Common approach

Many UK aerospace companies are currently taking radical steps to redesign

their performance measurement systems. The purpose of this brochure is to

promote a common approach to measurement both within companies and across

the industry. This approach has the potential to:

● enhance supply chain relations

● create smooth information flows

● drastically reduce waste

● highlight improvement opportunities.

Origins

The UK Lean Aerospace Initiative (UK LAI) is part of the SBAC

Competitiveness Challenge (CC), working in partnership with you to achieve

your improvement objectives. The UK LAI recognised the need to advance

performance measurement within the UK aerospace sector and provided the

impetus for the establishment of a Metrics Working Group in March 1999. A

wealth of experience was brought to the Metrics Working Group by highly

motivated industrial sponsors, representing the UK aerospace supply chain,

and members of a leading University consortium. The working group embarked

on an ambitious project to develop and implement a key set of metrics, tailored

for the aerospace industry, and presented to you in this brochure.

Integration with current practices

It is important that this set of metrics is seen as a tool for the pursuit of business

excellence rather than as some new free-standing initiative. This set has been

chosen as a representative set which can be used to facilitate improvement at all

levels within an organisation by allowing progress to be measured and, for those

organisations that wish, to facilitate benchmarking.

The need for effective measures that allow progressive monitoring of performance

improvements and external comparisons is central to the pursuit of

excellence. Without the ability to measure effectively, the journey of

excellence cannot even begin. These key metrics complement

current business approaches including the new European

Foundation for Quality Management (EFQM) Excellence

Model, the Balanced Scorecard and the Lean Enterprise

Model.

The EFQM Excellence Model is underpinned by the

concept of continuous improvement. Evaluation of

performance using this model, either for self-assessment

or for a European Quality Award, is dependent on the

RADAR concept (results, approach, deployment,

assessment and review). The results section is based

around effective external comparisons, which can be

achieved by adopting the metrics outlined in this brochure.

The Balanced Scorecard, developed by Kaplan and Norton, is a

widely-known, popular measurement framework. This model suggests that a

measurement system must balance four perspectives - financial, customer, internal

and innovation/learning. Again, the key metrics presented here can be used as an

integral part of a Balanced Scorecard approach.

Developed by the US Lean Aerospace Initiative at Massachusetts Institute of

Technology (MIT), the Lean Enterprise Model (LEM) encompasses lean enterprise

principles, practices and metrics. It is intended to serve as a catalyst for change in

the aerospace industry and to provide insights as to where aerospace companies

might direct lean efforts in the future.

The use of the measures outlined in this brochure throughout the UK Aerospace

Industry will allow all participating companies to obtain a realistic view of their

relative performance. It will also foster a culture of continuous

improvement, highlight opportunities for strategic growth and complement

other approaches already in place.

Acontinued spirit of partnership and commitment is required to ensure

that these metrics are put into practice. Measures must have the power

to challenge and change the status quo and motivate companies to

continually strive for improvement. The co-operation of industry is

An holistic approach is advocated in the area of performance measurement.

Measures must be capable of telling a story. Your measurement system

should consist of a balanced, multi-dimensional set of measures including

cost, quality, delivery, people, suppliers, markets and product introduction.

The key metrics presented in this brochure are a representative set and are

intended to be used as part of a comprehensive performance measurement

system, aligned with your business strategy. Traditional measures can be

maintained as long as they are used to promote continuous improvement, are

complemented by other non-traditional measures and add value to your

organisation.

The UK Lean Aerospace Initiative is supporting the development of comprehensive

The MasterClass programme is currently being applied across

the UK Aerospace Industry through the UK Lean Aerospace

Initiative (UK LAI). This programme aims to implement lean

principles, improve business performance and strengthen

competitiveness. MasterClasses have the potential to dramatically

improve your company’s productivity, as well as the quality, cost

and on-time delivery of your products or services.

Measurement is of vital importance to the

MasterClass approach. Detailed data collection and

analysis forms the basis for systematic and

sustainable process improvement. It is essential

that the impact of MasterClasses is measured and

feeds through to bottom-line results.

The key metrics contained in this brochure can be

used by companies participating in MasterClasses,

UK Lean Aerospace InitiativeThe UK Lean Aerospace Initiative (UK LAI), established in April 1998, is part of the

SBAC Competitiveness Challenge (CC) and is supported by a leading University

group consisting of Warwick, Bath, Cranfield and Nottingham. The UK LAI is

researching the following areas in the UK Aerospace Industry:

• Metrics

• Implementation

• Training.

The EPSRC IMI Aerospace Manufacture

Programme and SBAC member companies have

provided funding for this programme. The UK LAI

also has a formal link to the US Lean Aerospace

Initiative (US LAI), based at MIT in Boston.

European Foundation for Quality Management (EFQM)The EFQM Excellence Model is a non-prescriptive framework that recognises there

are many approaches to achieving sustainable excellence. Additional information

US Lean Aerospace InitiativeThe US Lean Aerospace Initiative (US LAI) was born out of practicality and

necessity as declining defence procurement budgets collided with military

industrial over-capacity prompting a demand for cheaper, faster, and better

products. The initiative was formally launched in 1993 when leaders from

the U.S. Air Force, the Massachusetts Institute of Technology (MIT), labour

unions, and defence aerospace businesses forged a partnership to

revolutionise the industry and reinvigorate the workplace using a philosophy
