They are adverbs qualifying an adjective which emphasize (increasing or decreasing) the degree of the intensity of the adjective.
It expresses excess
It expresses sufficiency

REMARK!!!
enough + noun enough is also an adjective
He hasn’t got enough qualification to apply for the job.

She is rather nice. (nicer than I expected)
