political leadership to address the current challenges and to identify political solutions Healso shared his views on current migration flows and the need to move the debate fromidentity to values stressing that migration historically has contributed to human progressThe first panel discussed key recommendations emerging from ongoing globalprocesses including the WHS and current operational challenges Day two was mostlydevoted to strategizing on the road ahead with the objective to ensure the IASC WGresponds effectively to key crises and developing issues

Action points included a reconfirmation of the IASCrsquos commitment to PSEA advocacyaround countershyterrorism issues and action on recommendations from the integrationreview Furthermore the WG will further address the implementation of keyrecommendations of the Whole of System Protection Review and will oversee thedrafting of an IASC protection policy as well as explore intershyagency cooperationaddressing the humanitarian needs of migrants WG members suggested future keypriorities and recommended a strong focus on issues of immediate operational relevanceor in support of strengthening operational capacity and effectiveness with a focus onprotracted crises and conflict They called for investing in partnerships and localresponse capacity A workplan is being developed for further discussion in an ad hocWorking Group meeting on 18 November

WHS Global Consultations (Geneva 14shy16 October) The World Humanitarian Summit Global Consultations were a critical milestone whichcompleted the consultative process and launched the next phase of action to address themost pressing humanitarian challenges of today and tomorrow The many panels andbreakout sessions focused on the five major action areas outlined in the SynthesisReport dignity safety resilience partnerships and finance Participants discussed theemerging proposals prioritized among them highlighted relevant initiatives already inmotion and envisioned pathways to making them a reality Great focus was given toownership and governance of the humanitarian enterprise There has been a broad callemerging from the consultations for localization of aid ldquolocal when possible internationalwhen necessaryrdquo These initiatives and proposals will form the fiber of what the Summitin 2016 will achieve IASC organizations are encouraged to take forward proposals andchampion issues announcing commitments in the lead up to and at the Summit itself

United Nations General Assembly (New York) The 70th Regular Session of the UN General Assembly (UNGA) opened with expressionsof optimism in light of the adoption of the 2030 Agenda for Sustainable Development anda universal agreement on climate change It also highlighted the necessity to deliver onpromises for sustainable development and warned that a ldquoselfish and boundless thirst forpower and material prosperity leads both to the misuse of available natural resourcesand to the exclusion of the weak and disadvantagedrdquo (Pope Francis) Among otherissues the Third Committee discussed issues related to the protection of childrenindigenous problems the treatment of refugees the promotion of fundamental freedomsthrough the elimination of racial discrimination and racism and the right to selfshydetermination

In opening the highshylevel event on the Lake Chad Basin ERC Stephen OrsquoBrien warnedthat the region has become an epicenter of violence and terror and the scene of thefastestshygrowing displacement crisis in Africa Business activity is reportedly down by 80percent WFP UNHCR and UNICEF appealed for greater international support to theirefforts to reach those in desperate need The United States announced US$68 million infunding for regional aid efforts

During the Highshylevel Discussion on the Future of Humanitarian Financing ERC StephenOrsquoBrien reminded that humanitarian appeals have grown by more than 600 per cent inthe past decade with the global humanitarian appeal now at nearly $20 billion Whilehumanitarian aid is supposed to be a temporary measure it is often given for years andthe underlying causes of the crisis remain untreated In some cases humanitarianorganizations are creating dependencies by providing the essential services such asclean water sanitation healthcare and education instead of promoting developmentaction by national governments and development partners and allowing the involvementof local groups and womenrsquos organizations that have proven to make an impact on thelocal communities and are key to building resilience

Emergency Team Leadership Programme relaunched The IntershyAgency Standing Committeersquos Emergency Team Leadership Programme(ETLP) which was originally developed in 2005 by the IASC Task TeamForce onTraining to promote crossshyorganizational participation and intershyagency leadershipdevelopment will be started again in January 2016 (exact dates tbc) The ETLP aims atstrengthening the quality of leadership in humanitarian operation support strongercoordination among agencies and foster the development of best practice in emergencyleadership and management Participants come from IASC partners agencies and shouldhave previous emergency situation experience Further announcement will be madecloser to the relaunch date

IASC Task Team on Accountability toAffected Populations and Prevention ofSexual Exploitation and Abuse(AAPPSEA)The Task Team facilitated a session onAAP and PSEA during the HumanitarianResponse Plan workshop in Erbil on 6and 7 October 50 participants attendedthe session including Heads of agenciescluster and intershycluster coordinators aswell as donors Participants mapped outtheir activities related to accountabilitywith the idea to systematize the alreadyexisting good practices at collective levelThe session on PSEA was a goodopportunity to discuss the intershyagencycomplaints mechanism As a concreteoutcome each cluster will have todemonstrate how they have meaningfullyintegrated accountability in their strategyfor the Humanitarian Response Plan

ProtectionWith support from the Government ofDenmark the first GBV in EmergenciesSurge Training was facilitated by UNFPAin New York from 21 to 25 September2015 The training is central to UNFPArsquoscommitment to increase capacity toprevent and respond to gendershybasedviolence in emergencies in line with itsrole as coshylead of the GBV Area ofResponsibility (AoR) of the GlobalProtection Cluster The training utilized amix of different learning methodologiesincluding plenary discussionspresentations small group work casestudies roleshyplay an extended simulationexercise and facilitatorshyled groupfeedback and selfshyreflection UNFPArsquosHuman Resource team developed anassessment process for the trainingwhereby participants were assessedagainst the GBV AoR CoreCompetencies Participants in thetraining who were nominated by sixstandshyby partners gained skills to ensurereadiness for deployment as GBVcoordinators information management

political leadership to address the current challenges and to identify political solutions Healso shared his views on current migration flows and the need to move the debate fromidentity to values stressing that migration historically has contributed to human progressThe first panel discussed key recommendations emerging from ongoing globalprocesses including the WHS and current operational challenges Day two was mostlydevoted to strategizing on the road ahead with the objective to ensure the IASC WGresponds effectively to key crises and developing issues

Action points included a reconfirmation of the IASCrsquos commitment to PSEA advocacyaround countershyterrorism issues and action on recommendations from the integrationreview Furthermore the WG will further address the implementation of keyrecommendations of the Whole of System Protection Review and will oversee thedrafting of an IASC protection policy as well as explore intershyagency cooperationaddressing the humanitarian needs of migrants WG members suggested future keypriorities and recommended a strong focus on issues of immediate operational relevanceor in support of strengthening operational capacity and effectiveness with a focus onprotracted crises and conflict They called for investing in partnerships and localresponse capacity A workplan is being developed for further discussion in an ad hocWorking Group meeting on 18 November

WHS Global Consultations (Geneva 14shy16 October) The World Humanitarian Summit Global Consultations were a critical milestone whichcompleted the consultative process and launched the next phase of action to address themost pressing humanitarian challenges of today and tomorrow The many panels andbreakout sessions focused on the five major action areas outlined in the SynthesisReport dignity safety resilience partnerships and finance Participants discussed theemerging proposals prioritized among them highlighted relevant initiatives already inmotion and envisioned pathways to making them a reality Great focus was given toownership and governance of the humanitarian enterprise There has been a broad callemerging from the consultations for localization of aid ldquolocal when possible internationalwhen necessaryrdquo These initiatives and proposals will form the fiber of what the Summitin 2016 will achieve IASC organizations are encouraged to take forward proposals andchampion issues announcing commitments in the lead up to and at the Summit itself

United Nations General Assembly (New York) The 70th Regular Session of the UN General Assembly (UNGA) opened with expressionsof optimism in light of the adoption of the 2030 Agenda for Sustainable Development anda universal agreement on climate change It also highlighted the necessity to deliver onpromises for sustainable development and warned that a ldquoselfish and boundless thirst forpower and material prosperity leads both to the misuse of available natural resourcesand to the exclusion of the weak and disadvantagedrdquo (Pope Francis) Among otherissues the Third Committee discussed issues related to the protection of childrenindigenous problems the treatment of refugees the promotion of fundamental freedomsthrough the elimination of racial discrimination and racism and the right to selfshydetermination

In opening the highshylevel event on the Lake Chad Basin ERC Stephen OrsquoBrien warnedthat the region has become an epicenter of violence and terror and the scene of thefastestshygrowing displacement crisis in Africa Business activity is reportedly down by 80percent WFP UNHCR and UNICEF appealed for greater international support to theirefforts to reach those in desperate need The United States announced US$68 million infunding for regional aid efforts

During the Highshylevel Discussion on the Future of Humanitarian Financing ERC StephenOrsquoBrien reminded that humanitarian appeals have grown by more than 600 per cent inthe past decade with the global humanitarian appeal now at nearly $20 billion Whilehumanitarian aid is supposed to be a temporary measure it is often given for years andthe underlying causes of the crisis remain untreated In some cases humanitarianorganizations are creating dependencies by providing the essential services such asclean water sanitation healthcare and education instead of promoting developmentaction by national governments and development partners and allowing the involvementof local groups and womenrsquos organizations that have proven to make an impact on thelocal communities and are key to building resilience

Emergency Team Leadership Programme relaunched The IntershyAgency Standing Committeersquos Emergency Team Leadership Programme(ETLP) which was originally developed in 2005 by the IASC Task TeamForce onTraining to promote crossshyorganizational participation and intershyagency leadershipdevelopment will be started again in January 2016 (exact dates tbc) The ETLP aims atstrengthening the quality of leadership in humanitarian operation support strongercoordination among agencies and foster the development of best practice in emergencyleadership and management Participants come from IASC partners agencies and shouldhave previous emergency situation experience Further announcement will be madecloser to the relaunch date

officers and GBV programme managersThe training resulted in an expandedcadre of highly skilled standshybypersonnel Humanitarian FinancingAs per its 2014shy15 workplan theHumanitarian Financing Task Team(HFTT) is examining various internal andexternal challenges that affecthumanitarian financing and the deliveryof humanitarian assistance As part ofthis broader effort the HFTTrsquos analysis ofdonor conditions first identified andranked donor conditions that most affecthumanitarian organizationsrsquo operationsThe findings will be presented inNovember and will serve as the basis forfuture discussions with donors Accordingto the preliminary analysis donorconditions that hamper humanitarianefforts are structured in four groups (1)Operational restrictions related tofinancial restrictions earmarking andheavy reporting (2) Risk managementapproaches that result in risk aversionand possibly compromise the qualityspeed and neutrality of humanitarianinterventions (3) Limited predictability offunding and (4) Disclosure transparencyrequirements that could reveal sensitiveinformation For each of these groups ofconditions the paper present definitionsoverall context examples of impact andbest practices and wherever possiblesuggests recommendations to donors
