In 2010, the State Council and the Central Military Commission announced a joint decision to open up part of the country’s low-altitude airspace for the first time, by publishing the Opinions on Deepening the Reform of Low-altitude Airspace Management System.

According to the reform, the country‘s low-altitude airspace will be divided into three sections: (1) areas under control (2) areas under surveillance (3) areas where aircraft can fly freely after reporting their flight plan in advance.

The reform is being implemented in three phases:

1. Pilot phase, completion by 2011, pilot programmes for low-altitude airspace management system set up in selected areas.

2. Expansion phase, 2011–2015, gradual establishment of national low-altitude airspace management and service system under government supervision, with industry guidance and market operation.

3. Consolidation phase, 2016–2020, further stream-lining of low-altitude airspace management system

characterized by refined industry standards and regulations, improved operation efficiency and sound and reliable ground services, resulting in reasonable utilization of low-altitude airspace resources.

In 2011, Guangzhou, Changchun, and Hainan airspace control areas were selected to test the new manage-ment system. Since 2012, the reform has been expand-ed to all Northeast and Middle-south China provinc-es, and 6 sublevel airspace control areas, including Tangshan, Xian, Qingdao, Hangzhou, Ningbo, and Kun-ming, representing 31.6% of the country’s total inland airspace. By 2015, the low-altitude airspace throughout the entire counry is expected to be open.

The city of Zhuhai is at the forefront in terms of China’s general aviation industry, being the home of the AVIC general aircraft manufacturing base and a member of the pilot group of Chinese cities in the development of the reform opening up low altitude airspace. In June 2014, a Cirrus SR20 took off from Zhuhai Airport and completed a round trip after stopovers in Yangjiang, and Luoding, marking the opening of China’s first low-altitude routes.

China‘s civil aviation authorities have estimated that the country will need more than 9,000 aircraft in the gen-eral aviation sector by 2020. Related industries, led by the booming general aviation industry, will add a huge market valued at about 60 billion yuan.

The Chinese government also said in its 12th Five-Year Plan for 2011-2015 period that it will promote the general aviation industry‘s development, reform the air-space management system and increase the efficiency of the allocation and utilization of airspace resources.

Nearly 20 provinces and regions are making plans for the general aviation industry, and 14 of them have put developing the general aviation industry into their 12th Five-Year plans, according to Jin Junhao, an official with the industry regulator, the Civil Aviation Adminis-tration of China (CAAC).

Held for the first time in 1996, Airshow China is China‘s most important aerospace trade show and one of the top 10 events in the world.

Every two years, about 650 exhibitors from 35 countries, 100,000 trade visitors, 230,000 aviation enthusiasts and more than 2,000 media repre-sentatives come to Zhuhai to attend the trade show. Airshow China is the only international

aerospace trade show in China that is endorsed by the Chinese central government. Due to its geographic location, the Zhuhai Airshow Center is also highly appreciated by foreign exhibitors and visitors.

AERO Friedrichshafen is Europe‘s largest trade show for general aviation. First launched in 1977, the trade show has been held on an annual basis since 2008. This unique business platform features more than 600 exhibitors from 35 countries with approximately 33,000 trade visitors and 600 journalists attending.

In addition to the latest products, AERO presents current trends and an innovative supporting program including a variety of high-caliber lectures, symposia and expert meetings.

The exhibition site has direct access to Friedrichshafen Airport. Exhibitors can taxi their aircraft directly to the show grounds, which is crucial to hosting a successful aviation trade show.

Zhuhai is one of the most popular destinations in China. The city also enjoys great popularity at the international level.

It is the close proximity to Macao and Hong Kong that makes this trade show venue so attractive. A giant new bridge connecting Hong Kong and Zhuhai is under construction and expected to open in 2016. The 50-kilometer link will open up completely new travel opportunities.

It takes only half an hour to get from downtown Zhuhai or Macau to the exhibition center by car, and one hour from Hong Kong to Zhuhai by ferry. In addition, Zhuhai Airport, Beijing- Zhuhai Expressway and Zhuhai Habor make the city easily accessible from major Chinese cities and other parts of the world. THE CITY

The city of Zhuhai is situated in the province Guang-dong and it is known for its beautiful long coastline, waving palm trees, open spaces, colorful nightlife, low population density, and its many islands. Since 1980, when it was designated a Special Economic Zone by the central government, Zhuhai has expand-ed to include nearby areas and is now a fast-growing modern city with well over a million inhabitants.

Zhuhai is one of China‘s cleanest and prettiest cities, and has received numerous accolades for its excellent

ecological development efforts. It is also commonly agreed to be one of the best cities in China to retire in. Zhuhai is greener than other major Chinese cities, thanks in part to its lower population density. Parks and open spaces dot the cityscape, and waving palm trees line the extensive coastline and many of the major streets. The climate in Zhuhai is sub-tropical.

Zhuhai is a direct neighbor of Macau and very close to Hong Kong – and thus an easily accessible and very attractive place for international business.

Zhuhai Airport is a moderately sized, modern airport that connects the area with many locations in China.

For international flights visitors can also use the nearby airports of Macau, Hong Kong or Shenzhen. All of those airports offer very good connections to Zhuhai by ferryboat, bus or taxi.
