STUDENT PARTICIPATION

1. Rainier Middle School Art Display Benjamin Talbert, Rainier Middle School principal, will introduce

Haylee Betts, Ashton Buell, Kaitlyn Jensen, and Jasmeen Kaur, students. The students will present the Rainier Middle School art display and answer questions from the board.

2. Activity/Athletic Report—Auburn High School and Auburn Mountainview High School Boys’ Tennis Programs

Richard Zimmerman, Auburn High School principal, will introduce

Philip Smetheram, Auburn High School boys’ tennis head coach, who will introduce Paul Harris, student. Terri Herren, Auburn Mountainview High School principal, will introduce Dustin Hedger, Auburn Mountainview High School boys’ tennis head coach, who will introduce Timothy Hartke and Brenton Millard, students. The students will report on their respective boys’ tennis programs and answer questions from the board.

3. Requests for Travel

a. Eight Auburn Riverside High School students request permission to travel to Portland, Oregon, Friday to Saturday, September 25-26. The purpose of the trip would be to compete in the 2009 Nike Pre-Nationals Invitational. Lodging will be at the Econo Lodge, meals will be at local restaurants, and travel will be by rental vehicle. The cost of the trip will be paid by ASB funds. George (Bill) Sumner, Auburn Riverside boys’ cross-country head coach, requests permission to accompany the students. A substitute will not be needed.

Megan Ellis Sumner, parent chaperone, would also accompany the

students. b. Fifty Auburn Riverside High School students request permission to

travel to Seaside, Oregon, Friday to Saturday, September 25-26. The purpose of the trip would be to compete in the Seaside Cross-Country Invitational. Lodging will be at Camp Rilea, meals will be at local restaurants, and travel will be by charter bus. The cost of the trip will be paid by ASB funds. Kaisa Swenddal-White, Auburn Riverside High School girls’ cross-country head coach; Sarah Getty, Auburn Riverside High School girls’ cross-country assistant coach; and Timothy Wright, Auburn Riverside High School boys’ cross-country assistant coach, request permission to accompany the students. Substitutes will not be needed.

Recommendation: That the above trips be approved as

requested.

T R A N S P O R T A T I O N D E P A R T M E N T 6 1 5 - 1 5 T H S T R E E T S O U T H W E S T A U B U R N, W A S H I N G T O N 9 8 0 0 1 (2 5 3) 9 3 1 - 4 9 3 8 School Walking Committee Board Report September 14, 2009 The following committee members were present at our June 16 meeting: Kristen Bruhahn, Dennis Grad, Auburn Police Officer Patrick Douglas, Chris Hankins with City of Auburn, Michelle Baker, Rachel Tyndall with King County, Tammy White, Crystal Morrison, Amy Cresswell, Shana Friend, and Donna Johnson The District Safe Walking Review Committee met on June 16, 2009, at 4:00 p.m. at Transportation to review changes and recommendations for improvements for elementary and middle school walking boundaries. Elementary Schools: Alpac: Third Ave NW in Pacific is a narrow 2-lane corridor inside the designated walking area. Due to residential growth, there are approximately 50 students who could be walking and/or bicycling to school. Alpac’s Safe Walking Committee believes the increased traffic has made this road unsafe for student pedestrians. The school district and city of Pacific have applied for and have been granted a Safe Routes to Schools Grant with the Washington State Department of Transportation and construction will be completed in 2010. Until the road improvements are completed, it is also the position of the District Committee that these

students will be bused to and from school. There will be no added costs for bussing since these students will be placed on other Alpac buses. This will become a safe walking area when project is completed and the buses are projected to be removed 2010-11 school year.

Arthur Jacobsen: Approved current walking boundaries. Future park development will create issues that need to be addressed at a later date. Flashing beacons were installed in spring of 2009. Cameras installed this past summer.

Chinook: Approved current walking boundaries with the recommendation that the neighborhood west of Dogwood and north of the casino should remain part of a school bus route. The committee agreed with this recommendation. Dick Scobee: Approved current walking boundaries. Evergreen Heights: Approved current walking boundaries. Gildo Rey: Approved current walking boundaries. Concerns noted regarding parents picking up students at the back gate which creates congestion. YMCA before/after school day care is closing and may help to ease some of the congestion. The situation will need continued monitoring throughout the year. Speed bumps have been requested and the city has determined that is not feasible from a safety concern. Suggestion has been made to make the signs bi/tri lingual.

Gildo Rey Elementary School request of the City • Concerned about safety of children being picked up and dropped off at the back of the school (33rd Street SE).

City Comments • Installed no parking signs on 33rd Street SE (rear of school). • Painted curb yellow on 33rd Street SE (rear of school). • Added new white painted curbing at main entrance to protect school children and pedestrians.

Hazelwood: Approved current walking boundaries with addition of Hazel Park and Crystal Meadows to the walking area. Committee is recommending an adult crossing guard at 304th and 116th for Carrington Meadows and Cambridge Pointe. Ilalko: Not a walking school; however, the following improvements will be made in the area.

City Comments • School zone flashing beacons will be added on Oravetz Road. Not completed at this time.

Lake View: Approved current walking boundaries. Lakeland Hills: Approved current walking boundaries with the following recommendations:

For the District:

• Provide 1 hour/day adult-supervised crossing to assist students crossing Panorama Drive SE and crossing Evergreen Way SE.

Currently being done.

• Provide 2 hours/day adult-supervised crossing to assist students crossing Evergreen Way SE and Lakeland Hills

Way SE. This intersection is extremely busy and is the main intersection for all traffic going down the hill to the valley. Two adults are required at this intersection each shift (a.m. and p.m.).

The committee believes that one adult guard is adequate.

• Provide 1 hour per day for an adult-supervised crossing to assist students crossing Lakeland Hills Way and 62nd

Street SE.

Currently being done.

Lakeland Hills Elementary requests of City • Digital speed radar signs on Lakeland Hills Way & 62nd Street SE.

• Crosswalk signs installed on both sides of the intersecting Panorama Drive and Evergreen Way to warn traffic of

a crosswalk ahead.

• Additional traffic patrols by Auburn Police Department during school hours along the designated walking routes.

City Comments • Crosswalk Ahead signs will be installed as requested. Not completed at this time.

• After investigating the request for speed radar signs, it was determined they will not be installed on Lakeland

Hills Way & 62nd Street SE. This corridor already has a dense placement of roadside information with the school zone flashing beacons, traffic signal, and school zone signage. Installing speed radar signs in this location would create additional roadside distractions and diminish the effect of the other devices.

• Officer Patrick Douglas of the APD and ASD Safe Walking Committee assured the committee that the current level of school patrols will continue in the 2009-10 school year.

Lea Hill: Approved current walking boundaries.

• Cameras recently installed in front of school. Pioneer: Approved current walking boundaries.

Pioneer Elementary requests from the City • Concerns were identified about safe walking conditions throughout the area including along K Street SE and at

the back of the school where children are dropped off and picked up.

• Due to increased activity, it has been requested that a flashing light be installed on K Street at the back entrance of the school.

City Comments • School zone flashers are scheduled to be installed on K Street SE between 17th Street SE and 22nd Street SE this

year. Not completed at this time.

• The crosswalk at 21st Street SE and K Street SE has been relocated to the west side of the intersection to match pedestrian-desire line in response to community request.

• A new crosswalk has been added at 23rd Street SE and F Street SE.

Terminal Park: Approved current walking boundaries. Due to the lack of crosswalks on 17th, the request has been made that the walking boundary not be extended to C Street.

The District Safe Walking Committee agrees with this request. Washington: Approved current walking boundaries.

Washington Elementary School requests from the City • Crosswalks were requested in front of Washington Elementary School on E Street NE and I Street NE. • School zone flashing beacons were requested on E Street NE.

City Comments • City staff will review the proposed crosswalk at E Street NE and I Street NE and determine if it is appropriate. • School zone flashing beacons are programmed to be installed on E Street NE this year. Not completed at this

time.

Middle Schools: Cascade: Approved current walking area.

• Concerns continue with the number of student pedestrians who cross the street in front of Cascade at 24th and M Street NE.

The District Walking Committee believes this should be a duty station for a district staff person to patrol during peak times for students walking to and from school.

Cascade Middle School request for the City

• Refresh or repaint crosswalks at I Street NE and 22nd Street NE. City Comments

• The city continues to have concerns about the liability of placing a crosswalk on a curve with limited visibility to motorists. The city and school district will need to continue to discuss alternatives for pedestrians crossing at this location.

• This crosswalk will be repainted this summer as part of the City’s annual pavement markings program. Not completed at this time.

Rainier Middle School: Approved current walking boundaries with the following changes:

• Right turn only signage in north parking lot during morning drop-off and afternoon pick-up hours.

• Install gates in front of main entrance and north parking lot to block entrance during key times.

• Install median to block left turn into north parking lot.

• Revise drop-off route to include one way entrance to south lot and one way exit from north lot. Open gates behind portable behind school. Allow entrance into main lot for drop off and cut through to north lot for right-turn only release to 116th Street.

The above recommendations will be discussed further with the City, Support Services, and Capital Projects.

• Recommend that all students residing west of 116th and 312th SE are provided with bus transportation. Roadway

is unsafe for walking and street is too narrow for sidewalk or curbing. Safe Walking Committee agrees with this recommendation.

• Designate the Season’s, Meadows, Gentry Walk and Carrington neighborhoods as walking areas.

The Safe Walking Committee agrees to designate the Season’s and Carrington neighborhoods as walking areas. The Meadows and Gentry Walk Apartments will continue to be served with a bus as there is currently no safe area to cross and there is a missing portion of sidewalk towards 124th.

Rainier Middle School requests of the City:

• Addition of crosswalks at 112th & 304th.

• Flashing crosswalk lights in front of Rainier Middle School on 116th.

• Curbing along south side of 312th extending from the beginning of the safe walk zone at 110th east to 116th.

• Expand street at 116th and 312th to include turn lane and/or light to regulate traffic flow.

• Sidewalk along 124th from 312th to 304th.

• Install signal at 312th and 116th to ease congestion and flow.

• Flashing lights or signal at 116th and 304th.

• Crosswalk on west side of 116th and 304th.

• No parking/stopping zone in front of school extending from south to north parking lot.

• Repair broken concrete curbing on north side of 312th down from 124th.

• Requesting improvements to the intersection of 116th Ave SE & SE 312th Street. A turn lane and/or traffic signal

to better regulate traffic flow. • Broken concrete curbing north/south of SE 312th Street east of 124th Ave SE is requested to be repaired.

City Comments

• The intersection of 116th Ave SE & SE 312th Street is being analyzed as part of the City’s Comprehensive Transportation Plan update. It is a project that, once identified, can be programmed for funding. Because it is identified as a school walking route, it may be eligible for grant funding. The City will continue to pursue grant opportunities that may fit for an improvement at this location. The school district will be kept apprised of any grant funding opportunities or partnerships that are available.

• The City will program a project to fix the broken curbing on SE 312th Street. Not completed at this time.

• New school zone flashing beacons will be added on 116th Ave SE this year.

BUILDING PROGRAM 1.

Auburn Mountainview High School (High School No. 4) Storm Water Easement and Maintenance Agreement

Attached is an easement and maintenance agreement with the City of Auburn for the storm system at Auburn Mountainview High School. The easement allows the City of Auburn to have access to and conduct inspections and maintenance of storm system at the school. The maintenance agreement requires the school district to maintain the storm system in accordance with the school district’s Storm Water Pollution Prevention Maintenance and Operation Schedule and maintain the system in accordance with City of Auburn ordinances and codes. Granting of this easement and maintenance agreement is required by King County and City of Auburn as a condition for acceptance of the construction project.

Jeffrey Grose, executive director of capital projects, will be present

to recommend granting of this easement and maintenance agreement. The board of directors’ building committee has met and reviewed this easement and maintenance agreement.

Recommendation: That the easement and maintenance

agreement be granted to the City of Auburn.

Arthur Jacobsen Elementary School (Elementary School No. 14) Public Storm Drainage Easement

Attached is an easement to the City of Auburn for the purposes of laying, maintaining and installing a storm system wet vault, conveyance lines and appurtenances located within the easement area, including the right of ingress and egress at the Arthur Jacobsen Elementary School property. Granting of the easement is required by the City of Auburn for their maintenance and operation of the system.

Jeffrey Grose will be present to recommend granting of this easement.

The board of directors’ building committee has met and reviewed this easement.

Recommendation: That the easement be granted to the City

Arthur Jacobsen Elementary School (Elementary School No. 14) Bill of Sale – Storm Drainage System

Attached is a Bill of Sale to the City of Auburn for a storm system wet vault and its associated storm drainage conveyance lines and appurtenances constructed as part of the Arthur Jacobsen Elementary School project.

This Bill of Sale conveys ownership of the storm system wet vault,

conveyance lines and appurtenances to the City of Auburn as required for their maintenance and operation of the system.

Jeffrey Grose will be present to recommend granting of this Bill of

Sale. The board of directors’ building committee has met and reviewed this Bill of Sale.

Recommendation: That the Bill of Sale be granted to the

City of Auburn.

Joint Purchasing Cooperative

On June 22, 2009, approval was given for the district's 2009-10 participation in the local food joint purchasing cooperative. Renton School District will be administering the Puget Sound Joint Purchasing Cooperative and, currently, there are over 100 districts and schools participating as members. Our participation levels for these bids, shown on the attachment, are the estimated quantities expected for the 2009-10 year.
