In Iraq and Syria, a total of 2,193 attacks were claimed by, or attributed to, the Islamic State in open sources in 2014, underlining its status as the pre-eminent non-state armed group in the world. Nonetheless, this total does not fully reflect the true level of violence perpetrated by the group, which was responsible for more of the 4,000 attacks recorded in Iraq and 6,000 attacks recorded in Syria than could be definitively attributed to it. As well as ongoing high-tempo insurgent activity in both countries, 2014 saw the Islamic State make highly significant territorial advances in Iraq and expand the contiguous territory under its control across the border in Syria.

In Somalia and neighbouring countries, a total of 231 attacks were claimed by, or attributed to, Harakat al-Shabaab al-Mujahideen in open sources in 2014. As in 2013, this made Al-Shabaab the sixth most active group recorded worldwide, with an increase of more than 25% in the group’s operational tempo from 2013. The increase was representative of Al-Shabaab’s increasing transition to asymmetric operations following the loss of substantial territory to government and foreign military forces across 2013, with the group remaining highly capable of both rural guerrilla operations and mass-casualty attacks in the capital Mogadishu, as well as significant cross-border operations in Kenya.

Scope: Domestic Orientation: Sunni Islamic Objective: RevolutionaryIn Syria, a total of 539 attacks were claimed by, or attributed to, Jabhat al-Nusra in open sources in 2014. This made Jabhat al-Nusra the second most active group recorded worldwide, and represented a substantial increase from the 130 attacks recorded in 2013. Nevertheless, while the group has been somewhat overshadowed by the Islamic State, the total of Jabhat al-Nusra attacks across 2014 was likely far higher than could be definitively attributed to it. Across 2014, Jabhat al-Nusra was heavily involved in fighting against both the Syrian government and against rival militant groups – whether its chief rival the Islamic State or United States-backed moderate groups such as the Syria Revolutionaries Front (SRF).
JABHAT AL-NUSRA2Scope: Local Orientation: Ethnocultural Objective: Separatist In Thailand, a total of 207 attacks by Malay-Muslim separatists were recorded in open sources in 2014. In recent years, southern separatist militants have typically avoided issuing claims of responsibility for their operations, making reliable attribution impossible. However, with the BRN the only southern separatist group assessed to remain operationally active, it is highly likely that it – and its village-level units, the Runda Kumpulan Kecil (RKK) – was responsible for most if not all these attacks. Nonetheless, violence decreased significantly from the 441 attacks recorded in 2013, likely as a consequence of exploratory talks towards the beginning of a tentative peace process between the BRN and the military-led government.
BARISAN REVOLUSI NASIONAL (BRN)7
Scope: Domestic Orientation: Sunni Islamic Objective: RevolutionaryIn Afghanistan, a total of 460 attacks were claimed by, or attributed to, the Taliban in open sources in 2014. Although this made the Taliban the third most active group recorded worldwide, and represented a moderate increase from the 400 attacks recorded in 2013, the group was likely responsible for a greater proportion of the 1200 attacks recorded in Afghanistan than could be definitively attributed to it. The increase in the Taliban’s operational tempo across 2014 was almost certainly in response to the winding down and then conclusion of the ISAF military mission in Afghanistan at the end of year, leaving significant concerns regarding the security situation in the country moving forward.

In Yemen, a total of 188 attacks were claimed by, or attributed to, Al-Qaeda in the Arabian Peninsula (AQAP) in open sources in 2014. This made AQAP the eighth most active group recorded worldwide, with the number of attacks almost doubling from 2013. Across 2014 AQAP intensified its insurgency in southern and central Yemen, interspersing guerrilla attacks with periodic mass-casualty operations, often utilising suicide bombers. In the final third of the year AQAP also launched an increasing number of attacks on the Shia Houthi militant group Ansar Allah following the latter’s seizure of the capital Sanaa and a substantial amount of further territory in northern and central Yemen.

In India, a total of 358 attacks were claimed by, or attributed to, the Communist Party of India – Maoist (CPI-M) in open sources in 2014. As in 2013 this made the CPI-M the fourth most active group recorded worldwide, although the number of attacks carried out by the group increased by almost 40%. The growing operational tempo of the CPI-M came against a backdrop of growing sub-state violence in India, with a 45% rise in violence in the country in comparison to 2013. Alongside ethnic insurgent groups and low-level Islamist militancy, the CPI-M remained the key sub-state actor in the country, primarily active in the so-called “Red Belt” states.

In Nigeria, a total of 179 attacks were claimed by, or attributed to, Boko Haram in open sources in 2014. This made Boko Haram the ninth most active group recorded worldwide, with the number of attacks more than doubling from 2013. While the number of Boko Haram operations appears somewhat low, the scale of the group’s insurgency was underlined by the fact that its operations were recorded as killing at least 2,500 people across 2014. The casualty rate was particularly intense in the first six months of 2014, with Boko Haram recorded as killing more people in this period than in the previous four years combined.

Scope: Local Orientation: Ethnocultural Objective: AutonomistIn Syria, a total of 331 attacks were claimed by, or attributed to, Kurd-ish militant group Yekîneyên Parastina Gel (YPG) in open sources in 2014. This made the YPG the fifth most active group recorded world-wide, with a slight increase in operational tempo of 7%. Of the 331 recorded YPG operations, more than 90% targeted rival non-state armed groups, and in particular the Islamic State. The two groups competed for control of Kurdish-dominated areas of northeast Syria across 2014, and in particular the increasingly symbolic battle for control of the city of Ayn al-Arab (also known as Kobane) in Aleppo governorate towards the end of the year.
YEKÎNEYÊN PARASTINA GEL (YPG)5Scope: Local Orientation: Ethnocultural Objective: Reformist In Yemen, a total of 137 attacks were claimed by, or attributed to, Ansar Allah in open sources in 2014. This made Ansar Allah – popularly known as the Houthis and previously named Al-Shabab al-Muminin – the tenth most active group recorded worldwide. The number of Ansar Allah attacks more than doubled in comparison to 2013, largely attributable to its major territorial expansion in 2014. Throughout mid-2014, the group expanded southwards from its northern stronghold, seizing territory from rival Sunni tribes before taking control of the capital Sanaa in September. While it signed a tentative peace agreement with the government, substantial insecurity remains.
