PETERSON AIR FORCE BASE, Colo. -- When four-year-old Gina, a 21st Security Forces Squadron military working dog, returned from her five-month tour in the Middle East, she wasn’t the same

She was antisocial. Every sound, even the radio, bothered her. She was jumpy. And, she showed no interest in her work, which was to detect drugs and bombs.

Before she deployed to the war, Gina had been a military working dog for two years. She had trained at the Department of Defense Military Working Dog School at Lackland Air Force Base, Texas and then was assigned to Peterson Air Force Base. Other than the gun fire training with her han-dler, Gina had never been exposed to the loud booms of improvised explosive devices.

In the war, Gina was riding with her handler when an IED went off in the vehicle behind hers. It spooked her. Then, the constant patrols, flash bangs, the sounds of kicking in doors and the IED booms got to her.

“When Gina came back from the Middle East she was so messed up, she didn’t want to see anybody,” said Master Sgt. Eric Haynes, 21st SFS noncommissioned officer in charge of the military working dog section. “She wouldn’t walk through front doors, she didn’t want to go inside buildings. She was terrified of everything.”

Post traumatic stress disorder is defined by severe anxiety that develops after exposure to a psychological trauma, and the event could have involved a threat of death. A classic sign of PTSD is avoidance of stimuli associated with the trauma. Gina was suffering from PTSD.

PETERSON AIR FORCE BASE, Colo. -- A team of building and landscape experts from Air Force Space Command spent a few days in June looking at the exteriors and the interiors of Peterson Air Force Base facilities.

It was part of the Facilities Excellence Program competition where installations are graded on their guidelines and standards for their facilities. The team visits every other year.

“This is an opportunity to look at your investment, your community planning and your long-range plans and how an AFSPC installation is looking from a technical and improvement standpoint,” Col. Bart Hedley, who led the AFSPC team, said before the start of the tour.

The Facilities Excellence Program, which started in the early 1990s, was set up so that installations would keep high standards with regard to the quality of the workplace. In the past several years, the program has evolved to include sustainable concepts for energy savings and making facilities energy efficient from the design of the building to the landscape of the site. And, it’s not just

about bragging rights - there is a cash prize for the installation with the best facilities program.

Since 2004, Peterson has won $500,000 in the Facilities Excellence Recognition Program for its facilities excellence and for staying on top of new Department of Defense sustainable directives. THULE AIR BASE, Greenland -- You have probably heard various generations referred to as Baby Boomers, Generation X, or Generation Y. I have even heard of a new generation that includes people of all ages called “Generation Me.”

The Me Generation is often described as being more concerned about themselves than what is going on around them. Some say Generation Me focuses on fortune and fame rather than helping others or setting a good example. They use phrases like “look at me,” “it’s all about me,” and “do what’s right for yourself.” We know these people exist, and we run into them every day. When we open the newspaper or turn on the television we often see movie stars and pro-athletes who are more interested in what they can get for themselves than in what they can give back to society.

There are people that believe in the values of the “Me Generation,” but I believe there are far more of us who believe in something totally different. We are concerned about what is go-ing on around us and are willing to sacrifice for others. We believe in the “We” rather than the “Me.” Some people call individuals with those values the “We Generation.”

The “We Generation” uses phrases like “do the right thing,” “pay it forward,” “treat oth-

ers as you want to be treated,” and “attitude is everything.” I like what I hear about the We Generation, and some of their phrases and thoughts have provided me a code to live by. I believed so much in these ideas that I wanted to surround myself with people who thought just like me. I wanted to be a part of an organization that had core values like my own. I found just such an organization, and for the last 23 years it has been an honor to serve with men and women who believe in “Integrity First, Service Before Self and Excellence in All We Do.”

When I come into an organization, there is one principle that drives me more than any other -- I want to leave the unit better than when I found it. I use the Air Force’s core values as the foundation of how to improve any organization. Integrity really is first, and

without it you can’t begin to transform your unit. If people don’t trust you, don’t think you will do the right thing, or don’t believe you care about them, they won’t share your vision or work hard for you. Secondly, to achieve something really great and transform an or-ganization, it takes sacrifice -- you have to focus on the “We” and not the “Me.” This is the essence of servant leadership and involves putting the needs of others before your own. No job should be beneath you, and if you ask others to take on a task, you should be will-ing to roll up your sleeves and do the same kind of work. Lastly, the quality of your work will determine how long the results will last. You absolutely must give 100 percent on every task you are given. If you don’t put forth your best effort, the odds are you will have to do it again. Or worse, somebody else will have to do it again for you. If you have an attitude of excellence, your hard work will pay off and the results will endure.

No matter what year you were born or what generation you think you may belong to, you have the ability to choose. I encourage you to have a positive attitude, have integrity, work hard, leave it better than you found it, and focus on the “We” rather than the “Me.”

PETERSON AIR FORCE BASE, Colo. -- Someone once asked, “What do good people need to do to allow bad things to continue?” The response was, “nothing.”

The term “sexual harassment” crops up quite often for me. I hear and talk about it every day because of the work we do in the Equal Opportunity Office. You may not hear the term as part of your job, but you may see examples of it or display behaviors of it yourself. It definitely is an issue that needs to be challenged when it surfaces.

So, what exactly is sexual harassment? “Exactly” may be too strong of a word be-cause not everyone is offended by the same

comments or behaviors.The Equal Employment Opportunity

Commission describes sexual harassment as any sexual advances, requests for sexual favors and verbal or physical conduct of a sexual nature that affects careers and creates a hostile work environment.

There are two types: “Quid pro quo” and “hostile work environment.” The former is similar to putting a carrot in front of a horse’s mouth. “If you go out with me, you’ll get pro-moted, good performance reports, or other career benefits.” The latter is by far the most common form of sexual harassment. Sexual innuendos, jokes, comments, sexual-oriented magazines, posters, and physical contact that is sexual in nature all contribute to a hostile work environment. In most cases the behav-ior is unwelcome, one-sided, unacceptable, intimidating and the offender usually doesn’t know when to stop.

There are times when it’s almost easy to blame the victim for not coming forward. The offender could say, “If he/she only told me my jokes made him/her uncomfortable, I would have stopped.” Or even, “I asked them if it was all right to tell jokes and they didn’t say a thing.”

That said, let’s consider a couple reasons cited in a survey why people don’t come forward with their complaints. One is fear of reprisal. Some folks are just plain scared they’ll be labeled troublemakers or no longer be part of the team if they file a complaint. Another fear is that no action will be taken to correct the inappropriate behavior.

Here are three strategies to encourage re-porting and discouraging harassment of this kind. The first must begin with our leader’s policy on sexual harassment. For those of you who haven’t seen Col. Stephen N. Whiting, 21st Space Wing commander’s, policy on

sexual harassment, I urge you to do so. It speaks loud and clear: sexual harassment will not be tolerated. So, if you feel tempted to test policy enforcement, don’t, you’ll lose.

Another strategy is for commanders, flight chiefs, and supervisors to emphasize their personal stand on the issue (just remember to walk what you talk). Encourage team-work and professional behavior at all times and take these types of complaints seriously. Look into the allegations and take swift and appropriate action when necessary.

Lastly, take full responsibility for your behavior, whether victim, offender, or even bystander. If you believe sexual harassment is just another “women’s issue” you’re dead wrong. This most certainly is a mission readi-ness issue. It affects you, your co-workers, your team and certainly the mission. All of us are responsible for preventing and elimi-nating sexual harassment.

RANDOLPH AIR FORCE BASE, Texas -- The Air Force launched a new public website this month to help educate and inform Airmen about the service’s dress and appearance standards and policies.

The Air Force Directorate of Service’s Uniforms and Recognition Branch created the website in conjunction with the Air Force Personnel Center and several other agencies that features interactive slideshows, uniform regulations, detailed photos and uniform policy updates from the Air Force Uniform Board.

Branch director, said the new website was developed to be a comprehensive online resource that is available 24 hours a day, seven days a week for Airmen stationed around the world.

“We wanted to create a place where all Airmen can view any uniform combination in detail,” Mrs. Ewalt said. “This eliminates confusing rumors about the latest versions of Air Force uniforms.”

Airmen also wanted an uncomplicated website that was user friendly and did not require excessive navigation to find information about different combinations of the Air Force uniform.

“We needed a website that would not take more than two or three clicks of the mouse to get an answer to a uniform inquiry,” she said.

Having this information on a public website ensures uni-

form changes and updates are available to the field in a timely manner than that waiting for updates to Air Force Instruction 36-2903, which is being revised.

“The information will be updated quicker and more ef-fectively,” she said.

Putting the website in the public domain allows users to access it without their Common Access Card, which is helpful for Airmen researching uniform information from computers or smart phones off the military network.

While the new site will be a valuable resource, Airmen should continue to work through their chain of command for clarification and guidance on Air Force dress and appearance standards and policies. The Military Spouse Career Advancement Accounts program will resume Oct. 25, but with some significant changes to the popular spouse employment program, a defense official announced today.

Changes include a reduction in the amount of financial aid, a change in the population eligible to receive that aid - from all military spouses to spouses of junior servicemembers -- and more robust counseling services.

These changes bring the program, com-monly known as MyCAA, back to its origi-nal intent of equipping military spouses of junior servicemembers with portable careers, such as in real estate or health care, Clifford Stanley, the undersecretary of de-fense for personnel and readiness, said. The program was launched in November 2007 for spouses of junior servicemembers, and was expanded to all pay grades and programs of study in March 2009.

“We’re trying to empower, to give spouses in particular, an opportunity to be imme-diately impactful as soon as they get into a community,” Stanley said in an interview with the Pentagon Channel and American Forces Press Service. “We want to make sure they have opportunities to work when they get to a new duty station.”

Officials temporarily halted the program Feb. 16, pending a top-to-bottom review, after an enrollment surge overwhelmed the system and caused the program to nearly reach its budget threshold. In March, with the review still under way, officials resumed the program for the more than 136,000 spouses who already had estab-lished an account.

The review took time, but officials wanted to ensure they could sustain the program for the long-term, particularly in light of fiscal realities the government is facing, Stanley said.

“We want to help people be employed, but at the same time we have to be cost conscious,” he said.

The aim is to sustain the program, he said. “We don’t want to start it and stop it. This is something we want to continue because it’s important to take care of our families and our spouses.”

The previous program offered all spouses of active duty servicemembers a lifetime benefit of $6,000 to be used for education purposes.

Under the new parameters, spouses of ju-nior servicemembers can apply for a maxi-mum financial benefit of $4,000 for up to three years from the start date of the first class, with a $2,000 annual cap, Stanley explained. Spouses pursuing licenses or certifications requiring an up-front fee of greater than $2,000 may apply for a waiver of the annual cap up to the maximum ben-efit of $4,000, he added.

Financial aid will be limited to spous-es of active duty servicemembers in pay grades E-1 to E-5, W1 to W-2 and O-1 to O-2, Stanley said, as well as the spouses of activated Guard and Reserve members within those ranks. Spouses of Guard and Reserve members must be able to start and complete their courses while their sponsor is on Title 10 orders, he added.

Those spouses eligible to receive aid can use the money to fund associate degrees, licenses and certification programs, not higher degrees. The program wasn’t in-tended to support bachelor’s and master’s degrees, Stanley said. However, he added, spouses pursuing higher degrees can ex-plore a plethora of other education op-portunities -- such as scholarships, federal grants and the G.I. Bill -- with help from Military OneSource consultants.

“The counseling piece is probably the most important, and pivotal, part of this program,” he said in a roundtable discus-sion with reporters today.

Spouses currently enrolled in the pro-gram can continue their participation through Oct. 21, when MyCAA will ramp

down and prepare for the Oct. 25 launch. As of Oct. 25, those spouses who fall within the eligible pay grades can continue their program participation. Spouses who no longer are eligible for financial aid still can participate by accessing career and educa-tion counseling services, Stanley said.

“There are still opportunities,” he said. “This one program is just one small part of the overall equation of taking care of our family members. It’s an important part, but it’s a small part.”

To fund the program, officials have bud-geted about $210 million for 2010 with an increase to $250 million for 2011 due to an expected spike in enrollments, Stanley said. For future years, officials are estimating a budget of about $190 million per year.

To ensure the vitality of the program, Military OneSource counselors will en-courage spouses to explore other fund-

ing resources, including federal benefits. And staffing levels have been increased to handle the anticipated call volume and enable more one-on-one counseling with spouses, Stanley said. Officials also will monitor the program much closer now to ensure they can maintain it, he added.

The program became “wildly popular” before, mainly through word of mouth, Stanley said. People heard about the pro-gram and immediately recognized it was a good deal.

And “It’s still a good deal,” he said. “We always tend to look at the glass as half empty. We are doing the best we can with what we have - I wish we had a lot more money, but we don’t -- but this glass is still half full.”

Returning Home Care – Returning Home care is a free childcare and is to be used only after the deployed sponsor has returned. This free childcare will be pro-vided in extended duty home and is limited to no more than 16 hours per child and has to be used within 30 days of returning.

Extended Duty Care (EDC) – The EDC program provides services beyond the standard 50 hours of care that families are already purchasing in child care pro-grams on or off base. It is designed to help a family that needs more care because they have to work longer hours, evenings, weekends, and or are experiencing a temporary shift change. EDC hours cannot be use for substitute care if they are needed to support extended duty hours.

Military working dogs are valuable part-ners for warrior Airmen, with thousands of them assigned to military installations and government agencies around the world. This month the Department of Homeland Security announced it would recruit about 600 dogs a year over the next five years to join the elite squadron of working dogs that sniff out bombs and drugs and help hunt for terrorists.

Peterson AFB is home to the second larg-est group of military working dogs in the continental United States, with 15 slots. Military working dogs typically work 10 years, Sergeant Haynes said. He wasn’t about to give up on Gina, a highly trained German shepherd and valuable member of the squadron.

“I won’t say that I thought she couldn’t be rehabilitated,” he said. “But, I knew it wouldn’t be easy.”

And, so began a long, arduous rehabili-tation program that included daily walks through the base exchange and commissary. At first, when a person approached Gina, she tucked her tail in and cowered to the ground. Sergeant Haynes sent a person ahead of him to pass out treats to store clients, who would then give Gina a treat when they ap-proached her.

“She started having confidence,” Sergeant Haynes said. “That is where we started.”

Every day, the pair would walk around the base and into buildings so that Gina could get re-acquainted with the sounds of cars and people. Each week they got a little closer to

training areas, where security forces Airmen shot blanks to practice. At the sound of the shots, Gina tried to run.

“The improvement came over time,” Sergeant Haynes said. “She was quite bro-ken. You don’t want to see anyone suffering like that - people or dogs.”

As their rapport built up, Sergeant Haynes moved into a corrective mode with Gina. He would give her commands before someone walked through the door - before she had a chance to get scared. Leading behavioral and cognitive therapists say treatment of PTSD involves changing patterns of thinking. That’s what Sergeant Haynes was doing.

“I’m correcting the behavior at the very beginning of the problem rather than waiting for her to get scared,” Sergeant Haynes said. “I can nip it in the bud before it begins, which makes her mind go to another place.”

Gina has made real progress, Sergeant Haynes said. She’s happy, social and she plays. She enjoys her work and she is no longer terrified to be around people or noise. Two months ago, Gina was assigned to partner with Staff Sgt. Melinda Miller, 21st SFS dog handler. And, on July 1, Gina was re-certified to continue working as a military working dog. She will work patrol, participate in base exercises and continue her detection work.

Gina will continue her rehabilitation re-garding gun fire and loud booms. And she likely will not deploy to a frontline base in the Middle East for at least two years, Sergeant Haynes said.

“You don’t want to rush it,” Sergeant Haynes said. “If we take it too far, too fast, we’ll be all the way back to square one.”

The team will announce a large installa-tion winner of the $200,000 Padden Award cash prize in the fall.

Col. Stephen N. Whiting, 21st Space Wing commander, called Peterson a “show-case base.”

“We get that feedback a lot,” he said, “particularly from people going back to the late ‘60s and ‘70s. This used to be a dusty field. Now it’s a beautiful installation, and we are proud of that and the work that has gone on for several decades to make it that way.”

Peterson was the first installation to up-date its Facilities Excellence Plan to meet DoD directives and include sustainable construction criteria, making energy sav-ings a consideration in everything the 21st Civil Engineer Squadron does. Peterson AFB is building its first Leadership in Energy and Environmental Design Silver rated facility -- the new child development center -- which provides a more energy efficient sustainable building, said Randy Hawke, 21st CES architect.

Peterson facilities should be a place where Peterson personnel can work in first class facilities, and be proud of the environment and the facilities they work in, Mr. Hawke said.

“We’ve got good design efforts on all of our projects,” he said. “It’s all about energy savings.”

Sustainability is more than a buzz phrase, Mr. Hawke said. It is part of the overall Air

Force energy plan. It incorporates low-wa-ter use landscaping, skylights and interior design including choosing carpets with a recycled backing to minimize landfill waste. The plan includes the use of natural buffers, like the new plaza area at the 21st Space Wing Headquarters building, where large boulders and berms are part of the design. The plan also includes the use of permeable pavers, minimizing storm water runoff and xeriscape landscapes that do not require water.

“It’s still about aesthetics and how the base looks,” Mr. Hawke said. “It’s a matter of keeping the architectural aesthetics and appeal of the base and still coming down with energy savings.”

Five tips to facilities excellence1. Keep corridors clear for pedestrian

traffic. These areas should not be used for garbage collection or storage.

2. Photographs, posters and paintings hung on interior walls or outside individual workspaces must be matted and framed with a black or aluminum framing and shall be a good quality. Material coloring and finish shall be consistent throughout each facility.

3. Keep books, files and reports below the “view plane” of systems furniture par-tition walls or stored neatly on top of file cabinets. The only things allowed above a storage bin are plants. More information on plants can be found on the FEP website under the interior design section.

4. Workstation partitions outside indi-vidual workspaces should be kept clear of personal artwork, notices, picnic f lyers, etc. Temporary signage should be avoided.

5. Turn out the lights at the end of the day and if you see lights that are on that are not needed, turn them off.

The Division of Cancer Treatment and Diagnosis (DCTD) is seeking energetic and dedicated candidates for the

position of Clinical Fellow/Senior Clinical Fellow in the DCTD Clinical Oncology Advanced Developmental Therapeutics

Training Program (ADTTP). The major objective of the ADTTP is to provide medical oncologists advanced training in

state-of-the-science principles and technologies of developmental therapeutics by utilizing the unique resources

available within the NCI.

The successful candidate will participate in clinical research conducted at the NIH Clinical Center in the Developmental

Therapeutics Clinic (DTC) of the NCI. The program will provide an excellent opportunity to refine skills in clinical investigation including novel

strategies for trial design and methodology, protocol development, execution, and monitoring, conformity with ethical standards, and formulation of

attainable and pertinent laboratory correlatives. The trainee will spend 40-60 percent of effort in clinical investigation involving inpatients and

outpatients at the NIH, including a minimum of 1.5 days in DTC activities. In addition, the trainee will spend up to 40% effort in the DCTD Cancer

Therapy Evaluation Program (CTEP) (http://ctep.cancer.gov). The CTEP component of the training will broaden the trainee's knowledge of new

drug development by providing a unique opportunity to learn principles and concepts of agent prioritization, drug development strategies, protocol

development and review, IND requirements, adverse event assessment and reporting.

Candidates must meet all of the following requirements:

• M.D. or an equivalent degree with a license to practice medicine in the United States

• Completion of subspecialty training in Medical Oncology at a US accredited institution

• Board certification or eligibility in Medical Oncology

• United States citizenship or permanent residency status

A full federal package of benefits (including retirement, leave, health, life, and a 401K equivalent savings plan, etc.) is available. This is a

time-limited federal appointment not-to-exceed 2-3 years (there is no assurance of a tenure track or permanent position with NIH upon completion of

the program). Applicants must submit their Curriculum Vitae, three letters of recommendation, preferably one from the Medical Oncology training

program director or supervisor of last professional position, Permanent Residency documentation if applicable, and personal statement of research

goals.
