6. RAILROAD FORCE ACCOUNT WORK

Job Number (55632A) under Master Agreement (94-0809) between MDOT and Mid-Michigan Railroad/Rail America, Inc., will provide funding for improvements to a two-track crossing of Mid-Michigan Railroad on M-46 in the village of Breckenridge and a three-track crossing of Mid-Michigan Railroad on M-46 in the city of St. Louis, both locations in Gratiot County. The improvements include crossing reconstruction of all five crossing surfaces with the upgrading of cantilever flashing light signals and the addition of half-roadway gates at the St. Louis location.

7. AERONAUTICS - Design Engineering Contract (2003-0075) between MDOT and the St. Clair County Board of Commissioners will provide Federal and State grant funds for design of apron reconstruction and expansion at the St. Clair County International Airport in Port Huron, Michigan. This is a sub-grant issued pursuant to the condition of the Block Grant given to MDOT by the Federal Aviation Administration (FAA). The contract will be in effect for a period of 36 months from the date of award. Source of Funds: FAA Funds (via Block Grant) - $65,700; State Restricted Aeronautics Funds - $3,650; St. Clair County Funds - $3,650; Contract Total - $73,000.

8. AERONAUTICS - Design Engineering

Contract (2003-0088) between MDOT and the City of Fremont will provide Federal and State grant funds for final design of the Runway 18/36 extension at the Fremont Municipal Airport in Fremont, Michigan, Newago County. This is a sub-grant issued pursuant to the condition of the Block Grant given to MDOT by the Federal Aviation Administration (FAA). The contract will be in effect for a period of 36 months from the date of award. Source of Funds: FAA Funds (via Block Grant) - $64,800; State Restricted Aeronautics Funds - $3,600; City of Fremont Funds - $3,600; Contract Total - $72,000.

9. CONSTRUCTION & TECHNOLOGY - Time Extension

Amendatory Contract (99-0316/A2) between MDOT and B.T. Bellner & Associates will extend the contract term by twelve months to provide sufficient time for the consultant to complete the services. The original contract provides for professional services to evaluate MDOT's Preventive Maintenance Program. The revised contract term will be June 11,1999, through December 31, 2003. The total contract amount remains unchanged at $419,400. Source of Funds: 100% State Restricted Trunkline Funds.

10. CONSTRUCTION & TECHNOLOGY - Time Extension

Amendatory Contract (99-0583/A5) between MDOT and Wilcox Professional Services, LLC, will extend the contract term by twenty months to provide sufficient time for the consultant to complete the services. The original contract provides for construction engineering services for M-45. The revised contract term will be July 9,1999, through August 14, 2004. The total contract amount remains unchanged at $2,774,136.06. Source of Funds: 80% Federal Highway Administration Funds and 20% State Restricted Trunkline Funds.

11. CONSTRUCTION & TECHNOLOGY - IDS Engineering Services

Authorization (Z16) under Contract (2000-0366) between MDOT and Great Lakes Engineering Group, LLC, will provide for bridge project scoping services on various jobs in the University Region. This authorization (Z16) is for $150,152.10 and the authorization will be in effect from the date of award through May 30, 2003. The contract term is June 6, 2000, through May 30, 2003. Source of Funds: 80% Federal Highway Administration Funds ($120,121.68) and 20% State Restricted Trunkline Funds ($30,030.42).

CONSTRUCTION AND TECHNOLOGY - IDS - Engineering Services Contract (2003-0073) between MDOT and Great Lakes Engineering Group, LLC, will provide for services for which the consultant is prequalified to be performed on an as needed/when needed basis. The contract will be in effect from the date of award through three years. The total contract amount will be $4,000,000, and the maximum amount of each authorization will be $1,000,000. Authorizations over $100,000 will be submitted to the State Administrative Board for approval. Source of Funds: Federal, State Restricted, or local funds, depending on the particular project authorized.

13. CONSTRUCTION AND TECHNOLOGY - IDS - Engineering Services

Contract (2003-0074) between MDOT and Westshore Consulting will provide for services for which the consultant is prequalified to be performed on an as needed/when needed basis. The contract will be in effect from the date of award through three years. The total contract amount will be $4,000,000, and the maximum amount of each authorization will be $1,000,000. Authorizations over $100,000 will be submitted to the State Administrative Board for approval. Source of Funds: Federal, State Restricted, or local funds, depending on the particular project authorized.

14. DESIGN - Increase Scope and Amount

Amendatory Contract (2000-0024/A9) between MDOT and Orchard, Hiltz & McCliment, Inc., will provide for additional work and increase the contract amount by $253,160.25. The additional work items include, but are not limited to, providing additional design hours for the applicable project/project management system (P/PMS) tasks needed to complete design, coordinating and identifying all utility conflict locations, performing additional survey and design to reconstruct and realign the eastbound I-94 exit ramp terminal at US-12 (Michigan Avenue), and removing and replacing sidewalk from 1.5 meters behind the proposed curb to the existing face of the building within the US-12 right-of-way. The original contract provides for the design of the reconstruction of US-12 (Michigan Avenue) from Firestone Avenue to Livernois Road in the cities of Dearborn and Detroit, Wayne County. The contract term remains unchanged, March 3, 2000, through December 31, 2003. The revised contract amount will be $1,818,846.05. Source of Funds: 81.85% Federal Highway Administration Funds and 18.15% State Restricted Trunkline Funds.

15. DESIGN - Increase Scope and Amount Amendatory Contract (2001-0932/A1) between MDOT and HNTB Michigan, Inc., will add the design (preliminary engineering) portion of the road and bridge project work and increase the contract amount by $1,949,943.16 for phase two of the project. The original contract provides for the preparation of preliminary and final scoping packages for the design of the reconstruction and widening of M-59 from East of Crooks Road to Ryan Road in the cities of Rochester Hills, Troy, Sterling Heights, and Shelby Township, within Oakland County and Macomb County (CS 63043 & 50023 - JN 55850) to be performed in two phases and provides the scope and cost for phase one of the project. MDOT made its initial consultant selection for this contract based on the ability of the consultant to perform two phases of the project, with the final phases to be implemented at MDOT's option. The contract term remains unchanged, October 10, 2001, through December 31, 2004. The revised total contract amount will be $2,739,998.45. Source of Funds: 100% State Restricted Trunkline Funds.

16. DESIGN - IDS Design Consultant Services

Contract (2003-0078) between MDOT and Wilcox Professional Services, LLC, will enable MDOT to request specific design services to be performed on an as needed/when needed basis with a written authorization. The contract will be in effect from the date of award through 36 months, unless extended to complete projects. The total obligation of funds under this contract will not exceed $3,000,000, and the maximum amount of each authorization will be $1,000,000. Any individual authorization of $100,000 or more will be submitted to the State Administrative Board for approval. Source of Funds: Federal, Restricted State, or local funds, depending on the particular project authorization.

17. DESIGN - IDS Design Consultant Services

Contract (2003-0079) between MDOT and URS Corporation Great Lakes will enable MDOT to request specific design services to be performed on an as needed/when needed basis with a written authorization. The contract will be in effect from the date of award through 36 months, unless extended to complete projects. The total obligation of funds under this contract will not exceed $3,000,000, and the maximum amount of each authorization will be $1,000,000. Any individual authorization of $100,000 or more will be submitted to the State Administrative Board for approval. 19. DESIGN - IDS Design Consultant Services

Contract (2003-0081) between MDOT and STS Consultants, Ltd., will enable MDOT to request specific design services to be performed on an as needed/when needed basis with a written authorization. The contract will be in effect from the date of award through 36 months, unless extended to complete projects. The total obligation of funds under this contract will not exceed $2,000,000, and the maximum amount of each authorization will be $400,000. 20. *TRANSPORTATION PLANNING - Framework GIS MOU

Memorandum of Understanding (MOU) (2003-0082) between MDOT and the Michigan Department of Corrections, Michigan State Industries, will provide for hourly work to assist in the integration of the Framework Geographic Information Systems (GIS) database with MDOT databases and analytical systems. The MOU will be in effect from the date of the award through September 30, 2005. The total MOU amount will be $450,000. In accordance with MDOT’s policies and procedures and subject to concurrence by the Federal Highway Administration, the preparation and execution of the appropriate documents approved by the Attorney General, and compliance with all legal and fiscal requirements, the Director recommends for approval by the State Administrative Board the items on this agenda. The approval by the State Administrative Board of these contracts does not constitute the award of same. The award of contracts shall be made at the discretion of the Director-Department of Transportation when the aforementioned requirements have been met.
