TUESDAY, 9 JUNE 2015 COMMENCING AT 10:30 AM

2 CONFIRMATION OF MINUTES

RECOMMENDED on the motion RMS and John Bonetti that the minutes of the previous meeting held on 14 April 2015, having first been circulated amongst members, be confirmed

3 BUSINESS ARISING

3.1 TASAC Signage Removal

Mr Balind advised that RMS will be provided with a quote from Council’s Works Department to remove non-compliant signs.

3.2 Pedestrian Incident – McDonalds

Mr Balind advised the matter will be discussed further at the upcoming Access Committee meeting on 24 June 2015.

3.3 Leo Franco Motors – Traffic Management Plan

Mr Vitucci is waiting on the TMP from Leo Franco Motors.

3.4 Willandra Avenue Bridge – Technical Assessment

Mr Vitucci informed the Committee that Council is awaiting a response from Murrumbidgee Irrigation regarding their requirements for a structural assessment and for a copy of the design plans for the structure. Once this has been received Council will forward to the RMS and several private engineering firms to obtain a quote to conduct the assessment.

3.5 Banna Avenue HML B-Double Access Approval

Mr Bonetti enquired whether it would be worthwhile for Council to write a letter to the National Heavy Vehicle Regulator (NHVR) regarding these issues. Mr Vitucci informed the Committee that a letter had been sent to the RMS’s special permits unit requesting the route

be removed and asking for an explanation of how the route was gazetted, especially without Council consultation. Mr Buckley also expressed his surprise that the RMS had not been consulted on the issue.

Councillor Curran informed the Committee that the NHVR had presented at the recent Roads Conference he had attended with Council’s Director – Operations & Infrastructure and they had acknowledged there were still a lot of issues with the current systems.

RECOMMENDED on the motion of John Bonetti and Constable Lonsdale that Council, in conjunction with the other members of the Local Traffic Committee, write to NHVR regarding the inconsistencies regarding restricted access vehicle route applications and the lack of consultation with road managers, including the RMS and Griffith City Council.

3.6 Speed Zone Confirmation

Mr Balind advised that the speed zones of Jones Road, Lakes Road and Slopes Road need to be viewed and assessed as a whole due to the current speed limit signs providing conflicting information.

CL01 NORTH AVENUE PARKING RESTRICTION – 15 MINUTE PARKING ZONE YENDA POST OFFICE

Griffith City Council has received a request from the Yenda Progress Association for the installation of a 15 minute time restriction for the parking space on North Avenue servicing the Yenda Post Office.

RECOMMENDED on the motion of John Bonetti and RMS that a 15 minute parking zone extending between the existing No Stopping zone and the vehicular accessway servicing the Yenda Post Office be installed.

CL02 JONDARYAN AVENUE/BELFORD ROAD INTERSECTION TREATMENT – R IGHT HAND TURN CHANNELISED T-JUNCTION SHORT LANE TYPE CHR(S)

Council has recently received a number of development applications along Jondaryan Avenue which have required Council to address the status of the median between Belford Road and Willandra Avenue. One of the main issues highlighted is the inappropriate design of the median at the intersection of Belford Road which due to the tapered nature has become a default turning.

RECOMMENDED on the motion of RMS and John Bonetti that Council staff investigate intersection treatment along Jondaryan Avenue at Belford Road and prepare a project proposal for the Roads & Maritime Services (RMS) for the work.

CL03 INSTALLATION OF NO STOPPING ZONE AND LINE MARKING – GRIFFIN AVENUE

A number of concerns have been raised in relation to vehicles being parked on the eastern end of Griffin Avenue to the north of the service road which cause sight distance issues for drivers entering and exiting Benerembah Lane. In addition - the lack of formal car parking delineation to the west of Benerembah Lane has seen vehicles parking in areas where access to local businesses and Benerembah Lane has been restricted. A ‘No Stopping’ zone and additional line marking is required to formalise parking in the area.

RECOMMENDED on the motion of John Bonetti and RMS that:

(a) A ‘No Stopping’ zone be installed on the southern side of Griffin Avenue between Benerembah Street and Benerembah Lane.

(b) Formalised line marking/hatching/parking bays be installed at the western end on the Griffin Avenue Service Lane as per the designs attached to the report.

CL04 SHRI GURU GRANTH SAHIB (SIKH HOLY BOOK) PROCESSION – TRAFFIC MANAGEMENT PLAN On 27 May 2015, Council received a request from the Griffith Gurdwara Singh Sabha Society to hold a procession carrying the Shri Guru Granth Sahib (Sikh holy book) from the Griffith Visitors Centre carpark to the new Sikh Temple premises at Farm 895 Kidman Way. The procession shall take place between 1:00pm and 2:30pm on Saturday 18 July 2015. The procession will involve the Shri Guru Granth Sahib being carried on a truck followed by Sikh devotees and four (4) utility vehicles. The procession will be led by a group of twenty-four (24) motorcycles followed by a martial arts demonstration team and five (5) fully baptised Sikhs. The procession shall travel south from the Griffith Visitors Centre carpark along Jondaryan Avenue and Kidman Way then east along Rae Road to access the Sikh Temple premises. It was noted that this request fell within the three month assessment period required as per Special Event Traffic Management Plan guidelines and the issue was discussed whereby future requests of this nature (by internal or external agencies) would be required to strictly adhere to the said guidelines – including assessment timeframes. RECOMMENDED on the motion of RMS and Sergeant Matt Carroll that the Local Traffic Committee approve of the traffic management plan and associated traffic control plans for the Shri Guru Granth Sahib (Sikh Holy Book) Procession subject to the following:

(a) The approval of a $20 million Public Liability Insurance policy for the event by Griffith City Council and the RMS. Both Griffith City Council and the Roads and Maritime Services are to be listed as Interested Parties on the Certificate of Currency.

(b) Public notification - including a letter drop to all affected businesses/residents along the route, written notification to the local emergency services especially the Fire Brigade and Ambulance Service and a media release in the Area News as a minimum.

(c) All participants in the procession shall obey the NSW Road Rules 2014. This includes motorcyclists wearing helmets, all drivers and passengers in vehicles wearing seat belts and no travelling in the tray of utility vehicles.

(d) The Sikh Temple off Rae Road is required to have obtained a full Occupation Certificate as part of Development Application 147/2009 prior to event occurring on Saturday 18 July 2015. If the temple does not obtain a full Occupation Certificate and/or the road works along Kidman Way and Rae Road associated with the development are not completed before Saturday 18 July 2015 the event shall be postponed until an Occupation Certificate is issued.

SENIOR MANAGEMENT TEAM COMMENT

Council staff have contributed significantly to the preparation of the Traffic Management Plan and associated Traffic Control Plans for the Shri Guru Granth Sahib (Sikh Holy Book) Procession. There will be staff costs involved with the implementation of this plan and these costs are estimated at $4,975. The source of funds for this event will be considered in conjunction with the September quarterly review of Council’s financial operations.

6 OUTSTANDING ACTION REPORT

The Traffic Committee Action Report was reviewed and updated.

7 GENERAL BUSINESS

7.1 Kidman Way into Thorne Road

Mr Bonetti enquired if RMS had the right lane turning into Thorne Road on the list to be updated with markings to turn right, as this is a road train access.

7.2 Beaumont Road

Councillor Curran enquired of Beaumont Road and if an audit had been conducted on accidents that have occurred at the intersection of Murrumbidgee Avenue and Beaumont Road. Mr Vitucci advised that an audit has recently been conducted and presented to the Transport Committee. No further action is pending regarding upgrades to the site.

7.3 Griffith Biggest Lap

Councillor Curran and Councillor Croce attended the Griffith Biggest Lap meeting that was held last Thursday. Councillor Curran advised that the Biggest Lap will be held on the long weekend in October on the Saturday night and will be raising money for local charities. Mr Vitucci advised a minor Traffic Control Plan would be required should the organising committee wish to close Kooyoo Street for children’s rides etc.

Griffith City Council COMMITTEE REPORT CLAUSE CL01 TITLE Installation of Caravan/Motorhome Only Parking - Visitors Centre -

Banna Avenue FROM Greg Balind, Road Safety Officer TRIM REF 15/43743

SUMMARY

A request has been made by representatives of the Griffith Visitors Centre to install regulatory signage allowing for caravan and motorhome vehicles only to park in the existing parallel parking spaces on the southern side of Banna Avenue immediately to the east of Jondaryan Avenue. The provision of exclusive parking for these vehicles will assist in accommodating the increasing number of visitors frequenting Griffith and the Visitors Centre with the said caravans/motorhomes and allow for enforcement upon non-compliant vehicles.

RECOMMENDATION

The Traffic Committee recommend the installation of regulatory parking signs indicating ‘Caravan and Motorhome Parking Only’ on the southern side of Banna Avenue to replace the existing advisory only signs.

REPORT

A recent audit caravan/motor home parking signs adjacent to the Griffith Visitors Centre has established some ambiguity in relation to the current parking restrictions along the designated parking zone on the southern side of Banna Avenue (east of Jondaryan Avenue.)

At present the zone sustains guide/directional signs (white writing on blue background) which are not subject to any enforceable legislation should vehicles other than caravans/motor homes be parked in the zone. The application of appropriate signage (as attached) will define the restrictions associated with the parking area as well as allow for legislation to be relied upon for enforcement purposes.

Griffith City Council COMMITTEE REPORT CLAUSE CL02 TITLE Heavy Vehicle Access to Developments and Private Property FROM Mathew Vitucci, Traffic Engineer TRIM REF 15/43240

SUMMARY

Griffith City Council recently received several development applications requiring heavy vehicle access. However, heavy vehicles are required to cross onto the wrong side of the road when turning left to enter or exit the site. Alternatively widening of the subject accessway, including tapers, to accommodate these vehicles is undertaken. This issue affects farms and existing businesses, in addition to proposed developments, should heavy vehicle access be required. Council have investigated the issue extensively and found that no clear direction is provided by the NSW Road Rules 2014, Australian Standards, Austroads Guidelines or RMS Guidelines.

RECOMMENDATION

The Local Traffic Committee recommend that driveways be widened to accommodate the largest vehicles accessing a site. In the instances where this is unachievable the applicant shall conduct a risk assessment justifying the safety of the proposed accessway.

REPORT

Griffith City Council received several development applications requiring heavy vehicle access; these developments are located across Griffith. The main cause of contention for Council and the developers is that heavy vehicles turning left to enter or exit the site cross onto the wrong side of the road or the access to the development is widened to accommodate the turning path of the largest vehicle accessing the site, see the attached plans for an example.

Council’s concerns are the liability that would be incurred should heavy vehicle access be granted allowing the vehicle to travel on the wrong side of the road to access the site and an incident occurs.

In contrast, if Council were to enforce the widening of the accessway to accommodate heavy vehicles, the majority of accessways would be in excess of fifteen (15) metres wide at the road, especially along narrower roads. The large width poses a safety issue for the management smaller vehicles utilising the accessway. This could also result in the access encroaching on the frontage of neighbouring properties. Council does not permit this to occur to ensure adjacent properties are not restricted.

Council staff have investigated the issue extensively and found that no clear direction is provided in regards to heavy vehicles required to travel along the wrong side of the road to access a site. There is some direction provided by the NSW Road Rules 2014, Australian Standards, Austroads Guidelines and RMS Guidelines however this is limited.

Entering and leaving a driveway is governed by NSW Road Rule 74, 75, 133 and 134. Subrule 3-1 of NSW Road Rule 134 states that 'Without limiting subrule (2) or (3), a driver on a road with a dividing line (whether or not continuous) may drive to the right of the dividing line to enter or leave the road by the shortest practicable route'. Crossing onto the wrong side of the road then turning left does not constitute the shortest practicable route for heavy vehicles entering a site. The intention of the subrule is for vehicles crossing into the oncoming traffic lane in order to access a driveway or road lane as per the below diagram.

The RMS Route Assessment Guidelines for Restricted Access Vehicles - Freight Investigation Levels (2012) details the matters to be considered when assessing a restricted access vehicle application including access to sites. Access conditions to be considered include:

There is adequate queue or stacking distance from an intersection or rail crossing when waiting to turn;

Access from the site has safe intersection sight distance;

The gate to the site is set back from the property boundary so the proposed vehicle does not block traffic lanes;

Entrance and exit from the site shall be completed in a forward direction as a single manoeuvre without any reversing;

The accessway is clear of overhead utility plant;

The accessway is clear of roadside structures; and

The vehicle stays within the accessway without crossing kerbs when entering or exiting the site.

The above relates to items considered as part of a restricted access vehicle route application, however these do correlate to general access vehicles. If an access does not meet Council or RMS requirements for these factors either the application will be refused or an upgrade to accommodate the manoeuvring of these vehicles is required.

The RMS guidelines do not indicate whether travelling along the wrong side of the road is permitted when entering or exiting a site.

Section 3.4 Access Driveways of Australian Standard 2890.2-2002 - Off Street Commercial Vehicle Facilities details the access requirements for heavy vehicles into a site. Part (c) of Section 3.4.1 General states:

The Australian Standard requires accessway to be designed so that turning vehicles do not have “any interaction with the opposing direction of travel” and “wherever practicable, vehicles entering the access driveway should be able to turn entirely from the kerbside lane”. Therefore there is justification for requiring the widening of accessways in accordance with AS 2890.2 however there will be instances where this could be unachievable due to the width of the road and/or site.

In the instances where heavy vehicles will be required to travel on the opposite side of the road to access the site, Council will require the applicant to conduct a risk assessment justifying the use of the accessway. The risk assessment should be conducted in accordance with the RMS Route Assessment Guidelines for Restricted Access Vehicles – Freight Investigation Levels.

SUMMARY

Griffith City Council is proposing to establish a number of large citrus sculptures in Banna Avenue between Jondaryan Ave and Crossing Street as part of the Festival of Gardens. It is proposed to close Banna Avenue to traffic at the said location during the construction and dismantling stage.

RECOMMENDATION

The Local Traffic Committee recommend the approval of the Traffic Management Plan relating to the annual Citrus Sculpture display - Banna Avenue.

REPORT

The annual Festival of the Gardens event is due to be held in Griffith from 11 October to 25 October 2015 inclusive. As part of that festival, numerous large sculptures made from citrus fruit are erected along the centre grassed area of Banna Avenue. Approximately 500 persons take part in the building and dismantling of the sculptures therefore the closure of Banna Avenue between Jondaryan Ave and Crossing Street as per the attached plan is warranted. The said TMP has been based on previously approved plans from past sculpture displays.

The event will require the closure of the southern portion of the centre parking bays along Banna Avenue and a speed restriction to 40km/h through the event area between Sunday 11 October 2015 and Sunday 25 October 2015. A traffic control plan detailing these measures has been attached.

REPORT

Griffith City Council is proposing to launch the Griffith Festival of Gardens on Friday 16 October 2015 between 6:00pm and 8:30pm. The event will be located in the Visitor Information Centre car park, with small marquees for food, such things as paella, pizza, sausage sizzle, gelato, orange juice, coffee. A stage area will be setup for live music performances by local musicians. People will also wander across to the Sculptures in the centre median strip of Banna Avenue.

Due to the nature of the event attracting families and people on foot near the Sculptures in the centre median strip, it is proposed to close Banna Avenue (Main Road 80) between Bonegilla Street and Jondaryan Avenue for the duration of the launch event. The north section of the Visitor Centre car park will also be closed to vehicle traffic for the event. A temporary 40km zone along the sculpture section of Banna Ave (east and west bound) will be in place for the duration of the event.

A traffic control plan has been prepared by the Griffith City Council (GCC) Engineering Department, detailing the signs to be placed for the road closure.

Council has received a letter from Teerman’s Transport Company to advise of another recent accident at the intersection of Mirrool Branch Canal Road and Kidman Way. They have requested that crash mitigation be undertaken on this stretch of road.

The Committee noted that there had been six accidents in five years and one fatality prior to this period. Speed zone decrease, clearance of shrubbery to maintain site distance and redesign of the road were discussed.

It was noted that Council have previously investigated the redesign of the intersection and drawn up concept plans but do not have the funds to carry out work. Mr Gordon tabled the original concept which includes a 10 m wide bridge in the design.

RMS representative requested that these concept plans be forwarded to the RMS for costings and to seek funding.

Council officers have surveyed the area and recommend the removal of the Chinese claret ash trees planted by
