geneva Protocol of 30 June 1967,the following concessions would become effective on the date the Scheduleentered into force as a Schedule to the General Agreement. In additionindications were given in the Schedule of approximately 150 other items on whichconcessions had been actually implementedwhen customs duties were suspendedunder the Government Decree of .

Ill. DENMARK
In September 1967, the Danish delegation advised that the items regardingwhich Denark had taken or intended to take action in this regard had alreadybeen signified in the final schedule (Schedule XXII) annexed to theGenevaProtocol of 30 June 1967. V. EUROPEAN ECONOMIC COMMUNITY
The following communication, dated 9 January 1968, has been receivedfrom the Commission of the European Communities.
I have the honour to inform you that, as from 1 July 1968, inimplementing Kennedy Round tariff reductions in respect of the productslisted in Annex I hereto, the Community will not appy these reductionsin stages over five years as it could have done in pursuance of theProtocol embodying the results of the Kennedy Round. This decision hasbeen taken In response to the wishes emressed by the developing countriesduring the recent GATT trade negotiations. The same consideration was alsoa decisive influence in the EEC's decision to bind, as from i January 1968,the duty-free treatment at present applied on an autonomous basis to theproducts listed in Annex -
Pending a decision by the 'o-mcil constituting formal ratification ofthis measure - and the decision wil be notified to -you according to thecustomary procedures - I would have no objection to yo-u inforning thecontracting parties concerned, on a de facto basis, about the products to becovered by the principle of non-phasing so ifar as the Community is concerned.

The notification sent by the Japanese delegation in October 1967 statedthat the Japanese Government intended to make-full implementation of thefollowing Kennedy Round concessions without staging on the date on which thefinal schedule of Japan became effective, subject to parliamentary approval andrelated procedures.- These represented maximum effort of the Japanese Governmentfor accelerated implementation. Japanese imports of these items during 1964amounted to $43 million.

XI. UNITED KINGDOM
In November 1967, the United Kingdom delegation communicated the following"provisional list" of items on which the United Kingdom was prepared to implementKennedy Round concessions in full on 1 July 1968, provided the lists of othercountries were broadly comparable in scope.

The United States delegation advised in October 1967 that the United Statesintended to make full implementation of the following Kennedy Round concessions,without staging, on 1 January 1968. It was pointed out in the notification thatthese represented the maximum of Kennedy Round concessions for non-staged dutyeliminations on products of interest to developing countries allowed by UnitedStates legislative authority. All of the concessions were duty eliminations.United Sates imports of these items during 1965 amounted to $61.4 million.
