Thanks to your support, we were able to accomplish many goals in the effort to achieve our vision for a healthy and equitable Illinois:

We introduced and passed legislation (Public Act 97-0117) that codifies ICARE, Illinois’ online immunization registry system. The legislation, which changes ICARE from an “opt-in” to an “opt-out” system will make the system much easier to use and will provide a better system for the entire state.
Every year, we hold a Youth Advocacy Day in Springfield to build civic engagement among young people and advocate on behalf of school health centers. This year, more than 175 people attended, representing 16 schools.
The Illinois Coalition for School Health Centers co-hosted the national school health center conference with the National Assembly on School-Based Health Care. It was a banner convention as we exceeded the num-ber of attendees at any other national SHC conference, with more than 100 Illinois participants.
We have continued our ambitious outreach work for text4baby. Now, more than 10,000 subscribers in Illinois receive daily health updates and advice for their babies. We also coordinated a text4baby feature in the Chicago Tribune this summer, “Moms-to-be can get free advice via texts”.
Our work in the community made it evident that many health care consumers had never heard of, or read more than a news article about federal health care reform, so we decided to take action. We educated more than 600 individuals at approximately 40 events, meetings, and briefings on the impact of the Affordable Care Act.
We reconvened our powerful and passionate “Campaign to Save our Mothers and Babies” committee, which consists of 257 individuals, from 37 agencies. The committee worked to plan a statewide Infant and Maternal Mortality Summit in Fall 2011.
Because we believe prematurity is a lifespan issue, we wanted to reach out to legislators and inform them of the important work of the Illinois Premature Infant Health Network. To that end, we hosted a legislative breakfast in Springfield to alert legislators to the need for support around preterm labor and continuity of care.
In an effort to build the capacity of IMCHC, we have focused on developing our internal infrastructure by recruiting eight new members to the Board of Directors, hiring two new staff members, and working with a number of invaluable interns. Additionally, we have nearly doubled our membership since December 2010.

Dear Partners,
We have had an amazing year! With your help and support, we have addressed existing and emerging maternal and child health issues in Illinois, while focusing on our internal infrastructure and streamlining our communications to the field.
IMCHC is, first and foremost, an advocacy organization. We play an active role with legisla-tors and state administrators to ensure that programs and policies affecting women and children are protected, implemented, and improved. In the past year, we successfully ad-vocated for increased revenues to support critical programs and services for children and families; preserved Medicaid program coverage for the majority of children and families; and protected the Maternal and Child Health Block Grant and family planning, Head Start, and WIC funding. At the state level, we introduced and passed legislation to increase im-munization registry participation (Public Act 97-0117) and promote breastfeeding (SR 170), and continue to monitor the implementation of the Affordable Care Act.
Our signature projects, the Chicago Area Immunization Campaign, the Illinois Coalition for School Health Centers, the Illinois Premature Infant Health Network, and the Campaign to Save our Mothers and Babies, continue to work with decision makers, health and social service professionals, and consumers to share accurate information as quickly and com-pletely as we can. We do this in the pursuit of reducing maternal and child health mortal-ity and morbidity and improving the quality of life and health care access for families. A special focus in the past year has included increasing our media visibility and ensuring that health issues for women and children are pushed to the forefront.
While we’ve had a year of significant accomplishments, we are always cognizant that there is more to do. A recent CNN article noted that the United States ranks 31st among developed countries in infant mortality—but outspends all in health care costs. We all still have work to do to continue to promote healthy behaviors and system changes that promote optimal health for Illinois families. Please continue to participate in our ongo-ing dialogue and collaboration via our social media outlets, chapter meetings, and project meetings so we can continue to put policy into action.

ProgramsThe Illinois Maternal and Child Health Coalition (IMCHC) is dedicated to promoting and improving the health and well-being of women, infants, children, and families through advocacy, education, community empowerment, and policy development. Our activities address and support the fundamental principles of equity, social justice, and fair access to care, all of which are basic rights of all human beings. IMCHC’s main objective is to identify and overcome major barriers, including poverty and racism, which prevent achievement of optimal maternal and child wellness.
IMCHC works with its partners to identify critical issues and advocate for policy changes. IMCHC meets quarterly in four parts of the state and provides leadership to four main projects:
1. The Chicago Area Immunization Campaign focuses on increasing immunization rates and decreasing the incidence of vaccine-preventable disease for children, adolescents, and adults by promoting the delivery of safe, effective, and timely immunizations.
2. The Illinois Coalition for School Health Centers is a broad-based group of organizations and individuals united to edu-cate the general public and policy makers about the efficacy of the school health center (SHC) model and to expand and sustain SHCs through advocacy, technical assistance, and training. This project has increased the number of school health centers from 23 to 59 and has succeeded in doubling state funding for these centers.
3. The Illinois Premature Infant Health Network brings together a network of providers and advocates to increase ac-cess to quality health care for premature infants and their families in Illinois. The project focuses on continuity of care for premature infants from the NICU through high school graduation, targeting early intervention, home visiting, and dental and mental health issues prevalent among premature infants. Another project goal is to reduce the incidence of preterm labor, which currently occurs in one of every eight births in Illinois.
4. The Campaign to Save Our Mothers and Babies seeks to reduce racial/ethnic health disparities in maternal and infant mortality by 50% in ten years and completely by 2033 by bringing together advocates and stakeholders in health, housing, education, economic development, public safety, and education. Our local project in Chicago’s Englewood neighborhood builds upon partnerships with block clubs, elected officials, health/social service professionals, and consumers to share health education and resources with women, adolescents, and families. Additionally, as the state’s Healthy Mothers, Healthy Babies affiliate, IMCHC is the statewide coordinating agency for Text4baby outreach and education efforts. Text4baby is a free mobile information service for pregnant women and new mothers.
5. The Health Reform Implementation and Education we do helps IMCHC providers, members, and other stakeholders understand the impact of the Affordable Care Act on the lives of their patients, clients, and communities. IMCHC hosts briefings, presentations, and webinars to educate the field. IMCHC also provides a resource clearinghouse of materials available for download from our website.
