BIDDER'S QUESTION

Can the VL switches and routers work both active/loadsharing and in case one fails the other to take over all traffic?

In th is chapter, at point 3 it is mentioned that the TIMs can be held at either the Contractor's site or Purchaser's site. In the same chapter, at point 4 there are listed things to be provided by the Contractor if the Contractor will host the meeting. If the TIMs will be at the Purchaser's side, who is responsible for organising it (agenda, minutes, administrative resources)?

Does the VL recorder needs to capture also VolP point-to-point calls or only VL channels?

It has been already clarified that the FSyA is considered as acceptance activity for the whole system , including load testing. In what loca tion will be held this meeting?

Please let us know what is the meaning for DCRC. Is this a special type of CRC?

Hardware Product Specification it is mention to be delivered on CDR-30CD. Contractor activity schedule does not include CDR meeting. Please explain us how to estimate the submission date for items where CDR is taken as reference. Do we have to plan for CDR meeting in our MIPS?

Does the Purchaser will conduct the security testing of the VL system by his own. Is there any contribution requested from Contractor during those tests?

NCI AGENCY ANSWER

Yes load sharing would be acceptable however it is not currently a project requiremen t. This does not remove the requirement for immediately available spares as described in the answer given to Clarification Request A.66 provided in Amendment 5 Edition 4 on 14 August.

If TIMs are held at the Purchasers site, the Purchaser will make all appropriate meeting administrative arrangements. likewise if TIMs are organised at one of the delivery sites (CAOes), then the THN will arrange the meeting administrative arrangements. Meeting Agenda will follow on from the previous meeting and minutes of the meetings. The contractor will be responsible for the agenda and the TIM minutes regardless of the location of the TIM.

As there are 2 VL domains, Northern Loop (CAOC Uedem) system and Southern Loop system (CAOC Torrejon), The purchaser expects there to be 2 FSyA meetings, one for each domain at CAOC Torrejon and CAOC Uedem. Dependent on the provided technical solution, a FSyA verifi cation of the SADC facility at Ramstein may need to be organised.

OCRC ::; Deployable Control and Reporting Centre. The DEU site at Holzdorf, is the "in garrison" location for the OCRC. For the purposes of this project, the contractor should consider this as a CRC entity.

For CDR the contractor should interpret this as the activities to be conducted in the lead up to and test activities that are to be completed during the FAT as defined in Book II, Part 4, Section 1, Annex E paragraph 2.2.2 of the TEMP. No specific CDR meeting is requested and does not need to be included in the MIPS. Traditional CDR activities are expected to be covered as outlined above, The MIPS should reflect the scheduling of the FAT and other testing activities and project deliverables. As the project is expected to use COTS materials, the need for a Critical Design Review, is not anticipated.

The Purchaser will carryout and verify the security testing of the VL system as stated in the TEMP. The Contractor is expected to provide the relevant technical descriptions of the HW/SW to be installed as part of their technical solution. The Contractor may be requested to provide additional information to the NCIRC testers .
