Chandigarh.

The parking along Madhya Marg in Sector 8 C was inspected and it has been observed
that lot of pot holes had developed on the road surface, which are causing inconvenience to smooth
flow of traffic. The portion of the road surface which is in bad condition will be strengthened with
50mm thick B.M. before laying 25mm thick SDBC. This parking was last carpeted in the year 2004
and is due for recarpetting as per policy of Municipal Corporation, Chandigarh.
Accordingly the rough cost estimate amounting Rs. 55.11 lac with the following scope
of work has bee framed.
1. P/A tack coat.
2. P/L 50mm thick B.M.
3. P/L 25mm thick SDBC.
4. P/A 2.5mm thick road marking strips.
The expenditure on this work will be charged to head “4217 (P) – Roads and Bridges”.
The budget estimates, budget allocation, amount of already approved estimates and expenditure under
this Head for Roads Division No.1 is as under:
i) Budget Allocation : Rs. 1095.00 lacs
ii) Total Amount of spill over works : Rs. 287.25 lacs
approved upto 31.3.10.
iii) Total Amount of estimates sanctioned : Rs. 2316.41 lacs

Sub: Estimate for rehabilitation of 10 MGD capacity existing Tertiary Treatment Plant
,Diggian Mohali ,Chandigarh.
(Amount : Rs.313.81 lacs.)
The existing Tertiary Treatment Plant is more than 19 years old and has outlived its life and
needs repair and rehabilitation. As per Manual published by CPHEEO, Govt.of India the life of
pumping machinery is 15 years moreover due to acidic nature of sewage, the civil work has corroded
and needs repair. Various problems being faced in the existing 10 MGD capacity tertiary treatment
plant are as under:-
i) The concrete has corroded at various places in various units due to acidic nature
of sewage.
ii) Corrosion of reinforcing steel in various units.
iii) Heavy Corrosion of brick lining in Parshall Flume.
iv) Replacement of machinery required due to its outlived life.
Keeping this in view, an estimate amounting to Rs.313.81 lacs including 3%
contingency and P./E.charges has been prepared. Component wise detail description of repairs
required in the plant, new components to be constructed has been given in the report of estimate.
Credit of old machinery and other items which are to be dismantled and cannot be used at any other
work has also been taken in the estimate.
As such an estimate amounting to Rs.313.81 lacs duly allowed by the competent
authority is hereby placed before the House of Corporation for consideration and approval. The
expenditure shall be chargeable to Head 4217- Plan (STP).

Subject: RCE for Widening, carpeting and P/F paver blocks on V-5 road, Sector 45 B,
Chandigarh (Opposite Dev Samaj College)

The Residents Welfare Society has approached to the higher officers for recarpetting of V-5
road, Chandigarh. The condition of the road is very poor due to inadequate road gullies for disposal of
storm water. Accordingly, the provision for additional road gullies and shifting of road gullies by
considering the widening of existing road. The footpath has been taken along Dev Samaj College side
one to facilitate the collegiate coming to the college. This road was earlier carpeted in the year May,
2005.
Accordingly the rough cost estimate amounting Rs. 37.05 lac with the following scope
of work has bee framed.
5. Dismantling of existing kerbs and channels.
6. Earth work in excavation by mechanical means.
7. Loading / unloading of earth lead upto 2 km.
8. Preparation of sub grade.
9. Construction of compacted granular sub base.
10. P/L stone aggregates of 63 – 45mm and 53 – 22.4mm gauge. 11. R/F of PCC kerbs and channels.
12. P/F new kerbs and channels.
13. P/L 50mm thick Bituminous Macadam.
14. P/A tack coat.
15. P/L 40mm thick Bituminous Concrete.
16. P/L surface dressing.
17. P/L cement concrete 1:8:16.
18. P/F 60mm thick interlocking paver blocks.

Subject: RCE for P/L 40mm thick Bituminous concrete on V-4 road, Sector 35,
Chandigarh.

The widening of V-4 road, Sector 35 is in progress alongwith paver block footpath due
to requirement of heavy traffic inside the Sector. The earlier estimate was approved upto 1st
coat of
surface dressing for the widening portion. The carpeting of V-4 road was earlier carried out during the
year 2006 and it will due for recarpetting in the year 2011.
Accordingly, this rough cost estimate amounting Rs. 56.14 lac is prepared for carpeting
of existing road along with widening portion with 40mm thick bituminous concrete with the following
scope of work.

Subject: Replacement & augmentation of trunk brick Storm lines by RCC NP-3 Pipes
/RCC Box at Sector 31-47 & colony No.5,U.T.,Chandigarh.
( Project Cost :Rs.17.65 Crores).
The trunk storm brick pipes in Colony NO.5 and Sec.31 to 47 have outlived
their life and have started disintegrating at various places. The pipes have lost their
strength over period of time. Chemical analysis of cement mortor has been got done by
PEC University of Technology and it was found that cement has lost its strength Due to
which the whole system is fragile and can collapse at any point of time. Pertaining to
above, there is urgent need for replacement of trunk storm lines in Colony No.5 & Sec.31 to
47,Chandigarh.
Keeping this in view, the rough cost estimate amounting to
`. 17.65 crore including the cost of 3% contingencies and P.E.Charges has been prepared .
Detail of the work to be executed and design has been given in the Detailed Project Report.
Credit of old material has been taken in the estimate.
As such an estimate amounting to Rs.17.65 Crores duly allowed by the
competent authority is hereby placed before the House of Corporation for consideration and
approval. The expenditure shall be chargeable to Head 4217- Plan (SWD).

Subject: Providing and fixing stainless steel house indicate boards under the jurisdiction
of Roads Division No. 3, Municipal Corporation, Chandigarh.
(Rs.118.54 lacs)
It has been decided to fix stainless steel house indicator boards in place of already
provided M.S. Indicator Boards to avoid its recurring maintenance. The retro reflective numbering on
these stainless steel House Indicator Boards will be done to make the vision more effective during
night hours.
Accoridnlgy, the rough cost estimate amounting to Rs. 118.54 lac in the area under
jurisdiction of Roads Division No.3 M.C. has been framed.
The expenditure on this work shall be charged to Major Head – 4217(P) – Roads &
Bridges. The Budget estimate, budget allocation, amount of already approved estimate and
expenditure already incurred under this head of Roads Division No. 3 is as under:
1. Budget Allocation - Rs.821.00 lacs.

Subject: Estimate for the work of providing and fixing of HDPE irrigation pipe line for
green belt on V3 road Vigyan Path , Chandigarh.
The enclosed estimate amounting to Rs.69.84 Lacs has been prepared to cover the
cost of providing and fixing HDPE pipe line for developing green belt on the berms, both sides of V3
road , Vigyan Path between sector 2 & 11, sector 3 & 10, sector 4 & 9, sector 5 & 8, sector 6 & 26, up
to Saint Kabir school Chandigarh. This road presently is under the jurisdiction of Chandigarh
Administration. The orders regarding transfer of all V3 roads to Municipal Corporation stands issued.
The detail of V3 roads to be transferred is enclosed. This vigyan path is also included in the list of V3
roads to be transferred . This road will be shortly taken over by the roads wing of Municipal
Corporation Chandigarh in the coming months. The estimate for developing green belt on the
berm of both sides of vigyan path is under preparation by Horticulture Wing. There is no irrigation
lines earlier provided for supplying the Tertiary Treated water required for developing green belt. The
estimate is framed accordingly amounting to Rs. 69.84 Lacs . The administrative approval as wall as
technical sanction of the estimate therefore may be issued.
It is proposed to provided HDPE line 110mm o/d about 10150 mtr along with hydrant
510Nos. at a distance also taken in the estimate. .
As such, an estimate amounting to Rs.69.84 Lacs duly allowed by the competent
authority is placed before the General House of the Municipal Corporation for its consideration and
approval. The expenditure shall be chargeable to the “Head- 4402 (plan) Minor Irrigation ”.

ISSUE OF FREE PASSES FOR CAR PARKING TO THE WINNERS OF GALLANTRY
AWARDS
The Municipal Corporation, Chandigarh in recognition of the sacrifies and conspicuous
gallantry displayed by our soldiers, during various operations of war, is issuing one free pass for car
parking at present to each recipient of the nation’s highest gallantry award winners of Param Vir
Chakra (PVC), Maha Vir Chakra (MVC) and Vir Chakra (VrC).
The records available with the Municipal Corporation, Chandigarh reveal, that during
the last four years, only 13 free passes for car parking have been issued to the awardees. Since most of
the awardees are in their advanced age and they too are diminishing fast. It will be a fine gesture on
the part of the Municipal Corporation to also include the recipients of the award of Ashok Chakra
(AC), Kirti Chakra (KC) and Shaurya Chakra (SC) in the list of gallantry award winners, for issue of
free passes for car parking. It is pertinent to mention that only a microscopic minority of the gallantry
award winners is living in the city. To uphold the identity & honour of the awardees, it will be most
appropriate, if the recipients of the gallantry awards are issued the same number of free car parking
passes, as are being issued to the Councillors of the Municipal Corporation, Chandigarh.
The matter is placed before the General House of the Municipal Corporation,
Chandigarh for consideration and approval.

In pursuance of the decision taken in the 157th
meeting held on 29.9.2010, the Mayor,
Municipal Corporation, Chandigarh had constituted a committee of the following members to review
& finalize the schedule of posts and Draft Recruitment Rules vide order dated
MCC/Secy/SAA/2010/1035 dated 01.11.2010:-

of pot holes has developed and the road surface, which are causing inconvenience to the smooth flow of
traffic. This road was last carpeted in the year, 2005 and is due for re-carpetting as per policy of Municipal
Corporation, Chandigarh.
Accordingly, this Rough Cost Estimate amounting to Rs. 39.40 lacs has been framed having
following scope of work:-

Subject:- Regularization of special meetings of Municipal Corporation, Chandigarh held on
28.08.2009 and 08.10.2009.
It has been brought into the notice that the special meetings which were held on
28.08.2009 and 08.10.2009 have been reported not having concurrence of more than one fourth of the
total number of concillors as required to convene a meeting of General House of M.C., Chandigarh.
In this connection, it is brought to the notice to the General House that more than one
fourth of councillors have given their concurrence to hold the special meetings as cited above & signed
hereby the same. These special meetings i.e. on 28.08.2009 and 08.10.2009 were primarily held to
discuss the report submitted by the Sub Committee regarding working of Garbage Processing Unit and
Action Taken Report of ongoing works of Municipal Corporation, Chandigarh. As such the matter is
placed before the General House for unanimous decision to regularize these meetings.

The Area Councillor has requested the Chief Engineer, Municipal Corporation vide his
letter dated 22.11.2010 for for providing paver blocks along V-5 road in Sector 33 A, B, C &D,
Chandigarh. The area has been inspected jointly by the Area Councillor along with Sub Divisional
Engineer, Roads Sub Division No. 1 and E.E. Roads Division No. 1, M.C. and observed that there is
no footpath along with V-5 road and is required for pedestrians.
Accordingly the rough cost estimate amounting Rs. 58.65 lac with the following scope
of work has bee framed.
1. Dismantling of existing kerbs and channels.
2. P/F new kerbs and channels.
3. Refixing of kerbs and channels.
4. P/A tack coat.

mentioned that there is no need of widening of V-6 road and recarpetting estimate may be prepared
for some time advance. The V-6 road in Sector 33 C&D, Chandigarh has been inspected by the
undersigned along with the Sub Divisional Engineer, Roads Sub Division No. 1 and observed that lot
of pot holes have developed on the road surface, which is causing inconvenience to the traffic. This
road was last carpeted in the year July, 2006 and due for recarpetting in June, 2011 as per policy of
Municipal Corporation, Chandigarh.
Accordingly the rough cost estimate amounting Rs. 61.66 lac with the following scope
of work has bee framed.
