Bakker, Chief Strategist, Destination Think!, who provided a virtual teleconference update and PowerPoint presentation to the committee on Abbotsford branding. Branding strategies will include: identifying the Abbotsford brand/identity (perception, destination, experiences); polling Abbotsford residents; workshop to be held in Abbotsford (of residents/industry members); and then next steps of building the brand.

REPORTS .1 Economic Development Department Activities The Executive Director introduced the new Coordinator, Community and Special Events, Danica Prosperi-Porta, to the Committee. This role will support the Manager, Film and Special Events, with filming applications and outdoor community event applications in the Economic Development office. The Economic Development Officer provided a PowerPoint presentation and verbal update on the Fraser Valley Career Connections and Conference taking place April 5, 2018, at Tradex. The Economic Development Coordinator provided a verbal update and presentation on the Google analytics for the period from February 19 – March 13, 2018, (audience, targeted cities; demographics and behaviour overview) for the City of Abbotsford Economic Development website. The Executive Director, Economic Development, provided an update on Investment Attraction initiatives including: new investment leads, which also included an update on the potential opportunity for the Ex-Rona location just off of Sumas Way. The Committee was also updated on Think Canada which will take place March 19-22; and an update from Le marche international des professionals de l’immobilier (MIPIM) who presented earlier this year, who have informed the City that Surrey will be sending a delegation to Cannes. The Executive Director, Tourism, provided an overview of Tourism and Tradex activities including: Canadian Sport, Product Development – Road Cycling and Birding; Municipal and Regional District Tax program (MRDT) and the government’s announcement to collect taxes from AirBnB; partnership with Go2HR to host an industry roundtable on March 28; Tourism rebranding update; and Tradex operations, including sales activities, installation of operable walls; and the development of a business case for the addition of meeting and exhibition space. The Manager, Film and Special Events, provided an overview of 2018 filming statistics which includes 6 filming productions to-date, and spoke to the list of upcoming outdoor community events shared in the report.

ICF Canada Intelligent Community Project - Smart Infrastructure FDI Readiness Strategy

Background: ICF Canada has received approval from the Canadian Trade Commissioners Service under its Invest Canada - Community Initiatives program to receive $50,000, which represents 50% toward ICF Canada’s project to develop a generic Smart Infrastructure FDI (Foreign Direct Investment) Readiness Strategy that Canadian smart /intelligent communities could benefit from in 2018. Additionally, as part of the project, ICF Canada will identify and secure a Canadian community interested in matching the funds and thereby willing to undergo an ICF Canada Intelligent Community Development Project which would reflect this strategy. The program will be monitored for its successful implementation and results.

Smart Infrastructure FDI Readiness Strategy: The goal of this strategic activity is to work with communities across Canada that are (or want to become) smart communities and need help to get their communities investment ready. The project will create a primer or how-to book that will help communities to understand what smart infrastructure and related digital technologies and other Intelligent Community indicators are necessary for them to compete in the global economy today and to begin to establish the process and mechanisms to secure and develop smart infrastructure in their communities.

ICF Canada’s strategic initiative will help communities to identify typical gaps, provide best practices and case studies and give them the guidance needed to kick start their journey to become smart communities. This may even lead them to potentially pursue opportunities to become top rated intelligent communities, which receive significant global attention and can lead to significant economic development benefit through FDI attraction.

This project aims to develop a generic version of a Smart Infrastructure FDI Readiness Strategy which will specify what is necessary for communities of various sizes and locations (urban/rural/remote) to become investment ready in today’s digital world. This strategy would include all elements related to connectivity, namely broadband deployment, required speeds, latency, and other necessary architecture to be competitive. It would also develop case studies and best practices from across Canada and globally to demonstrate, explain and inspire communities to think about what is possible.

In addition to acting as a primer or how-to book for these Canadian communities, the key to this initiative is to work with a specific community to test the strategic approach and monitor its success.

In this project a suitable Canadian community will become a partner in the project, benefiting from a holistic approach to investigate its assets, economic strengths as well as identify specific gaps. The community will be benchmarked, monitored and mentored as it develops its improvements and its potential for investment attraction through implementing its investment-readiness strategy. While this strategy would initially be based on its smart infrastructure deployments, such as broadband and other enabling technologies and digital applications, it would also include investigating opportunities for developing other aspects of recognized Intelligent Community Indicators.

Four project steps would take place during this process:

• a workshop on developing strategic directions;• a community asset report would be developed;• a benchmarking / metrics report would be developed and• a community mentorship program developed.

The selected community would be required to develop a collaborative Task Force with leadership support from the public, private and institutional sector. Suitable community staff should also be delegated to take responsibility for the local development of the strategy under the guidance of ICF Canada. The outcome would be a strategy, proposed recommendations, budget and time frame for the development of the community’s smart infrastructure and other intelligent community elements. ICF Canada will monitor the readiness strategy and provide mentorship in the community’s efforts to attract investment, jobs and talent. The results of this live initiative will help in creating the generic investment readiness strategy.

Outcomes: This strategy and live case study will be shared among ICF Canada communities and any other communities in Canada that wish to similarly become FDI investment ready from a smart city infrastructure perspective.

As an important ICF Canada initiative, the selected community will be well-publicized across Canada, and through ICF, it will be promoted globally. Communities across Canada hopefully will become inspired by the project and take advantage of the lessons learned from this initiative to develop a similar smart infrastructure investment readiness program in their communities. Ensuring that ICF Canada's Smart21and Intelligent Communities are investment ready will enable them to successfully attract new investments (as well as retain it).

Community decision makers will also benefit from this initiative by learning about the value of smart infrastructure, related digital technologies and other intelligent community indicators that are necessary to attract FDI; they will learn about the gaps that they currently have to being able to effectively compete; and learn about the strategies and resources needed to be able to be successful in attracting investment in their communities, help their communities to grow their prosperity and create opportunities for a better quality of life.

City of Abbotsford Economic Development (CAED) Report to Business, Innovation, Growth and Attraction (BIGA) – May 15, 2018

Business Retention and Expansion

Since the last meeting, staff has continued working one-on-one with businesses in Abbotsford. We have followed up with 63 businesses, addressing concerns such as expansion needs, labour issues, marketing toolkit support and business planning needs.

Fraser Valley Career Connections and Conference – April 5, 2018 The Fraser Valley Career Connections and Conference, took place on April 5, 2018, at the Tradex. Abbotsford Works recorded 350 persons based on the clicker, in attendance. Post -conference, many of our employers had reported that they had scheduled interviews and planned to hire a number of candidates. Staff also received very positive feedback on keynote, Kelly Lovell, and the breakout session speakers who “did a great job and had relevant information” – Alim Kassam – Sunlife.

Staff will share the website analytics from this campaign during the meeting.

A&Co – April 30, 2018 Staff attended the A&Co meeting on April 30, 2018, held at Old Hand. This was a great evening of networking with local entrepreneurs and business owners. It was an opportunity to hear feedback on the Fraser Valley Career Conference and put this year’s Taste of Abby Week on their radar.

Abbotsford Business Walks – September 26, 27, 28 Save the date for this year’s Abbotsford Business Walks – September 26, 27 & 28th. More details will be made available closer to the date.

Agriculture Sector

Think Local Think Abbotsford, Taste of Abby – June 10-16 “Think Local Think Abby, Taste of Abby” campaign is slated to take place from June 10-16. Staff will once again work within our community to showcase all the natural and delicious foods found right here in the Fraser Valley. Staff will be coordinating a local Chef Community Competition to run simultaneously with the “Taste of Abby” week long campaign – with the goal to expand the number of chefs, businesses and community engagement. We are also exploring the possibility of hosting a Taste Of Abby Tour Bus Day during the week long initiative. More details on the Taste of Abby week will be shared during the meeting.

Abbotsford Chamber of Commerce Agriculture Bus Tour – June 22 Tickets are available for the 2018 Abbotsford Chamber of Commerce Agriculture Bus Tour on June 22, 2018. Stops include: WestGen, Bakerview Farm, and Vyefield Farm. Guest Speaker will be the Honourable Lana Popham, Minister of Agriculture. Workforce Planning Staff have engaged the services of Trudy Parsons of MDB Insights to start working on a workforce plan for the community. A Labour Force Analysis and Strategy for the City of Abbotsford will be produced. Areas that will be covered and completed are as follows:

• Abbotsford in Demographic and Socio-Economic Context • Sector Analysis and Occupational Review

o Review of Supply and Demand Factors o Industry Sector Analysis o Entrepreneur and Remote Worker Attraction Factors o Labour Force Projections

• Stakeholder Engagement • Lifestyle Asset Quantification • Talent Attraction and Retention Strategic Action Plan

Email addresses of the BIGA committee members have been provided to our consultants to provide opportunity for your input as a part of the stakeholder engagement component. We are hoping that you will be able to provide a few minutes of your time when our consultants reach out as your insights will be valuable. We are anticipating that the first draft of the Labour Force Strategy will be available for presentation to BIGA at our September meeting. Investment Attraction and Innovation Since the last meeting we have being working with a number of new investment leads and continue to foster our pipeline. It is great to see some of these leads slowly coming to fruition. Some key mentions since last report include:

• The City of Surrey furniture business that was shared at our last meeting is in final negotiations on purchasing the ex-Rona building; they will be looking to manufacture, assembly and retail from this location and will increase their workforce to 100. The changes that they envisage making to the building have already been discussed at a Development Information Meeting. It will be great to finally see this building taking on life.

• Turkish investors that we were working with in the manufacturing sector are moving forward on a Maple Ridge location as we didn’t have suitable land available.

• The lease has now been signed on the West Railway St location for the Valley Food and Farm Collective initiative that is being led by Josh Vanderheide

• Following this year’s Think Canada event several news leads and opportunities have been added to the pipeline (more information below)

Since the closure of HQ Vancouver, the provincial government is working on its own investment attraction plans. Staff met with John McDonald, Executive Director, International Business Development, Ministry of Jobs, Trade and Technology. John has been travelling around the province to get perspectives from a wide range of communities over an 8 week period. Abbotsford was one of the last communities to be engaged.

They are in the final stages of preparing their report to government and had visited and engaged with 29 communities across all regions of BC and some of the dominant themes heard were:

• Labour : the importance and challenges around attracting and retaining the correct

skills

• Housing : availability and development of appropriate housing for thriving communities and labour

• Industrial Land: the identification and development of land for commercial use

• Infrastructure: the importance of well-developed transportation networks – roads, airports, and marine – and enabling infrastructure such as broadband and telecommunication services.

• Economic Development and foreign direct investment : the interest for focused FDI that compliments the community and region, builds and compliments the skilled labour base, and brings in innovation and diversification:

• Foreign direct investment efforts and targets should enhance and make more competitive the communities economic base and diversify into new industries that leverage local assets. Specifically promotion of investment into:

o Industrial Anchors – in the natural resources, transportation, agriculture, and services sectors

o Services to support the community and local business o Logistics and Transportation – businesses that facilitate and accelerate flow of

goods and people o Innovation and Technology – businesses that leverage BCs knowledge base

and leadership in core industries and the new economy

Think Canada Staff attended Think Canada Event, held in Toronto from March 20-21, 2018. The two day event included two half days of B2B business meetings and many potential leads with companies looking to expand their business models into the Canadian market. During the event we held 13 meetings with potential investors from Brazil, Spain, Northern Ireland, China, Italy and Canada. Staff are currently in follow up discussions with an energy company, a GP/ fertility specialist; a Chinese investment group (community visit planned for fall 2018), and a creative concrete manufacturer. The energy company has already looked at two possible sites in Abbotsford. Intelligent Communities Forum (ICF) again sponsored the event and John Jung was very encouraging about Abbotsford submitting an application to become an ICF community.

Since Think Canada, John has approached staff about partnering with them on a project that would be partly funded by ICCI. John will dial into our committee meeting to discuss this project and answer questions. Background material is attached for reading prior to the presentation. This project would require an additional funding allocation to the economic development budget; therefore the committee if approved will need to refer this project to council. Elevate II – May 3 Elevate II took place May 3rd at University of the Fraser Valley Campus from 11:00-4:00 pm. Pamela Ambriz, Vitalus, provided the keynote presentation on behalf of their CEO, Phil Vanderpol. Staff is thrilled to report this was a SOLD out venue with 54 attendees (up from 45 at the previous forum, an increase of 20%). Topics discussed included: Financing Innovation; Public Sector/Housing Innovation; Organization Innovation; Mentorship for New Innovators; and Culture of Innovation. Prototype sketching on product development for the Tourism brand was also tabled. Some key takeaways included innovative housing and organizational innovation with more table reports still outstanding at time of writing. We envisage a full report on this event being available for our next BIGA meeting. ICCI Project 2018 Staff have being struggling to find appropriate in country contractors to complete more in-depth research and analysis for China and India markets, building off the work already completed. Recently Siobian Smith (Ex HQ Vancouver, now back in Provincial Gov) recommended discussion with Tractus. She had done some study work with them previously. (For more information http://tractus-asia.com/) Staff have now had two discussions with the Tractus teams in these key markets and shared all the components of work already completed with these markets. The initial analysis and recommendation completed by Tractus is attached in the package for information. As we have limited budget for this work we will be focussing on moving forward with the India market during 2018 and will apply for more funds from ICCI to complete similar work in China during 2019. Hiring Demand – Quarter 1, 2018 (January-March) The City of Abbotsford Economic Development has a license with Vicinity Jobs network to access their Hiring Demand Analysis reports. With businesses in Abbotsford having challenges finding skilled labour, the statistical information that this software provides promises to be extremely helpful in informing workforce development needs, employers and educators.

Highlights from Quarter 1, 2018:

• Q1, 2017 saw Abbotsford at 1,971 job postings; Q1, 2018 we are at 2,654 –

a gain of 683 postings over the same quarter last year. • Abbotsford is leading in South Fraser Region for number of first quarter postings

at 2,654; surpassing Langley who is in second with 2,307 and Chilliwack in third with 840 postings.

• Fraser Health was the top employer in the first quarter of 2018 • In the most recent quarter, the share of full-time postings was higher in Abbotsford

(57.4% of all postings) than the average in the South Fraser region (52.8%).

Tourism Tourism Abbotsford Rebrand DestinationTHINK conducted a Brand Discovery Workshop on April 4th. The workshop was attended by over 40 residents, business owners, and tourism industry partners. The workshop was very well received with great involvement from all who attended. DT! has presented a Place DNA report and will now be focusing on developing brand strategy and guidelines. We have revised the anticipated launch of the new brand from June to September. It will be a soft launch at first as we initially focus on our web site and social media channels. Eat Play Love Abby 2018 Working on the success from last year’s launch of Eat Play Love Abby, plans are being finalized for the 2018 campaign. There will be more focus on the digital execution of the campaign this year, and users will be encouraged to engage through the addition of scanning technology on the cover of the guide. We are currently working with the hoteliers to get the guides placed in to each guest room throughout the summer. To kick off this season’s campaign, the tourism team will be hosting a FAM tour for local tourism industry staff. The day will feature visits to several of the great things there are to do around Abbotsford including a heritage tour of Tretheway House and Mill Lake, and stops at Circle Farm Tour partners Campbell’s Gold, Tanglebank, and Single Tree Winery. The day will end with some fun at VRkade. Destination Development – Cycling Our spring media FAM tour this year will encompass a leisurely bike ride around Mill Lake and Historic Downtown. There will be several stops along the way to highlight some of the things happening in Abbotsford, as well as pit stops for snacks and drinks. Tourism Mingler Our next industry mingler is Wednesday, May 30th. Timing for the event will be 4pm – 6pm, the location is to be determined (TBD). At the mingler we will provide an update on ‘Eat Play Love Abby’ and our rebrand, as well partners in attendance will have the opportunity to give an updated on any new products or services they are offering visitors this year.

Municipal & Regional District Tax Program As updated in March, the provincial government continues to explore options around changes to the MRDT program. Without proper consultation with the tourism industry, it is quite likely that the MRDT program could be gone within a few years in communities using the tax for affordable housing initiatives. The MRDT is a volunteer tax program and it is quite reasonable to think that accommodation partners will not support renewal of the tax in communities who do not use the revenue for marketing purposes. The Tourism Industry Association of BC (TIABC) continues to reach out to the Ministry of Finance and the Ministry of Tourism, Arts & Culture in hopes of engaging in meaningful dialogue. It should be noted that the Abbotsford Chamber and the Mission Chamber have put forward a policy submission to the BC Chamber for consideration in June recommending the Provincial government consult with tourism stakeholders and the business community, as well as working with sector stakeholders to identify a separate mechanism for affordable housing initiatives. Municipal & Regional District Tax (MRDT) Performance Report Abbotsford’s 2017 MRDT performance report was submitted to Destination BC at the end of April. The report highlights how the MRDT revenue was spent during the year, what measurable the various tactics achieved, and the extent of local-level stakeholder engagement and community collaboration. One of the highlights is that Abbotsford was able to leverage $35,500 of MRDT spending in to $184,000 of cooperative marketing through various marketing campaigns. Tradex Canadian Association of Exposition Management (CAEM) Western Summit Collaborating with Tourism Chilliwack, Chilliwack Heritage Place, and with Tourism Abbotsford, Tradex played host to a very successful CAEM Western Summit in April. The weather cooperated spectacularly as over 60 attendees (show producers and suppliers) were treated to canoeing, hiking, fishing and indigenous hospitality in addition to a great conference during their three days in the Fraser Valley. New Kitchen Manager/Head Chef Tradex is happy to report that Roni Romy is the new Kitchen Manager/Head Chef. Roni will be joining the team full-time on June 18th - currently he is the Head Chef at the Best Western Plus/Fog on the River Restaurant in Mission. Prior to this he was the Head Chef at the Best Western Rainbow Country Inn in Chilliwack, and the Banquet First Cook at the Ramada Plaza & Conference Centre (now Quality Hotel). He received his training at Vancouver Community College, as well as attended university in Jerusalem. Sales Activities Interests for new events continues to be strong – there are very few ‘desirable’ dates left for 2018, and already there are seven new events looking for space in 2019. We are eagerly awaiting quotes for the costs of installing the operable walls, pending cost and engineering approvals, we have identified potential windows of time this summer to get the work done.

The results from the Tradex economic impact study that were done last year have been highlighted in an easy to share infographic (attached to this report). The information reflects the overall impact to the Fraser Valley region as a whole. Another analysis will be done in 2021 to update the information and to ensure the economic value of Tradex has increased appropriately. Social Media Twitter results for the months of March and April were steady. We saw a spike in traffic throughout the course of the Fraser Valley Career Connections and Conference (FVCCC) campaign, please refer to the following summary table.

Since the last BIGA meeting we have noticed quite a bit more interaction happening on our Facebook page. The FVCCC sparked a lot of interest and we noticed more members of the community commenting on the posts and sharing them to their own personal pages. Please refer to the following summary table.

Our Instagram profile has also seen an increase in traffic. More interaction and a steady increase in followers. We have found quite a great deal of success in using the Instagram story feature which has encouraged our followers to watch what we are doing in real-time. During the FVCCC, our top 2 stories both exceeded 100 views! We have 860 followers now, still averaging approximately 1 new follower/day.

Film Sector There have been thirteen filming applications completed so far this year; 55 filming days (at multiple locations around the City) with an economic impact to date of $281,350 (three wrap sheets are still outstanding). Outdoor Community Special Events As our community continues to grow, so does the desire for community members to connect with one another. We are excited to continue to cultivate community engagement by assisting and planning impactful events through a health and safety lens. Since January we have touched 48 permitted and non-permitted events. With summer “event season” coming up, we have many more exciting annual and new events to celebrate! “Made in Abbotsford” Canada Day Celebration – July 1 Our Community is looking forward to celebrating our Nation’s birthday and showing some home-town spirit. Parade registrations are going very well and we have tons of interactive activities planned to keep everyone busy! We value partnerships! The community partners involved in bringing Canada Day to life are: Prospera Credit Union, Government of Canada, Telus, Abbotsford News, Punjabi Patrika, Fraser Valley Food Truck Association, The Reach, Fraser Valley Regional Library, Twisters Gymnastics, Skipping Sensations, Agrifair, Prairie Coast Equipment, Abbotsford Centre, Community Services, Calvin Dyck, Abbotsford Mission Recycling, Antique Farm Machinery & Equipment, Fraser Way RV, Abbotsford Arts Council, McDonalds, Abbotsford Airshow, Richard Meyer Electrical and Celebration Fireworks. We received a grant of $11,000 from the Government of Canada. Berry Festival – July 7 The Abbotsford Downtown Business Association will be hosting the 37th Annual BerryFest on Saturday, July 7. To celebrate local berries, there will be a berry market, berry bake-off and berry treats. There will also be a berry gardening demo by local garden guru Brian Minter and a giant Ferris wheel!

Jam in Jubilee – July 12 – August 2 Jam in Jubilee will be held every Thursday night from July 12 – August 2 at Jubilee Park. It is a free event where local culture-lovers can enjoy musical acts, side-stage performances, interactive art installations, workshops, food trucks and craft beer. We value collaboration! A big thank you to our City’s planning team in working together with the summer events scheduled at Jubilee Park and the Jubilee Park Enhancement project.

Fraser Valley Pride Festival – July 14 On July 14 the Fraser Valley Youth Society will host the 6th Annual Fraser Valley Pride Celebration. This fun free event will consist of a Pride Walk through Downtown Abbotsford and host entertainment, vendors, community booths, and food trucks at Jubilee Park. Valley GranFondo – July 22 On July 22 the Prospera Valley GranFondo, a world class cycling event, will lead riders to experience quiet country roads, mountaintop views and a mighty river valley when cycling through Abbotsford. The race boasts of over 1,500 participants who will cycle from Fort Langley into Abbotsford and ride along the Sumas Prairie, up and over Sumas Mountain and back to Fort Langley along the Matsqui flats.

Agrifair – August 3-5 The Annual Abbotsford Agrifair is back again! This year’s agriculture fair will be held August 3-5 and features amusement rides, livestock and competitions at Abbotsford Exhibition Park. More family fun will include the Demolition Derby, FMX Freestyle Motocross, and of course, local farmers and farm animals.

Abbotsford Air Show – August 10-12 The Abbotsford International Airshow will be taking place August 10-12 at Abbotsford’s International Airport. The annual event sees more than 100,000 spectators, all excited to take in the spectacular fighter jet show, community booth exhibits, and local craft beer in the Grandstand.

Dear Wendy,

Thank you for the opportunity to submit our recommendations to the City of Abbotsford Economic

Development (CAED), for facilitating FDI attraction from India into Abbotsford. We have learned

a great deal about Abbotsford through our interactions, both in terms of how CAED operates, and

equally important how to best serve the vibrant and diverse economy of Abbotsford.

We also appreciate the focused and structured approach being undertaken by CAED, in attracting

international FDI to the city, setting a benchmark in EDO practices. The reports by DCI, and the

marketing collaterals on industry sectors you provided were extremely professional. We greatly

appreciate all the work you have already accomplished in constructing a cohesive investment

attraction strategy. Your efforts certainly made our initial recommendations a much easier task by

being able to clearly understand your overview, the opportunities, as well as your capabilities in

the respective sectors.

For your review, please find our proposition on country focus, priority markets, and sectors for

CAED’s investment attraction into Abbotsford.

India vs China - Which market to focus on in 2018?

While both China and India present massive opportunities for investment attraction, they are vastly

different markets in terms of business practices, opportunities and success probabilities. Due to

your limited budget, and your expectations for a high return on investment, we believe that the

India is the more appropriate market on which to focus your efforts in 2018. Although China can’t

be ignored, with the headwinds being created by a potential trade war between the US and China,

we think it prudent to revisit China in 2019 when you have the necessary funding available.

Although, in the near term, we believe these current trade disputes will create opportunities for

Canada vis-à-vis the United States, they certainly exacerbate levels of uncertainty which, in turn,

will likely force Chinese companies to be more conservative in business decisions and overseas

investment. Therefore, we are recommending a very targeted approach in India by CAED for

developing FDI opportunities.

India is ranked as the world’s fastest growing large economy, with GDP forecast of 7.4% by IMF

and other international banks. China's maturing economy is unlikely ever again to match such

stellar growth numbers. This growth is driven by the opening up of economy for various sectors,

enabling Indian companies and investors to invest overseas and form partnerships for capacity

development, technology acquisition, manufacturing and services delivery, especially in North

America.

Food security, aerospace (civil and military), defense modernization, innovative transport solutions,

advanced manufacturing technologies, water treatment are among the top-priority sectors for both

private enterprises, and the Government, in the world’s second most populated country.

Recognizing the challenges of a growing population, and its immense impact on infrastructure and

natural resources, Indian businesses are investing in developed markets like Canada and US. They

are seeking new technologies and capacity acquisitions, while gaining knowledge of best practices

for solutions delivery. We believe Abbotsford offers a unique competitive and low-cost location

for Indian businesses to explore, invest, and expand in North America, in the aforementioned

sectors.

The robust presence of the Indian (especially Punjabi) community in the economic and societal

footprint of Abbotsford is reflected in the way that CAED has accommodated Punjabi among the

languages for marketing and business information. We believe that this footprint can be well

marketed within India to facilitate Indian companies to explore and invest in the region.

The bilateral relations between Canada and India have reached new milestones in last 3 years,

strengthened by a growing network of official dialogues, agreements, memoranda of understanding

(MOUs) and working groups on trade and investment, finance, and energy. India is a priority

market for Canada, wherein Canada is undertaking bilateral negotiations toward both a

Comprehensive Economic Partnership Agreement (CEPA) and a Foreign Investment Promotion

and Protection Agreement (FIPA). These are further reinforced by bilateral MOUs in agriculture,

civil aviation, energy, rail, transportation, ICT, and higher education. All these agreements,

combined with the Canada-India Double Taxation Avoidance Agreement (DTAA), has increased

Indian investments into Canada. The Province of British Columbia, acting as gateway to the

markets of Asia-Pacific and North America, has been among the top benefactors of these increased

investments. The unique location advantage of Abbotsford will be a major competitive advantage

for Indian businesses to invest in the region.

Sectors of Focus:

Based on the competitive attractiveness and industry capabilities offered by Abbotsford, cross-

matched with priority business interests of large-mid size Indian businesses, the following sectors

are identified for FDI recruitment from India.

a) Agriculture and Agri-business – F&B products (fruits, nuts, berries, blueberry and

blueberry wines), agriculture technology, agriculture waste and water management, food

security through investments into farming projects (fruits, berries, nuts, corn, hay and

fodder crops, blueberries, raspberries, poultry)

b) Aerospace and Aviation – Avionics, Aircraft Structures, Unmanned Aircraft System

(including UAVs), Maintenance, Repair and Overhaul (MRO)

c) Manufacturing – Transportation, Automotive, Control and Precision Equipment

In summary, we think choosing India as your FDI focus for the remainder of 2018 will yield a

higher return on your investment. We hope you find these recommendations constructive as you
