On behalf of the Senior Executive Association’s Board of Directors, I am excited to welcome you to the second annual SEA Presidential Rank Awards Leadership Summit.

SEA is honored to host this celebration once again. At this year’s Summit we will highlight how Federal leaders, as exemplified by the accomplishments of this year’s 131 PRA awardees, are reshaping the Federal government to respond to 21st Century challenges. You will have the opportunity to attend policy panels and learn from PRA awardees on the following hot topics:

The Future of Federal Leadership: Federal leadership is in dire need of modernization to meet emergent challenges to our Nation. We must develop a new generation of Federal leaders who are equipped with the skills, competencies and tools they will require to deliver optimal mission value to U.S. citizens.

The Future of the Workforce: Immediate steps could be taken to set the stage for the development of the workforce of the future and long-term steps that will lead to a modern civil service capable of addressing the enormous challenges our Nation faces and restores an ethic of public service within government.

The Future of Work: The modern workplace is being transformed by advances in artificial intelligence, robotics, data analytics, shared services, big data and social media, but the Federal government is a slow adopter of these new work processes and tools. We must increase the pace of adoption of these tools and processes to better fulfill mission objectives and deliver full value to the American taxpayer.

In addition, we are hosting three professional development sessions led by world class leadership development experts from Arbinger Institute, ATD, and American University’s Key Leadership Program.

All-in-all a jampacked day of learning, celebration, networking and mentoring. I am confident that you will leave this Summit energized and ready to follow in the considerable footsteps of 2018’s PRA awardees.

Mindfulness meditation— paying attention to the present moment in an accepting, nonjudgmental way—reshapes our brain from how we are genetically hard-wired, retrains our habits of focus and brings us back to the present moment, reduces stress, and connects us to the positive qualities of our better nature—selflessness, equanimity, loving presence, and impartial compassion. The connection between mindfulness and the other must have competencies for today’s leaders at all levels of the organization—emotional intelligence and resilience—will be explored. “Program Integrity” frameworks seek to ensure that agencies develop and maintain governance structures, controls, and processes to safeguard taxpayer resources. GAO reported that agencies have struggled to start their Program Integrity journey. Most managers want to mitigate the risk of fraud, waste and abuse, but they are stymied by how to identify and mitigate the areas of largest risk. This panel will examine best practices used by agencies to establish Program Integrity frameworks and addressing the President’s Management Agenda Cross-Agency Priority goal, “Getting Payments Right.”
