introduces its latest – the

BetJet™ Series.

The BetJet Series provides a strong successor to not only the Probe™, but to SGR’s entire line

of self-service terminals, and establishes the logical next steps in the evolution of race wagering

customer service.

BetJet is a fully modular system that facilitates the progression along a logical path from teller-

operated to full account wagering self-service while not forcing the racing operator – or indeed

the racing fan – to jump too quickly ahead. It is based on a carefully conceived flow of

education and acceptance designed to enhance – not challenge – customer service, thereby

maximizing customer satisfaction, acceptance and usage.

The BetJet™ Series consists of distinct modules that can be used in multiple configurations – all

with a 15” color display:

1. BetJet Flip – Combination teller / self-service terminal

2. BetJet SL – Full self-service terminal

3. BetJet AB – Full account-wagering based self-service

BetJet™ Flip

This combination teller / self-service device is mounted to a counter and can be quickly and

easily configured for either teller operation or self-service. The Flip features full self-service

capability including handling of tickets and cash and an optional keyboard for tellers.

BetJet™ AB The AB targets the future self-service wagering environment where only fully account-based transactions are the norm. It may be mounted to a counter, a pedestal, or a wall. As with the other BetJet configurations, the AB model provides full account wagering capability. It does not, however, accept vouchers, print tickets or accept cash. This is envisioned for the new wagering environment where accounts are the method of wagering, be they temporary, one-day accounts, or permanent. Of course, the AB provides the same 15” color touch screen. It also provides pin pad and readers for bar codes, magnetic cards and smart cards and optional biometrics.

The New ClearBet™ User Interface Scientific Games Racing pioneered self-service race wagering and the superiority of our self-

service is evidenced by the results that our customers have enjoyed in reducing their manpower

cost through the use of SGR self-service products.

SGR self-service terminals process a greater percentage of handle than those of the

competition, thereby providing savings in the cost of labor as well as more satisfied wagering

customers.

SGR terminals have always been designed for intuitive user interface, guaranteeing accuracy,

and speeding the wagering process. The new ClearBet™ user interface provides all of the ease

of use exemplified in the existing SGR interface, with an updated look and feel and with

additional features the racing fan will love.

In developing ClearBet™, SGR relied heavily on its own experience with self-service but also

acquired some outside expertise. Specifically, NCR’s Human Factors Engineering consultants

worked with SGR, our customers, and racing fans over the course of several months to develop

the most efficient and user friendly interface possible.

The end result is a user interface that not only looks appealing but also, most importantly, brings

the bettor through the process quickly, intuitively and efficiently, heightening the overall

wagering experience without sacrificing valuable time.

The most critical feature of any user interface is that it allows patrons to enter bets accurately,

quickly, and easily.

The “rigid forward/dynamic backward” design flow of ClearBet™ takes a bettor through the

process in a logical manner (rigid forward), tells them exactly where they are in the progression

at all times, and allows them to go immediately to any previous step if they wish to change any

component of the bet prior to confirmation (dynamic backward).

The deliberately simple, uncluttered design of ClearBet™ provides the industry’s most elegant

solution for bet entry but despite its clean appearance provides an array of features and

functionality such as video, optional expert and quick picks, account wagering information and

account management functionality and optional handicapping information.

We are able to offer enhanced functionality, including an Exacta, Quinella and Double matrices

(Samples of each are shown below) as well as race information and video.

CALIFORNIA AUTHORITY OF RACING FAIRS

2007 OUT-OF-STATE RECRUITMENT PROGRAM

SUMMARY

GOALS AND OBJECTIVESSince 2001, the California Authority of Racing Fairs (CARF) has conducted a program to actively recruit out-of-state owners, trainers and horses to compete on the Northern California Summer Racing Circuit. The goal of the program is simple: increase the field size for summer racing in Northern California. In order to accomplish this goal, CARF has set three objectives for the program: 1) inform and educate horsemen in other jurisdictions to the benefits of racing in California; 2) retain horsemen who have elected to compete in Northern California in previous years; and 3) offer financial incentives to assist horsemen with the cost of shipping horses to Northern California.

RECRUITMENT VISITS OUT-OF-STATEEach spring CARF schedules a series of out-of-state recruitment visits in order to 1) personally meet one-on-one with horsemen in other jurisdictions; 2) explain the benefits of our program; and 3) invite them to compete in Northern California for the summer. In 2007, these visits included two trips to Arizona, a total of four days, with a reception at Turf Paradise and a three-day stay at Portland Meadows in Oregon, where we also sponsored a reception. These visits allow CARF management to respond personally and directly to questions or concerns about such matters as workmen's compensation, backstretch labor inspections and purse structures. In addition to the receptions and the personal visits with horsemen, CARF distributes an extensive packet of information to educate and inform horsemen about current issues of interest in California. By word of mouth, information about the program has also reached horsemen in Iowa, Idaho, New Mexico, Utah and Washington.

RELOCATION FEESIn order to financially assist horsemen who choose to ship horses to our circuit, in 2007 CARF paid a $300 Relocation Fee to the owner of any horse shipping into Northern California from over 600 miles away. A runner making its first start at Ferndale will receive $150 at Ferndale and another $150 if they also start at Fresno. Our Paymaster deposits the fee into the owner's account the first time that an eligible horse starts in a race on our circuit. The Relocation Fee gives some extra meaning to our invitation to come to California. In some cases, the incentive may create the tipping point as an owner or trainer decides about shipping to our circuit. The Relocation Fee also creates a Paymaster record that allows us to accurately track the results of our program from year to year.

In 2006, the number of starts by out-of-state horses remained level, while the states they were recruited from continued to diversify.

In 2005, CARF recruitment efforts expanded to Oregon. The resulting increase of Oregon horsemen helped the Fairs become less dependent on one region for its horse supply. (Arizona).

In 2005, Arizona trainer Michael Lenzini's horses contributed 113 starts to the Fair Circuit. In Fall 2005, Mr. Lenzini decided to base his stable in Northern California and did not qualify for relocation fees in 2006.

The popularity continues to grow with participation increasing every year since its inception.

In 2004, recruiting efforts were focused on Arizona horsemen. As a result, horses from Arizona made up 75% of all out-of-state starts on the Fair Circuit.

In 2005, CARF recruitment efforts expanded to Oregon. The resulting increase of Oregon horsemen helped the Fairs become less dependent on one region for its horse supply. (Arizona).

Results of CARF Program to Increase Field Size

The Fair Out-of-State Recruitment Program,administered by the California Authority ofRacing Fairs, pays $200 to every horse thattravels 600 or more miles to start on theNorthern California Fair Circuit. Thepopularity of the program continues to growwith participation increasing every year sincethe program’s inception.

CALIFORNIA AUTHORITY OF RACING FAIRS

1. Field size is a problem in California. Without horses recruited from out-of-state, the average Thoroughbred field size on the Fair circuit would be smaller. The trend closely resembles the average field size of the Bay Meadows spring meet (6.98), which runs just before the Fair.

Recruitment efforts brought 92 out-of-state startersto the Solano County Fair. Without those starters,the average Thoroughbred field size at the Vallejowould have dropped from 8.0 to 7.0. This trendcontinued at the California State Fair where theaverage Thoroughbred field size was 7.6. Withoutout-of-state starters, the average field size wouldhave been 6.5.
