The Municipal Corporation, Chandigarh in its 61st meeting held on 29.01.2003 vide Agenda No.9
passed the following resolution for the purpose of constitution of Committee under the Punjab Municipal
Corporation Act, 1976 as extended of U.T., Chandigarh:-
“In supersession of the resolution passed by the General House of the Corporation in its 49th
meeting held on 28.01.2002 vide agenda item No.2, it is considered and resolved that the Mayor,
all the Committee under Section 42 (3) of the Punjab Municipal Corporation, Act, 1976 as
extended to U.T., Chandigarh every year within one month of his assuming office as mayor i.e.
31st January of the year in which his tenure commences.”
As per provision in Section 42 of Punjab Municipal Corporation Act, 1976 as extended to U.T.,
Chandigarh, the Corporation can constitute only following three Committee:-
1. Road Committee
2. Water Supply and Sewerage Disposal Committee
3. House Tax Assessment Committee
The term of all these Committee was only for one year which has expired on 31.12.2014.
The above mentioned Committees are to be re-constituted for the year 2015. Therefore, the
agenda is placed before the House for consideration and approved.

Subject: Recarpeting of V-5 road & parking in front of SCO of Sector 34-A & B, Chandigarh.
Rs.57.14 lac
The Chandigarh Housing boards has handed over the charge of roads & parkings in Sub City Centre,
Sector 34, Chandigarh on 15.01.2009. The inspection of this road was carried out by the undersigned alongwith
SDER-10 and observed that condition of V-5 road is not good as lot of cracks/depressions have been developed and
required to be recarpeted. These roads are also due for recarpeting as per prevailing policy of M.C. The conditions
of these roads is very poor and accordingly patch work for equivalent to 304 sqm area has been taken as per actual
site requirement.
Accordingly, this estimate amounting to Rs. 57.14 Lac has been prepared by taking the items
explained in the scope of work. The work will be executed against budget provisions under head “Imp. of road
parking places & Inf. facilities”.
Scope of work:-
1. Providing and applying tack coat of VG-10 grade @ 3Kg/10 Sqm.
2. P/L 30mm thick bitumen concrete.
The scope of work taken in the estimate has not been included in any other already approved
estimate, amount of already approved estimates and expenditure under this Head for Roads Division No.1 is as
under:-
i) Budget Allocation : Rs. 1700.00 lac.
ii) Total amount of spillover works 31.03.2014 : Rs. 2108.92 lac.
iii) Total amount of estimate sanctioned after 1.4.2014 : Rs. 1507.61 lac.

Subject: Installation of Solar Power Plant over Multi Level Parking near Gurdev Studio, Sector 17 under M.C., Chandigarh.
Rs.270.00 lac
The Municipal Corporation Chandigarh proposes to install Solar Power plant on the Surface level of
under construction Multi level Parking near Gurdev Studio in Sector 17, Chandigarh. The Chandigarh city has been
declared as Model solar city by the Government of India vide letter No. 3/1/2008-UICA (SE) DATED 18TH FEB, 2008.
Accordingly the Nodal agency Chandigarh Renewal Energy, science & Technology Promotion Society (CREST) Sector
19, Chandigarh which is handling these projects has been requested to prepare the DPR/estimate for the said work.
Accordingly, a proposal to install a solar panel based GRID interactive Solar Power Plant with a capacity of 300 KWP
at Multi level Parking Sector 17, Chandigarh have been submitted by the agency. The total estimated cost of the
project is Rs.270.00 Lacs out of which 30% subsidy will be provided by MNRE, GOI thus the total cost to Municipal
Corporation Chandigarh will be Rs.189.00 Lacs. The power will be sold to DISCOM under JERC Regulation 2014 @ Rs
7.05 per unit. A separate energy meter will be installed to measure the export of solar power generated and will
directly be fed to HT side. The ample space of 3200 sq mtr is available on the surface level and expected electrical
energy 3,90,000 KWH/year for Rs.27,49,500/- will be generated. Therefore this estimate has been prepared as per
the need of the hour and to meet with the guidelines and criteria of Government of India to make Chandigarh a
model solar City. Accordingly estimate amounting to Rs. 270.00 lacs has been framed for seeking administrative
approval under head “4217 (Plan) Electrification”.
The Scope of work involves (i) Solar Photo Voltaic Modules (ii) Power Conditioning Unit (iii) Array
Structure (iv) Common AC Distribution Panel (v) Electrical Safety Earthing and Protection (vi) Package Sub Station
Dry type 315 KVA, 415 Volts/11KV, 50Hz step up along with RMU metering panel etc. (vii) Computer with UPS (viii)
Surge protection Device (ix) Lighting protection (x) Earthing Protection. The rates provided in the estimate by
Chandigarh Renewal Energy, science & Technology Promotion Society CREST Chandigarh are based on bench marks
mentioned by Ministry of non renewal energy (MNRE) Government of India (GOI).
The agenda item amounting to Rs. 270.00 lacs has been framed for seeking Administrative
Approval under the head 4217 (Plan) Electrification.
The agenda is placed before the General House of Corporation for its consideration and decision

Subject: Special repair of underground Car/Scooter parking for 30 Bays Building, (Near MOH Office), for 17 Bays Building (near B.S.N.L. Office) and Bay No.101 & 119, 120-138 (near CMC) in Sector 17, Chandigarh.

The matter regarding proper utilization of underground parking was discussed in the meeting of the
Traffic Engineering Cell held on 09.10.2014. Accordingly the site was inspected by worthy Superintending Engineer
(B&R), undersigned and S.D.E.R-1, M.C. Chandigarh. During the visit it was observed that the condition of above
said underground parking is very poor as there is a leakage in the ceiling and seepage on the walls. Due to this the
cement plaster has been damaged and cement concrete cover of steel reinforcement is chipped out at many places
and steel reinforcement is rusted and has lost it`s strength at some places. The reinforced cement concrete split in
two parts thus giving instability to structure. The parkings are no more being used by scooters/cycles being
unstable/unsafe and thus has resulted into reduction in car parking space at the top as the space is now being
occupied by scooters which were meant to be stationed in the underground parkings. To avoid any
mishapening/accidents these underground parkings needs immediate repair/maintenance.
Accordingly, this estimate amounting to Rs.239.30 Lac has been prepared by taking the items
explained in the scope of work. The work will be executed against budget provisions under head “Imp. of road
parking places & Inf. facilities”.
Scope of work:-
1. Demolishing cement concrete manually / by mechanical means including disposal of material
2. Dismantling old plaster or skirting raking out joints and cleaning the surface for plaster.
3. Chipping of loose concrete 20mm to 30mm of R.C.C. Facias beams- chajjas, columns, stairs.
4. Removing rust from reinforcement bars by applying liquid rust remover of pidilite or equivalent
5. Coating epoxy bonding agent (MPB) on old concrete for bonding with new concrete
6. Dashing C.C. 1:1 ½ :3 in RCC beams, slabs, facias etc. of average thickness 20-25mm.
7. Providing and fixing chicken mesh of on RCC beams, facias, B.W. Parapits, etc.
8. Providing and fixing IRC fabric of size 1”x1”x 11 gauges on RCC beams, facias, boundary. 9. Providing and inserting, nipples after drilling holes in main beam slab cracks for grouting.
10. Strengthening of reinforced cement concrete slab/beams by means of injecting cement.
11. Providing and laying water proofing treatment.
12. Providing and laying in position cement concrete of specified grade excluding the cost of centering.
13. Providing and laying C.C. pavement of mix M25 with ready mixed concrete from batching plant.
14. Add for using extra cement in items of Design Mix.
15. Making expansion joint of size 20mm x12mm.
16. Reinforcement for R.C.C work including straightening, cutting etc.
17. Centering and shuttering including strutting, propping etc. .
18. Extra for shuttering in circular work (20% of respective centering and shuttering items.
19. Jacketing columns using fast setting modified one component high strength micro concrete.
20. Earth work in excavation by mechanical manual (hydraulic excavator)/manual means.
21. Providing and laying in position cement concrete 1:8:16.

Subject: To provide Soap, Oil and Gur to the Drivers equivalent to the Safaikaramcharies.
It is submitted that regular/daily wager Safaikaramcharies are being provided the following
quantity of Soap, Sarson Oil and Gur as approved by the General House of Municipal Corporation,
Chandigarh :-
1. Soap : 4 cakes (big) of Dettol Soap per month
2. Sarson Oil : 1 ½ Kg. per month
3. Gur : 1 Kg. per month
Dettol Soap is being procured from the sole authorized distributor of M/s Reckitt &
Benckizer India Ltd. whereas Sarson Oil is being purchased from the Govt. authorized agency i.e. M/s
Marfed and M/s Hafed whosoever quoted the lower rate and Gur is purchased by floating e-tendering.
Now, Drivers’ Union have demanded that Soap, Sarson Oil and Gur may also be provided to
the Drivers equivalent to the Safaikaramchari .
At present, there are 36 Drivers and they are being provided only Soap and Sarson Oil less
than the Safaikaramcharies and Gur is not provided. The comparative statement is given as under:-

Keeping in view the above, agenda is placed before the General House as to decide the
followings;
a) whether to extend the contracts for outsourced areas for another year on same terms & conditions since the said contracts can be extendable for another year as per Clause No. 3 of DNIT, which is as under;
“The period of contract shall be Two Years from the date of allotment if not otherwise revoked or
cancelled as per the terms and conditions of the contract and it can be extended for one year on the basis
of satisfactory performance of the contractor.”
Or
b) to float a fresh e-tender for outsourced areas. In case the approval is granted for floating fresh e-tender, an extension to the present contract for 3 months i.e. w.e.f 01.02.2015 to 30.04.2015 on existing terms & conditions or till the finalisation of new tender whichever is earlier be granted for the smooth functioning of sanitation work.
And
c) it may also be decided as to whether the sanitation workers of 06 nos. of colonies which have now been demolished are to be employed in the Punarwas Colony in Dhanas.

Subject: Re-carpeting of various internal roads Ph-1 and Ph-II in Ram Darbar Colony, Chandigarh.
Rs.143.48 lac
This rough cost estimate has been framed to cover the probable cost of re-carpeting of various
internal roads in Ram Darbar, Colony, Ph-1 & Ph-II, Chandigarh. These roads were earlier carpeted between,
December 2009 to April, 2010. It is pertinent to mention here that so many depressions, cracks, pot holes, patches
and undulation on these internal roads have been seen at site. The Area Councillor Smt. Jannat Jahanh Ul-Haq
(Naina) has also requested on dated 13.06.2014 to carry out the re-carpeting work of area. It is pertinent to
mention that recarpeting will be started in April/May 2015.
Accordingly, this estimate amounting to Rs. 143.48 Lac has been prepared by taking the items
explained in the scope of work. The work will be executed against budget provisions under head “Imp. of road
parking places & Inf. facilities”.

The following scope of work has been taken in this estimates:-
1. P/L tack coat 3kg/10 Sqm. 2. P/L 30mm thick Bituminous Concrete.

Subject: P/L 30 mm thick bituminous concrete on the parking of Circus Ground, Parking in front of M.C. Building, Parking in between Bus Stand and Parade Ground Parking of Football Stadium, Backside of SCO 1 to 51 and Parking of fire Station Building in Sector 17, Chandigarh.

The site was inspected by the undersigned alongwith SDER-1 and it was observed that the condition
of above said road parking is very poor. Lot of pot holes has been developed at various locations. Due to this people
are facing inconvenience and therefore there is an immediately need for recarpeting these parking lots. The area
councillor also requested to Chief Engineer, Municipal Corporation, Chandigarh for providing and laying 30mm thick
bituminous concrete on above said parkings. These roads were last carpeted during 10/2009 and 03/2010.
Accordingly, this estimate amounting to Rs. 101.10 Lac has been prepared by taking the items
explained in the scope of work. The work will be executed against budget provisions under head “Imp. of road
parking places & Inf. facilities”.
Scope of work:-
The following scope of work has been taken in this estimates:-
1. Dismantling of existing kerbs/channels.
2. P/L tack coat 3kg/10 sqm.
3. P/L 30mm thick bituminous concrete.
4. Providing and laying 30mm thick Bituminous Concrete
5. P/F PCC kerb of size 2`-0” x 9” having 4” thickness.
6. Fixing of new/old PCC kerbs/channels.
7. P/F PCC channels of size 2`-0” x 1` having 3” thickness.

Subject: Improvement of Junction 28 in Sector 18, 19 & 20, 21, Chandigarh.

The Planning/Architectural drawings were issued by the Chief Architect, U.T. Chandigarh vide memo No STP-
2013/12984 dated 10.12.2013 for const. of slip roads alongwith concrete table and zebra notation. Accordingly the site was
inspected by the undersigned alongwith SDER-1, and it was observed that the due to very heavy traffic on the rotary, provision
of slip roads would help in reducing traffic chaos. Further the condition of above said road is very poor as lot of pot
holes/cracks have been developed on road surface. The last carpeting of this rotary was done in 9/2008.
Accordingly, this estimate amounting to Rs. 87.65 Lac has been prepared by taking the items explained in the
scope of work. The work will be executed against budget provisions under head “Imp. of road parking places & Inf. facilities”.
Scope of work:-
The following scope of work has been taken in this estimates:-
1. Dismantling of existing kerbs/channels.
2. Earth work in excavation by mechanical means i/c carriage.
3. Preparation of sub grade.
4. Construction of compacted Granular sub-base.
5. Providing, laying, spreading and compacting graded stone aggregate.
6. Providing and applying primer coat with bitumen emulsion.
7. Slurry Seal:- Providing and laying slurry seal consisting of a mixture.
8. Providing and applying tack coat 3kg/10Sqm.

SUPPLEMENTARY AGENDA ITEM NO. 215.12
Subject: Widening & Carpeting of parking and providing paved footpath in front of SCO in market of Sector 34-A, Chandigarh.
Rs.59.43 lac
The site was inspected by the undersigned along with SDER-10 and it has been observed that
widening/paved footpath would help in reducing traffic chaos, improvement of aesthetics & also increase in
revenues as this is paid parkings. The area councillor has also requested for widening & carpeting and to provide
paved footpath infront of SCO`s in Sector 34 A, Chandigarh as provided in other Sectors. There is set guide line
issued by CAUT Admn to provide 10`-0” & 8`-0” wide paved footpath infront of SCO`s and booths respectively and
rest of the area to be widened to increase the area of parking.
Accordingly, this estimate amounting to Rs. 59.43 Lac has been prepared by taking the items
explained in the scope of work. The work will be executed against budget provisions under head “Imp. of road
parking places & Inf. facilities”.
Scope of work:-
The following scope of work has been taken in this estimates:-
1. Dismantling of existing kerbs/channels. 2. Earth work in excavation. 3. Carriage of earth. 4. Preparation of sub grade. 5. Construction of compacted granular sub base. 6. P/L spreading 63-45mm gauge. 7. P/L spreading 43-22.4mm gauge. 8. Refixing of old PCC kerbs/channels. 9. P/F kerbs of size 2`-0” x 9” having 4” thickness. 10. P/F channels of size 2`-0” x 1` having 3” thickness. 11. P/L surface dressing. 12. P/A tack coat 3Kg/10 Sqm. 13. P/L 30mm thick Bituminous Concrete. 14. P/L in position cement concrete 1:8:16. 15. P/F 60mm thick factory made cement concrete interlocking paver blocks on sand.

Subject: Re-carpeting of V-6 road of Sector 44-B, Chandigarh.

The V-6 roads of Sector 44 B was earlier recarpeted during the month of December 2009. The
inspection of these roads were carried out by the undersigned along with SDER-10 and observed that condition of
V-6 roads is very poor as lots of cracks/depressions have been developed and required to be recarpeted. These
roads are also due for recarpeting as per prevailing policy of M.C. i.e. the roads are recarpeted after a gap of five
years.
Accordingly, this estimate amounting to Rs. 93.53 Lac has been prepared by taking the items
explained in the scope of work. The work will be executed against budget provisions under head “Imp. of road
parking places & Inf. facilities”.
