AFFILIATION PROTOCOL FOR TRAINING PROVIDERS WITH

PAINTS AND COATINGS SKILL COUNCIL

1. Affiliation – Reference to Context

The term Affiliation is used to define a process of establishing competence of any institution desirous of delivering vocational training from NVEQF/NVQF/NSQF level 1 to 10 which is based on National Occupational Standards (NOS) created by a Sector Skill Council (SSC) constituted by NSDC.

Any Education Body/Vocational Training Provider (VTP) can seek affiliation from a Sector Skill Council in delivering the requisite elements of a NOS based vocational training. The affiliation process conducted by an SSC will carry out evaluation of competence and availability of the desired infrastructure/capability of creating the desired infrastructure matching the needs/ requirements of delivering NOS based training.

The alignment of an SSC and an Education Body/VTP through the process of Affiliation will focus on learning and development of the learners so that they are easily employable in the sector. The process is also expected to encourage Education Body/VTP to pursue continual excellence so that they are always in tune with the requirements of the sector. Thus the purpose of Affiliation is to maintain high standards of quality in delivering NOS based vocational training.

Some of the salient objectives of affiliation include:

To assess Education Bodies/VTPs and their programs that meet defined quality standards set up by the SSC in delivering NOS based training.

To foster excellence in VTP institutions building effectiveness in delivering NOS or competency based training.

To establish a framework for continuous improvement and provide an opportunity to benchmark with other institutions in India and abroad.

To facilitate developing the professional competency of the learners in tune with the requirements of the sector.

SSCs by way of affiliation will give access to the affiliating partners to a variety of benefits, such as:

Alignment of training to NVEQF/NVQF/NSQF leading to equivalence with educational degrees, diplomas and certifications.

Ratification of NOS based curriculum. Access to Master Trainers of the SSC and certification of the trainers of the affiliating training

provider.

Facilitate On the Job Training (OJT) and / or placements of the affiliating partner trainees.

Assessment of trainees on NOS based curriculum.

Industry recognised certification of the successful trainees.

Participation in Government led programs at institutional and state level, aligned to NVEQF/ NVQF/ NSQF.

Access to the reports on the Sectoral Researches conducted by the SSC.

Participation in the various Sector Specific Seminars.

Access to International bodies available in similar space.



2. Institutions eligible to affiliate to the Sector Skill Councils

1. All NSDC Training Partners. 2. Training Institutions set up/affiliated by Government of India.

a. ITIs/ITCs affiliated to NCVT. b. Institutions approved by Councils under Central Government like AICTE (All India

Council for Technical Education)

c. Colleges/Institutes affiliated to Universities set up by Central or State

Governments/Union Territories or recognised by UGC (University Grant Commission)

d. Schools/Institutes approved by Central or State Boards of Secondary Education (or

equivalent) or Boards of Technical Education.

e. Any other institute set up by Central or State/ UT government

3. Private Training Institutions independently operating in Vocational Space. 4. Training institutions set up by private companies to meet the skilled manpower requirement

for in-house needs or for the sector.

5. Company/Firm/Society/Trust - fulfilling any of the following criteria:

a. An organisation providing training under Apprentices Act, 1961 for last one year from

the date of submission of the application.

b. An organisation registered in India, conducting business in the domain of skill

development & training, having Permanent Income Tax Account Number (PAN) and

Service Tax Registration Number and audited accounts of statements at least for last

one year.

3. Guidelines for affiliation with Paints and Coatings Skill Council

1. All VTPs seeking affiliation must submit fully filled affiliation form to the Sector Skill Council with

authorised signature and company stamp on every page. 2. VTPs should ensure that the name and number of the Qualification Packs are as mentioned in

the form. 3. Training centers applying for affiliation will be physically verified by the SSC. 4. A training center rejected by the SSC during physical verification, may be given a window of

one week to make changes and meet the standards as laid down by the SSC. (Every round of physical verification will attract the same fee.)

5. Every approved training center must have at least one SSC certified trainer as per the qualification standards laid down by SSC enclosed as Annexure-1.

6. Every approved training center has to comply with infrastructure facility and the minimum essential requisite equipment for each applied job role as per the list laid down by SSC enclosed as Annexure-2.

2 Painting Helper PCS/Q5005 2

Should have knowledge of proper masking and masking tools, surface preparation requirements and procedures, putty and paint mixing procedure, proper use of putty knife, brush and rollers. Should have knowledge of spray gun and its proper use. Should have minimum 2-year experience of Architectural/ Industrial paint application/ project management and relevant training or teaching experience. Should be able to demonstrate practical skills to the trainees.

3 Dispersion Operator PCS/Q0507 2

Should have knowledge of the paint manufacturing process and the various paint processing equipment and its process control, methods of checking dispersion. Should have minimum 5-year experience in laboratory / manufacturing and relevant training or teaching experience. Should be capable of demonstrating the dispersion process and process controls.



4 Architectural Painter - Basic PCS/Q5003 3

Should have knowledge of proper masking and masking tools, surface preparation requirements and procedures, putty and paint mixing procedure, proper use of putty knife, brush and rollers. Should have knowledge of spray gun and its proper use. Should have minimum 2-year experience of Architectural paint application/ project management and relevant training or teaching experience. Should be able to demonstrate practical skills to the trainees.

5 Wood Polisher PCS/Q5004 3

Should have knowledge of proper masking and masking tools, surface preparation requirements and procedures, putty/ filler and paint mixing procedure, proper use of putty/ filler knife, brush and rollers. Should have knowledge of spray gun and its proper use. Should possess minimum 2-year experience of Architectural paint/ Wood finish application/ project management and relevant training or teaching experience. Should be capable of demonstrating practical skills to the trainees.

6 Powder Paint Extrusion Machine Operator

PCS/Q0602 3

Should have knowledge of the powder manufacturing process, working of the extruder and its control to get the desired quality. Should have minimum 5-year experience in laboratory / powder manufacturing and relevant training or teaching. Should be capable of demonstrating the required skills to the trainees.

7 Paint Filling and Packing Operator

Should have knowledge of the paint/ powder manufacturing process and the equipment used for manual, semi-automatic and automatic filling of the liquid paint/ powder, its process control to achieve an efficient filling process. Should possess minimum 5-year experience in laboratory / paint/ powder manufacturing and relevant training or teaching experience.



8 Paint Mixing Operator PCS/Q0508 3

Should have knowledge of the paint manufacturing process and the various paint processing equipment and its process control, different types of stirrers and its use. Should have minimum 5-year experience in laboratory / manufacturing and relevant training or teaching experience.

Should have knowledge of the powder manufacturing process, working of the tumbling machine and its control to get the desired quality. Should have minimum 5-year experience in laboratory / powder manufacturing and relevant training or teaching. Should be capable of demonstrating the required skills to the trainees.

15 Tinting Operator PCS/Q0509 4

Should have knowledge of paint manufacturing process, different quality of paints and their relevant colourants and application procedures, colour matching process, tinting machine and its use, proper mixing/ dispersion. Should possess minimum 2-year experience in laboratory / paint manufacturing with at least 1 year in colour matching and relevant training or teaching. Should be capable of demonstrating colour matching skills.

16 Tinting Machine Operator PCS/Q5007 4

Should have knowledge of the different paint systems and its use, colour matching process and use of tinting machine and its use, proper mixing of the base and colourants. Should have minimum 3-year experience in laboratory / manufacturing and relevant training or teaching experience.

Should have knowledge of the various raw materials and its quality parameters, paint manufacturing process and the various paint processing equipment and its process control, quality assurance procedures, FG quality parameters and its control and trouble shooting. Should have minimum 5-year experience in laboratory / manufacturing and relevant training or teaching experience. Should be capable of demonstrating the various test methods.
