The regular meeting of the Monona City Council was called to order by Mayor O’Connor at 7:03 p.m. Present: Mayor Mary K. O’Connor, Alderpersons Jennifer Kuhr, Kathy Thomas, Molly Grupe,

Nancy Moore, Andrew Kitslaar, and Doug Wood Also Present: City Administrator Bryan Gadow, Finance Director Marc Houtakker, Public Works

Director Dan Stephany, and City Clerk Joan Andrusz ROLL CALL AND PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES

A motion by Alder Wood, seconded by Alder Kitslaar to approve the Minutes of the December 2, 2019 City Council meeting, was carried.

APPEARANCES AND PUBLIC HEARING There were no Appearances or Public Hearing. CONSENT AGENDA A motion by Alder Grupe, seconded by Alder Kuhr to approve the following, was carried:

1. Approval of Application for 2019/2020 Operator License: a. Melissa T. Fiedler, Buck & Honey’s b. Cody J.C. Melahn, O’Connell’s Liquor c. Rick A. Williams, Speedway – Monona Drive

2. Approval of Application for 2019/2021 Operator License:

a. Melissa A. Smithback, Buck & Honey’s UNFINISHED BUSINESS Public Works Director Stephany reported the Public Works Committee recommended approval of the McKenna Road project assessments at its December 4th meeting and he received no further resident comment or feedback since the public hearing.

A motion by Alder Kuhr, seconded by Alder Thomas to approve Resolution 19-12-2386 Authorizing Public Work and Levying Special Assessments Against Benefited Properties Regarding Street Improvements to McKenna Road, was carried.

City Administrator Gadow reported the Fee Schedule update is an annual action taken at the end of the year and there are no changes since the last meeting.

A motion by Alder Kuhr, seconded by Alder Kitslaar to approve Ordinance 12-19-724 Updating the Fees, Fines and Penalties Schedule, was carried.

City Administrator Gadow reported changes were made to the Tree Donation Policy, based on feedback received from a resident, adding language to the “objectives” and “Description” sections that only species native to Wisconsin are allowed. Language that donations are tax deductible “to the level allowed by law” and adding locations near buildings or other public spaces, as discussed at the last meeting, will be updated.

A motion by Alder Wood, seconded by Alder Kitslaar to amend Resolution 19-12-2388 Adopting a Tree Donation Policy to incorporate the changes as discussed, was carried.

City Administrator Gadow explained the policy for the benefit of the Scout Troup members assembled to observe a public meeting as a merit badge award requirement.

A motion by Alder Kitslaar, seconded by Alder Grupe to approve Resolution 19-12-2388 Adopting a Tree Donation Policy as amended, was carried.

NEW BUSINESS Finance Director Houtakker provided information on Resolution 19-12-2387 Authorization to Proceed with a Water Rate Increase, which Mayor O’Connor stated does not need approval tonight. This will allow application to the PSC (Public Service Commission) for a water rate increase, a change in measurement from cubic units to gallons, and monthly billings. These changes will benefit residents in understanding their water usage and reduce the number of late payments. An extensive report is needed with Public Works Department input. It will then be reviewed by the Public Works Committee and City Council. There is a public hearing requirement; then it will be presented to the PSC. At issue is the current water meters may not be depreciated enough for the PSC to allow replacement; Public Works Director Stephany has been working with the agency on this. If replacement is denied, that will change the report and borrowing. He explained the water rate process to the assembled Scouts; net income has to cover the debt requirement. Alder Thomas explained this law requires a state agency to approve a rate increase so it is reasonable and not burdening residents unfairly. Alder Moore questioned how the cost increase in postage for monthly billing will be covered. Finance Director Houtakker responded this is estimated at $3,000 to $5,000. If the new meters are approved, Public Works staff won’t have to drive around to read meters; they will be read from Utility Billing Clerk Michelle Rosemeyer’s desk. She will have fewer disconnection notices and payments plans to administer. The online billing charge may be removed to encourage residents to receive bills that way; this option is currently used by 400 customers. Payments can also be made online to be totally paperless. Members discussed how to access the online option, the fees for various payment types, and suggest the fees should be removed if the intent is to increase use of this option. Alder Kitslaar stated the title of the Resolution is misleading; the approval is for the application only, not for raising the rate. He questioned the result if the PSC approved a rate increase but then the Council voted it down. Finance Director Houtakker responded the last increase was 4 years ago. Options are offered, such as spreading the increase over two years, but the PSC’s rate analysis is accurate. Alder Wood explained the PSC issues an order and the Council would have to petition the agency to change it. REPORTS Alder Wood reported the MPO voted to approve use of the Beltline’s dynamic lane beginning in 2021.

Alder Kitslaar reported the ribbon cutting of the Monona Bank RiverRink in Grand Crossing Park was a great event. He commends the extensive efforts made by Public Works and especially Recreation Department staff for this great location and venue. Alder Kuhr reported the Library carpet installation is complete and it is gorgeous! She commends staff for their amazing service continuation during the project. After the well-attended public hearing, the Landmarks Commission tabled action on the potential building razing on the San Damiano property until January. In January, the Commission will tour the building. City Administrator Gadow reported the CDA reviewed two Renew Monona applications. They will meet soon with the Riverfront developer for discussion on the final phase of the redevelopment. Mayor O’Connor wishes everyone Happy Holidays! APPOINTMENTS

A motion by Alder Kitslaar, seconded by Alder Moore to approve the following, was carried: 1. Christopher Coates, Election Inspector, effective January 1, 2020–December 31, 2021. 2. Resolution No. 19-12-2387 Monona Common Council

AUTHORZIATION TO SUBMIT A RATE CASE TO THE PUBLIC SERVICE COMMISSION FOR A WATER RATE INCREASE

WHEREAS, the Finance Director has requested authorization to proceed with a case for the purpose of providing sufficient revenues for the Water Utility to meet operational and future Capital expenses; to change from quarterly billing to monthly billing; and to change our unit of billing measurement from cubic units to gallons; and,

WHEREAS, the Public Works Committee, at their meeting on December 4, 2019, voted to recommend that the City Council authorize a water rate case; and,

WHEREAS, staff recommendation will be reviewed by the Public Works and Finance and Personnel Committees before being submitted to the Public Service Commission.

NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Monona, Dane County, Wisconsin, approves authorization to proceed with a water rate case to the Public Service Commission. BE IT FURTHER RESOLVED that, in preparing its rate case, City staff shall also include a request to change from quarterly billing to monthly billing and to change from cubic units to gallons for billing measurement.

APPROVING THE PURCHASE OF A ZOLL “X” SERIES MANUAL DEFIBRILLATOR

WHEREAS, maintaining an up-to-date manual defibrillator is essential in order to provide the high level of emergency medical care residents have come to rely on; and, WHEREAS, the City Council approved the replacement of the current manual defibrillator in the 2020 capital budget; and, WHEREAS, the manual defibrillator scheduled for replacement in 2020 is a 2017 Zoll “X” Series; and, WHEREAS, bids were solicited and received from Zoll.us under the Wisconsin state bid pricing and Wisconsin Emergency Medical Service Association; and, WHEREAS, Chief Sullivan recommends purchasing the 2020 Zoll “X” Series” manual defibrillator and related equipment and mounting bracket. Description of Project Work

The project work includes removing the existing bridge and reconstructing a new concrete girder structure while maintaining access to Pirate Island. Work associated with the project includes: removing the old structure, saw cutting, remove asphalt pavement, clearing and grubbing, construction staking, watermain, casing pipe, piling, concrete girders, concrete masonry bridges, railing, medium riprap, geotextile fabric, salvage and replace modular block wall, salvage and replace dry-stacked wall, common excavation, silt fence, turbidity barrier, structure backfill, concrete curb and gutter, HMA pavement, concrete driveway, traffic control, erosion control, and restoration.

Bridge Replacement Project

• Paid Leave Policy: Staff continues work on the Paid Leave Policy, based on feedback from the Finance and Personnel Committee. Item is tentatively scheduled for additional discussion on December 16th.

• 2020 Census: Staff with the Library, Senior Center, and Administration are working on promotion and marketing of the upcoming U.S. Census Bureau’s 2020 Census. Outreach efforts will include social media, website postings, WVMO spots, printed materials, and other avenues.

• Code Enforcement: Staff continues to work on addressing code enforcement issues with properties around the community. One item for 2020 will be to examine the property maintenance code to determined if updates are needed.

DEPARTMENT: Planning, Zoning, Economic Development MONTH OF: December 2019

Accomplishments: • Plan Commission: The Commission approved signage for Grand Crossing Park and Pellitteri Waste

Systems at the December 9th meeting. There was also a discussion regarding lighting standards at the request of a Monona resident to a City Council member. Current Ordinances are limited in their regulation, although applications approved by the Commission typically have conditions relating to lighting in their approvals. Discussion included a review of current conditions in Monona, challenging locations, and what sort of regulation or guidance would be appropriate. Consensus from the Commission was that a full addition to the Ordinance wasn’t necessary, but an educational flyer or document could be a good addition. City Planner Plowman will review other adjacent municipalities for examples, and discussion will continue in the coming months. Finally, Staff will work to address lighting challenges at particular sites, ensuring they comply with the light plans that were approved. The Commission will meet on January 13th to review a Zoning Permit for HVAC additions to the Winnequah School.

• Landmarks Commission: The Commission reviewed an application for a Certificate of Appropriateness for demolition of the San Damiano property located at 4123 Monona Drive at their December meeting. The Commission were given background materials on the property including photographs, information on the original owner (Frank Allis) as well as materials from the State Historical Society. These included letters of response from the unsuccessful applications for State and National Register designation. Terry Ellenbecker of Hoffman Planning, Design and Construction was present as his firm is responsible for the possible demolition of the property. Mr. Ellenbecker shared a letter from the property owners that stated they have no plans to sell the property, and also presented photographs illustrating the property condition. The Commission had questions on the feasibility of saving the property, and other opportunities that could be explored. A property tour was also requested before making a decision on the application. Representation from the St. Norbert Abbey was requested by the Commission in order to directly ask the questions raised. A letter with these items was sent to the applicant, and they have requested additional time to gather the responses, with the item to be considered at the February Landmarks meeting on February 12th.

• Community Development Authority: (1) Riverfront: The CDA continued discussions for the final phase with the applicant at their December meeting. It is expected that this will move to the Plan Commission for their review in the coming months. (2) Renew Monona: One application for energy efficient windows was approved in the December meeting, another request is on the January 7th meeting agenda for consideration.

• Zoning Board of Appeals: There was no ZBA meeting held in December, but it is expected that an application will be received in time for either the January or February meeting.

• Planning Department: City Planner Plowman has been working with sign contractors who work in the

City to ensure greater compliance with regards to pulling electrical permits when installing new signs.

Landmarks, ZBA); Reviewing recently completed projects for occupancy permits and zoning code compliance; Responding to citizen enquiries regarding the zoning code, signage and potential development projects.

Major Incidents:

11/14 Crews responded into McFarland Mutual-aid for a structure fire, no fir was found upon arrival, crews assisted determining the cause of the smoke. . 11/19 Crews responded for a one car motor vehicle accident with injuries west bound on USH 12 between Monona Dr and South Towne Dr, one person was fatally injured and 2 patients were transported for evaluation.

Major Projects / Issues: With the recent promotion of Asst. Chief Miller we have decided to promote two lieutenants to the rank of Capt., Rick Hammond has been promoted to Administration Captain and Scott Strassburg has been promoted to Training Captain. We have promoted Dustin Boyd the rank of Lieutenant, Dustin will be working on records keeping for both training and standard operating procedures. We plan to hold a promotional process for the position of Lieutenant after the first of the year. In Progress / Routine Duties: Crews will be wrapping up their annual inspections and re-inspecting any locations that had outstanding violations. Training will switch to more classroom style training as the weather gets colder.

Accomplishments: Completed the minutes of the December 2 and 16 Finance & Personnel Committee and City Council and the December 16 Distinguished Service Award Committee meetings. Assisted with compiling and mailing out the real estate tax bills; assisted with taking in payments. Notified Department Heads regarding Mayoral Award staff nominations and collected the nominations for Mayor O’Connor. Prepared and mailed the Distinguished Service Award Committee packet and facilitated the December 16 meeting. Participated in the following City events: Library floor signing, Grand Crossing Park holiday tree lighting ceremony, Dane County Supervisor Parisi’s FEMA check presentation, Avid Hotel tour, Senior Center’s “Dementia Tour”, and the City staff Holiday Potluck Lunch. Attended a CVMIC business writing webinar. Polled area Clerks on their copy fees and researched the actual cost of one black and white copy in anticipation of a fee review. Contacted Board of Review members about dates for 2020 Open Book and Board of Review hearing dates; confirmed Chair Robert Larsen is willing to continue to serve. Confirmed dates with Accurate Appraisal, Library for Municipal Room use, Media for recording, and the meeting room calendar. Prepared a packet of forms and information for a potential new liquor licensee. Amended the Operator License application to include the recently approved duplicate copy fee and other updates. Worked with Dane County mapping staff to update the three addresses on Winnequah Drive from “Road” to “Drive”. This is important for EMS dispatching. Residents were notified by GIS Specialist Brad Bruun via letter; their mail will continue to be delivered correctly; this corrects a long-standing omission in Dane County’s records. Also updated County records on the no-longer-in-existence “Winnequah Place”. Election duties: Completed the required security software installation; accepted an Alder’s non-candidacy form; sent a Campaign Finance reporting reminder email to affected candidates; provided candidate packets to potential Alders and Municipal Judge; took in candidate forms as submitted, validating nomination papers; created individual elected official files as needed.
