STUDENT AND STAFF RECOGNITION 1. Student Recognition

The Auburn School Board of Directors will recognize Jack Peace, a senior at Auburn Riverside High School, for being an outstanding student. Jack Peace has accomplished such an amazing academic feat that his classmates have nicknamed him “Mr. 2300.” Scoring perfectly on both the SAT and ACT math sections—and nearly perfect overall—Jack merely chuckles at his classmates’ responses to his 2300 out of 2400 SAT score. “It’s all out of good fun,” says Jack. “Whenever I say something smart in class, my friends are like, ‘Hey Mr. 2300.’” Jack’s humility is evident. He is uncomfortable stating his major accomplishments and does not want to come across as conceited or prideful. “I think people respect me not necessarily because of my class work but because I’m humble,” remarks Jack. Jack’s good-naturedness makes him easy to like, which is perhaps why he is also a leader in ASB, the National Honors Society and Forensics. Jack is the treasurer for both ASB and the National Honors Society, and he is the Speech and Debate president. Jack feels empowered and trusted by his classmates to do good things for the school as a class officer. He is a go-getter and is more of a doer than a planner. “I like to just do it; we can plan, but let’s not spend all of our time planning,” states Jack. As a senior, Jack will most likely miss the enthusiastic people of Auburn Riverside the most when he heads off to a four-year university—Stanford, University of Washington, or Seattle University are currently at the top of his list. Jack believes in making a difference for others and he is looking forward to challenging himself with all of the new opportunities awaiting him in college, such as new friends, new classes, a new city and so on. Currently, Jack has a 4.0 GPA, which includes his A grades in numerous AP courses. He has scored a five on four AP college credit exams, including U.S. history, chemistry, European history, and English language and composition. Depending on his college of choice, he may earn college credit for these top scores. Jack says math comes easily to him but he truly enjoys studying government as well as biology. “I’ve thought about going into medicine, but a part of me wants to explore my options before I settle on anything.” Many of Jack’s other awards and accolades include being a semifinalist in the 2006-07 National Merit Scholarship program; capturing first place at the 2005-06 Washington State Forensic Championships in the expository category; and traveling to the National Forensic League Championships to participate in the oratory competition. Jack can also be found on the Ravens’ tennis courts and track. He plays both sports to stay fit and active. His favorite race is the 800, which he says is the perfect race—not too short and not too long. Jack finds running to be relaxing, which may serve him well as he treks off to college and dives into all of those new and different opportunities.

2. Staff Recognition

The Auburn School District board of directors will recognize Pat Judd, administrative assistant to the associate superintendent, for her outstanding service to the Auburn School District. Pat Judd is starting her 21st year in the Auburn School District—17 of those years as the administrative assistant to the associate superintendent—yet you wouldn’t know it. Her energy is boundless and her enthusiasm just as contagious today as it was the day she first started. Pat enjoys herself on the job, particularly the customer service aspect. “The nature of my job is people oriented. I’m constantly meeting new people and learning from them. I really get my energy from working with others,” says Pat. And vice versa. It appears that those who work with Pat—whether she is scheduling their rental of a district facility or creating an invoice for their business needs—also walk away more energized from the experience. Pat is a gifted listener and problem solver. “I am grateful for my gift of listening. It has really helped me connect to people who haven’t felt heard,” states Pat. Pat may be in a supportive role but she is also a quiet leader. Through her strong work ethic and positive attitude, Pat leads by example, which is one of the reasons Superintendent Cowan asked Pat to represent the Auburn School District on the Auburn Downtown Association board of directors. Pat serves as secretary on the executive board, keeping record of the meetings, as well as planning marketing events like the Santa Parade and Veterans Day Parade to persuade prospective business owners to open up shop in Auburn. Pat feels that her experience in the Puget Sound Leadership Institute in 2004 is where she gained the confidence to speak up for herself and others. “I never really considered myself a leader or in a leadership role until the institute,” says Pat. Pat is also on the planning committee for Uniquely Auburn—an annual event showcasing local performers, speakers and artists. Despite a full-time work schedule and various volunteer activities, Pat maintains an active social life—staying in touch with friends at Bunco night, book club night, and dinner-and-a-movie nights. She also makes time for her family, especially her two children, Joshua and Malia. Joshua is currently serving in the California Army National Guard in Afghanistan. Pat highly anticipates his homecoming next March. Malia works part-time for the school district, just a few cubicles away from her mother. Pat can always count on Malia for a shopping excursion or just a day of relaxing. “I guess being a people person also makes me a family person. I can honestly say that my children are also my closest friends,” reflects Pat. With all of life’s ups and downs, Pat’s smile and good spirits never fade. She is a trouper and would probably have made a superb grade school teacher, which is a profession she thinks she might’ve pursued if she had had the opportunity to afford college. She also dreamed of being a French interpreter for the United Nations—a dream that started

in high school French class. “I may not be a French interpreter,” chuckles Pat, “but I still love watching French movies.” Pat’s childhood dreams went unfulfilled in some ways, but not in others. She may not work for the UN, but she does impact the lives of people in her community, continually sowing seeds of encouragement, lending helping hands and offering unlimited smiles.

Cameron Grow, Olympic Middle School assistant principal, will introduce

Lisa Wilkinson, Olympic Middle School PTA president, who will report on the Olympic Middle School PTA activities for the 2006-07 school year.

2. Activity/Athletic Report--Cascade and Rainier Middle School Football

Programs Pauline Thomas, Cascade Middle School assistant principal, will

introduce Steven Homfeldt, Cascade Middle School football coach, who will introduce Matthew Hansen and Maxwell Pratt, students. Benjamin Talbert, Rainier Middle School principal, will introduce Ryan Dunham, Rainier Middle School football coach, who will introduce Brandon Haddix and Garrett Light, students. The students will report on their respective football programs.

3. Requests for Travel

a. Thirty Auburn Riverside High School students request permission to travel to Walla Walla, Thursday to Sunday, November 2-5. The purpose of the trip will be to participate in the Whitman University Speech Tournament. Lodging will be at a local hotel, meals will be at local restaurants, and travel will be by charter bus. The cost of the trip will be paid by ASB funds. Mark Davis, director of forensics, and Julie Debolt, assistant director of forensics, request permission to accompany the students. Substitutes will be needed for two days.

b. Four Auburn Riverside High School students request permission to

travel to East Brunswick, New Jersey, Thursday to Sunday, November 9-12. The purpose of the trip will be to participate in the Future Business Leaders of America National Fall Leadership Conference. Lodging will be at the Hilton in East Brunswick, meals will be at local restaurants, and travel will be by air. The cost of the trip will be paid by CTE funds. Christine Wilson, business education teacher, requests permission to accompany the students.

c. Twenty Auburn High School students; 16 Auburn Mountainview High

School students; and 10 Auburn Riverside High School students request permission to travel to Washington, D.C., Thursday to Sunday, November 2-5. The purpose of the trip will be to participate in the DECA Regional Leadership Conference. Lodging will be at the Crystal Gateway Marriott, meals will be at local restaurants, and travel will be by air. The cost of the trip will be paid by ASB funds. James Burton, Auburn High School marketing teacher; Derek Enz, Auburn Mountainview High School marketing teacher; and Douglas Aubert, Auburn Riverside High School marketing teacher, request permission to accompany the students. Substitutes will be needed for two days.

SCHOOL PROGRAMS 1. Minimum Basic Education Requirement Compliance (Form SPI 1497) Rodney Luke, executive director of K-12 student learning, will present

the Minimum Basic Education Requirement Compliance form. The Minimum Basic Education Requirement Compliance gives assurance to the State Board of Education that school districts are in compliance with the minimum requirements of the Basic Education Act as well as several other provisions. This form must be approved annually by each school district’s board of directors.

Recommendation: That the board approve the Minimum Basic

Education Requirement Compliance form and authorize the school board president to sign the form.

2. Attendance Area X-B Recommendations--First Reading

Dr. Dennis (Kip) Herren, deputy superintendent, will introduce Anne Baunach and Theresa McFadden, co-chairs of the Attendance Area X-B Committee, and Steve Chatman, committee member. The citizens’ committee will present, for first reading, Phase X-B of the Attendance Area X Committee’s recommendations.

Recommendation: That the above recommendations be approved for first reading with second reading and approval scheduled for Monday, November 13.

PHASE X-B ATTENDANCE AREA COMMITTEE RECOMMENDATIONS

FOR AUBURN SCHOOLS

OCTOBER 2006

INTRODUCTION

The Auburn School District Attendance Committee has developed Phase X-B recommendations for the adjustments of internal elementary school attendance areas to accommodate the opening of Elementary 14. The recommendations, outlined below, fall within the parameters of the attendance area administrative guidelines adopted in Phase I and II Committee Reports in 1990 and 1991. The Phase X Committee modified criteria from the Phase IX Committee to state that each criterion had equal importance in establishing parameters for attendance recommendations. The Auburn School District has a long history of utilizing citizens’ committees to reconfigure attendance areas.

• Phase I addressed the restructuring of elementary school attendance boundaries in the northern portion of the district.

• Phase II addressed the new configuration of junior high schools due to the opening of Rainier Junior High School.

• Phase III addressed the restructuring of elementary boundaries in the southern portion of the district.

• Phase IV addressed the boundary impacts of opening Mt. Baker Middle School in the fall of 1994.

• Phase V addressed the boundary needs of opening Auburn Riverside High School in the fall of 1995.

• Phase VI addressed the issue of enrollment growth by balancing attendance areas. • Phase VII addressed the issue of accommodating enrollment growth in the southern areas of

the district and the transfer of Dieringer School District property known as Lakeland South (Pierce County).

• Phase VIII addressed the issue of overcrowding at Hazelwood Elementary and Rainier Middle School as well as the available space at Lake View Elementary and Cascade Middle School.

• Phase IX addressed the boundary impacts of opening Auburn Mountainview High School in the fall of 2005.

• Phase X-A addressed the boundary impacts of opening Lakeland Hills Elementary and the overcrowding of Rainier Middle School in the fall of 2006.

Phase X-B addresses the new configuration of elementary school boundaries with the opening of Elementary 14 in the northeastern portion of the district.

Attendance Area Committee – 2005-2006 Process

The 2005-2006 Attendance Area Committee convened on October 12, 2005, with 75 participants, including representatives from all schools impacted by these recommendations. The group worked for six months and came to consensus on recommendations for Lakeland Hills Elementary and Cascade Middle School on March 8, 2006. The school board adopted these recommendations on March 27, 2006. The committee reconvened on June 7, 2006. They asked the district staff to work over the summer to make recommendations for sub-geo codes on Lea Hill to help facilitate the process of assigning students to elementary schools. The group next met on August 30, 2006. The school district presented a map of Lea Hill with sub-geo code divisions as well as updated growth patterns. The group divided into small groups to review data and begin to formulate models. Subsequent meetings were held on September 13, September 27, and October 4 to consider new models and refine ideas. In each meeting the committee as a whole developed and reviewed models and made sure that all reasonable alternatives were considered. On October 11, the committee completed final evaluations and reached consensus for attendance area recommendations. Finally, writing and presentation subcommittees were created to format the committee’s recommendations for presentation to the school board and the community. On October 18, 2006, the Attendance Area Committee reviewed the final recommendations for school board review on October 23, 2006.

ATTENDANCE AREA X-B RECOMMENDATIONS ELEMENTARY SCHOOL RECOMMENDATIONS AND RATIONALE The committee was charged to review the attendance area boundaries to populate Elementary 14 opening in the fall of 2007. In order to accomplish this task, the committee requested that the administration subdivide the geo codes on Lea Hill into smaller units to make it easier to populate the elementary schools.

1. Recommendation for Lea Hill Elementary Geo codes: LH04A, LH06A, LH06B, LH06D, LH07, and HZ01B

Rationale:

• Provides school populations within the 2005 Citizens’ Ad Hoc recommendations leaving room for future growth

• Balances elementary school populations to their capacities • Considers future build-out and projected growth for the next two years • Maintains geographic proximity allowing students to attend neighborhood school • Considers student safety and minimizes student travel time • Minimizes the economic impact of transportation • Ensures reasonable socio-economic parity • Ensures program quality by having a large enough student population to offer a

full mix of programs

2. Recommendation for Hazelwood Elementary Geo codes: HZ01A, HZ01C, HZ01D, HZ01E, HZ02, HZ04A, HZ04B, HZ04C, HZ05, HZ06, and LH06C

Rationale:

• Provides school populations within the 2005 Citizens’ Ad Hoc recommendations leaving room for future growth

• Balances elementary school populations to their capacities • Considers future build-out and projected growth for the next two years • Maintains geographic proximity allowing students to attend neighborhood school • Considers student safety and minimizes student travel time • Ensures reasonable socio-economic parity • Ensures program quality by having a large enough student population to offer a

full mix of programs • Results in the designation of HZ01E to allow children in the southwest corner of

HZ01B to remain walkers to Hazelwood

3. Recommendation for Elementary 14 Geo codes: LH01, LH04B, LH04C, LH05, HZ01B, HZ03A, HZ03B, HZ03C, HZ03D, and HZ03E

Rationale:

• Provides school populations within the 2005 Citizens’ Ad Hoc recommendations leaving room for future growth

• Balances elementary school populations to their capacities • Considers future build-out and projected growth for the next two years • Considers student safety • Minimizes the economic impact of transportation • Ensures reasonable socio-economic parity • Ensures program quality by having a large enough student population to offer a

4. Recommendation for the Verdana Development Geo code: HZ01B The attendance area committee recommends that the administration and future attendance area committees subdivide the HZ01B geo code as needed once construction begins. Students will be divided with 1/3 going to Elementary 14 and 2/3 going to Lea Hill Elementary. These divisions should balance capacity within OSPI recommendations as well as provide socio-economic parity.

Rationale:

• Construction on the Verdana development is scheduled to begin in one year • The developer has not yet designated a build-out plan indicating the order in

which homes will be built • This development is projected to be too large to go to one elementary school

SUPPORTING DATA FOR ELEMENTARY SCHOOL RECOMMENDATIONS The committee used a 13-year growth projection model, area build-out schedules of new developments, plus roll-up data to estimate the population for fall 2009. WAIVER FROM MINIMUM 180-DAY SCHOOL YEAR REQUIREMENT WHEREAS, the Washington State Board of Education has recognized the importance of and has established waivers for restructuring purposes (WAC 180-18-040-060); and WHEREAS, the Auburn School District School Improvement Plans for each school serving students in pre-kindergarten through grade twelve has the mission of serving students in a safe environment so that all of the students will achieve high standards of learning in order to become ethically responsible decision makers and lifelong learners; and WHEREAS, the District’s Inservice Advisory Committee; Curriculum, Instruction, and Assessment Committee; and district staff, parents, and community members have determined that staff need the additional professional development time to further develop instructional practices which support the goal of all students progressing towards achieving standard in literacy, mathematics, science, social studies, arts, and health and fitness; and WHEREAS, staff and parents recommend reducing the number of student days while still meeting the program hour requirements as prescribed in RCW 28A.150.220; and WHEREAS, the school board recognizes that while this reduction of student days results in a waiver request, the assessment results will show enhanced student learning. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Auburn School District No. 408 hereby requests a two-day waiver from the minimum 180-day school year requirement under RCW 28A.150.220 and WAC 180-16-215 for the 2006-07 school year resulting in a 178-day school year for students in grades pre-kindergarten through twelve; and a five-day waiver from the minimum 180-day school year for students pre-kindergarten through grade twelve for the 2007-08 school year and the 2008-09 school year. AUBURN SCHOOL DISTRICT No. 408 STATE BOARD OF EDUCATION WAIVER APPLICATION

Introduction and Identification of Requirement to be Waived The Auburn School District, pursuant to WAC 180.18.040 requests a waiver from the minimum 180-day school year requirement. The purpose of the request is to implement local restructuring plans, provide a more effective educational system and enhance the achievement of all students in concordance with the high standards of Washington State Educational reform. The Auburn School District requests two (2) student waiver days during the spring of the 2006-2007 school year, five (5) waiver days during the 2007-2008 school year, and five (5) days during the 2008-2009 school year, for a total of twelve (12) days over the next three years, with specific dates to be determined. This request will not compromise the total instructional hour requirements for WAC 180.16.200. In accordance with WAC 180.18.050, the Auburn School Board submits a resolution for waiver requests and a district plan for restructuring district programming. Auburn School District Education Reform Background and Progress The Auburn School District has completed several curricular and instructional alignments to State goals and Grade Level Expectations and has developed a long-range strategic plan for educational reform, Futurescape – The Next Generation. Additionally, district and classroom-based assessments were developed and adopted that ensure that each student is progressing to the high standards of educational reform in reading, writing, math and science. Teachers also work to implement Goal 2 curriculum-based assessments, including social studies, arts and health and fitness. School Improvement Plans are developed and implemented through school-based leadership teams that address the learning demographics of each school. Follow-up and revision of these plans have resulted in steady progress in student achievement despite dramatic increases in populations of ELL and low socioeconomic learners. This progress has been accomplished without compromise to the total instructional hour requirement or the 180-day school year requirement by utilizing district designated, building determined and individualized teacher days. To this point, school improvement teams have developed detailed plans that increase the professional capacity of teachers and refine the applications of core curriculum to assist individual students in academic performance. This has resulted in well-defined core curricula and strategic planning at the school level. Statistically, only 30% of students in the fifth grade will remain in the Auburn School District when they reach the 12th grade. This substantial mobility factor requires that the district restructure a system that effectively addresses the challenges of mobility in concert with high standards. The request for twelve (12) waiver days over the next three (3) years is central to the development of restructured delivery models at grade level, across grade level and in individual classrooms. Restructured delivery models are essential to close the achievement gap that sidelines low-income and minority students.

Statement of Need for Waiver Days to Restructure the Auburn School District Delivery Model Schools need time to implement School Improvement Plans that call for deep alignment of instruction to State standards. The Auburn School District provides systemic assessment that monitors academic progress and produces diagnostic data for teachers to use in the classroom. Aligning classroom instruction to State standards requires more opportunities for teachers to articulate instruction and to collaborate through professional learning communities. School Improvement Plans call for the restructuring of school time towards recommended OSPI models of tiered interventions. This should result in increased personalization for student learners, refined curricula and effective instructional strategies, greater differentiation for individual learners and increased use of diagnostic assessment that guides instruction. School Improvement Plans stress the importance of parent and community involvement. The need for restructured delivery models to effectively communicate with ELL families is significant. Waiver Days are needed to increase parent involvement for students who come from families of poverty. Over 50 percent of the district’s elementary student body qualify for free and reduced lunch. Waiver Day Targets for Restructure and Plan for Reform The Auburn School District strategic plan for closing the achievement gap includes a focus on math and science, improvement in literacy, development of instructional models that address student mobility and use of technology for differentiated instruction. Over the next three years, waiver days will be utilized in these targeted areas for restructuring. The implementation of school math and science improvement plans is paramount. Almost 600 students in the class of 2008 are below WASL standards for graduation. The Auburn School District targets the alignment and delivery of mathematics between the seventh and tenth grade as critical for addressing the achievement of students to the high standards of mathematics. Math and science intervention models will be developed that address the challenges of mobility and low-income demographics. A different system of delivering math instruction is warranted to address not only the class of 2008 but all future classes of students who need a better system that addresses their mathematical learning needs. The scope and sequence of the traditional mathematics model for college eligibility needs to be supported by a system of mathematical learning that aligns more intensely with grade-level expectations and addresses the episodic learning needs of a transitory, low-income demographic. Currently, individual School Improvement Plans need the time to implement goals and strategies into every classroom structure.

The Auburn School District has successfully piloted OSPI literacy intervention models in elementary and mid-level schools. These models focus on literacy, result in significant gains and close achievement gap. Waiver days are needed for the development of math intervention models across grade levels, particularly at the district’s secondary level. The development of delivery models to address the learning needs of low-income populations is significant in the district’s local restructuring plan. Teachers need time to develop classroom systems that utilize effective assessment and provide individual student information to guide diagnostic instruction aligned to individual student performance and standards. Cultural competency and ELL accommodations are central elements for the implementation of differentiated instruction at the classroom level. The use of technology for the purpose of improving instruction and parent communication is important in the individualization of student learning and involvement of parents. Teachers need time to hone their skills in the utilization of technology in its application for both instruction and assessment of student learning. Additionally, technology has great import for the development of individualized learning plans for student performance as well as frequent communication with parents on student progress towards achievement standards. Restructure Process As mentioned previously, the Auburn School District has invested in a school improvement plan process that incorporates the characteristics of high-performing schools. These school plans provide opportunities for parent, community and teacher involvement in decision-making that drives improvement in student performance. The request for waiver days has strong endorsements from the School Board, School Improvement Plan teams, the Auburn Education Association, PTA, the District Advisory Inservice Committee, the Classified Inservice Advisory Committee, principals and the district Curriculum Instruction and Assessment Committee. These committee and community components represent stakeholder leadership across the Auburn School District and community. The School Board resolution for Waiver Days Plan is a culmination of faculty, staff and community support for improvement of student learning via a restructuring effort. Evaluation of Restructure The utilization of MAPs assessments, in conjunction with other standardized assessments and WASL, will provide ongoing data on the academic progress of students. The MAPs assessment provides feedback within 24 hours on the progress of students. Given the high mobility of student populations of students in the Auburn School District, it is critical that accurate placement and diagnosis of new student learners be expeditious and targeted.

Restructuring efforts will require strategic interventions at the classroom level that address Tier 2 and Tier 3 student learners and the development of intensive efforts for Tier 1 learners. The Washington Assessment of Student Learning will be the ultimate measurement of restructuring success via intense restructuring efforts in reading and math for ELL and low socioeconomic learners. Student performance on the WASL will demonstrate dramatic improvements in the low socioeconomic and highly mobile segments of district populations, with significant progress made in closing the achievement gap. Teachers will develop their skills by restructuring the OSPI collection of evidence and curriculum-based assessments to align with graduation required culminating portfolios, alternative learning and Goal 2 content achievement. Individual teachers will create instructional plans that are differentiated and targeted for learners below grade level expectations. Student work will reflect vestiges of the changes in classroom culture that not only address the core goals of learning but also the supplemental and individualized demands for all students to achieve high standards. The Auburn School District will formalize the development of these restructures to promote sustainability for future years. Parents will be surveyed on an annual basis to assess the success and improvement of restructuring. Parents will articulate high levels of satisfaction with the Auburn School District restructuring efforts as a measure of their involvement and success in student achievement. Summary In summary, for the purpose of local restructure, the Auburn School Board requests a waiver of twelve (12) school days to be implemented over a three-year period, with two days in the school year of 2006-2007, five days in the school year of 2007-2008, and five days in the school year 2009-2010. School Improvement Plans will be implemented that promote the characteristics of high-performing schools, enhance teachers’ use of differentiated instruction that will close the achievement gap, deeply align school instruction and assessments to State standards, develop intervention models across grade levels and promote cultural competency and ELL accommodations in classroom learning. The time will be used for teachers to implement school-wide improvement plans at the classroom level and change the current culture of classroom instruction to be more targeted and effectively designed to State standards. Schools will collaborate and utilize intervention models to increase achievement in literacy, math and science. Teachers will work individually and collaboratively to develop models that will provide the sustainability of instruction to bring each student to higher standards of educational reform.

5231 Page 1 of 2 DRAFT (10/9/06) PERSONNEL Length of Work Day Regular building hours for teachers shall be one half hour before school starts to one half hour after school ends including a 30-minute duty-free lunch period. Individual schools may request a board waiver from these district-wide provisions. The starting and dismissal times for students, which may vary from school to school, shall be determined by the district. Unless otherwise specified, the work-day for certificated staff assigned to the district administrative center and all classified staff shall be 8 hours per day exclusive of the lunch period. A classified hourly staff member shall be paid at the rate of one and one-half times the salary schedule rate when he/she works for more than 40 hours during the regular work week. The regular work day shall include one 15-minute break for each four hours of work. A lunch period of not to exceed one hour shall be scheduled but shall not be counted for pay purposes. The district shall be responsible for establishing the work day schedule for each classified staff member. In the event a supervisor requests that a staff member work beyond the specified working hour and thus exceeds the 40 hours during the established work week, the district may grant, at the staff member’s request, compensating time in lieu of overtime pay. A staff member may accumulate up to 240 hours of compensating time. When the staff member reaches the 240-hour limit, he/she must either take compensating time off or receive pay for such excess hours. Custodial/maintenance and office staff shall report for work when schools are closed for bad weather when required by the superintendent or designee.
