    The project to re-position Fremantle's overall product offering as it relates

    to population-driven activities is underway. This involves working closely

    with stakeholders to re-brand that product for identified target markets.

    Population-driven activities are defined as those including shop retail,

    hospitality and licensed venues, arts and culture, and personal services.

    Part of this process will be working with major property owners and

    leasing agents to identify areas of collaboration, and to develop a

    collective vision for mini-precincts within Fremantle that can attract

    specifically identified business clusters (e.g. High Street Mall becomes a

    restaurant precinct, South Fremantle becomes a fashion precinct).

    Workshop for major stakeholders on 23.09.2013 was well attended. The

    output of that meeting is being used to develop a business attraction plan

    and new strategic marketing plan for Fremantle (both are linked).

    The Department of Transport is undertaking strategic network

    investigations which include developing the Moving People Networks draft

    plan and Moving Freight Intermodal Network draft plan. The City

    continues to participate in both of these studies and reviewing the

    localised impacts on the transport corridors. The City is also involved

    through the South West Group of Councils' on Transport forums that are

    assessing regional transport needs.

    Commissioning new work of substance as part of the Fremantle Festival -

    this is budgeted for annually.

    Renew Australia scheme has been explored and a number of initiatives in

    Fremantle including use of vacant buildings have been inplemented.

    An annual arts Development Fund has been implemented.

    Investigateion of Indeigenous culutral centre with indigenous people has

    been explored and is in progress.

    Heritage built form is maintained and celebrated and contemporary uses

    are increasingly being accomodated.

    11 of the 12 actions have of the Play spaces Plan have been started.

    The Play spaces prioritised in the 13/14 budget are as follows:

    Valley Park – First stage of consultation completed and now in design

    phase

    Samson Park – Concept plan was created and consultation has been

    completed. Concept plan has been modified and has been passed to City

    Works for installation

    Grigg Park – Concept plan has been created and community consultation

    is currently underway

    Beacy Park – Community engagement plan has been approved and will

    be completed in February

    Bruce Lee Oval – Major stakeholders have been contacted to advise of

    The youth plan is currently half way through the time frame for delivery.

    11 actions from the original plan were complete in the previous reporting

    year. Currently there are 22 active actions. Of these 14 are ongoing, 3

    are in progress, and 5 are complete.

    Explore the inclusion of a youth category in CoF awards

    Implement a suite of social media and online tools

    Develop mechanisms for youth community engagement

    The Youth Plaza addresses exploration of the Esplanade as a youth

    friendly space.

    The youth sports grant has been reviewed and 3 grant streams are in

    place.

    The provision of subsidised building space with Hilton Community Centre/

    PCYC is complete.

    High level youth engagement in planning and design of youth friendly

    spaces occurs, eg Esplanade Youth Plaza.

    Providing access to services and programs information is provided on our

    website and facebook page.

    The Youth Plaza has been a project with high levels of youth engagement.

    It promises to be a well utilised and activated space when complete.

    GHD have been appointed as consultants to review the feasibility of

    merging Fremantle Bowling Club, Fremantle Tennis Club and Fremantle

    Workers club and redeveloping the space at Fremantle Park to suit the

    needs of all stake holders. This project has been partially funded by a

    barriers to participation in recreation, sport and physical activity for people

    Samson Park fitness trail

    82 Samson residents provided feedback on a proposed fitness circuit.

    Most people who provided feedback (83%) were supportive of the

    proposal. The feedback was used to make the following alterations to the

    plan: inclusion of more pieces of fitness equipment suitable for the older

    population and signage to guide users.

    DAP0582/13: 1 The Terrace –The City held a community information

    session which was attended by 6 people and received 2 submissions.

    DAP80009/13: Proposal for the demolition of the existing building and

    construction of a replacement seven (7) storey Mixed Use development at

    No.10-14 (Lot 2) William Street, Fremantle

    The City held a community information session which was attended by 3

    people and received 3 submissions.

    DAP80008/13: Proposal for the demolition of the existing buildings and

    construction of a replacement seven (7) storey Mixed Use development at

    No.2 Point Street and 64-80 (Lot 34) Adelaide Street, Fremantle

    The City held a community information session which was attended by 5

    people and received 12 submissions. Strategic imperative updates

    A training workshop is being planned for directors and managers to

    develop a shared understanding of working in a more engaging

    organization and strengthening the City’s internal engagement approach,

    understanding and capability. The workshop will build on previous training

    of directors and managers in community engagement.
